On behalf of the Faculty of Law and Universitas Katolik Parahyangan,


I would like to welcome all participants, observers, judges, and
esteemed guests from the ICRC and other partner institutions to
Bandung and our campus. I also extend my heartfelt gratitude to ICRC
Regional Delegation for Indonesia and Timor-Leste, members of the
organizing committee and, last but not least, all participants of the
competition. This year’s competition would not be a success if not for
the support and hard work of everyone.
It is a great honor for our university to be appointed as host this year.
At the present competition, 24 universities participate as competitors
and, in addition, two other universities attend this event as observers.
Hopefully next year, they too will participate as competitors. In any
case, this year’s IHL Moot Court Competition will also be held in
commemoration of the Faculty of Law’s 60th birthday. I do hope that
our faculty and the organizing committee will do justice to these
important milestones.
A word on the spirit of the competition. While winning is of course the
end goal, this event should never be perceived simply as a forum to
compete and to show which university can best others. The importance
goes beyond that. Imparting knowledge about legal issues in
International Humanitarian Law, as well as sharing and thus raising
awareness of its importance for Indonesia is, I strongly believe, the
ultimate goal. In addition, please do use the time available during the
competition to make new friends and share the experience gained. I
hope you enjoy the time.
I look forward to meeting you all, and our very best wishes to all

Welcome to the 13th Indonesian National Round of the International


Humanitarian Law Moot Court Competition. The ICRC Regional
Delegation for Indonesia and Timor-Leste is very happy to have you
participate in what has become a prominent IHL event in Indonesia
and in the region. The competition is an important contributor to the
rising role of Indonesia’s expertise in International Law. The ICRC
with its specific mandate to promote IHL with governments and
academic experts is proud to continue supporting this competition in
Indonesia.
Since the end of the ‘Cold War’, the number of international armed
conflicts has decreased but different forms of armed conflicts continue
to strongly impact communities and nations. The nature of conflict has
changed, and other situations of violence have increased. The root of
this violence is numerous: political disputes, diverse racial ideologies
supported by ethnic or sectarian intolerance, social disparities and
competition for access to resources.
Therefore, the International Humanitarian Law Moot Court
Competition, which has been co-organised by the ICRC and the
Faculty of Law, Universitas Katolik Parahyangan, is a timely event. As
centers of excellence and leading research institutions in many fields,
universities must enlighten their socio-political environment as well as
the decision makers of the country in order to advise them on the right
way to make the world progress towards prosperity, dignity and
humanity.
To participants, this annual event provides an opportunity to exercise
on case studies and sharpen their skills in researching, writing and
debating on the legal issues related to the different humanitarian
consequences or armed conflicts or other situation of violence. We do
hope that the case studies prepared by the ICRC will challenge your

knowledge, encourage you to open new doors of thoughts and will
mobilize the best of your debating skills.
This year, 24 universities are participating in the competition and 2
universities are attending as observers. Many students taking part in this
competition might later choose career outside of IHL. However, we
believe that the knowledge and the exercise on IHL are useful tools to
train the legal thinking of students, who might soon be called upon to
lead the country.
We, therefore, wish you an interesting debate, a lively competition and
a resourceful weekend. The best team will fly to Hong Kong to defend
Indonesia’s colors to the next step of the competition. All teams will
fight hard and make it difficult for the judges to decide on the winner.
I believe that this year’s competition will be a captivating event.
I thank the organizers, who took pain to prepare the competition and
make sure that all go swimmingly, the judges who have devoted their
time and energy out of their tight schedule and mounting works, and
the participants who are going to defend your cause with passion in this
competition!
We also express our deepest gratitude to the Faculty of Law,
Universitas Katolik Parahyangan, a solid partner dedicated to the
success of holding this competition in such a high standard.

Universitas Katolik Parahyangan

Founded in 1958, the Faculty is the oldest private law school in


Indonesia. While facing numerous challenges in the early years, it is
now firmly established as one of the best law schools in Indonesia with
distinguished alumni in legal practice, government, academia as well as
in business.
Over its 60 years history, the Faculty have been home to prominent
academics in the country, some of whom have been widely recognized
as the foremost authority in their respective area of Indonesian law,
among others Prof. Sudiman Kartohadiprodjo, Prof. Arief Sidharta,
Prof. Sunaryati Hartono, Prof. Wirjono Prodjodikoro (former Minister
of Law, President of the Indonesian Supreme Court and our second
Dean) and Prof. Subekti (former President of the Indonesian Supreme
Court and our longest serving Dean).
Unpar law students consistently win awards in law competitions at the
national and international levels, spanning all practical aspects: national
moot court, international moot court, law debate, legal writing, contract
drafting as well as legislative drafting. The success of the students and
recent graduating classes have taken Unpar to the 3rd position in the
latest 2018 ranking of the most favorite law schools in the country as
released by hukumonline.com.
In particular with regards to international moot court, Unpar
consistently ranks as one of the top teams in Indonesia, with highlights
among others include winning the Best Oralist Award and the
Outstanding Achievement Award for the Memorials of the
Respondent in the 2003 Asia Cup International Law Moot Court
Competition in Tokyo, winning the Best Memorials and Best Oralist
Awards at the Asia Pacific Round of the 2006 Manfred Lachs Space
Law Moot Court Competition in Sydney, winning the Hardy C. Dillard
Award in the 2008 Phillip C. Jessup International Law Moot Court

Competition in Washington, D.C., winning the Asian Regional Round
of the 2011 United Nations OHCHR World Human Rights Moot
Court Competition in Pretoria – South Africa, winning the Best Oralist
Award at the 2013 National Round of the Phillip C. Jessup
International Law Moot Court Competition, and winning the Best
Memorials Award as well ranked 3rd at the 2015 Asia Cup International
Law Moot Court Competition in Tokyo.
The International Committee of the Red Cross

