1. Introduction
This narrative discusses the basis, assumptions and logic, on which the submitted Baseline
contract schedule was built. It also indicates the overall construction and erection strategy
from the planning perspective of the following work
Baseline Schedule was built using Primavera P6 Optional Client V8.1 Primavera Planning
software, Based on critical part method (CPM) using retain logic calculation mode &
showing duration & dependencies for on & off site job activities including procurement,
Material delivery & handing over, and the individual activities early start & finish for total
& free float calculations.
The project which comprises of traditional & modern type villas and apartment blocks is
to be completed in an overall plot area of 172662.59 m2 within 29 months period. The
approximate 61349.60 m2 built-up area of the buildings will be divided into three (3)
milestones as follows:

3. SCOPE OF WORKS
The following paragraph conveys the Scope of Work in details which was considered in
the preparation of Baseline Schedule.
The work generally comprises the procurement, construction, installation, testing and
commissioning of the Housing Facility which consists of Traditional & Modern Type
Villas and Apartment Blocks scattered over the plot in three (3) Packages as follows:
The works include but is not limited to labour, materials, equipment, transportation,
supervision, facilities, environmental, safety and health management, quality control,
testing and commissioning, training for operational and maintenance personnel, estimating
services, security personnel, temporary construction roads and fencing, field and site
office facilities, temporary storage facilities and all other services requirement to complete
the works for the construction of housing projects.
The works are also accompanied, at least, of Site Preparation, Infrastructure and
Landscaping Works.
The Buildings are to be constructed in reinforced concrete framed structure with block
wall enclosures, standard fittings & finishes and MEP Services.
4. BASELINE SCHEDULE

The Baseline Schedule was built as per the requirement The General Contractor [GC]
shall submit detailed baseline schedule incorporating the final BOQ so as to clearly
convey the extent of the scope of work.
The above point was addressed and the scope of work was explained above (2.Scope of
Works).
4.1 The GC should submit Baseline Schedule (Programme) maximum after 20 days
from the contract award.
The Baseline Schedule Rev.0, Rev.1, was submitted, reviewed and commented. The
Rev.02 is submitted along with this narration .
4.2 The GC should submit Project Time Schedule in a hard copy along with soft copy.

4.3 The GC should submit S-Curve & Manpower Histogram along with his time
schedule according to the assigned resources (man hours/man Powers) in the schedule
(Hard copy + Soft copy).

4.4 The GC should prepare his schedule in a proper format and organization according
to the scope of work (up to level 4) and to be organized by :
a. Stage of work (Mobilization – Engineering- Procurement – Construction –
Commissioning- etc.)
b. Zone/Area/ Section.
c. Building.
d. Discipline of work (Structural Work – Architectural Work – Electrical –
Mechanical-etc.)
e. Sub-discipline of work.(if available)
f. Level – Floor (if available).
The above point was discussed and modified as per the agreed ID structure and
incorporated in the Baseline Schedule as per .Act ID Structure
4.5 Activities shall comprise of specific and measurable elements of work. Durations
for each activity shall be calculated using productivity rates.
Major activities in the Baseline Schedule were loaded with the quantity of work, resources
and the duration was calculated as per the following productivity rates table.

4.6 The Schedule dates (duration) shall be calendar dates taking into consideration the
Holidays and Non-Working days as per Country Labor Law.
The schedule dates (duration) in the Baseline Schedule includes the Holidays and Non-
working days as per country Labor Law.
Calendars: Two types of Calendars have been used in the Baseline Schedule:

4.7 No activity on the Project Work Schedule shall have duration exceeding 30 calendar days
except for procurement activities.
Activity Duration
The duration considered in the Baseline Schedule was not exceeding 30 Calendar days
except for procurement activities, provisional sum activities, Demobilization & Handing
over activity.
4.8 In the Procurement stage it is required to have all major items and long lead items in the
programme and for each item should include at least 4 activities ( technical submittal –
Client Approval – Purchase Order – Delivery on Site) and it should linked to the related
construction activity.
All Major Procurement items in the Baseline Schedule follow the various stages like

4.9 Logic relationships:
a. Use the Retained Logic Option in calculating the schedule. Logic of interdependencies
shall be based on constructability and not on preferred working logic, fundamental
relationships between types of work shall comply flowchart below:

The Master schedule was built based on the Critical Path Method (CPM) using the
retained logic calculating mode and open end activities explained below.

