MULTI-PURPOSE Vehicle with Caliber .50 Heavy Machine Gun Remote VEHICLE Controlled Weapon System (RCWS) 1 CAPABILITY AND TECHNICAL REQUIREMENTS Mobility Passenger– the vehicle should be able to carry a minimum of 8 Assaulter and 4 vehicle crew at full combat gear. The passengers must be accommodated at Payload normal seating capacity. Cargo- the vehicle shall be able to carry a minimum payload of 800kgs on off-road or on cross country and 1,000 kgs on highway or paved road. Cruising Range– a minimum of 450 km on full fuel tank. Range Per Liter Of Fuel Driving in the city– When driving in the metropolis where traffic is from moderate to heavy, the vehicle when fully loaded, should have an average range per liter of Range fuel of not less than 5 kms. Driving in the highway– when driving in the national highway, where traffic is from light to moderate, the vehicle when fully loaded should have an average range per liter of fuel of not less than 6 kms or higher. Driving in the uphill/ downhill– It should have an average range per liter of fuel of not less than 5 kms. Highway Speed– In a highway, it should be able to reach a speed of maximum 130 kph starting from rest. This speed should be attained within 1.25 km distance. Acceleration From Rest- With required payload, it shall be able to accelerate to different required speeds from rest within the specified time: SPEED (KPH) REQUIRED TIME (SEC) 0 to 30 Shall not exceed 8 secs Speed 0 to 45 Shall not exceed 25 secs 0 to 60 Shall not exceed 45 secs
Passing Speed - The vehicle should be able to accelerate
to a required speed within a specified time from specified initial speeds: SPEED (KPH) REQUIRED TIME (SEC) INITIAL REQUIRED 35 45 Shall not exceed 5 secs 45 60 Shall not exceed 10 secs 60 80 Shall not exceed 15 secs Operability Gradeability– Using either the high or low range, it should be able to negotiate with a minimum of 45% grade (24.23 degrees). It should be able to stop and go at this grade. Angle Of Approach– It should be able to negotiate at 32- 60 degrees (62.5 -173.2 % grade)with no part except tires coming in contact with the ground. Angle Of Departure – It should be able to depart from an angle of 30 - 60 degrees (57.7 - 100 % grade) to the horizontal without any part except tires coming in contact with the ground. Side Slope– It should be able to operate from 30- 70 degrees (57.73 %-274.7% grade) side slope. Ground Clearance- It should have a ground clearance of Agility 0.3 – 0.6 metersto enable it to go through a rough and off- road driving without any part of the under chassis touching the ground Turning Radius– It should be able to make a turning radius of 6.5 – 8.5meters in one complete turn starting from rest Obstacles Mud– It should be able to negotiate a muddy area of 0.3m – 0.6m deep. Water– It should be able to ford water at a depth of at least 0.7 meter. Sand– It should be able to negotiate a sandy area. Gravel– It should be able to negotiate a gravel area. Ditch- It should be able negotiate at trench crossing at least .75 meters Accelerating Straight– The vehicle should remain stable while accelerating in a straight highway until it reaches a speed of at least 100 kph. At curves– It should remain stable when negotiating curves at a speed of at least 30 kph. Decelerating Stability Straight– When running in a straight highway, the vehicle should remain stable when decelerating from a speed of 100 kph. At curves– It should remain stable when negotiating curves while decelerating to 30 kph. Constant Speed Straight– It should remain stable when negotiating a straight highway in a constant speed of at least 100 kph. At curves– It should remain stable when negotiating curves at constant speed of at least 30 kph. Service Brake Ascending–The service brake should be able to hold the vehicle when stopped along a grade of at least 60% grade (30.96 degrees). It can stop the vehicle with stalled engine. Descending–The service brake should be able to hold the vehicle when stopped along a grade of at least 60% grade (30.96 degrees). It can stop the vehicle with stalled engine. Flat terrain–The service brake should be able to stop the vehicle from various speeds to its required stopping distance as indicated below:

