AVANZADA, RENATA DESCRIPCIÓN DEL FORUM La educación es un derecho humano que encuentra su mayor expresión en el artículo 26 de la Declaración Mundial de los Derechos Humanos. Como derecho no puede verse como privilegio de pocos sino como oportunidad para todas las personas independientemente de sus condiciones físicas, cognitivas, étnicas, religiosas u otras de índole sociocultural. Por ello, la educación tiene como misión formar a las personas para participar efectivamente en una sociedad libre, favorecer la comprensión, la tolerancia, la amistad entre todas las naciones, entre todos los grupos raciales, étnicos o religiosos, y promover la paz.
Las iniciativas internacionales de la UNESCO, el Banco Mundial y algunas
ONGs, en conjunto, han resuelto de manera consensuada que todos los niños tienen el derecho de ser educados juntos, sin ningún tipo de discriminación por limitación física, cognitiva o sociocultural potenciando sus capacidades y atendiendo sus necesidades de apoyo.
En tal sentido, la educación inclusiva es un medio para la equiparación
de oportunidades en función del acceso y permanencia a los sistemas educativos. La educación inclusiva se ha convertido en una propuesta que apuesta por una academia que acoge la diversidad general, sin exclusión alguna. No es una forma de denominar a la educación especial ni a la integración de estudiantes con necesidades educativas especiales, es una propuesta que aspira lograr una educación de calidad para “todos”, con especial énfasis en aquellos que están en condición de exclusión o en riesgo de estarlo.
En este contexto el INTERNATIONAL FORUM: TENDENDIAS TECNOLOGICAS
PARA LA EDUCACION Y LA DIVERSIDAD brinda un espacio para el dialogo político local e internacional sobre los avances en los procesos de inclusión mediados por las tecnologías de la información, así como para la socialización de resultados de diversos proyectos de investigación, desarrollo e innovación en el ámbito de la construcción de un sistema educativo en y para la diversidad.
En su cuarta versión se socializarán resultados de los proyectos:

Mr. Karel Van Isacker (Belgica)
Karel Van Isacker has a background in applied economic sciences, developmental economy and international business management. He studied and worked in Belgium, Democratic Republic of Congo, Greece and Bulgaria. Since 2005 he has been focusing his work towards increasing the accessibility of ICT for people with disabilities, and has been involved in a wide range of (project) initiatives, as expert, partner or as coordinator. This was done every time in cooperation with local end-user groups. He is also providing consultancy on disability aspects such as employability and integration, and is an expert in accessible document training. He is currently coordinator of several Lifelong Learning projects, partially funded by the European Commission.
Xavier Ochoa (Ecuador)
Xavier Ochoa is a Principal Professor at the Faculty of Electrical and Computer Engineering at Escuela Superior Politécnica del Litoral (ESPOL) in Guayaquil, Ecuador. He coordinates the research group on Teaching and Learning Technologies at the Information Technology Center (CTI) at ESPOL. He is also involved in the coordination of the Latin American Community on Learning Objects (LACLO), the ARIADNE Foundation, the Global Federation of Learning Object Repositories (GLOBE), the Latin American Open Textbooks Initiative and several regional projects. He is part of the executive committee of the Society for Learning Analytics Research (SoLAR). His main research interests revolve around Learning Technologies, Learning Analytics and Informetrics. Prof. Jutta Treviranus.(Canadá)
Jutta Treviranus is the Director of the Inclusive Design Research Centre (IDRC) and professor in the faculty of Design at OCAD University in Toronto (http://idrc.ocadu.ca ). With its origins in the Adaptive Technology Resource Centre, which Jutta established in 1993, the IDRC is an internationally recognized center of expertise in the inclusive design of emerging information and communication systems and practices. Jutta also heads the Inclusive Design Institute a multi-university regional centre of expertise (http://inclusivedesign.ca). Jutta founded and directs an innovative graduate program in inclusive design at OCAD University. Jutta is the co-director of Raising the Floor International. Jutta leads many international multi-partner research networks that have created broadly implemented innovations that support inclusion e.g., Fluid Project (http://fluidproject.org), FLOE (http://floeproject.org), and many others. Jutta and her team have pioneered network-supported personalization as an approach to accessibility in the digital domain. She has played a leading role in developing accessibility legislation, standards and specifications internationally (including W3C WAI ATAG, IMS AccessForAll, ISO 24751, and AODA Information and Communication). Her most recent awards include the IEC 1906 Award, the Queen’s Diamond Jubilee Medal and recognition as one of Canada’s top 45 over 45.
