Q.

What are the different types of deposits and how are they dealt with in the accounts of
Treasuries?

Answer:- AFR 401 The usual classes of deposit received in the Treasuries to the credit of the state
government are of five kinds. They are:- 1) Revenue Deposits, 2) Civil Court Deposits, 3) Personal
Deposits, 4) Deposits for work done for Public Bodies and 5) Deposits of Fees received by Govt. servants
for work done for Public Bodies.

The account is to be kept in the Treasury in the nature of a Banking account in personal ledgers
showing the deposit and expenditures therefrom. As per TR 304, Moneys receipt at the Treasury for the
deposits of the Public Accounts are broadly classified under two broad categories of deposit bearing
interests and deposit not bearing interests under the K. Deposits and Advances (a) Deposits bearing
interests of Major Heads 8336 to 8342 and (b) Deposits not bearing interests of Major Heads 8343 to
8450 of the Public Account part of the Govt. Account.

General Rules and Limitations:-

TR 307:- No money shall be received from the Public Account unless there is special order of the Govt.
regarding this or under the formal order of a court and other competent authority.

TR 308:- The treatment of the following item as Deposit is prohibited:-

(a) No Pay, Pensions and other allowances.


(b) No fines should be places in deposits except the compensation files as per the written order of
the Court.
(c) No refunds whether of Stamps or of other Receipts.
(d) The Police Department Should have no Deposits.
(e) Govt. Promissory Notes or other Security Deposits.

Revenue Deposits

Receipts

As per TR- 309, Earnest money or other security deposits paid into the Bank by contractors are treated
as Revenue Deposits under the Major Head 8443- Civil Deposits.

Repayments

As per TR-310(a) Repayment of Deposits can be made on demand entitled to receive them.

(b) The authority ordering repayment shall enter the name of the payee, his Bank Account and amount
ordered for repayment after the words ‘Passed for payment’.

As per TR-311 Earnest money or Security Deposits cannot be refunded except under a specific sanction
order of the Deposit Administrator.
Lapsed Deposit

As per TR-313 at the close of 31st day of March every year all deposits unclaimed for more than three
complete account years shall be credited to the Govt. The Treasury Officer shall submit to the
Accountant General immediately after 31st March, a lapsed deposit statement.

As per TR-314 the lapsed deposit may be repaid on the basis of sanction of the deposit administrator.

Court Deposits:- As per TR 316 the same method of receipt and repayments as in the case of Revenue
Deposit shall apply in relation to Civil and Criminal Court Deposit as may be authorized by Chief Judicial
Authority.

Personal Deposit:- As per TR 317 Personal deposits are of the nature of a banking deposit account, the
receipt and payment of which are recorded in personal ledgers.

Receipts and Repayments

Money tendered as Personal Deposits may be received at the Treasury from the Administrators of the
Deposits. As per TR-323 withdrawal shall on no account be allowed to exceed the balance at credit in
the deposit account by the deposit administrator.

4) Deposits for work done for Public Bodies:- As per TR -326(a) Payments made to Govt. by District
Courts, Municipalities, and other Local Autonomous Bodies fall into this category.

As per TR-327, deposits for works to be done are to be dealt with Public Works Department For carrying
out such work as per departmental regulations.

5) Deposits of Fees for work done for Public Bodies:- As per TR-328(a) In cases where a government
servant is permitted to retain the whole of the fees he should collect it himself and the govt. account
will not be concerned with the transaction.

(b) If the exact amount of the fees and the distribution of shares between the govt. and the govt.
servant then the share due to government should be credited as revenue of the department concerned.
