CHAPTER 1

A. Background The
fragility of morality and the low level of honesty of state administrators has
led to corruption. Corruption in Indonesia is already a social pathology (social
disease) that is very dangerous which threatens all aspects of life in society, nation
and state. Corruption has resulted in enormous material financial losses. The form
of deprivation and depletion of state finances occurs in almost all regions of the
country.
It is a reflection of low morality and shame, so what stands out is greed. The
problem is that corruption can be eradicated. There is no other answer if we want to
go forward, corruption must be eradicated. If we do not succeed in eradicating
corruption, or at least reduce it to the lowest nadir, then do not expect this country
to be able to catch up with other countries to become a developed country. The
cause of corruption brings a wide enough negative impact and can bring the country
to the brink of collapse.

CONTENT

The word Corruption comes from Latin,Corrupt-Corrumpere which means

rotten, damaged, destabilizing, twisting or bribing. According to Dr. Kartini Kartono,
corruption is the behavior of individuals who use authority and position to extract
profits, and harm the public interest. Corruption according toHuntington (1968) is the
behavior of public officials who deviate from the norms accepted by society, and this
deviant behavior is aimed at fulfilling personal interests. The symptoms of corruption
often occur because of the weakness of morality and religion that they have. This is
because people who commit corruption do not have a sense of satisfaction that causes
corruption. Corruption has a broad enough negative impact and can bring the country
to the brink of collapse.
There are two reasons a person commits a criminal act of corruption. The most
important is the need factor. Second, greedy factors, and the third is environmental
factors. The reason for the need for people to commit corruption is a factor of need.
For example, in the past, corruption because of the needs of many small bureaucrats
was done because the amount of his salary did not meet his needs.
However, in its development, corruption because of this need actually occurred
because of the amount of capital issued by the perpetrators, namely the candidates for
regional heads such as governors, regents and mayors. It should be noted, to become a
regional head, the political capital that must be spent is very large. In Indonesia there
are many people who commit corruption, because corruption is considered a profit in
order to meet their needs.
Impacts if we commit corruption on ourselves, namely to get sanctions and be
sentenced to prison, will be fired from their jobs / deposed from their positions. Will
be excluded from people's lives / shunned from association. Can keep the offender
from God and bring him closer to sin. While the impact on others is that it can harm
many people and the State will not progress if corruption is still carried out.
How to prevent corruption and how to overcome it is to mobilize all
stakeholders in formulating the vision, mission, objectives and indicators of the
meaning of Corruption, Collusion and Nepotism. Mobilize and identify strategies that
will support the eradication of KKN as a legal umbrella concerning Sticks, Carrots,
Improvement of Employee Salaries, Penalty Penalty Sanctions, Termination of
Positions that are suspected of actually committing acts of corruption. Control and
Supervision by providing or creating mechanisms that can provide opportunities to the
community, and more independent functional supervision.
The problem of corruption is being a hot conversation in the community,
especially local and national mass media. The rise of corruption in Indonesia seems
difficult to eradicate and has become a culture. Basically, corruption is a violation of
law which has now become a habit. Based on Transparency International Indonesia's
data, corruption cases in Indonesia have not been resolved properly. Indonesia was
ranked 100th out of 183 countries in 2011 in the Corruption Perception Index.
In the era of democracy, corruption will make it difficult to achieve good
governance and economic development. The causes of corruption also vary, including
economic problems, namely the low income obtained when compared to the
necessities of life and a consumptive lifestyle, culture giving tips (facilitation
payments), low shame culture, weak legal sanctions that are not able to cause an effect
deterrent, inconsistent legal application of law enforcement institutions, and lack of
legal supervision.
In an effort to eradicate corruption, cooperation from all parties and all elements
of society is needed, not only related institutions. Several institutions that were given
the authority to eradicate corruption included KPK, Police, Indonesia Corruption
Watch (ICW), Prosecutors' Office. The existence of the KPK is one of the
government's bold steps in efforts to eradicate corruption in Indonesia.

CONCLUSION

Corruption is an initial act that enriches oneself which directly harms the state or
the country's economy. So, the elements in corruption do include two aspects. Aspects
that enrich themselves by using their position and aspects of using State money for
their interests. The causes include the absence and weakness of leaders, weaknesses in
teaching and ethics, colonialism, colonization of low education, poverty, lack of harsh
punishment, scarcity of fertile environment for corrupt behavior, low human resources,
and economic structure. Corruption can be classified into three types, namely form,
nature, and purpose. The impact of corruption can occur in various fields including,
the fields of democracy, the economy, and the welfare of the country.