Descending– The parking brake should be able to hold the vehicle along the grade of at least 60% grade (30.96 degrees). Durability– The vehicle must endure a prolonged operation under adverse weather and on-road/off-road conditions. It must not incur any major defect. 2 PHYSICAL CHARACTERISTICS Must be diesel feed. Engine Must be at least 4-cylinder diesel. Must be at least 185 hp. Configuration and transfer Must be 4x4 and must have at least 2 speeds for high and case low range. Must be automatic and must have at least six (6) forward Transmission speeds and one (1) reverse speed. Axle-must be Independent double A-frame w/ hypoid differentials and or double reduction w/ planetary gear in the hub Axle and suspension Suspension-shall be independent suspension system. Strut type spring/ helical spring or shock absorber or coil spring and or suspensions composed of coil springs and hydraulic dampers. Fuel system Must have a fuel tank capacity with minimum of 120 ltrs. It must be design by military standard specification. It shall be highly grade alloy steel that is hot dipped galvanized. Once the steel substructure is assembled, E‐ coating is applied to provide additional corrosion Chassis/Monocoque protection. Chassis- it shall be the suspension is independent suspension with double wishbone suspension. Monocoque- it shall be the suspension has damper and damper spring. The overall outer and inner body finish must be painted in Olive Drab. The chassis finish must be olive drab (flat Over-all body and chassis paint) while the under body must be applied with an finish undercoat. The whole body and chassis must be anti- rust/corrosion treated to the highest standard. Must be dual-type and/or Anti- lock Brake System (ABS) Brake system and/or disk brake system. Wheel Base The distance of wheel base must be 3 - 3.75 meters Steering wheel Should be power assisted. Four wheels, must be designed for all-purpose and all terrain model. Tire– must be run-flat tire with the size of a maximum of 37/12.5R16.5 or its equivalent, Non-Directional Cross Country (NDCC) type. At least 10 ply rating. -The total number of tire is four (4) plus one (1) spare Wheels and Tires tire. Keeping the operational condition of tire when bullets hits tire, and making it possible to drive at least 48 km at the speed at least 48km/hr. Must be provided with Central Tyre Inflation System (CTIS). Must be 16.5 inch or its equivalent and must have at least Rim eight (8) stud holes. - Should be operated the main system at minimum of 12V power and must be operated by at minimum 55 ampere alternator. -It should be able to supply enough current to operate the engine lights gauges and other accessories of the system. - The lights should be able to illuminate roads and other Electrical system passage during night driving for covered roads and during adverse weather condition. - Internal Lights within the driver/commander, gunner/ ammo bearer and passengers. Be able to illuminate their areas. - It must endure prolonged operation and resist the effect of extreme shocks and vibrations especially in rough road and off-road driving. -The instrument panel must be equipped with gauges (such as Speedometer, Fuel, Oil pressure, Water temperature, digital time clock and voltmeter. -All gauges must be analogue type and must be in metric Gauges /Instrument Panel system and readable and luminous for night or low visibility driving. Should allow ease of operation and should be shock Control switches and levers resistant. Driver and Vehicle Commander’s Seat– Should be able to absorb vibration/shock and is adjustable for ease of operation. Shall have an adjustable/reclining backrest and adjustable fore & aft for ease of operation and comfort, and oriented towards the front. Provided with a Seat 3-point type seatbelt. Gunner and Ammo Bearer’s Seat- Finding Location inside the vehicle Rear Seat (cargo)–Must allow passengers to face inwards. Seats can be folded to create space for cargo. - It should dual heavy duty air-conditioning system for Air Conditioning System the driver compartment and for crew compartment Doors- should be a minimum of five (5) with single handle opening mechanism. Door and Hatches Hatches-One front roof hatch enabling to operate a manual weapons station, or a Remote Controlled Weapons Station (RCWS) Windows- Minimum of two (2) side windows on each side of vehicle and one (1) window on the rear door with Windows and Views Block anti-vandal protection each windows View Block- Minimum of two (2) views block each side with level 2 protection cover. Minimum of four (4) gun-ports on each side of the Gun ports vehicle and 1 gun-port on rear door. 3 BALLISTICS PROTECTION REQUIREMENTS All around protection using very hard armored steel plates to protect against artillery shell splinters, 7.62mm a. Vehicle Body Armor Piercing Incendiary ammunition rounds and Caliber .50 rounds ( STANAG 4569 Level 2). Should be protected in mines and IED at least 6 kgs of b. Blast Protection explosives (STANAG 4569 Level 2) (Under Wheel and Under Belly) Multi-layers bullet proof glass protection with minimum c. Ballistic Windows Level 2 of protection against bullet and blast protection. 