Hanley Castle Parish Council

Minutes of the Parish Council Meeting held on Thursday, 18th April 2019 at Hanley
Swan Village Hall at 19:00.

Present: Councillors: Sue Roberts (Chairman), Sarah Darwent, Alex Walker


Alison Bolton, Wendy Roberts-Powell.

Apologies: Cllr Sue Adeney, DCllr Mike Morgan, Peter Goodyear (PPW)

40/19 Welcome & Apologies - The Chairman welcomed all present to the April
Meeting of the Parish Council. The Chairman accepted the apologies submitted.

41/19 Declarations of Interest & Dispensation Requests from Councillors


a) Register of Interests: Councillors were reminded that they should have updated
their register of interests and sent them to the Monitoring Officer at MHDC.
b) To declare any Disclosable Pecuniary Interests in items on the agenda and their
nature: None declared
c) To declare any Other Disclosable Interests in items on the agenda and their nature:
None received
d) To consider and agree all requests from Councillors for the Council to Grant a
Dispensation (S33 of the Localism Act 2011) – None received

Closure of the meeting to allow parishioners present to speak on any matters


relating to the Parish.
The issue of speeding along Park Lane was raised. As it was a privately owned road it
was agreed to contact the owners to ask them to put up restrictive speed signs. A
request for dog fouling signs with penalty fines was made.
ACTION: Cllr Roberts to pass the contact details for Park Lane to the Clerk. Cllr
Andrea Morgan to pass contact details for street scene team to the Clerk.

42/19 Minutes: The Minutes of the Meeting held on 21st March 2019 had been
previously circulated and the minutes were approved and signed.

43/19 Matters Arising & Progress Reports not Listed elsewhere on the
Agenda:
a) Community Orchard – Cllr Roberts advised that there was nothing to update.
ACTION: Cllr Roberts to continue to liaise with the Solicitor.
b) Defibrillators – Work had started on cleaning up the phone box and Cllr Darwent
would contact the homeowner adjacent to explain what was happening; Cllr Bolton had
not had any further contact from the Defib committee.
ACTION: Cllr Bolton to liaise with Graham Holmes.

44/19 Finance:
a) Payment of Accounts: Members approved the payments of accounts as in the
presented schedule in Appendix 1.
b) Notification of receipts received: None
c) End of Year Accounts: The Clerk handed out the accounts for the year and talked
through them. The Internal and External Auditors had been appointed.
d) Internet Banking: The Clerk wold arrange for Internet banking
ACTION: The Clerk to contact Lloyds Bank

45/19 Planning:
a) To Consider the following applications referred by MHDC for consultation:

19/00247/HP 1 Longcroft Quay Lane Hanley Demolition of existing garage and erection of ancillary
Castle Worcester WR8 0BS residential accommodation with ground floor garaging.

Planning application had additional information submitted but it was only a minor variation to the application
and so the previously objections submitted remained unaltered.

b) To consider under the Scheme of Delegation any Planning Applications received


between the publication of the agenda and the Meeting: None

c) Details of Decision Notices Received to-date:

19/00345/HP 3 Brinkley Drive Hanley Castle Worcester WR8 0BY Proposed new garaging Approved

d) Details of enforcement action: None taken

e) Details of Appeal Notices Received: None

46/19 District & County Councillors Reports: for information


a). District Cllrs Mike Morgan & Andrea Morgan – DCllr Andrea Morgan updated the
Council on the latest activity at MHDC. She talked about the impending elections and
encouraged everyone to vote. When asked by Cllr Bolton she advised that there had
was no news on the Three Counties’ Lodges Development.
b). County Cllr Tom Wells – Was not present but it was requested that he was
contacted requesting an update on the buses as nothing has been sent to Cllr Adeney.
ACTION: The Clerk to contact CCllr Wells.

47/19 Reports of the:


a) Parish Paths Warden & Tree Warden (Marjorie Nelson) – The PWW updated the
Council on the Parish’s paths. She discussed the permissive path by Hanley Hall,
She talked about an email received from a parishioner that had been passed on to
Counties Pathway Officer to investigate. There had also been reports of damage to
a pedestrian gate by one landowner which the Worcestershire Pathways team
would investigate.
b) Pond Wardens (Neil & Gigi Verlander) – None received
c) Playing Field Warden & Village Hall – Bin is awaiting siting, the Clerk to email
MHDC regarding a site for the Hanley Castle bin.
ACTION: Clerk to contact MHDC Conservation Officer
d) Local Police – The latest report had been circulated.

48/19 Highways & Working Party Matters


a) ) Road Safety Matters–Cllr Darwent had received an email from The Community
Action Speed Group saying that the Parish was would be invited onto the scheme
shortly. It was agreed to start advertising the scheme and asking for volunteers. There
had been not update on arrangements for a meeting to discuss traffic with The High
School and Hannah Davies.
ACTION: Cllr Bolton to include information on the scheme in the Parish Link
update asking for Volunteers.
b) Lenghsman – The new VAS had been taken down as the pole was not able to hold it,
the Clerk was asked to contact Highways and request a pole that is sufficiently long and
can bear the weight.

ACTION – ALL Please email Cllr Bolton with any issues requiring the
Lengthsman’s attention.
The Clerk was asked to order 6 reflective posts for Gilberts End
ACTION – The Clerk to report issues of the path to Three Counties to
highways, the Clerk to ask the Lengthsman about the posts and to order new
ones to go outside Holly Cottage
a) Three Counties Tickets – Cllr Roberts-Powell informed the Council of the winners of
the tickets, for the Spring Show. Applications were being received for the Three
Counties Show tickets.
b) MHDC Community Sports Award – Sophie Jackson’s email asking for nominations
had been circulated.
c) Subsidence Letter requesting the removal of more trees – The British Legion’s
Insurers had contacted the Clerk requesting the removal of more trees by the pond.
Chris Lewis-Farley has been notified and he had said they were not protected. Cllr
Roberts said that she would review the information sent to confirm that the trees were
all in the ownership of the Parish Council. The Clerk was asked to get to quotations for
the tree removal.
ACTION: Cllr Roberts to review the designated trees, the Clerk to obtain
quotations for the requested work. The Clerk to respond to the Insurers.

50/19 Topics raised by Councillors, Committees, Clerk & Parishioners –


a) Big Lunch – The date of 13th July had been set and the Clerk was asked to confirm
Insurance cover was provided.
ACTION: The Clerk to contact the insurers.
b) Badger’s Hole – It had been noted there was a badger’s hole on the side of the road
in Gilberts End and concern was raised that it might burrow under.
ACTION: The Clerk to contact Highways.
c) Blanket Dispensations: - Renewal required at the next meeting.
ACTION: The Clerk to bring forms to the next meeting.

51/19 Councillors reports and items for future agenda:


a) An invitation to the Annual meeting for the Community Speed Action Group was
agreed.
ACTION: The Clerk to contact CSAG.

52/19 Date of Next Scheduled Meeting: 16th May 2019, the Annual Meetings.
