School Improvement Plan SY 2019-2022

I. Executive Summary

The School Improvement Plan of San Felipe Elementary School located at San
Felipe, Padre Garcia, Batangas, Batangas was formulated in accordance with the DEpEd
Order No. 44 s. 2015 known as the Enhanced School Improvement Plan. This ESIP is a
roadmap that lays down specific interventions that a school, with the help of the community
and other stakeholders, will undertake within a period of three consecutive school years. The
implementation of development activities integral to it are in the school such as projects
under the Continuous Improvement Program (CIP), the creation and mobilization of Learning
Action Cells (LACs), and the preparation of the School Report Card (SRC). This seeks to
provide those involved in planning an evidence-based, systematic approach with the point of
view of the learner as the starting point. Ultimately, this envisioned to help schools reach the
goal of providing access to quality education.

This document was realized through the collaborative efforts of the School Planning
Team composed of Mr. JOEY B. ANDAL – the School Head, Mrs. ARLYN C. REGINIO – the
General PTA President, Mrs. MARY ROSE C. MATIBAG Faculty President, LUCKY S.
ATIENZA - SPG President, and Hon. IRENEO M. MANCIA – the Barangay Chairman of San
Felipe, Padre Garcia, Batangas.

This ESIP shall serve as the guide for the school held in managing the school as
guided by the DepEd Vision and Mission and the core values. The ESIP contains the priority
areas concerning the learners need to improve through the leadership of the School
Planning Team, School Project Team and Monitoring Team. This will serve as guide for their
journey toward the attainment of improvement. Through this, the stakeholders’ participation
will also increase for they will be part for planning, projects and other improvement. Thus the
School and Community Involvement will be more visible and they will have concern to the
school in the needs and achievements.

II. Introduction

A. DepEd Vision, Mission and Core Values Statements

VISION
We dream of Filipinos who passionately love their country and whose values and
competencies enable them to realize their full potential and contribute meaningfully
to building the nations.
As a learner-centered public institutions, the Department of Education continuously
improves itself to better serve its stakeholders.

MISSION
To protect and promote the right of every Filipino to quality, equitable, culture-
based, and complete basic education where:
 Students learn in a child-friendly, gender-sensitive, safe, and motivating
environment
 Teachers facilitate learning and constantly nurture every learner
 Administrators and staff, stewards of the institutions, ensure an enabling
and supportive environment for effective learning to happen
 Family and community, and other stakeholders are actively engaged and
share responsibility for developing life-ling learners.

B. School Situation
The school is headed by a Principal I in the name of Mr. Joey B. Andal for almost two
years. The school offers Kindergarten-Grade VI classes with 15 nationally funded teachers,
two of which are newly hired (SY 2018-2019) as the result of Teacher Needs analysis
approved by the region. Barangay San Felipe has small land area and not so big in
population and so, a not so big enrolment is expected annually. For the past school years,
the enrolment increases every school year and observed that not only on enrolment day but
also during regular class days. Transferees form other town or province have been coming
to the place to live there permanently.

One of the big factor that greatly affects the low achievement rate in NAT is that most
of pupils have poor reading comprehension. Based on studies made by teachers on why
most of the pupils don’t have the love for reading is because of poor vocabulary, lack of
enthusiasm to read books instead of playing during extra time. They are also lacking of
supplemental reading materials that suits to their topic of interest.

With the increase in enrolment, pupils began to crowd in their grades, thus resulting
to creation of sections and at the same time increase in the number of teachers and
classroom as well. No ancillary rooms in the school, the space for additional classroom is
hard to locate since the school land area is only 2,225sq.m. which was donated by a kind-
hearted fellow of their barangay. The school now has 3 classrooms that needs to be
repaired. Broken windows, ceiling that is starting to collapse and the doors that needs to be
replaced are some of the arising problems in the three BLSB classrooms.

Health condition of the pupils is one factor in attaining good academic performance.
The number of identified malnourished pupils has gone up to hundreds or ¼ of the school’s
enrolment for last year. That’s served as an eye-opener to the school to the school
personnel to seek for ways on how to help improved the nutritional status of malnourished
pupils. The small area used for planting of vegetables became very busy for the whole year
became the source of supplemental food for feeding the malnourished pupils.

For coming, settling in the barangay and enrolling their children in our school, that is
because of different situations that they are facing or being encountered in the place that
they leave before they moved to the barangay. In this situation, that the school is having
different values, behavior, community, culture, traditions, etc. of our pupils are being grouped
together in our school. There are transferees who were able to finished the school year but
most of them ends in stopping or dropping out of the class. No matter how much the teacher
pleased them to finish the school year, teachers usually end up a loser in winning the
affirmative response from our clientele. Thus, DROP OUT is big problem to the school
personnel and by the school as a whole.
