The facilities listed in this directory does not reflect the membership of the Camarines Sur
Service Delivery Network (CSSDN). The Medical and Allied Health Care Facilities and Providers
Directory is a significant tool that will facilitate collaboration of service providers and local
government agencies to provide care, and support for our clients in the community. This tool
is expected to fill the gaps on the availability of health service and facility information, thereby
minimizing waiting time and lost of time and resources when facilitating client transfer or referral
among facilities (or not) within (or outside) a geo-political boundary.
In the 2017 Province Wide Health System Report Card as part of the LGU Health Scorecard
for Camarines Sur, indicated RED (61.98% usage rate vs 80-85% National Target usage rate) in the
Performance Level for the Bed Occupancy Rate in all LGU-administered Hospitals however, GREEN
(0.96% usage rate vs <1% National Target usage rate) on the Gross Death Rate in All LGU-administered
Hospitals. This means that most morbidity cases are then treated to the next level hospitals or at the apex
hospital for the province. Underlying reasons for this might be related to infrastructure problem, medical
equipment availability, shortage from health personnel or the clients’ preference to be brought to a much
more trustworthy medical hospitals or centers - private or government owned or simply the clients in the
communities tend to self-medicate, possibly to free them from higher cost of hospitalization or the troubles/
struggles in going to and fro of the medical health facilities. Another that may seemingly affect the health
care service delivery on the field are the performance indicators for the Health Care Physicians ratio against
Population, Health Center Midwife to Population Ratio and Health Center Nurse to Population Ratio -- all
of the aforementioned indicators are RED as reported as of 2017 PWHS-LGU Scorecard for Health.
This glaring shortage of vital government health personnels in the field may have had contributed to the
increasingly higher client foot traffic in the next level hospitals or even at the apex hospital in which their
illnesses may have been treated at the local level. These and many other factors have been considered in
adoption of the establishment of Service Delivey Network or SDN in a particular locality.
Service Delivery Network or SDN is an element in one of the four (4) pillars of the current F1 plus
Universal Health Care thrust of the Secretary of Health. It was included in the second pillar which is
the Service Delivery, where the government shall ensure equitable access and distribution to quality
essential health products, services, facilities, and distribution of human resources for health. Facilities and
practitioners will be organized into service delivery networks, providing care to strategic and well-defined
catchment areas. These SDNs will utilize gatekeeping mechanisms and two-way referral mechanisms in
order to ensure appropriate and efficient service delivery.
This directory — 2018 EDITION OF CAMARINES SUR MEDICAL AND ALLIED HEALTH CARE
FACILITIES AND PROVIDERS DIRECTORY: YOUR GUIDE IN BRIDGING CARE TO LIFE — is
designed to facilitate easy access of services and will strengthen the two-way referral that will be put in
place should the SDN for every locality is established. This handbook directory features an array of medical
services available from government-runned and privately-owned health care facilities giving the client
readers or referring facilities better options for suited for their needs. Also included are listings of PhilHealth
Accredited institutions, providers, and packages available for PhilHealth members to avail. Emergency
hotline numbers where also included in some hospitals and LGU emergency rescue teams. Lastly, this
handbook also included the SPEED CHD RO V list of evacuation centers in every cities and municipalities
in the Province of Camarines Sur that may come handy during disasters. This directory have been initiated
by the Provincial DOH Office of Camarines Sur to serve one purpose -- to bridge people towards health
betterment through SDN.
The Office of the Provincial DOH of Camarines Sur would like to thank all those who gave their unselfish
support to this endeavor. It is hoped that this maiden issue will be replicated on an annual basis as one of
the tools to be used by the Provincial SDN of Camarines Sur.

Gv Government - created by law. A government health facility may be under the national
government, DOH, Local Government Unit (LGU), Department of National Defense (DND),
Philippine National Police (PNP), Department of Justice (DOJ), State Universities and Colleges
(SUCs), Government Owned and Controlled Corporations (GOCCs) and others.
Pv Private - owned, established and operated with funds through donation, principal, investment
or other means by any individual, corporation, association or organization. A private health
facility may be single proprietorship, partnership, corporation, cooperative, foundation,
religious, non-government organization and others.
BH A Birthing Home, is a homelike PCF with in-patient beds that provides maternity service
on pre-natal and post-natal care, normal spontaneous delivery, and care of newborn
babies. It may be hospital based or non-hospital based. It also offers Newborn Screening
services for heritable diseases and Newborn Hearing Screening; serves as Mother-Baby
Friendly Health Facility, BEmONC capable for non-hospital based facilities, and BEmONC/
CEmONC capable for hospital based facilities. Family Planning and health education are

INF An Infirmary, is a type of Primary Care Facility (PCF) with in-patient beds. A PCF is a
first-contact healthcare facility that offers basic services including emergency service and
provision for normal deliveries. In addition, a PCF with an in-patient beds is a short stay
facility where a short (average of one to three days) length of time is spent by patients before
discharge.
DnC Dental Clinic, a type of PCF without beds, wherein its a section/unit in a hospital or non-
hospital based facility with standard dental equipment, instruments and supplies plus all the
anesthetic and sterilization apparatus.
MdC Medical Out-Patient Clinic, a type of PCF without beds, where patients can avail of medical
consultations or treatments on an outpatient basis. (Draft “Structural and Development

