exploitation, neglect and violence by establishing effective systems) Child Rights Governance (Child rights monitoring, Strengthening national child
rights systems, and Building awareness and capacity) , Education (Helping children learn, develop and reach their full potential), Health and
Nutrition (Ensuring children are healthy and well-nourished) Food Security and Livelihoods (Capacity building on livelihoods), and Humanitarian

including Typhoon Ondoy (Ketsana), Pablo (Bopha), Habagat (Southwest Monsoon) 2012-13, Labuyo (Utor), Sendong (Washi), Zamboanga Armed
Conflict, Bohol Earthquake, Typhoon Yolanda (Haiyan), Typhoon Ruby (Hagupit).

Alert and Ready Community (ARC) Project
Fixed-Term Positions - 1 January 2016 to December 31, 2016 with possible extension
Based in Save the Children National Office, Makati City

Project Brief
Save the Children’s ‘ARC’ project will strengthen good governance of local government units and support communities
in the Philippines to build more disaster resilient systems, promote better land use planning, improve livelihoods,
enhance quality of life and ultimately aim to reduce causality rates from the impact of disasters. The project targets
16,057 barangays and prioritize those communities living along the eastern seaboard and in the large river basin areas of
the Philippines. Working with the Local Government Academy (LGA) of the Department of Interior and Local
Government (DILG), Save the Children will assist in building capacities of local government units to deliver Child
Centered Community Based DRM capacity building activities. This training will also be used to work with communities
and Barangay councils to develop Barangay Disaster management Plans and locally adapted early warning systems.

Working with the Local Government Academy, and utilizing the skills of local government units, national networks and
CSO’s, we will target the most exposed communities paying special attention to those most vulnerable which include
but not limited to older people, people with disabilities, women of reproductive age and adolescents and children.
Together, we will support them to build and strengthen good governance systems, restore and protect livelihoods and
promote practices that are more resilient to future shocks.

In the long term, Save the Children Philippines has committed to work with the DILG and its Local Government
Academy over the next 2.5 years to build local government and community DRM capacity.

By working together with the Local government, we believe that our support will help to reduce loss of life and suffering
of more than 16,000 communities across the Philippines from harmful impact of natural hazards and also by human-
induced disaster. We will do this by contributing towards the development of program quality tools that will be
institutionalized into the local government systems. This will allow local leaders and officials to better understand the
level of impact and influence of capacity building activities, trainings and disaster plans. Disaster Drills and simulations will
be also used to test whether the Disaster plans and Early Warning systems are effective and appropriate.

This Program will establish the structure and systems required for enabling the Central and Regional administrations as
well as LGU at local barangay levels develop quality driven and comprehensive child centered disaster risk reduction
management approaches and plans.
Project Manager

Position Description
Responsibilities: The post holder is accountable for the successful implementation of Save the Children’s ‘Alert and
Ready Community’ (ARC) program. The post will ensure to strengthen good governance of local government units and
support communities in the Philippines to build more disaster resilient systems, promote better governance and
planning, improve livelihoods, enhance quality of life and ultimately aim to reduce causality rates from the impact of
disasters. He/She ensures that working with the Local Government Academy, and utilizing the skills of local government
units, national networks and CSO’s, the project will target the most exposed communities paying special attention to
those most vulnerable which include but not limited to older people, people with disabilities, women of reproductive
age and adolescents and children. S/he will ensure that partnership with the DILG, LGA, Office of Civil Defense, the
Philippine Safety College and other agencies and CSOs will support them to build and strengthen good governance
systems, restore and protect livelihoods and promote practices that are more resilient to future shocks. The post
holder is a budget holder and accountable for the administration and fiscal management of the project that will be
implemented at the national scale; the direction, supervision, and evaluation of staff; and the planning, implementation
and evaluation of project/program activities. The Project Manager is responsible for ensuring that technical inputs and
support are provided to the project teams and the partners in all the project sites. It is likewise the responsibility of the
post holder to review and refine strategies in ensuring the effective and efficient delivery of all program activities,
outputs and outcomes; ensures timely and quality monitoring and evaluation and establishes mechanisms for
accountability and learning across projects in coordination with the National Office; and the preparation and production
of all reports. The post holder represents Save the Children before local institutions, host government representatives,
donors, partner agencies within program area. S/he shall assume responsibilities in resource mobilization, particularly
program/project development in the context of both development and humanitarian settings.

Qualifications:
At least 5 years management experience in development work. Ability to lead a geographically dispersed team through
strong leadership skills including supervising and motivating professional staff in a collaborative style; project and
program implementation skills including planning, monitoring and evaluating, and problem solving; excellent interpersonal
skills to communicate clearly and engage others effectively; Excellent management skills including Finance management
and HR; Strong communication skills; good presentation skills and ability to produce well-written reports.

