 CHAPTER I

HISTORY

Silangang Mayao Barangay Hall was a former Lying in with two floors
building where in the first floor was the Lying in area and the second floor was the
offices of the Barangay Officials it was paid for it rental fees, before as our Captain
stated.
Having a barangay hall where is rented was for them because it also cause
another or additional budget for the Barangay Officials. The lying in was supervise
by Ms. Marife Lazo who is a midwife which today is one of the head in Lucena
Barangay Health Workers (LBHW). Before in our barangay Ms. Marife is the only
one who facilitate every health issues that our barangay need. It was also said
that not all of the services was given before because of Ms. Marife is a midwife
that’s why her services was limited only to her profession.

Barangay Hall was rebuild last 2015 that our Captain proudly said was
already a property of our Barangay that’s why they are able to do services that we
have today. It was also the birth of our own Barangay Health Center as I interview
one of the BHW in our barangay she said at first there is no permanent nurse in
our barangay. Mr. Kenneth was the first nurse that we have in our barangay but it
also did not take too long for him to go. Because as his profession calls him and
receive an offer in a hospital ,he has left the barangay. He was replaced by Ms.
Jenny who is from the Lucena Barangay Health Workers (LBHW) last only for a
year because of some conflict to the Barangay Health Worker in our barangay.

2017 Ma’am Buhay “Life” A. Rosales came to our barangay who is from the
Lucena City Health a registered nurse who also live in our barangay. A newly wed
that time she tells that she is very devoted to her chosen profession she dreams to
work at a hospital not in a Barangay Health Center. A year after she became
pregnant to her 1st child at from that day she became in love working in barangay

health center because even she is in her work she is able to have quality time to
her family. Today she is still the barangay health center nurse of Silangang
Mayao. Every day she work with our community with passion and dedication she
also said after giving birth to her 1st child she also gain knowledge and experience
about taking of herself while pregnant and taking care of her child after birth. Now
she is more able to share her experiences and knowledge to the patients of our
community even more dedicated and passionate. Barangay Health Center would
never be functioning and able to give different services without her.

Our Barangay Health Center offers free Medicine for tuberculosis patient,
elders with hypertension, free maintenance for senior citizens, free check-ups,
shots, ultrasounds and giving birth to the female pregnant patients of our
community and baby check-ups and vaccination for them and also the two types
of family planning the Depomedroxyprogesterone Acetate (DMPA) and the
commonly used pills.

Our barangay is led by our barangay captain aside from her orders to the
BHC the BHC Workers also gets orders from Lucena City Health. The Barangay
Health Center of Silangang Mayao was consist of five Barangay Health Worker
(BHW) who deals with work with our community they assists the nurse in our
center,one Barangay Nutritionist Scholar (BNS) her work is to check every
nutrition problem of children most of the time she visits schools and elders of our
barangay, one Nurse the main person who do all the duties that health services
offered by our barangay , and one Volunteer our volunteer is a retired nurse and
she do all work also same as our nurse but her services is also limited because
she is retired already that’s why every time she will do a procedure she tends to
consult it first to our Nurse.

OUTSTANDING CHARACTERISTIC

The outstanding characteristic of Silangang Mayao BHC is that;

 all the workers or the BHW, BNS and the nurse are all part of our barangay
they live in different purok which also help them to monitor every health
related problems.
 Everyone in the Barangay Health Center is approachable that make our
community to have easy access to different programs that we have.
 The BHW, BNS and the volunteer has a proper training and connections to
the Lucena City Health.
 Each of them has designated work to do every day of there duty.
 Donors are always welcome to them there is no political issue among them.

A. Discussion of the Major Function of the Barangay Health Center

I. Province
 Be in the frontline of health services delivery,particularyly
during and in the aftermath of man-made and natural
disaster and calamities and exercise such other powers
and perform such other duties and functions as may be
prescribed by law or ordinance.

II. City
 Assisting and giving deferent health services with the
prescribe law and ordinance given by the provincial
government. Giving help services which is higher than the
barangay health services and the bridge of
communicating to the Community up to Provincial
services.
 Conduct health information campaigns and render health
intelligence services.

III. Community
 In the frontline of giving health services to the
community, tangible resources that a man can get a
health services.
 Coordinate with other government agencies and non-
governmental organizations involved the promotion and
delivery of health services.

 C.Operation, System and Procedure:

The Barangay Health Center of Silangang Mayao serve different

services giving maintenance to elders,TB DOTS, DMPA and pills which ios
serve from Monday to Friday during 8:30am – 4:00pm because it only cause
a small period of time.

While vaccination for babies are strictly schedule every Monday and
Wednesday only from 8:30am – 1:00pm only. In the case of pregnant women
it is also strictly scheduled every Tuesday and Thursday from 8:30am –
1:00pm only.

The routine to every patient are done to pregnant women, pills takers
and DMPA users, maintenance for elders and TB DOTS there weight and
blood pressure are checked before the consultation and giving the medicine.
While in vaccination of babies patients there weight and temperature are
checked because some vaccines are not allowed to be given if a baby has a
fever.

If certain health problems are cannot be solve at the Barangay Health

Center they are referred to the Lucena City Health to be examine by a doctor
and also the anti-rabies and anti-tetano are available only at the Lucena
City Health.