Since its founding in 1863, the purpose of ICRC is to ensure the


protection and assistance for the victims of conflicts and armed
confrontations. ICRC worked toward that purpose by undertaking
humanitarian efforts throughout the world, and by promoting the
development of International Humanitarian Law (IHL) and its
observance by governments and other armed groups.
The ICRC established a regional delegation in Indonesia in 1979, but it
had been working in the country since the 1940s. The delegation, which
is based in Jakarta, also covers Timor-Leste. Its humanitarian activities
are conducted in close cooperation with the Red Cross Societies of
Indonesia and Timor-Leste.
The ICRC provides support to the government of Indonesia in
promoting respect for international humanitarian law among the
country’s armed forces, including its peacekeepers deployed abroad.
The organization also conducts training courses and seminars on
international human rights law for Indonesia’s police forces.
The ICRC works to increase knowledge of humanitarian law and
promote humanitarian values in Indonesia and the region by holding
events organized around specific subjects and by engaging regularly
with various audiences: university lecturers, students, diplomats,
national and regional authorities, prominent think tanks and religious
leaders.
Jakarta is an important political and diplomatic hub in South-East Asia,
the headquarters of the Association of Southeast Asian Nations
(ASEAN). The ICRC works to strengthen cooperation with various
ASEAN member States and agencies, with a view to raising awareness
of and addressing major regional humanitarian issues, as well as
highlighting the importance of principled humanitarian action.
The ICRC has been present in Timor-Leste since 2002, when the
country became independent. It is supporting the creation of a national

mechanism to clarify the fate of people unaccounted for between 1975
and 1999. Meanwhile, the delegation provides the Timor-Leste Red
Cross with training and technical, material and financial support to
strengthen its capacities in emergency preparedness, restoring family
links and the promotion of humanitarian law and humanitarian
principles. The ICRC also visits people being held in the country’s
prisons.

Judges of the Moot: Memorials

1. Agustinus Pohan
Mr. Pohan is a senior lecturer at the Faculty of Law, Universitas Katolik
Parahyangan, focusing on Criminal Law, Criminal Justice System and
Corporate Criminal Liability. He obtained his Bachelor of Law (S.H.)
from Universitas Padjadjaran and his Master of Science (M.S.) from
Arizona State University. Mr. Pohan is widely consulted by government
institutions and international organizations, among others as
consultant and resource person for the Coruption Eradication
Commission (KPK) on regulatory issues related to corruption
eradication and UNICEF’s consultant on Juvenile Justice Reform. He
is also a Senior Lawyer at Agustinus Pohan & Rekan, representing as
well as advising individuals and corporations on criminal law matters.

2. Alamo Laiman
Mr. Laiman obtained his law degree from Universitas Katolik
Parahyangan (UNPAR) in 2003, where he graduated as the
Valedictorian. He obtained his LL.M. in Corporations Law in 2009 at
New York University (NYU) School of Law as a Hauser Scholar. Mr.
Laiman is a moot court aficionado. For more than 17 years, he has been
taking active roles either as participant, coach or judge in many
international law moot court competitions. He participated in ILSA's
Jessup, the Japanese Foreign Ministry's Asia Cup, the IISL's Manfred
Lachs Space Law and lastly the ICRC's Humanitarian Law Moot Court
Competition. He received several awards in these competitions, but
most notably, he won the Best Oralist title and the Outstanding
Achievement Award for the Memorials of the Respondent in the Asia
Cup 2003 in Tokyo. He also successfully coached the Atma Jaya
University’s Jessup Team to win the National Round in 2007.
Currently, Mr. Laiman is a partner at Legisperitus Lawyers. He also
produces movies with PT Investasi Film Indonesia (IFI) and promote
concerts with PT Stellar Indonesia.

3. Almira Devayanti
Ms. Devayanti is a diplomat with 10 years of experience in negotiation
of multi-issue contexts including human rights, the environment,
intellectual property rights, and diplomatic and privilege immunity. She
is currently assigned at the Embassy of the Republic of Indonesia in
Canberra. Ms. Devayanti works in a variety of roles including as a legal
analyst and protocol/consular officer, responsible for notary and civil
registrar services, passports and visas, as well as consular protection
and assistance for Indonesian nationals and corporate bodies in
Australia and Vanuatu. She joined the Ministry of Foreign Affairs of
the Republic of Indonesia in 2008. After completing a short-term
posting to Beijing, she was assigned to the Directorate General of Law
and International Treaties and later to the Directorate General of
ASEAN Cooperation. Ms. Devayanti has worked across a range of
areas but has always maintained an interest in ASEAN, China, and
Indonesia-Australia relations. She graduated with a Bachelor of Law
from Universitas Katolik Parahyangan and was part of the university’s
team for the Asia Cup International Law Moot Court Competition
2005 and the international round of the Phillip C. Jessup International
Law Moot Court Competition 2005-2006 in Washington, D.C. She
obtained her Master of Laws (LL.M.) from University of Sydney as an
Australian Development Scholarship Recipient.

4. Andrey Sujatmoko
Mr. Sujatmoko obtained his S.H. (1993) and M.H. (2004) from the
Faculty of Law, Universitas Padjadjaran, and is now a doctoral
candidate in the same university. He is a Lecturer at the Faculty of Law,
Universitas Trisakti, majoring in International Law, International
Humanitarian Law & International Human Rights Law. Mr. Sujatmoko
is also a Secretary of the Center for Humanitarian Law and Human
Rights (terAs) at the Faculty of Law, Universitas Trisakti. Previously,
he has participated as member of the Indonesian National Research
Team during the formulation of the compiled Customary International
Humanitarian Law (CIHL) that was published by ICRC in 2005.

5. Benediktus Danang Setianto


Mr. Setianto is the Vice Rector for Cooperation and Development of
Universitas Katolik Soegijapranata. He graduated with a Master of Law
from Monash University, Australia, in 1997 and obtained another
Master degree in International Law from the University of Nottingham,
UK, in 2000. In 2014-2017 Mr. Setianto was the Dean of the Faculty
of Law and Communications of Universitas Katolik Soegijapranata. He
has also taken an International Humanitarian Law course in Japan.