4 REMOTE CONTROLLED WEAPONS SYSTEM CAPABILITY AND TECHNICAL REQUIREMENT a. Remote Controlled Weapon Should be brand new, versatile weapons mounting System with attached Caliber .50 HMG b. External Dimensions Should be a minimum of 1.4 x1.34 x 0.66 meters. Fire extinguisher (1) handy Class A, B and C fire extinguishers (refillable) of at least 1 kg attached to the vehicle. b. Windshield wiper and washer Shall be functional and electric operated. At least six (6) 76mm smoke/grenade dischargers, c. Concealment three (3) on each side of the vehicle The front seats must be provided with seat belts d. Seat belts for the driver and passenger. The vehicle must have the reflectorized EWD set e. Early warning device (EWD) colored yellow and red. Engine must be at least DENR Euro IV f. Smoke emission control compliant. Should provide for the automatic detection and h. Engine Fire Suppression extinguishing of fire in the engine 6 INTER/INTRA-OPERABILITY REQUIREMENTS Standardization Requirement Driver’s position –must be at the left. Standard Of Measurement All measurements used must be in metric system. 7 LOGISTICS AND READINESS REQUIREMENTS MEAN TIME BETWEEN FAILURE– A certification should be provided by the proponent on the maximum life of the vehicle components. Maintainability MEAN TIME TO REPAIR– The proponent should provide a certification for the minimum replacement time of each component. 8 TRANSPORTABILITY DIMENSION Should be 5.3 - 6 meters measured from bumper to Over-All Length bumper Should be 2 - 2.5 meters measured from the ground Over-All Height to the highest portion of the top. Should be 2.2-2.6 meters measured from the extreme Over-All Width sides. Curb Weight Should be 5,500 - 7,500kgs. - Pintle hook must be provided at the rear of the vehicle for use in towing loads and towing eye in front of bumper.
- It should be accommodated/transported by C130
cargo plane. Towing Attachment - It should be able to airlift of rotary wing aircraft by using sling set.
- It should be able to tie down in the transport
vessel.
Spare Tire & Carrier– A spare tire (rim & tube)
and carrier must be provided on the vehicle. The Spares and tools requirements carrier/attachment system must be designed in such a way that the spare tire and carrier will not rattle or disentangle when the vehicle negotiates very rough roads or during adverse weather condition. The spare tire and carrier must not hinder vehicle operation.
Spare Fuel Tank And Carrier- a reserve fuel
container (made of metal), of at least twenty (20) liters capacity, and a carrier attached to the vehicle must be provided. Provision For Required Trenching Tools W/ Corresponding Carrier– Each vehicle must be provided with one (1) set of trenching tools. (See Annex B - “List of Tools & Equipment). These tools must be attached to the vehicle with an attachment feature provided at either left or right side. The attachment system must be designed in such a way that the trenching tools and carrier will not rattle or disentangle when the vehicle negotiates very rough roads or during adverse weather condition. Operator’s Vehicle Maintenance (OVM) Tools – must be provided with Operator Vehicle Maintenance (OVM) Tools. (See Annex B - “List of Tools and equipment”). The tools must be snugly fitted in the vehicle to avoid unnecessary noise and rattling whenever the vehicle is negotiating rough roads. Maintenance Tools And Test Equipment – Maintenance tools must be provided for every fifteen unit (15) units. Internal Communication System – should be compatible to the existing communication equipment 9 COMMUNICATION used by the AFP It should be twenty (20) watts VHF with amplifier Man-Machine Interface Operator’s Seat –Should be able to absorb vibration/shock and is adjustable for ease of operation. Control Switches And Levers –Should allow ease of operation and should be shock resistant. HUMAN ENGINEERING Gauges/Instrument Panel- should be military 10 REQUIREMENTS standard, readable and luminous for night or low visibility driving Windshield Wiper With Washer- Shall be provided with electric operated windshield wiper with washer
Training– The proponent must provide a training
package for the three levels of maintenance to include depot level maintenance 11 OTHER SUPPORT REQUIREMENTS a. Operator’s Manual There must be one for every unit. Parts Catalog- There must be one for every unit. Lubrication order-There must be one for every b. Technical Manual unit. Organizational maintenance manual- There must be one for every unit. The proponent must guarantee the availability of e. Availability of repair parts repair parts for at least thirty (30) years from the date of delivery. Must conduct training to drivers and mechanics of the PMC Philippine Navy on the proper operations f. Repair and Maintenance and depot level repair and maintenance procedure of the equipment. A minimum of one (1) year warranty or 20,000 kms whichever comes first to include parts and services to include paints and overall body, and chassis finish g. Warranty from the date of delivery. Any part found to be defective due to factory defect within one (1) year period from date of delivery must be replaced free of charge to include services. The proponent shall shoulder the obligations for a minimum of three (3) years LTO registration with h. Registration and insurance insurance package from GSIS. Official Receipt and Certificate of Registration must be turned-over to the end user, 60 days after acceptance.