Partnership Coordinator
Position Description.
Responsibilities:
Partnership building is a key component of Save the Children’s Theory of Change (ToC) framework and is critical in
helping us deliver change for children at various levels. Partners can also contribute to helping SC demonstrate the
other components of the ToC. Save the Children has the role and mandate of strengthening the capacity of civil society
organizations so that they become strong and effective organizations that can deliver for children’s rights. Capacity
building are in the areas of institution building; implementation; planning, monitoring and evaluation; financial
management; and sustainability. Partnership building / management is done in both development and humanitarian
contexts

Save the Children’s ‘Alert and Ready Community’ (ARC) program will strengthen good governance of local government
units and support communities in the Philippines to build more disaster resilient systems, promote better governance
and planning, improve livelihoods, enhance quality of life and ultimately aim to reduce causality rates from the impact of
disasters.

The Partnership Coordinator is responsible for ensuring that the Save the Children Partnership Principles are
understood and applied in projects and programs that involve funding or non-funding partnerships with the government
and other CSOs, Academe and the Private Sector. The post holder will also ensure the effective and timely support to
the National Agencies in support of Project ARC. These agencies include the Department of Interior and Local
Government, Local Government Academy and it relevant subsidiaries; National Public Safety College and other relevant
Institutions or Academe; Office of Civil Defense, the National Disaster Risk Reduction Management Council and its
relevant Capacity Building Unit or departments. The person shall work closely with the said Heads of Agencies and
coordinate with Save the Children’s Program Development and Quality unit including the Risk Reduction and Resilient
Unit, relevant thematic advisers, Monitoring Evaluation Accountability and Learning unit and other members of the
Program Development and Quality Unit in relation to quality programming and monitoring. He or she will also work
closely with and support logistic, admin and the finance staff at the national office and in the field offices, and will
coordinate with the Awards Manager in the sub-awards management process. The Partnership Coordinator will also
work directly with key partners in assessing capacity gaps, identifying capacity-building needs, and monitoring follow-up
on capacity-building activities.

Qualifications:
At least 3 years relevant experience of developing capacity building plans, designing training programs and building local
civil society organizations capacity; Degree in Community Development, Social Sciences or equivalent experience;
Substantial knowledge of local civil society governance structures, strategy development, and structure and system
development; Experience in working in civil society organizations, preferably with some exposure to coalition work; Can
deal with various civil society stakeholders, including CSO networks, media, academe and children/young people; Has
proven skills in program development and design, training management, and facilitation processes; Excellent oral and
written communication skills; Computer literate and adept in the use of MS Office software (Word, Excel, Powerpoint);
Can work well in highly stressful situations; A team player, willing to work long hours toward the attainment of program
objectives and deliverables; Excellent oral and written communication skills in English; Able to articulate ideas and
concepts clearly verbally and in writing; Computer literate and adept in the use of MS Office software (Word, Excel,
PowerPoint); Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet
tight deadlines and organize work; Can work well in highly stressful situations; able to manage multiple competing tasks,
prioritize deliverables and meet reasonable deadlines; A team player, willing to work long hours toward the attainment
of program objectives and deliverables.

Training Coordinator
Position Description.
Responsibilities:
Save the Children’s ‘Alert and Ready Community’ (ARC) program will strengthen good governance of local government
units and support communities in the Philippines to build more disaster resilient systems, promote better governance
and planning, improve livelihoods, enhance quality of life and ultimately aim to reduce causality rates from the impact of
disasters.

The Training Coordinator (TC) is responsible for assisting the Department of Interior and Local Government (DILG),
Local Government Academy (LGA) in building capacities of local government units to deliver Child Centered
Community Based Disaster Risk Reduction and Management (CCCBDRRM) capacity building activities in high risk
barangays across the country. This training and capacity building program will also be used to work with communities
and barangay councils to develop Barangay Disaster management Plans and locally adapted early warning systems.

S/He will work with the LGA and their training network to increase the capacity of local government units to promote
sustainable, resilient livelihoods. The post will harness the pool of trainers or cadres and will use the skills of trainers,
leaders and community based organizations to initially target 1105 barangays. S/He will build on the success and learning
from the initial 1000 Barangays a ‘massive’ scale up and will include a further 14,952 Barangays for quality driven Disaster
Risk Reduction and Management capacity building, planning and testing.

The person shall work closely with Project Manager and the ARC team including the Director for Program
Development and Quality, relevant thematic advisers, Monitoring, Evaluation, Accountability and Learning (MEAL) and
other members of the Program Development and Quality Unit in relation to partners’ capacity building and monitoring.
The Training Coordinator will also work directly with key partners in assessing capacity gaps, identifying capacity-
building needs, and monitoring follow-up on capacity-building activities.