6. Christian Donny Putranto


Mr. Putranto is the Legal Advisor at the ICRC Regional Delegation to
Indonesia and Timor-Leste. As Legal Advisor, he advises the
delegation in all legal matters, primarily on international humanitarian
law (IHL), including but not limited to promotion of the law and
advising the national authorities in their efforts to implement the law
into their national legal system. Besides dealing with the authorities,
Donny also engages with the academia (universities) on IHL teaching
and research. He is also a visiting lecturer at the Indonesian Naval
Academy, Army Academy, and the Naval Staff and Command College
(SESKOAL). Prior to the current tenure, Mr. Putranto worked at the
UN Refugee Agency in Indonesia and Jordan conducting refugee status
determination works. He studied law at Universitas Katolik Indonesia
Atma Jaya Jakarta and the Melbourne Law School (as an Australia
Awards Scholar). His main interests are IHL, refugee law, and human
rights law. His writings on these fields of law have been published in
academic journals, newspapers, and other platforms.

7. Endah Ayuningsih Indini Larasati


Ms. Larasati graduated with honour from the Faculty of Law at
Universitas Trisakti and later on completed her Master of Laws at the
University of Western Australia under AusAid scholarship. She is
currently serving as Associate Protection Officer at UNHCR Iraq –
Erbil Field Response Unit dealing with 3RP Syrian Refugee Response.
She previously served as Protection Associate at UNHCR Indonesia
and was a part of the Emergency Response Team during the Bay of
Bengal situation of Rohingya refugee crisis. Prior to her career with
UNHCR, she was a Partner at Frans Winarta & Partners’ Alternative
Dispute Resolution, Commercial Arbitration and Litigation Division in
which she gained recognition in Legal 500 Asia Pacific 2014 as a
recommended dispute resolution attorney.
8. Hanim Hamzah
Ms. Hamzah is the Regional Managing Partner of the ZICO Law
network and heads the Corporate M&A practice group at Roosdiono
& Partners. Now based in Singapore, her 22 years of regional practice
experience includes being resident in Malaysia, Japan and Indonesia
where she specialised in major infrastructure project financing and
M&A deals in aviation, banking, insurance, mining, oil and gas,
plantations, and property. She is also well-versed in cross-border
securitisation deals, structured financial products, and Islamic finance,
where she has represented the interests of investors from Asia, the US,
UK, and Europe in key onshore and offshore multi-currency
transactions. She has been recognised as a ‘Leading Lawyer’ in
Indonesia, in Corporate & Commercial, Cross Border, Mergers &
Acquisitions and Project Infrastructure Finance (Islamic Finance
News, 2011, 2012, 2013) as well as a ‘Leading Lawyer’ by Asialaw
Profiles in 2015, 2016, 2017 and by IFLR 100 in 2017. She has also
written articles and essays including ‘A Giant in the Making – Recent
legal and regulatory developments for Islamic banking and finance in
Indonesia’ in Guide to Islamic Banking and Finance (Imperial College
Press, 2010). She is currently the Secretary-Treasurer of the
International Bar Association Law Firm Management Committee and
Immediate Past-Vice President of the Malaysia Chambers Jakarta.
Recently, she was appointed as Senior Fellow of CIMB Asean Research
Institute (CARI) and recognised as one of Financial Times’ ten
pioneers of new legal thinking at the Asia-Pacific Innovative Lawyers
in 2018.

9. Dr. Jan Römer


Dr. Römer is the ICRC's Regional Legal Adviser for East Asia.
Previously, he was legal adviser to the operations in Ukraine (2014-
2017) and at the headquarters in Geneva with a responsibility for
Europe, Central Asia and Latin America (2010-2014). Dr. Römer also
worked as an ICRC protection delegate in various countries such as
Iraq, Georgia, Colombia, Zambia, Russia and Afghanistan. Before
joining the ICRC in 2001, he was trained and worked as a lawyer in his
native Germany (1997-2001). He studied at the universities of
Heidelberg and Geneva (1991-1997) and received his doctoral law
degree from Europa Universität Viadrina (Frankfurt Oder) in 2009.
10. Dr. Jason Bonin
Dr. Bonin is a US attorney and an active member of the District of
Columbia Bar Association. He works on a range of legal issues with
international significance, and has held several academic appointments
in Southeast Asia, including recent positions as Research Fellow at the
Centre for Asian Legal Studies, National University of Singapore
Faculty of Law and Lecturer at the University of Indonesia Faculty of
Law. He also has been involved with several moot court competitions
in Indonesia, in various capacities, over the last decade, which he has
enjoyed thoroughly.

11. Johan Kurnia


Mr. Kurnia is an associate in the Finance & Projects Practice Group of
Hadiputranto, Hadinoto & Partners, a member firm of Baker
McKenzie. He engages in a broad range of transactional and advisory
work which include M&As primarily in the financial services industry.
He is a recent LL.M. graduate from Georgetown University Law
Center. During his study in Universitas Pelita Harapan, he participated
in several moot court competitions, as a participant and an advisor. In
2008, he was awarded the 2nd Best Oralist title from Japan's Ministry
of Foreign Affairs in the Asia Cup International Law Moot Court
Competition in Tokyo, Japan. In the following year, he was member of
the team that ranked 13th out of 120 teams worldwide in the 2009
International Rounds of the Philip C. Jessup International Law Moot
Court Competition, Washington, D.C., USA. He also captained UPH
teams in 2010 and 2011 to win the National Rounds of
the Jessup Moot consecutively. He has coached various UPH mooting
teams in the past, in particular for the Jessup Moot, the ICRC
International Humanitarian Law Moot and the Asia Cup Moot.

12. Luke Devine


Mr. Devine is a Foreign Legal Consultant in the Finance & Projects
practice group of Hadiputranto, Hadinoto & Partners. He has many
years of experience acting for developers, lenders, governments and
contractors involved in energy and infrastructure development and
financing across a wide range of energy, natural resources and
infrastructure sectors such as power, oil and gas, mining, construction,
water and transportation and also has significant experience in relation
to climate change projects. For several years, Mr. Devine has been
consistently ranked as a leading lawyer by leading legal directories such
as Chambers Asia, IFLR1000, Who's Who Legal, Asia Pacific Legal 500
and AsiaLaw Profiles.

