From TOP-DOWN to BOTTOM-UP

REVERSING OLD GOP HABITS

Americans have lost faith in the American political system and not without valid reason. It seems that
although there are two powerful political teams on the national field of play, it has become increasingly
difficult to tell any difference between the two teams, Republicans and Democrats. Often, they appear
to be one-in-the-same…

However, a large part of the reason for this is the absence of proper “bottom-up “citizen engagement in
the political process within either of those two teams. This special initiative report aims to change that
dynamic in modern American politics by utilizing the some of the tools provided the people by our
Charters of Freedom, as they were intended to be used to benefit the Citizens of the United States.

Rather than discussing the many reasons why the people need this information, or what priorities the
people should address together, this report is designed to teach “conservative” activists how to regain
“bottom-up” influence in the only conservative-based political party of power in America, the Grand Ole
Party (GOP).

It should go without saying that once the people have relearned this method of dealing with a top-down
system no longer serving their best interests, they must work together with others, in a narrowly
targeted set of high priorities, well-coordinated and results driven. The people only have power in
coordinated numbers. Alone, there is nothing anyone can do.

STEP ONE – Birds of a Feather – must flock together

It is not necessary or even productive to spend time trying to convince people of opposing views that
their views are wrong. Time and energy are much better spent uniting people of like-mind with common
goals and working together in a coordinated fashion to accomplish those goals together. All “national”
movements must have a foundation in the local and state levels. ALL POLITICS IS LOCAL, remember?

To have a national impact, “boots on the ground” locally must push their agenda upstream through
channels designed for that very purpose. Just because people have not done this in many years, does
not mean it cannot be done.

1. CALL TOGETHER LIKE-MINDED PEOPLE TO DISCUSS THIS PLAN AND HOW TO PUT THE PLAN IN
MOTION FROM THE BOTTOM UP.

STEP TWO – Identify your target[s]


Before we can get a hundred problems solves, we must first succeed in solving just one problem. It’s a
waste of time and energy to ask anyone in politics to address dozens of current challenges. If they can’t
take on one challenge, they can’t take on dozens… aim small, miss small. Build on our successes.

Seek targets that have a ripple effect impact. As an example, illegal immigration is responsible for a
whole host of problems in this country today. Stopping the illegal invasion of our country alone, will
solve many other problems associated with that problem. In addition, solving a host of much smaller
problems will not save the nation from certain failure if illegal immigration is allowed to continue. So,
when seeking high-priority targets, work in concert with TNALC so that your local efforts are being
duplicated in other states at the same time, making national impact possible from the local level.

2. SET YOUR TARGET LIST VERY CAREFULLY, AIM SMALL, MISS SMALL

STEP THREE – Know where your political power really is…

Unfortunately, most Americans have been systematically taught to believe that their political power
rests only in their single vote and the wallet at campaign time. THIS IS NOT TRUE AT ALL…

Most who have attempted political engagement over the past many years will say, “it’s a waste of time,
no politician cares what we think!” It’s true, once elected, politicians become mere politicians and their
focus changes from getting your vote to surviving their election.

To put it lightly, Washington DC is very likely the biggest SWAMP on earth, full of criminals, thieves, self-
serving megalomaniacs and liars. WE ELECTED ALL OF THEM!

It should surprise no one that once someone is elected to power in DC, they immediately come under
massive pressure to “go along to get along” in DC. They are no longer focused on the people who
elected them, but rather the people who will destroy them and eat them alive in the SWAMP. In no time
at all, they not only figure out how to survive in the SWAMP, but how to thrive there…

As a result, of course they don’t want to hear from you after the election… You only want to cause them
harm inside the SWAMP by expecting them to do what you elected them to do.

YOUR POWER IS NOT IN CALLING, WRITING, EMAILING OR TWEETING THESE ELECTED SERVANTS! Most
of you have learned this the hard way, by trying to work with them after the election is over.

Instead, they are now focused on “re-election.” Unlike their first term campaign which depended upon
YOU, their re-election now depends on their status with the GOP, or more specifically, the RNC, the
Republican National Committee that will either help them get re-elected to a second term, or back a
candidate running against them in the next primary. OUR POWER is at the RNC if we know how to use it
properly!