DTRC Substance/Drug Abuse Treatment and Rehabilitation Center may provide any of the
treatment and rehabilitation centers which undertake treatment, aftercare and follow up
treatment of drug dependents. It includes institutions, agencies and the like whose purposes
are: the development of skills, arts and technical know-how, counseling and/or inculcating
civic, social and moral values to drug dependent patients, with the aim of weaning them
away from dangerous drugs and keeping them drug-free, adapted to their families and peers
and readjusted into the community as law abiding, useful and productive citizens. (Source:

PSYC Custodial Psychiatric Care Facility provides medical service, nursing care, pharmacological
treatment and psychosocial intervention for mentally ill patients. It can be Acute-Chronic
Facility or Custodial wherein it can provide long-term care, including basic human services
such as food, shelter, to chronic mentally ill patients (Source: R.A. No. 4226, A.O. No. 2005-
0029, A.O. No. 147 s. 2004)
LEP Sanitarium/Leprosarium
BSF Blood Service Facility any unit, office or institution providing any of the blood transfusion
services. The types of BSF are blood center, hospital blood bank, blood collection unit or
blood station (Regional, Subnational and National). (Source: DOH Administrative Order No. 2010-

and Testing in Community and Health Facility Settings”)
CLab Clinical Laboratory a facility where tests are done on specimens from the human body to
obtain information about the the health status of a patient for the prevention, diagnosis and
treatment of diseases. The tests include, but are not limited to, the following disciplines:
• Clinical chemistry;
• Hematology;
• Immunohematology;
• Molecular Biology; and
• Cytogenetics
The total testing process includes pre-analytical, analytical and post analytical procedures.
Facilities that are involved in the pre-analytical processes such as collection, handling or
preparation of specimens or act as a mailing or distribution center such as in a laboratory
network or system are also considered to be a part of clinical laboratory (R.A. No. 4688,
DOH A.O. No. 2007-0027)
DTL Drug Testing Laboratory a private or government facility that is capable of testing a
specimen to determine the presence of dangerous drugs therein. (R.A. 9165, DDB IRR
2003)
RdI Radiologic Facility with Ionizing Machines a radiologic facility that has Ionizing machines
which includes X-Ray, Computerized Tomography (CT) scan, mammography and others.
RdN Radiologic Facility with Non-Ionizing Machines a radiologic facility that has Non-Ionizing
machines which includes Magnetic Resonance Imaging (MRI), Ultrasound and others.
FDC Free Standing Dialysis Clinic As provided for by PhilHealth Board Resolution No. 532
series of 2003, free standing dialysis centers shall be accredited as institutional health care
providers of the National Health Insurance Program (NHIP) in order to provide better access
to quality dialysis services. A Dialysis Clinic (DC) is a place where a cleansing process using
dialyzing equipment (artificial kidney) and appropriately recognized procedures is performed.
Dialysis is a process by which dissolved substances are removed from a patient’s body by
diffusion from one fluid compartment to another across a semi-permeable membrane (DOH
A.O. No. 2012-0001)
3. Private HCIs (hospitals, ASCs and FDCs) voluntarily implementing the NBB policy.
DOH DOH Retained Hospitals are hospitals that remain under the management and supervision
of the Department of Health even after the devolution. (Source: DOH Administrative Order
No. 2010-0028 - “Policies and Guidelines in the Conduct of Human Immunodeficiency VIrus
(HIV) Counseling and Testing in Community and Health Facility Settings”). The Department of
Health (DOH) hospitals have been allowed fiscal autonomy with full income retention and to
receive subsidy from the national government (A.O. No. 181 s. 2001). Since 1991, DOH has
been co-responsible with LGUs for healthcare (LGU Code, 1991). DOH retained 45 hospitals
nationwide and in 2011, excluding drug abuse treatment and rehabilitation centers, 25 new or
renationalized hospitals were added to the list. As categorized by the Bureau of Health Facility
Services (BHFS), 51 hospitals were classified as general and 19 are specialty hospitals.
BHS Barangay Health Station a satellite health facility of the municipal/city health center that

HCT HIV Counseling and Testing (HCT) also called Voluntary Counseling and Testing (VCT), is
a counseling process that enables a client make an informed choices about being tested for
HIV. The counseling process has two components, the pre and post HIV test counseling.

FnE Funeral Establishment includes funeral parlors, funeral chapels and any similar place used
in the preparation, storage and care of the body of a deceased person for burial or cremation.
Funeral establishments shall be classified as follows:
• Category I - funeral establishments with chapels and embalming facilities and offering
funeral services;
• Category II - funeral establishments with chapels and offering funeral services without
embalming facilities; and
• Category III - funeral establishments offering only funeral services from the house of the
deceased to the burial place.

TxH Treatment Hub a hospital facility with an organized HIV/AIDS Core Team (HACT) providing
prevention, treatment care and support services to People Living with HIV (PLHIV) including
but not limited to HIV counseling and testing, clinical management, patient monitoring and
other care and support services. ARV treatment can only be accessed through these

The enactment of the Republic Act No. 11108, the mandate and service capabilityof the Bicol
Sanitarium in the Municipality of Cabusao, Province of Camarines Sur has been expanded to
include sanitaria, general hospital services, and specialized health care services for adult and
ageing population, as well as a center for research and development in the field of geriatric
medicine and is henceforth to be known as the BICOL REGION GENERAL HOSPITAL AND
GERIATRIC MEDICAL CENTER (BRGHGMC).