13. Michael S. Carl


Mr. Carl joined SSEK in 2004 and has more than 20 years of experience
practicing law in Southeast Asia, principally in Indonesia. He is
recognized by Chambers & Partners as a leading lawyer for Indonesian
banking and finance, corporate/mergers and acquisitions, projects and
energy, and real estate. He was voted in 2012 as an Indonesian External
Counsel of the Year by Asian-MENA Counsel. Mr. Carl’s practice is
oriented toward capital markets, finance, insolvency restructurings,
mergers and acquisitions, energy, mining and infrastructure. He
obtained his B.A. in history from Harvard University in 1988 and
received his J.D. in 1994 from the University of California at Berkeley
(Boalt Hall) School of Law. Mr. Carl earned an S.H. in Indonesian law
in 2012 from Atma Jaya University, Jakarta, where he was first in his
class. He also obtained an M.A. in economics from the University of
Hawaii in 1990, where he was a graduate fellow at the East-West
Center. Prior to beginning his legal practice, Mr. Carl spent a year
studying Indonesian commercial law at Universitas Gadjah Mada in
Yogyakarta. He is fluent in Indonesian.

14. Pan Basilika Sagala


Ms. Sagala holds a Bachelor of Laws from Universitas Trisakti and a
Master of Laws in International Legal Studies with a Certificate in
International Human Rights from Georgetown University Law Center.
She possesses expertise in international human rights law, international
refugee law, international humanitarian law, and corporate law. Ms.
Sagala currently works with UNHCR Representation in Niger on the

15. Dr. Pan Lindawaty Sewu


Dr. Lindawaty Sewu joined Universitas Kristen Maranatha since 2000
and served as Vice Dean (2009 - 2012), and as Dean (2012 - now). She
completed her Bachelor of Law at Universitas Padjadjaran (1994), her
Master of Law at Universitas Katolik Parahyangan (1995-1997), her
Doctor of Law at Universitas Katolik Parahyangan (2004-2007) and her
Master of Notary (2010-2012). Dr. Lindawaty Sewu wrote 2 books
relating to franchise law and business law, became the editor of the
book "Penemuan Hukum" (Legal Finding) written by Prof. Dr. B. Arief
Sidharta, SH. and is the editor of several books regarding business and
philosophy law. She publishes works in various scientific meetings,
scientific journals, becoming research reviewer, and becoming
sustainable partners of several domestic journals. Dr. Lindawaty Sewu
assists legal consultations for several business companies in Bandung
and Jakarta in the fields of civil law studies, business law, contract law,
franchise law and marriage law.

16. Valery Sarumpaet


Mr. Sarumpaet is currently the managing partner at SH Attorneys at
Law. He has a broad range of experience in corporate and commercial
as well as employment issues. He has successfully represented
individuals and businesses in numerous courts leading to satisfactory
settlements, including alternative dispute arenas. Mr. Sarumpaet also
practices in the areas of commercial disputes, employment issues, land,
mining, and oil and gas. Prior to joining the firm in 2013, he was
associated with several first tier law firms in Indonesia for more than
five years, including Baker McKenzie (Indonesia). As a law student at
Universitas Katolik Parahyangan, Mr. Sarumpaet has also participated
in prestigious international moot court competitions. In 2005, he
represented Indonesia in the Manfred Lachs International Space Law
Moot Court Competition which was held in Sydney. The following
year, he qualified to compete in the Phillip C. Jessup International Law
Moot Court Competition in Washington D.C.

17. Dr. Yustina Trihoni Nalesti Dewi


Dr. Dewi graduated from the Faculty of Law of Universitas Gajah
Mada, majoring in international human rights and humanitarian law.
She now lectures at the Faculty of Law and Communications of
Universitas Katolik Soegijapranata. Dr. Dewi has authored numerous
books, including ‘War Crimes in International and National Law
Perspectives’ in 2012. She was a visiting scholar at Flinders Law School,
Adelaide, Australia in 2010 and 2013 and a guest researcher at the
Norwegian Center for Human Rights, University of Oslo, Norway in
2009. She is widely invited as speaker and resource person on human
rights and humanitarian law as well as conflict resolution and peace-
building issues in workshops, seminars, and courses for Indonesian
lecturers and public officials.

18. Adhiningtyas Sahasrakirana Djatmiko


Ms. Djatmiko graduated cum laude from the Faculty of Law,
Universitas Indonesia, in 2011. From 2016 to date, she works as a
consultant in the Ministerial Delivery Unit of the Ministry of Marine
Affairs and Fisheries, particularly dealing with bureaucracy reform and
other public policy affairs. Prior to that, she worked at Soewito,
Suhardiman Eddymurthy Kardono (SSEK) Indonesia Legal
Consultant, specializing in FCPA, property law and M&A. Ms.
Djatmiko participated in the 2011 Indonesia Round of the IHL Moot
Court Competition and was named the Best Oralist, as well as the 1st
Runner-up with her team. She also participated in other moot court
competitions such as the Asia Cup and Manfred Lachs Space Law
Moot Court competition. Having interest in mooting and IHL in
particular, she coached some IHL teams in the previous years.

19. Anthony Woolley


Mr. Woolley advises both international and domestic clients on
acquisitions, financing, real estate, incorporation, insolvency,
liquidations, and restructuring, licensing, and compliance. He is
recognized by leading directories for his practical approach. Prior to
joining Hogan Lovells in Jakarta, Mr. Woolley spent many years at
Hogan Lovells in Mongolia, and prior to that in Iraq. He is experienced
in working in cross-border, multi-linguistic and multicultural situations.
Mr. Woolley trained and qualified at a well-known international firm in
London and is admitted as a solicitor in England and Wales. He speaks
English and Japanese. Before his legal career, Mr. Woolley was a legal
translator at the Tokyo office of Morrison & Foerster LLP.

20. Christian Andersen


Mr. Andersen is University Lecturer (Assistant Professor) at the Faculty
of Law, Universitas Kristen Maranatha, and a Tutor at the School of
Business and Management, Bandung Institute of Technology. He holds
degrees from Universitas Katolik Parahyangan (SH, Bachelor of Law)

and Universitas Padjadjaran (M.Kn., Magister of Notary). Since 2010,
Mr. Andersen acted as Editor of the Editorial Board Dialogia Iuridica,
and is now a Vice Dean of the Faculty of Law, Universitas Kristen
Maranatha (2016-present). His most recent work research and
lecturing: the laws of Intellectual Property, Corporate Law and Cyber
Law from a legal regime that is largely private to the regulatory system
based on public law under the influence of the Legal Process.