B.USE of MATERIALS and SERVICES

a. Materials

Weighing Scale- they have two types of weighing scale for babies which babies
from 1 month – 2 years old with a capacity of 10kg can be done while the for kids
and adults its weighing scale can weigh from 1kg to 160kg kids who can stand are
weigh in the adult weighing scale.
Thermometer for babies- a thermometer for babies used specially before the
vaccination are done for them to control the shots because there vaccines that are
not allowed to be given especially if the patients has fever.
Ice box-used when vaccination are done outside of the Barangay Health Center to
control the temperature of the medicines or when it is “ Araw ng mga Bata”
because the day will be vaccination day that’s why medicine are put in the ice box
to less the work of getting it from the refrigerator.
Trashcan for syringe- syringe has its own trash can to prevent to infect and it is
the proper procedure after used of syringe.
Refrigerator- is used to store the medicines for vaccination and
Depomedroxyprogesterone Acetate (DMPA).
Two consultation table- one table was used of the BHW for filling and
accommodating patients and the other one is for the nurse consultation table.
Pregnancy Manuals-manuals who serves as guide of pregnant woman and also as
guide of the BHW and the Nurse during consultations.
Blood Pressure Gauge (aneroid sphygmomanometer)- used to check the bloop
pressure of patients who go there and records of pregnant women during check-
ups.
Big medicine cabinet- where all the medicine that require room temperature are
stored.

 b. Services

Pregnant check-ups- free monthly check-ups from the 1st month or the 1st
consultation of a patients, vaccines for pregnant are also given, free ultrasound
and giving birth.
Vaccination for babies- free vaccine from 1 ½ month old baby and until he finish
or graduates to different vaccines for a baby.
TB DOTS- free monthly medicine and check-ups for the patient of tuberculosis.
Hypertension medicines-given to patients who are said and checked by a doctor
have hypertension.
Maintenance Medicine for Seniors- if a senior was scan and checked by the city
health doctor they will be given their specific maintenance monthly at the
barangay.
PILLS- family planning method given by the barangay health center it is a small
tablet medicine that given every two weeks to the patients after their consultation.
Depomedroxyprogesterone Acetate (DMPA)- also a family planning method
which is injected to a woman patient and it will last for a month.
Referrals- if certain disease or health issue cannot be resolve to the Barangay
Health Center it was referred to the Lucena City Health with the first assessment
by the nurse of our barangay.

D. COMMUNICATION STYLE WITH THE COMMUNITY

As the different BHW are living in the different purok of our barangay they can
spread news thru house to house announcement with the help of the Purok
Coordinators. Even posting upcoming events and health programs to the
Barangay Hall Bulletin at Barangay Health Center.

E. INTERPERSONAL RELATIONSHIP

1. Interpersonal relationship to other employees- as I seen thru the on-the-job

training each of them has a good relationship.in our free time or whenever we
don’t have patient they tend to talk to each other or sharing life events that they
encounter for the day. I believe that being open of Ma’am life to any issues
regarding to their team create them more pleasant work place. And there are no
issues that tackle without one of them they make sure that they here both sides
every time they encounter issues and as their sentences/explanations end there
issues also end that moment.

the right side of the Barangay Hall at the first floor.

B. VENTILATION

The center has two window which

they close due of the bad smell
coming from the Public Comfort
Room at the back of the Barangay
Health Center and in afternoon the
sun faces at the back of the center
that’s why it is really hot inside of
the center.

The room has two Electric fan that serves

the whole room for ventilation. It is not
good especially when the center is full of
patients. The babies are irritated of the
feeling inside the room because it is really
hot.

 C.WORKING CONDITION

The whole center function even sometimes it is really hot because of the
lack of ventilation. Medicine are properly place depend to it temperature
requirement and also on the date of expiration because they make used first of the
medicine that expiration date is coming.Vaccines are weekly get from the Lucena
City Health to sure its preservation are good and suitable in inject to the patients.

One thing that I observe is that the nurse only done her duty half day every
day which sometimes when patients came late in afternoon they miss there check-
ups specially for pregnant women the BHW are only left at the center every
afternoon that’s why only taking Blood Pressure, giving Maintenance and pills is
the services that they can offer. Sometimes also the lack of supply is also a
problem of the elders they cannot avail there maintenance.

Even the BHW are problem sometimes because I encounter once that there
are late in their respective duty so the nurse and I do all the duty in the center
and I was also left alone in the center once. Proper posting of the schedules and
organizational charts are not present inside the center.

D. SANITATION PROCEDURE

The sanitation was divided into two the nurse has her own safety trashcan
for the syringe that she used every vaccination. Medicines that are expired was
returned to the Lucena City Health for proper disposal. The trash that the center
make was dispose in properly first it was classified to biodegradable, non-
biodegradable and recyclable and dispose by the janitor. The center has its own
janitor due to we are under of the Barangay Hall so the center can also afford
amenities that the Barangay Hall has.

 Add more electric fan or have air-condition room

CONCLUSION

As an OJT in the Barangay Health Center of Silangang Mayao in my observation

and real life experience I conclude that Barangay Health Center of Silangang
Mayao is a good functioning Center even there are other bad observation of the
establishment and the employee.
