The 413thmeeting of the State Level Expert Appraisal Committee (SEAC) was held on 05th July
2018 at Committee Room, GEER foundation, Gandhinagar. Following members attended the
meeting:
The agenda of TOR/Scopingcases and Appraisal was taken up. The applicants made

During the meeting dated 05/07/2018, technical presentation made during the meeting by project
proponent. The proposal is for expansion of existing plant.Proposal was appraised based on the
information furnished in the EIA Report and details presented during the meeting. It is noted that
14971.5KLPD will be the total water requirement and 4419 will be effluent generation. The domestic
wastewater generation will be 45 KLD and it will be used for gardening after treated in STP.Cooling
tower purge is treated in the RO plant 1180 KLD of permeate will be reused in cooling tower and RO
reject will be diverted to ETP. Industrial wastewater will be treated in ETP and will be conveyed to GIDC

sewer up to Sea. PP has addressed adequate Air Pollution Control equipment and hazardous waste
management measures for the proposed project adequately.
The baseline environmental quality has been assessed for various components of the environment viz.
air, noise, water, biological and socioeconomic aspect. The baseline environmental study has been
conducted for the study area of 10 km radial distance from project site for the period October 2017 to
December 2017. Ambient Air Quality monitoring was carried out for PM10,PM2.5,SO2,NOx,CO, HCl, Free
Cl2, HF and VOC as BTX at six locations, including the project site. Values conform to the prescribed
standards for Ambient Air Quality. The incremental Ground Level Concentration (GLC) has been
computed using AERMOD. The resultant concentrations are within the NAAQS. The modelling study
proved that the air emissions from the proposed plant would not affect the ambient air quality of the
region in any significant manner. The ambient air quality around the proposed project site will remain
within the National Ambient Air Quality Standards (NAAQS).Water samples from Water Reservoir of
Dahej-I, Dahej-II and GIDC raw water from project site were furthermore collected. Analysis results
indicate that the results meet the Drinking water standards IS 10500:2012 except the pH value of 8.72
(GIDC Raw Water) and BOD value of 11mg/l (Dahej-II GIDC reservoir). The value of total coliform
exceeds the tolerance limits at Dahej-I GIDC reservoir, Dahej-II GIDC reservoir and GIDC raw water at
the project site.Details of Major hazardous chemicals andWorst case scenario considered for Risk
Analysis Report.
• Risk assessment including prediction of the worst-case scenario and maximum credible accident
scenarios has been carried out. The detail proposed safeguard measures including On-Site / Off-
Site Emergency Plan has been covered in the RA report.
• While discussing about the compliance of the existing project, PP informed that GPCB has visited
their unit with respect to Certified Compliance report (CCR). However, SEAC has not received CCR
from GPCB yet.
• This unit is having valid CC&A for existing unit. Copy of CC&A, its compliance report is submitted.
PP ensured that there are no court cases pending and no public complaints against the project.
• Committee deliberated on waste water management, APCM, ODP of the proposed products,
Compliance of the ODS rules, BAT, Baseline data, HW management, Safety aspects, CSR-CER,
EMP etc.
• After deliberation, it was unanimously decided to consider the project for further consideration only
after satisfactory submission of the following:
1. Certified Compliance Report (CCR) from the MoEF&CC. RO Bhopal or Member
Secretary, GPCB as per the MoEFCC’s Circular no. J-11011/618/2010- IA (II) (I) dated
30/05/2012 and Circular no. J-11013/6/2010-IA-II (Part) vide dated 07/09/2017.
2. Unit shall comply provisions of MoEFCC’s O.M. No. 22-65/2017-IA.III dated 01/05/2018
regarding Corporate Environment Responsibility (CER). Fund allocation for Corporate
Environment Responsibility (CER) shall be made as per the said OM dated 01/05/2018 for
various activities therein.

Iii Fugitive emission details with its mitigation measures.
As below:
1. Airborne dust at all transfers operations/ points will be controlled either by spraying
water or providing enclosures.
2. Adequate ventilation will be provided.
3. Regular maintenance of valves, pumps, flanges, joints and other equipment will be
done to prevent leakages and thus minimizing the fugitive emissions of VOCs.
4. Entire process will be carried out in the closed reactors with proper maintenance of
pressure and temperature.
5. Periodic monitoring of work area will be carried out to check the fugitive emission.
6. To eliminate chances of leakages from glands of pumps, mechanical seal will be
provided at all solvent pumps.
7. Stand by pumps will be provided on all scrubbers. Besides, scrubbers will be equipped
with on-line pH meter with hooter system for better operational control.
8. Close feeding system will be provided for centrifuges
9. Minimum number of flanges, joints and valves in pipelines.
10. Fugitive emission over reactors, formulation areas, centrifuges, chemical loading,
transfer area will be collected through hoods and ducts by induced draft and controlled
by scrubber.