21. Dr. Diajeng Wulan Christianti


Since 2006, Dr. Christianti has taught Public International Law, Law of
Treaties, International Humanitarian Law (IHL), Human Rights Law
(HRL) and International Criminal Law (ICL) at the Faculty of Law of
Universitas Padjadjaran (UNPAD). IHL has always been her greatest
passion since she was an undergraduate student, and she wrote a minor
thesis on Command Responsibility for Gross Violations of Human
Rights and Its Implementation in Indonesia. Dr. Christianti obtained
her Master of Advanced Studies in International Humanitarian Law
and Human Rights Law at the University of Geneva in 2009 and wrote
a thesis on Corporate Criminal Responsibility for International Crime.
She accomplished her doctoral degree at the Faculty of Law of
UNPAD. Dr. Christianti’s published articles focus on the issues of
IHL, HRL and ICL enforcement at both national and international
level. Since 2016, she serves as Secretary of the International Law
Association (ILA), Indonesian Branch. In 2002, Dr. Christianti worked
as assistant legal adviser in the International Committee of the Red
Cross (ICRC) for three years and as a researcher in several Human
Rights NGOs in Indonesia.

22. Ellrico Situmorang


Mr. Situmorang is a lawyer focusing on litigation practice. Throughout
his career working at top tier law firms and also his current firm, he had
represented many local and multinational companies in various courts
as well as in arbitration proceedings (e.g.: Badan Arbitrase Nasional
Indonesia and International Chamber of Commerce). Mr. Situmorang
is the founder and managing partner of Parulian Situmorang &
Partners.
23. Dr. Gustaaf Reerink
Dr. Reerink is foreign counsel at ABNR Counsellors at Law,
Indonesia’s largest independent law firm. He advises on corporate and
commercial transactions, specializing in foreign investment,
corporate/mergers & acquisitions, and antitrust, across a broad range
of industries, including automotive, aviation, consumer goods,
education, financial institutions, pharmaceuticals & healthcare, power
& renewables, real estate & construction, telecoms, and tourism. Prior
to joining ABNR, he worked as an associate in the Amsterdam and
Brussels offices of the Dutch law firm De Brauw Blackstone
Westbroek. Dr. Reerink graduated from Leiden University in the
Netherlands, where he earned an LL.M in private law, an MA in
Indonesian studies, and a PhD for a dissertation on Indonesian land
law. In addition, he read law at King’s College London and the School
of Oriental and African Studies in London and studied French at the
University of Burgundy in Dijon. Dr. Reerink regularly publishes
articles and gives presentations on Indonesian legal matters and serves
as a guest lecturer at several Indonesian universities and the Ministry of
Law and Human Rights. He has also acted as a judge in the national
rounds of the Philip C. Jessup International Moot Court Competition
and in the International Air and Space Law Moot Court Competition.
He was admitted to the Amsterdam Bar in 2008 and is a registered
foreign lawyer in Indonesia and a member of the Chartered Institute of

24. Kartika Paramita


Ms. Paramita is a lecturer in International Business Law Program,
Universitas Prasetiya Mulya, Jakarta. She received her master degree
from Erasmus University Rotterdam with a specialization in Maritime
and Transport Law under the Studeren in Nederland - StuNed
scholarship. During her bachelor and master studies, she has devoted
her time to join several moot court competitions, including the
National Round of the International Humanitarian Law Moot Court
Competition, the Foreign Direct Investment Moot Court Competition
in South Korea and Germany, the Willem C.Vis Pre-Moot Competition
in Kobe, Japan, and the International Maritime Law Arbitration Pre-
Moot Competition in the Netherlands.
25. Kushartoyo Budi Santoso
Mr. Santoso joined the ICRC in 2010 as a Manager of Documentation
Centre and Project Manager for Universities’ Cooperation. Previously,

26. Jesica Bellamy


Ms. Bellamy is an Associate Lawyer at Christian Teo & Partners Law

27. Narendra Adiyasa


Mr. Adiyasa is a dispute resolution partner at Hiswara Bunjamin
Tandjung with more than a decade of experience advising on a broad
range of contentious matters. Over his career, he has had significant
experience in commercial arbitration under the rules of the Indonesia
Board of National Arbitration (BANI), Singapore International
Arbitration Centre (SIAC), and the International Chamber of
Commerce (ICC). Mr. Adiyasa graduated from the Faculty of Law,
Universitas Katolik Parahyangan, and is supportive of international
moot court activities.

28. Novryan Pahlawan Sumharto


Mr. Sumharto joined the ICRC in October 2016 as the Deputy
Regional Adviser for Multilateral Affairs in the Asia Pacific. Prior to
that, he worked at the Political Section of Her Britannic Majesty’s
Embassy to Indonesia, ASEAN and Timor-Leste as an Analyst for
Human Rights and the Rule of Law, and the Country Programme
Manager of the UK Magna Carta Fund for Human Rights and
Democracy from 2013. He was also the Embassy point of contact for
information and understanding about the Indonesian legal system. As
a university student, Mr. Sumharto won various national English public
speaking and debate competitions and was the Champion of the
European Union Inter-Varsity English Debate Championship in 2011,
held by the European Union Delegation to Indonesia, ASEAN and
Brunei Darussalam.

29. Patriani Paramita Mulia


Ms. Paramita Mulia is a practicing Indonesian advocate and an
international human rights law consultant. Her legal expertise includes
international human rights law, electoral disputes,
constitutional challenges, cross-border disputes, general corporate and
private transaction matters as well as corporate litigation. Prior to
managing her own law office since 2016, Ms. Paramita Mulia worked
for two major Indonesian law firms and a Geneva-based human rights
NGO. She is the alumnus of Atma Jaya Catholic University Jakarta
(cum laude, bachelor degree, 2008) and New York University School
of Law (master degree, 2012). She is currently finishing her doctorate
study at Utrecht University.

