important to do this simple task so the IRS does not
cancel your tax ID number. If they do not hear from
your organization, they cancel your ID numbers. It is a
costly process to get the ID number back (paperwork
- something that no law enforcement officer wants to
do)

This past year the Jenkintown Police Department was sad to announce
the passing of the beloved Canine “Rocky”. Rocky passed today peacefully
with his handler and partner Lt. Rick Tucker by his side. Rocky served the

2017 National Training
Seminar Debrief
On October 16th, 2017 in Rochester, MN
fifty working teams gathered for the Nation-
al Training Seminar. This was the full allot-
ment of authorized working teams.
The following topics were covered: Ex-
plosive and Narcotics Detection, Environ-
mental Bite work, Cover Officer and Tacti-
cal Searching for the Street, Tracking and
Development of A Police Dog. There was
also a class for K9 supervisors and best
practices.
The teams came from across the five-
state area. It was an action packed week
with a lot of new ideas and relationship be-
ing formed. Everyone took away something
from this and the after action reviews were
very positive.
A special Thanks goes out to the Roch-
ester Police Canine Unit, under the super-
vision of Captain Mike Drees. Who without
this endeavor would not have been possi-
ble?
The USCPA will continue to expand this
vision in the future to provide high quality
training to its members who seek it out.

Penn Vet Working Dog Center Police Canine Trainer’s Program

Ongoing Opportunity

 The following police training opportunity is free for law enforcement agencies and police canine
handlers or canine trainers to serve as an assistant trainer during a full police canine training
course of instruction in either or both basic patrol or basic scent detector courses instructed by
certified police canine trainers. These courses meet standards described by the United States
Police Canine Association (USPCA) in the duration and achievement skills required of police
canine teams.

 Law enforcement agencies would be required to assign or detail their candidates for the full
length of the assistant trainer’s program they attend.

Cost

 There is no charge for the program to law enforcement agencies.

Objective

 Benefits to the Agency:


1. To provide education, training and research to agencies with canine units.
2. To support police canine trainers and handlers to attain hands on experience in training
police canine teams.
3. To provide an opportunity so that police canine handlers or trainers can achieve the
experience necessary to obtain nationally recognized police dog trainer’s requirements and
to provide a path for agencies to implement an internal agency police canine training or in-
service program.

 Benefits to the Penn Vet Working Dog Center:


1. To provide skilled staffing to our police canine training team.
2. To improve the class attendees training and proficiency.

Class size

 Class size (number of canine teams) may be adjusted appropriately to maximize individual
instruction and the learning experience to the assistant trainer’s program attendees. The
trainer to program attendee ratio is at the discretion of the Law Enforcement Training
Coordinator.

Agency Requirements:

 60 to 30 days prior to the start of a police canine training class - provide a letter of interest to
assign an officer to the assistant trainer’s program.
 30 to 15 days prior to the start of police canine training class – provide the Law Enforcement
Training Coordinator a candidate’s resume, schedule an interview between the candidate and
the coordinator (in-person, phone, skype…). Confirmation and acceptance into program
communicated to agency.
 Sign contract agreement between the Penn Vet Working Dog Center and agency. Contract can
be made available to the agency at any time for review.

Police Canine Trainer’s Program Candidates Requirements:

 Handled a police dog in detector, patrol or both


 Successfully completed a basic police dog training program in either detector, patrol or both.
 Currently or in the future, be assigned or responsible for training police dogs for the law
enforcement agency
 Must be able to complete the full program

Penn Vet Working Dog Center is not responsible for transportation, lodging or other costs during the training
program for the officers assigned by their agencies to attend. A list of local lodging will be made available if
requested. Interested agencies or officers may request additional information by contacting the Law Enforcement