Silvia Baldiris Navarro (Colombia-España)
Systems and Industrial Engineer from Industrial University of Santander (UIS), Colombia, develop a Master in Industrial Informatics and Automatic from University of Girona. PhD in Technologies from University of Girona. Among her research areas could be mentioned, User Modelling and Adaptations apply to learning management systems, Knowledge management, standardizations in elearning and different Inclusive Learning Iniciatives. She has participated in different projects: Adaptation based on machine learning, user modelling and planning for complex user-oriented tasks (ADAPTAPlan), EIE-Surveyor: Reference Point for Electrical and Information Engineering in Europe, A2UN@: Accessibility and Adaptation for ALL in Higher Education, the European project ALTER-NATIVA – Referentes curriculares con incorporación tecnologica para facultades de educación en la areas de lenguaje, matematicas y ciencias, para attender poblaciones en contextos de diversidad, ARrELS Project - Augmented Reality in Adaptive Learning Management Systems for All, Inclusive Learning Project - Supporting Teachers Training for an Inclusive Vocational Education, among others. She is reviewer of important conferences in Europe, North America and Latin America as well as some indexed journals.
Panagiotis Zervas (Grecia)
Panagiotis has received a Diploma in Electronics and Computer Engineering from the Technical University of Crete, Greece in 2002, a Master's Degree in Computational Science from the Department of Informatics and Telecommunications of the National and Kapodistrian University of Athens, Greece in 2004 and a PhD from the Department of Digital Systems, University of Piraeus, Greece in 2014. He has 10-year professional experience in the development and management of International, European and National projects. Panagiotis is the co-author of 70 scientific publications with at least 93 known citations and he has received 4 times Best Paper Award in International Conferences on Advanced Learning Technologies. He is also member of the Executive Board of the IEEE Technical Committee on Learning Technology, as the Web-Site Management Chair and Technical Manager of the Educational Technology and Society Journal. Vita Bolívar León Cuenta con 15 años de experiencia en los que se ha desempeñado exitosamente como asesora pedagógica en programas como computadores para educar, acreditación de programas académicos, implementación de investigación formativa en programas de pregrado, entre otros. Directiva de instituciones educativas tanto públicas como privadas a nivel de Rectoría de Colegio Público y Vicerrectoría Académica y de Investigaciones en Unversidades Privadas, docente en programas de pregrado, posgrado y educación básica y media, consultora organizacional y auditora en temas de formación y transformación personal. Realiza coaching educativo, personal, organizacional, de directivos y alta gerencia. Escritora de libros y artículos académicos, formadora de formadores, ha planeado e implementado programas de transformación personal con la niñez y con población vulnerable. Desarrollo y potenciación de equipos de alto rendimiento, outdoor, conferencista, tallerista, entrenadora de equipos, entre otros.
Francisco Americo Sirviente
Is a professor at San Juan National University (UNSJ) and a Master student at La Plata National Uniiversity in Argentina. He works as director of the Educational Technologic Center at UNSJ where he directs multiple projects about education with ICTs.
He has authored and co-authored books regarding education with digital
resources and internet-navigable resources. He is involved in several projects including college volunteering and a Plan for teacher training in the use of ICTs for education. He serves as evaluator in several project- related ambits. Also, his work includes more than 20 projects including Engineering projects and ICTs for education projects.