30. Rabby Pramudatama


Mr. Pramudatama is an alumnus of the Essex Law School, University
of Essex, U.K., with a Master of Laws - LL.M. in International Human
Rights and Humanitarian Law. He was also a semi-finalist of the 2007
Concours Jean-Pictet Competition, one of the most prestigious International
Humanitarian Law Competition. Mr. Pramudatama is an awardee of a
full master-degree scholarship from the Indonesian Endowment Fund
for Education (LPDP), and he earned his bachelor degree from
Universitas Katolik Parahyangan in International Relations. He is an
experienced Protection Officer with a demonstrated history of working
in the international humanitarian and human rights organizations, such
as at the Protection Division of the UNHCR. Further, he is now
working as a Protection Officer with the ICRC. Mr. Pramudatama is
skilled in Journalism and Media Relations as during the early stages of
his career he was also a writer and reporter with the Jakarta Post
newspaper, he also has strong background experiences on research, and
report writing with connection to the RULAC project with the Geneva
Academy of International Humanitarian Law and Human Rights.
31. Rio Lassatrio
Mr. Lassatrio is a founding partner at LHBM. Formerly, he is the
Managing Partner of LHD Counsel and has worked as a corporate
lawyer in other prominent Indonesian firms. Mr. Lassatrio graduated
from Universitas Katolik Parahyangan and obtained his Master of Law
degree from T.C Beirne School of Law of the University of
Queensland, Brisbane. He is holding bar license from PERADI and

32. Setyawati Fitri Anggraeni


Ms. Anggraeni is the Managing Partner at Anggraeni and Partners. She
received her master degree from University College London (UCL),
with an LLM degree with Merit in Maritime Law. She focuses her
practice on dispute resolution and litigation. She is an experienced
advocate and handles a wide variety of criminal and civil cases,
commercial disputes, and arbitrations. She has developed a sterling
reputation for white-collar criminal law, commercial disputes,
international trade disputes and shipping. She is a leading advocate in
the area of shipping law and advises several major shipping companies
in Indonesia. In addition to the legal practice, she continues to show
her commitment and love of the Law by teaching at her alma mater,
Universitas Indonesia. She also devoted her time by participating as
Judge Arbitrator in the Willem C. Vis (East) International Mooting
Competition in Hong Kong. In January 2010, she worked in Nordisk
Skibsrederforening, a Norwegian law firm specializing in maritime law.

33. Dr. Widati Wulandari


Dr. Wulandari is a lecturer at the Faculty of Law, Universitas
Padjadjaran. She completed her Bachelor of Law at the same university,
her Master of Criminology (M.Crim) at the University of Sydney and
her doctorate on the topic of ‘hate crimes’ at Universitas Padjadjaran.
Among others, her main focus is on International Criminal Law.
34. Vera Ridhani
Ms. Ridhani is currently a staff in the International Committee of the
Red Cross. She graduated in 2017 from Universitas Padjadjaran,

Ms. Tarigan graduated from the Faculty of Law, Universitas Katolik
Parahyangan. She participated in various international law moot court
competitions and managed to be on the top ten list of best oralists on
national rounds. Ms. Tarigan was also active in other areas of student
activities and organizations, with highlights including as Unpar delegate
at the Harvard Model United Nations in Boston and as President of
the Parahyangan International Law Society (PILS). She now practices
law at Hutabarat, Halim, dan Rekan where she is involved in

36. Amirah Hamidon


Ms. Hamidon is a Legal Adviser with the International Humanitarian
Law (IHL) Department of the International Committee of the Red
Cross (ICRC), Regional Delegation in Kuala Lumpur. Her experience
with the ICRC began in 2017. Previously she was a law lecturer at
Multimedia University, Malaysia. Ms. Amirah holds a Master of Laws
in Security and International Law and Bachelor of Law (Hons) from

37. Cameron Grant


Mr. Grant is Foreign Counsel at Soemadipradja & Taher, a leading
Indonesian commercial law firm. He has broad international
experience, having been Counsel in the Melbourne office of Corrs
Chambers Westgarth, one of Australia's leading firms; completed a
secondment as a Foreign Legal Trainee in the Tokyo office of
Anderson Mori & Tomotsune, one of Japan’s big four; and worked at
the United Nations International Criminal Tribunal for the former
Yugoslavia in The Hague. Mr. Grant frequently assists clients from the
energy, education, FMCG, hospitality, manufacturing, mining and not-
for-profit sectors with investing, and managing operations, in
Indonesia. He also regularly publishes articles on Indonesian legal

38. Christoffel Sinambela


Mr. Sinambela is an Associate at Hadiputranto, Hadinoto & Partners,
focusing his practice on dispute resolution. Previously he was at
Christian Teo & Partners, a law firm with a strong IT,
telecommunications and media practice. Mr. Sinambela graduated from
the Faculty of Law, Universitas Katolik Parahyangan, where he

39. Dyan Franciska Dumaris Sitanggang


Ms. Sitanggang is a lecturer at the Faculty of Law, Universitas Katolik
Parahyangan, since 2016. During her undergraduate study at the
Faculty of Law, Universitas Sam Ratulangi, she participated in the 2012
and 2013 national rounds of the Phillip C. Jessup International Law
Moot Court Competition. Fascinated with international law ever since,
she took her master's degree at the Faculty of Law, Universitas Gadjah
Mada, majoring in international law and was involved in a number of
research about international law both independently and in cooperation
with the lecturers. She is currently teaching international law, law of
international organizations and treaty law, but she is particularly fond
of human rights law and space law and is actively doing research and
publication on the said branches of international law.

