Umbrella Programme for Development of Scheduled Tribes

The Ministry of Tribal Affairs is the nodal Ministry for overall policy, planning and coordination of
programmes for development of ST’s. To this end, Ministry of Tribal Affairs has undertaken activities
that follow from the subjects allocated under the Government of India (Allocation of Business) Rules,
1961.
The following are the schemes of Ministry of Tribal Affairs for the welfare of scheduled
tribes:
 Special Central Assistance to Tribal Sub-Scheme (SCA to TSS)
 Grants-in-aid under Article 275(1) of the Constitution
 Development of Particularly Vulnerable Tribal Groups (PVTGs)
 Institutional Support for Development & Marketing of Tribal Products / Produce (Central Sector
Scheme)
 Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price
(MSP) and Development of Value Chain for MFP’ as a measure of social safety for MFP gatherers
(Centrally Sponsored Scheme)
 Support to National Scheduled Tribes Finance and Development Corporation (NSTFDC)/State
Scheduled Tribes Finance and Development Corporations (STFDCs)
 PRE-MATRIC SCHOLARSHIPS TO ST STUDENTS (Class IX and X)
 POST MATRIC SCHOLARSHIPS TO ST Students (Class XI and above)

 NATIONAL OVERSEAS SCHOLARSHIPS (NOS) for ST students for


studying abroad
 NATIONAL FELLOWSHIP & SCHOLARSHIP FOR HIGHER EDUCATION OF ST
STUDENTS
 Support to Tribal Research Institutes (TRIs) and Tribal Festivals, Research Information
and Mass Education

The Budget estimation for Umbrella programme for development of Scheduled Tribe od
2017-18 was Rs 3490.13 Cr but it was revised to Rs 3512.35 Cr. As per current report of
2018-19 the Buget estimation was increased by ~8.3% to Rs 3806.02 cr.

Umbrella Programme for Development of Minorities

In India six religious communities, Muslims, Christians, Sikhs, Buddhists,


Zoroastrians and Jains, are notified as minorities under section 2(c) of the National
Commission for Minorities Act, 1992. In 2006, Sachar Committee report highlighted
serious social, economic and educational backwardness suffered by Muslims. Around
the same time a separate Ministry of Minority Affairs was carved out to ensure a more
focused approach towards minorities.

Major policy responses to addressing the development deficits of minorities came in


the form of a recasted New 15 Point Programme of the Prime Minister and Multi-
Sectoral Development Programme (MsDP), both of which entailed significant
budgetary commitments. Thus, budgetary analysis of these programmes can provide a
reliable indicator of the progress on the government efforts for the development of
minorities.

The Buget estimation for this Umbrella programme was Rs 4072.49 cr but it was revised to Rs
4075.39 cr in 2017-18 but we can see that there is a huge drop in Budget allocation in 2018-19 to
Rs 1440 cr. But as per our research we found out that this Budget was revised to Rs 4580.00 cr
with 12.39 % increase.

Umbrella Programme for Development of Other Vulnerable Groups

Vulnerable groups are those groups of society which would be susceptible under any
unfavourable situations such as where the adults are not capable to provide a satisfactory living
for the household due to health issues like disability, illness, age or some other characteristic,
and groups whose resource endowment is poor to provide sufficient income from any available
source. In India, there are numerous socio-economic difficulties that members of particular
groups experience which limits their access to health and healthcare.

The Budget estimation of 2017-18 for the Vulnerable Group was Rs 1579.99 cr which was revised
to Rs 1630.25 cr..But in 2018-19 budget it is increased by 40.31% to Rs 2287.15 cr.