SOLVENT MANAGEMENT PLAN
• All the solvents shall be directly distilled from product mixes and; if required shall be
purified in packed column with the help of reflux.
• The solvent distillation system shall be designed so as to achieve minimum 95.0 %
recovery of solvent.
• All the pumps shall be mechanical seal type to avoid any leakage of solvent.
• All necessary fire fighting systems shall be provided with alarm system. Flame proof
wiring and flame proof electrical accessories shall be provided to avoid any mishap.
• All the distillation column vents are also connected to cooling water/ chilled brine
condensers for maximum possible recovery of the solvents.
• All the vents will be connected to a common carbon Adsorber for removing traces of
solvent from vent gases.
• Residue generated from the distillation will be incinerated in-house or sent to BEIL
incinerator site.
• Two condenser will install with cooling water and chilled brine to recover the solvent.
• Primary Condenser HE-01: Cooling Tower water or Chilled water at 10 0C -will be
used to condense the solvents depend on the vapor pressure at its operating
conditions and the non condensed vapors will be condensed in a Secondary

Volatile Organic Content Measures:
To prevent losses of these solvents in atmosphere, following infrastructure shall be used in
addition to LDAR program
• Leak Free Pumps for transfer of solvents
• MSW Gaskets in solvent pipelines to prevent leakage from flanges
• Minimum number of flanges, joints and valves in pipelines.
• To eliminate chances of leakages from glands of pumps, mechanical seal will be
provided at all solvent pumps.
• All the rotating equipments like pumps will be installed with Mechanical Seals to arrest
any sort of emissions.
• Condenser and scrubber post Reactor with cooling arrangement
• Enclosures to chemical storage area, collection of emission from loading of raw
materials in particular solvents through hoods and ducts by induced draft, and control
by scrubber / dust collector to be ensured.
• In case the small spillage or leakage observed, first pour the china clay (vermiculate)
on material and collect the contaminated china clay (vermiculate) and send to ETP.
• If the spillage is of inflammable liquid, switch off all the power supply in the area to
prevent Electric Spark.
• Two condensers will install with cooling water and chilled brine to recover the solvent.
• Primary Condenser HE-01: Cooling Tower water or Chilled water at 5 0C will be used
to condense the solvents depend on the vapor pressure at its operating conditions and

requirement and 5.5 KLD Industrial wastewater will be generated. It is noted that0.7 KLD of wastewater
will be treated in RO and 0.5 KLD of permeate will be reused and RO reject will be treated with the
industrial wastewater. Industrial wastewaterwill be treated in ETP and will be sent to the common MEE.
The domestic wastewater generation will be 0.8 KLD and it will be treated in Soak pit/Septic tank.
Natural Gas will be used as fuel.PP has addressed adequate Air Pollution Control equipment and

has been computed using ISCST3. The resultant concentrations are within the NAAQS. The modelling
study proved that the air emissions from the proposed plant would not affect the ambient air quality of
the region in any significant manner. The ambient air quality around the proposed project site will
remain within the National Ambient Air Quality Standards (NAAQS). Quality of ground water and
Surface water quality shows that all parameters are well within the norms.Major hazardous chemicals
and worst case scenario is incorporated in Risk Assessment Report.

• During the meeting dated 05/07/2018, technical presentation made during the meeting by
project proponent.
• This is anewproposal. During presentation, water consumption, waste water generation and final
management of treated waste water were discussed at length. Water consumption will be 181
KLPD and 93 KLD of industrial effluent will be generated. Out of 93 KLD, 17 KLD will be
hazardous waste bleed liquor, 36 KLD will be reused and remaining 40 KLD will be sent to the
ACPTCL for further treatment. NG will be used as a fuel. Scrubbing system is proposed for
process gaseous emissions.
• Committee deliberated on safety aspects of chlorine & management of waste streams like spent
acid and spent H2SO4.
• Considering the above project details, it was decided to recommend standard TOR for the
Synthetic Organic Chemical projects approved by SEIAA in its 12th meeting dated 16/09/2017
for the EIA study to be done covering 10 Km radial distance from the project boundary with
following project specific TOR.
• The TOR prescribed as above and as per the standard TOR approved by SEIAA and the model
ToRs available in the MoEFCC’s sector specific EIA Manual for ‘Synthetic Organic Chemicals’
shall be considered as generic TORs for preparation of the EIA report in addition to all the
relevant information as per the generic structure of EIA given in Appendix III in the EIA
Notification, 2006.The project proponent shall have to apply for Environmental clearance
through online portal http://environmentclearance.nic.in/ along with final EIA report.