40. Gabriel Mukuan


Mr. Mukuan is a Partner at Lubis Mukuan Wibisono. He focuses his
practice on representing corporations and individuals in complex
commercial and corporate matters including shareholder derivatives,
arbitration and commercial and transactional litigations. He also
handles civil litigation cases such as breach of contract and torts and
general corporate matter. He deepened his knowledge on arbitration
while pursuing his Masters at Cornell Law School. He focused his study
on Dispute Resolution and International Commercial Arbitration. His
involvement in various international forums includes a member of the
Indonesian delegation in the Asean Law Association (ALA) General

41. Made Susanti


Ms. Susanti is an associate at Makarim & Taira S., and is a holder of bar
license from PERADI. Her practice so far has focused on employment
law, litigation, general corporate and bankruptcy law. Ms. Susanti
graduated from the law faculty of Universitas Katolik Parahyangan in
2012. She participated in several international moot court competitions
during her law studies, namely Manfred Lachs Space Law Moot Court
Competition (2009) and Phillip C. Jessup International Law Moot
Court Competition (2011 & 2012), in which her team consistently
ranked in the top 4. She also represented Indonesia in the United
Nations OHCHR World Human Rights Moot Court Competition in
Pretoria-South Africa, where her team won the Asian Regional Round
and placed top 5 in the world. Ms. Susanti was also active in various
student organizations, among others serving as President of the
Parahyangan International Law Society (PILS) in 2011 and 2012. With
her accomplishments, she has actively involved as mentor and/or

42. Mark Innis


Mr. Innis is a Foreign Legal Consultant with HHP Law Firm. He
specialises in mergers and acquisitions as well as advising on
international joint ventures, competitive bids and private sales,
disposals of private and publicly listed companies, and major mergers
and corporate restructuring. His industry focuses are media/telecoms
and insurance. He is admitted to practice in England and Wales.

43. Nefa Claudia Meliala


Ms. Meliala obtained her Bachelor of Law from the Faculty of Law,
Universitas Katolik Parahyangan, as the best graduate in 2008. While
attending this university, she was involved in some of its students’
organizations. She actively participated and gained notable
accomplishments in National Moot Court Competitions, namely in
Piala Mutiara Djokosoetono V 2008 held by Faculty of Law of
Universitas Indonesia, and in Human Rights Moot Court Competition
2006 and 2007 on gross violation of human rights cases held by the
Faculty of Law of Universitas Padjajaran. Following her graduation, she
worked at Hendra Soenardi & Rekan as a junior associate specializing
in commercial litigation issues until 2010. In 2010, she continued her
study at the Faculty of Law of Universitas Indonesia, majoring in Law
and Criminal Justice System, and obtained her master degree in 2012.
In the same year, she became a licensed advocate and a member of the
Indonesian Bar Association (Perhimpunan Advokat Indonesia). In
early 2013 she was an associate at Kudri Djamaris Sitohang Attorney
& Counselor at Law before dedicating her career back into lecturing in
her alma mater. Since 2013, she has been teaching Introduction to
Indonesian Law, Criminal Law, Economic Crimes, Criminology and

44. Niken Prawesti


Ms. Prawesti obtained her Bachelor of Law from the Faculty of Law,
Universitas Katolik Parahyangan and her LL.M. (Adv) from Leiden
University. She also interned at the Legal Advisory Section of the
Office of the Prosecutor, the International Criminal Court (ICC) at the
Hague, providing legal research and drafting assistance to the
Prosecutor. Prior to her stay in the Netherlands, Ms. Prawesti practiced
law at Hadiputranto, Hadinoto & Partners, focusing on capital market
law and joining the corporate commercial practice group. During her
university days, she was one of the founders and the first President of
the Parahyangan International Law Society (PILS). Ms. Prawesti
competed in the international rounds of the Phillip C. Jessup
International Law Moot Court Competition, Washington D.C. in 2006,
and the Manfred Lachs Space Law Moot Court Competition, Sydney
in 2005. After her return to Indonesia in 2011, Ms. Prawesti co-
founded and is now the COO of the Griya Group which owns and
operates hotels, restaurants, bars and caters to F&B business. Her
philosophy, “Dream Big, Aim High”, is her guide in navigating her
personal and professional life.

45. Norman Bissett


Mr. Bissett routinely handles project and finance matters. He currently
serves as a foreign legal consultant in the Finance and Projects Group
of Hadiputranto Hadinoto & Partners, working specifically in the
Energy and Resources practice. Mr. Bissett is admitted to practice in
England and Wales and Scotland, and is a member of the Law Society
of England and Wales as well as the Scottish Law Society.

46. Peter Fanning


Mr. Fanning is an Australian barrister and solicitor, and is a graduate of
the University of Queensland (law) and the University of PNG (politics
and economics). He transferred from Australia’s Clayton Utz to the
Indonesian law firm of Hutabarat Halim & Rekan in 1997. He practices
in the commercial and corporate areas, especially in matters involving
foreign investment. He also advises in such diverse areas as land and
water resources, oil and gas, mining, construction, insurance, air and
sea transport (including port development and use), industrial relations
and dispute resolution. Mr. Fanning is a member of the International
Bar Association, Lawasia, the Australian Institute of Arbitrators and
Mediators, and the Australian Institute of Company Directors. As a
Board member of the Indonesia Australia Business Council (since
2000), Chairman of the International Business Chamber (since 2002),
and a director of AustCham ASEAN (since 2017), Mr. Fanning has
been active in assisting the Indonesian government (in conjunction
with Kadin and Apindo) in policy formation and reform, especially in
areas of investment and legal reform.

47. Philip Payne


Mr. Payne is a graduate of the University of Sydney. He was admitted
to practise law in Australia in 1981 and is also admitted in Papua New
Guinea. He is registered as a foreign lawyer in Indonesia. Mr. Payne
was a partner of an international firm for 17 years including 7 years as
that firm's resident partner in Indonesia. In 2008, he joined Ali
Budiardjo, Nugroho, Reksodiputro as a Foreign Counsel. Mr. Payne
has extensive experience in the Indonesian energy and mining sectors,
particularly acting for foreign investors in Indonesia. He also has
experience in the Indonesian banking & finance and media sectors.

48. Randy Rifdaan


Mr. Rifdaan is a Senior Associate at Dewi Negara Fachri and Partners,
an Indonesian law firm associated with Hogan Lovells specializing in
energy, infrastructure and merger and acquisition. Prior to joining Dewi
Negara Fachri & Partners, he was an Associate in an international law

Competition in 2008 which was held in Sydney, Australia. The
following year, he was trusted with becoming the National
Administrator for the International Committee of the Red Cross'
International Humanitarian Law Moot Court Competition.