3. TALK TO THE RIGHT PEOPLE AND DO IT AS A GROUP, NOT ALONE, WITH A VERY TARGETED
AGENDA.

STEP FOUR – CALL YOUR “COME TO JESUS” MEETING


Like politicians, Republican National Committee members are elected by their local-state party precinct
members. Three from each of the Fifty States are sent by the state to represent the “will of the
Republicans” in each state at the national committee. The RNC is made up of 150 state committee
members and they are responsible for setting the national direction of the Party, fund-raising,
campaigning, endorsing candidates, communicating with elected representatives in the House and
Senate regarding Party Agenda and direction.

Because “the people” have not been engaged in this bottom-up process for many years now, the
process has become a top-down operation that ignores conservatives back home in every state.

A meeting between “conservative concerned citizens” and the three RNC Committee Members from
your state is essential to regaining bottom-up influence in the RNC and GOP. Face to face, either at an
event organized by your group wherein these three committee members are invited to speak to your
group about what goes on in DC at committee meetings, or at your state Republican Party headquarters,
you must create the opportunity to hear from these people what is really being talked about in DC and
send your message back to that committee.

Between the 2008 and 2012 election cycles, many empty RNC precinct seats were filled by local activists
with the Tea Party, Liberty Groups, TNALC, Patriots Union and National Precinct Alliance. Some have
already left their posts in frustration, while others still occupy those seats.

Regardless of who occupies those seats today, they have a two-way obligation to every conservative in
their state… a) Communicate RNC agenda positions to conservatives back home, and b) carry your
conservative agenda message back to the National Committee in DC. They have no other purpose…

4. ESTABLISH A RELATIONSHIP AND GET A FACE TO FACE WITH YOUR THREE COMMITTEE
MEMBERS.

STEP FIVE – Keep it simple, do the doable

It is important to create a two-way line of communication with your three RNC committee members, as
well as your State Chair of the Republican Party. No one wants to spend time having random insults
hurled in their direction by a group of angry voters.

Develop a working relationship with these people. If they are unwilling, then they should not be sitting
on a national committee allegedly designed to represent YOU, and they are much easier to remove from
power than your Senator or House Member!

Before sitting down face to face with these folks, get your group together, pick your agenda targets very
carefully and keep it simple. Focus on developing a working relationship rather than simply shouting
down people you have never met before. WE are responsible for the kind of Party and/or government
that we have at any moment in history. If we don’t like it, we can change it!

WORK TOGETHER – not only in your local group, but with groups in other states working the same
initiative through TNALC, so that when your three committee members return to DC, other committee
members from other states are carrying the exact some message back to party leadership. THERE IS
ONLY STRENGTH IN NUMBERS – but even in numbers, if not focused and well-coordinated, with narrow
agenda focus, we will limit our own chances for success.

5. FOCUS ON DOING THE DOABLE!

The purpose of this initiative is to retrain conservatives across America how to feed their will upstream
through the proper party channels. Yes, people had good reason to leave the party, but was leaving a
good strategy? What did they leave behind? Where did they go after leaving the party? Where is their
team on the national field of play?

Like it or not, politics is a “team sport.” There are only two teams on the national field of play, one of
which has become 100% anti-American at its core.

So, we have a choice here… we either work together to regain bottom-up influence over the other party
(GOP) or we concede defeat from the stands, with no team even on the field.

Over the years, TNALC (USPU, VDA) have launched numerous “grassroots” initiatives, all of which had
some moderate level of success. Total success was prevented by “divisions” among the “grassroots”
groups who altered or worked at odds with other grassroots groups, dividing all efforts until the
initiative eventually ran out of steam due to frustrations.

WE SIMPLY MUST WORK TOGETHER IN CORRDINATED FASHION TO EXECUTE ANY INITIATIVE. It doesn’t
matter if everyone has a “better idea” because the divisions created by all “better ideas” makes
execution of any initiative impossible.

STAY FOCUSED AND ON TASK – STAY CONNECTED WITH TNALC AND GROUPS IN OTHER STATES
WORKING THE SAME PLAN AT THE SAME TIME!