b. Activities shall be logically linked in accordance with the planned sequence of works;
Lag time shall be clearly explained and shall not exceed 14 days.
The Lag time for the activities was not exceeded 14 days; expect those activities of which
will start after the stripping of slab formworks and the lag of 21 days was considered. Lag
of 25 days was considered for the start of Provisional Sum activities like Receiving of Site
Instruction with the Project Commencement. A soft copy of Activity relationships with lag
details was attached with the submission .
c. Activity shall be planned with float time. Adequate resources shall be employed to
enable work to be carried out concurrently on various work fronts to ensure that
progress can be achieved to meet the dates specified In the Contract.
The above points were considered while preparing the Baseline Schedule.
d. Activities with zero total float shall be restricted to those subject to limitations beyond
the control of the GC and where additional resources by the GC cannot reduce the
duration required for the task. Such activities shall be highlighted and substantiated for
INVESTOR 1 & INVESTOR 2 acceptance in the programme submissions.
As the project is oriented with three different packages, critical paths were observed in
the Baseline schedule. However the critical path is as follows:
The critical path (as attached.) starts with the activities related to project start-up such
as securing gate passes & permits, scanning of Existing services, Rerouting of existing
facilities which need to take place prior to starting construction activities of new
buildings. The first critical activity on site is the footing excavation in Zone-1 which is
closely followed by the sub structural works in zone -1 which continue to ground floor
of zone 1 to 1st floor with Structural works will be followed by internal finishing such
as Block work, internal plaster, suspension works, false ceiling closing and installation
of carpentry & Joinery works and followed by testing & commissioning.
As a substantiation, the Critical path of the project is addressed by increasing the resources
which driven the path and the working time will be extended to meet the project
requirement as per the Baseline schedule. The critical path of the Baseline Schedule is
attached with this submission.
e. FLOAT is an asset of the project and NOT for the exclusive use/benefit of the GC.
f. Do not use the following except as approved by INVESTOR 1 & INVESTOR 2.
I. start to finish relationships
II. Open ends.
III. manually modified dates and durations
IV. stacking activities with excessive links (predecessor/successor)

V. Controlling constraints such as must start on. must finish on, etc
VI. negative and excessive lags
VII. negative and excessive floats
g. Mandatory, zero free float and zero total float constraints shall not be used.
The above points (e, f, and g.) were considered while preparing the Baseline Schedule.
All the above points were considered while preparing the Baseline Schedule
4.11 Resource Loading - Assign manpower, Construction equipment, and material quantities
to activities it should be reflected in the Resource Charts (Curve and Histogram).
All activities in the Baseline Schedule, except the approval activities & material
deliveries, was loaded with quantity, skilled manpower, unskilled manpower, equipment
and corresponding charts was generated in excel and attached for the submission. The
following Resources Dictionary is consider in the Baseline Schedule. Sample Snapshot
from the Schedule.

Resources for each activity is calculated by the Productivity rate attached above
for example:
Footing Blinding Qty = 567 Sqm,
Productivity as per the table = 10Sqm/day
Skilled Blinding Mason = Qty / Productivity
(i.e. 567/10 = 56.7/day convert to 8/hrs/day =454 hrs/day.
Unskilled Labor = 454 *0.75 (Skilled to Unskilled ratio from the table) =341 hrs/day
Likewise all the major activities are calculated and loaded into the Baseline schedule.

All activities in the Baseline schedule were loaded with cost allocated from the Bills of
Quantities, Unit Rates, Prices and quantities. The cost allocation sheet soft copy was
attached along with this submission. The cost was loaded in all phases of schedule for
Procurement Phase and Engineering Phases, the agreed percentage of construction
activities amount were loaded to both mentioned phases. The Cost for the Construction
Phase was calculated from the BOQ explained as below:

Activity ID: Describes the Baseline schedule activity ID.
Act Name: Describes the name of the activity corresponding to the activity ID.
Bill Code: This code used to exact the item from the BOQ. This code is the combination
of (Package Name 1A, Bill No. B02, Division No. D01, Page No.P01, Item no.B)

Bill Description: Description of the item as per Bill Code from the BOQ.
BOQ QTY [A]: Quantity of the item from the BOQ corresponding to the Bill code &
description
BOQ AMT [B]: Amount of the item from the BOQ
Co-eff [C]: Coefficient is the controlling factor which ranges from 0 to 1 which is
approximately calculated by the quantum of work required for execution of the activities it
may be distributed to one or more activities in the Baseline schedule, and also used to
distribute the amount of one BOQ Item to more activities.
MF [D]: Stands for multiplication factor which is used multiply for the number of Villas
considered in the activities and to divide the zones in the infra-structure activities.
Assigned Quantities [E]: The quantities calculated using the formula E = [A*C*D]

iv. The number of work teams, their make-up and deployment at each location shall
be given.
v. Corrective measures to resolve the criticality of critical and near critical activities
shall be evaluated In this regard. Activities which are resource driven but may be
expedited by working extended hours or additional shifts, deployment of
additional construction plants and construction re-sequencing shall be addressed.
vi. The GC shall produce proven past records to substantiate the attainment of the
average production rate used in the programme, when required by PCSC or
QRIEC.
vii. Where the works are split into zones and blocks for programming purposes, such
zones and blocks shall be clearly defined by diagrams to be included in the
narrative.
Construction Methodology
The construction of the project has been divided as per the WBS below and further
breakdown of the WBS as show in the following below diagram. For the purpose of
execution each package is further divide into zones, each zone as a respective number of
villa/apartments and infrastructures also the same was highlighted in below diagrams.