• This is a new proposal. Water consumption will be 2215 KLPD and1644 KLD of industrial
effluentgenerated.Effluent from Process, lab, scrubber, washing and utilities will be treated in
ETP followed to RO. Reject will be followed to MEE. Condensate of MEE & Permeate of RO will
be reused. Reject of MEE will be spray dried in spray dryer.
• Considering the above project details, it was decided to recommend standard TOR for the
Synthetic Organic Chemical projects approved by SEIAA in its 12th meeting dated 16/09/2017
for the EIA study to be done covering 10 Km radial distance from the project boundary with
following project specific TOR.
1. Copies of agreement / MoU / letter of intent from actual users of waste streams like
Spent H2SO4, Ammonia Solution (20%)etc. having Rule 9 permission under the
HW Rules 2016, showing their willingness to purchase said by-products/spent
acids from the proposed project.
2. Explore the possibilities for Hazardous waste to send for co-processing before
sending to TSDF site and CHWIF.
3. Qualitative and quantitative analysis of hazardous waste streams like Spent
Sulphuric Acid, Ammonia Solution (20%) etc. generation from the manufacturing
process (Product wise). Explore the possibility to reuse such waste streams within
premises to convert it into valuable products instead of selling out side.
4. Compliance of MoEFCC’s OM dated 01/05/2018 regarding “Corporate
Environment Responsibility” (CER). Fund allocation for Corporate Environment
Responsibility (CER) shall be made as per MoEFCC’s O.M. No. 22-65/2017-IA.III
dated 01/05/2018 for various activities therein. The details of fund allocation and
activities for CER shall be incorporated in EIA/EMP report.
5. Adequacy of ZLD system considering worst case scenario.
6. Details of the treatability and feasibility of waste water to be disposed off by means
of spray dryer and its impact on Environment and Human Health. Submit Adequacy
of Spray Dryer.

has addressed air pollution control measures and hazardous waste management measures
adequately. Industrial unit is located in GIDC which is existing prior to EIA Notification 2006 and
hence it is decided to exempt public hearing for the aforementioned proposal.

• M/s: Samrat Pharma chem Limited, appliedfor environmental clearance and the SEAC
recommended the project for grant of Environmental Clearancevide this officeletterno.EIA-10-
2017-IND2-7910/927dated 26/03/2018for setting up of Synthetic Organic Chemicals
manufacturing plant as stated therein:
• The proposal falls under project / activity no. 5(f) in the Schedule of the EIA Notification,
2006.
• The case was referred back by the SEIAA, Gujarat vide no. SEIAA/GUJ/EC/5(f)/394/2018
dated 31/03/2018 with the following point:
1. To verify the project with respect to minutes of meeting of GPCB dated 07.02.2018
regarding Ankleshwar, Dahej & Vadodara region
2. To verify the applicability of 18(1)(b) direction issued by CPCB to SPCB
• This proposal was considered during the SEAC meeting dated 26/04/2018 & 05/07/2018.
• During the meeting dated 05/07/2018, Committee deliberated on minutes of meeting dated
11/06/2018 of GPCB (Copy attached.). Refereeing to the said MoM, Committee noted that Dual
discharge policy which was discontinued earlier will be re-implemented in Ankleshwar and Panoli
region with the conditions mentioned therein.
• Committee also considered reply submitted by PP vide their letter dated 27/04/2018. PP stated
that applicability of 18(1)(b) direction issued by CPCB to SPCB is not applicable on them as they
are not increasing any hydraulic load and /or any organic load. Unit is a member of CETP of M/s:
ETL with discharge permission of 13.9 KLD. After proposed expansion, discharge quantity of
effluent will remain same.
• There will be no additional discharge to CETP of M/s.ETL and Existing waste water discharge to
M/s.ETL remain unchanged in the instant case.
• In view the above, Committee decided to forward the same to SEIAA for the grant of
Environmental Clearance [EC] with the same conditions which were prescribed earlier in the
recommendation letter dated 26/03/2018.
Following cases were considered in the SEAC meeting dated 05/07/2018 which were
referred back based on Minutes of meeting (MoM) of GPCB dated 07/02/2018.