49. Theodora Saputri


Ms. Saputri is a Lecturer in the Law Faculty of Universitas Katolik
Parahyangan. She graduated from Universitas Katolik Parahyangan in
2010 and joined Assegaf Hamzah & Partners, and was made a junior
associate in February 2011. During her time at Assegaf Hamzah &
Partners, Ms. Saputri has been involved in a broad spectrum of
mandates in project finance sector. She was an enthusiastic participant
in international moot court competitions while in law school, and
received Oralist and Memorials awards for her outstanding work in the
Phillip C. Jessup international Moot Court Competition in 2010. She
also won the 3rd Best Memorials Award at the Asia Cup International
Law Moot Court Competition in Tokyo in 2009. She pursued her
master of law degree from Leiden University, The Netherlands, where
she graduated in 2017.
50. Theodoor Bakker
Mr. Theodoor Bakker FCIArb graduated from Leiden University in the
Netherlands, is admitted to the Amsterdam bar and is a registered
Foreign Lawyer under the Indonesian Advocates Law as Foreign
Counsel at Ali Budiardjo Nugroho Reksodiputro. He has worked in
Southeast Asia since 1984, over time building up extensive experience
in foreign direct investment, project finance, including private power,
aircraft finance, infrastructure development and general manufacturing
investment. He specializes in restructuring and insolvency and has
advised on foreign law issues of bankruptcy reform in Indonesia. His
practice now also encompasses structured finance and mergers and
acquisitions. In addition, he is an international commercial arbitrator
registered at BANI, SIAC and HKIAC. He is Vice Chairman of the
EU-ASEAN Business Council, where he represents EuroCham
Indonesia, on whose Executive Board he has functioned since
inception. He has published articles on insolvency and cross-border
investment issues and teaches at the Faculty of Law of Universitas
Indonesia and at the Ministry of Law and Human Rights. He is the
coach of Universitas Gadjah Mada’s team (Faculty of Law) to the
Washington D.C. finals of the Phillip C. Jessup International Moot
Court Competition.

51. Dr. Tristam Pascal Moeliono


Dr. Moeliono obtained his Bachelor of Law from Universitas Katolik
Parahyangan in 1998, his Master of Law (Post Graduate Study) from
Universitas Indonesia in 2000, his LL.M. in Public International Law
and Human Rights at Utrecht University in 2000, and his
Doctoral/PhD from the van Vollenhoven Institute, Leiden University
in 2011. He is a Lecturer at the Faculty of Law, Universitas Katolik
Parahyangan, since 1995. Dr. Moeliono is the present Dean of the
Faculty. He is assigned to teach and is responsible for the development
and teaching of the following courses: public international law,
philosophy of law and comparative law.

52. Reynard Munando


Mr. Munando graduated in 2008 from the Faculty of Law, Universitas
Katolik Parahyangan, majoring in International Public Law (with thesis
on terrorism from the perspective of International Criminal Law). As
a student he was in the team which represented Unpar and Indonesia
in several international moot court competitions (Manfred Lachs Space
Moot Court Competition and Phillip C. Jessup International Law Moot
Court Competition), winning the Best Memorials Award in the 2008
National Round of the Phillip C. Jessup International Law Moot Court
Competition, and subsequently also won one of the 10 Hardy C.
Dillard Best Memorial Awards in the International Round of the same
moot court competition in Washington D.C. Mr. Munando joined
ABNR as an associate in May 2011 and currently holds the position as
senior associate. Prior to joining ABNR, he practiced at Hendra
Soenardi, a law firm that specializes in mergers & acquisitions and
banking & finance matters. In ABNR, Mr. Munando has been part of
teams that assist clients in some major financing and debt restructuring,
infrastructure project finance, share acquisition deals.

53. Rina Rusman


Ms. Rusman joined ICRC Regional Delegation for Indonesia and
Timor-Leste in 2003 and is currently its Legal Adviser. Before joining
ICRC, she was a lecturer at the Faculty of Law, Universitas
Tarumanagara and the Agency for National Legal Development
(BPHN).

54. Tresnawati
Ms. Tresnawati graduated from Universitas Katolik Parahyangan (S.H.)
and Rijksuniversiteit Groningen, the Netherlands (LL.M.), both
degrees with distinction. Her first career was as Head of Contractual
and Entities at PT Astra Honda Motor, after which she sharpened her
lawyering skills at Frans Winarta & Partners. Directing her career to
academic fields, Ms. Tresnawati has dedicated some years to her alma
mater and is currently a lecturer at the Faculty of Law of Universitas
Kristen Maranatha.

55. Vincent Bellamy


Mr. Bellamy is the General Legal Counsel for DHL covering business
in Indonesia and Timor-Leste. His experience includes in-house
counsel and numerous years working for prominent law firms in
Indonesia, such as White & Case and Makarim and Taira S. Mr. Bellamy
is a proud participant of various international law moot court
competitions. Among others, he represented Universitas Katolik
Parahyangan and Indonesia in the 2008 Phillip C. Jessup International
Law Moot Court Competition in Washington D.C, the 2009 Manfred
Lachs International Space Law Moot Court Competition in Sydney,
and the 2009 Asia Cup International Law Moot Court Competition in
Tokyo. He is a member of the Unpar team who won the Hardy C.
Dillard Award for the top 10 Best Memorials in the world at the 2008
Jessup Competition – the first Indonesian team ever to receive that
award. Mr. Bellamy is also a recipient of the Unpar Law Faculty’s
Accomplished Student Award in 2008 and 2009.

56. Witny Tanod


Ms. Tanod currently serves as Corporate Affairs Counsel in a
plantation public company, dealing with corporate issues and
compliance. Before that, she joined O. C. Kaligis & Associates
representing the firm in both national and international legal issues. She
was also the Co-Editor for several of the firm’s book publications
concerning contracts and international law. Ms. Tanod received her
Bachelor of Laws from Sam Ratulangi University, where she was an
active Philip C. Jessup mooter and was a member of the Indonesian
National Board of Asian Law Students’ Association. She graduated
from the University of Washington in St. Louis (WUSTL) for her
Master of Laws specializing in Negotiation & Dispute Resolution,
where she also served in WUSTL Student Body Council, member of
International Bar Association, and compete in the dispute resolution
competitions. As a former mooter, she coached several universities to
compete in law moot court competitions.