Mobilization
The overall mobilization period is 30 days from the Notice to Proceed. Mobilization
activities include the approval and start of key personnel, the installation of temporary
works including site offices and site support facilities, the installation of the project sign
board and fencing works etc.
Other activities within the mobilization period include:
Preparation of submittals required by the Contract
Preparation and submittal of Health, Safety, Environmental, Security and Fire
Field engineering and surveying

Engineering
For the structural works, the project will be divided into packages and each package will
be divided into several ZONEs as shown in the site plan layout above.
Structural Works
The structural works are divided into substructure and superstructure works.
Substructure
For the substructure works, the ground beams will be established with formwork
and then concreted. The underground services pipework and access chambers will
be formed and laid prior to backfilling and the anti-termite treatment being
undertaken. Waterproofing membrane will be applied on the ground slab screed
and all other ground slab openings allowed for prior to the ground slab formation.
Superstructure
Column starter bars will be cleaned and the column formwork installed to allow a
single lift per floor pour basis. Floor slab concreting will be carried out followed
by slab formwork and rebar works. As areas are completed on each floor, the
finishing works will commence.As structural and roofing works complete the
installation of AC units on the roof will commence.
Finishing Works
Finishing works will start with the block works which will be started after the removal of
formworks of the respective slabs. MEP works which require fixing to the block work like
conduits, piping, and installation of hot and cold water pipes will be installed within the
block works. Plastering will start after the block works and piping works. Once the wet

works are completed, the dry works such as fixing of tiles, false ceiling, metal fixtures,
painting and other finishes will be initiated.
Mechanical and Electrical Works
The Mechanical, Electrical and Plumbing (MEP) works are divided into disciplines
(Electrical Work, Plumbing & Mechanical, Drainage, Sanitary, Air Conditioning and
Firefighting Works). The sequence of works is as follows:
Structural openings for MEP services and MEP items to be concealed in concrete will be
allowed for in conjunction with the structural works for each floor slab. During block
work, openings will also be allowed for to accommodate all the MEP services.
Piping and testing activities per floor area initialized by block work activity for each floor.
The installation of the sanitary fixtures will follow in line with the completion of the
internal finishing.
The high level works supported off the floor slab such as the main firefighting pipework,
installation air conditioning pipes, and various electrical cables will be carried out.
Final connections and general inspection will be done after the final fix of all MEP
installations.
External Works
External works are divided into external services within plot curtilage and Infra Structure
works. The external services work includes:
1. Construction of Water Tank Enclosure
2. Construction Entrance Ramp
3. Construction of Manholes, Soak Pit, Chambers Grease Trap
4. Laying of Kerbs & Interlocks
The infrastructure works will start after finishing the building external finishing works
which further divided into works as follows;
1. External Drainage Lines, Manholes & Septic Tank
2. Potable Water Lines
3. Firefighting Lines
4. Irrigation Works
5. External Electrical Works & Streetlights Installation Works
6. Telecommunication Lines, Intercom and Fire Alarm Works
7. Construction of Boundary Walls and Gate Installation
8. Kerbs & Interlocking Works
9. Road Works Including Road Markings and Signage
10. Soft & Hard Landscaping
11. Construction of Secondary Buildings such as Irrigation Water Tank & Pump
Room, Telecommunication Room, Guard Room and Gazebo.

Testing and Commissioning of systems will take place in sequence as construction
progresses, i.e. individual component test, system test, the integrated system test and final
Testing & Commissioning.
Project Handover
In the lead up to the Completion of All Works on 31March 2015 which signals project
completion and handover, the focus will be on snagging and associated defects sign-off,
testing and commissioning, systems training, relevant local authorities permitting and
approval, training and the submission and approval of both Operations and Maintenance
Manuals and outstanding as-built documentation. The site office facilities will also be
removed during this stage.
Upon project completion, the full facility will be handed over and a skeleton team will
remain to deal with any defects that may be seen during the defects liability period.
4.14 Progress S-Curve
The Progress S-Curve shall be derived from the cost and resource loaded Baseline
Programme.
The Progress S-Curve has been generated from cost & resource loaded Baseline schedule
and attached with the Submission (Cost S curve & histogram, & Man-hours S curve &
histogram, )

4.17 A baseline schedule is developed by the GC according and submitted to the
PCSC(INVESTOR 1 ) for review
Baseline schedule was developed, reviewed as per the check list & the following
comments were attached as compared with checklist.
4.18 The submitted baseline schedule is reviewed by the (INVESTOR 1) and endorsed or
returned to the GC for revision and to be resubmitted.
4.19 In case ( INVESTOR 2)approve the baseline schedule, a letter of acceptance will be
forwarded to the GC, and relevant databases updated.
