HANDBOOK-POWER DEVELOPMENT DEPARTMENT.

INTRODUCTION:

The J&K RTI Act, 2009 as passed by the Jammu and Kashmir
State Legislature received the assent of the Governor on 20 th March, 2009.
The Act provides for securing access to the information under the control of
Public Authorities in order to promote transparency and accountability.

The objective of this hand book is to provide information to the


public about the function of the Power Development Department and matters
thereof.

FUNCTIONS OF POWER DEVELOPMENT DEPARTMENT

Power Development Department (PDD) is responsible for all


functions related to transmission and distribution of electric power in the
state. The Generation part is looked after by J&K State Power Development
Department (JKSPDC), which was carved out of PDD in the year, 1995.

Various wings of PDD which are looking after T&D related


activities are:-
1. Electric. Maintenance and Rurl Electrification Wing
2. System & Operation Wing.
3. Planning & Design Wing.
4. Procurement and Material Mangement Wing.
5. Commercial and Survey Wing.
6. Project wing.
7. TTIC Wing.

Sections of the department

1) PROJECT SECTION
Deal with implementation of Hydro Electric projects in the state.

2) Gazetted Section
This section deals with service matters (NDCs & retirement Notifictions only) of
Gazetted cadre of PDD.

3) Non-Gazetted Section
This section deals with the service matters referrd by the concerned HODs of Non-
Gazetted Officials, SRO 43 cases, appointments of Junior Engineers, Regularizations
of Services of daily wagers, Migrant substitutes, Adhoc, Contractual and litigation
cases related to Non-Gazetted cadre of Power Development Department etc.

4) GENERAL SECTION:
This sections with CoS meetings, Communications received from
Government of India as wel as from excelleny, the Governor of J&K, Question of the
Parliamentary Affairs and Rajya Sabha/J&K Legislature Business, dispatch/receipt
sections of Power Development Department.

5) OFFICE ADMINISTRATION SECTION


This section deals with Establishment cases of the employees of Power Development
Department such as their leave cases and GPF cases etc.
1. LEGAL SECTION:
The primary job of this section is to prepare draft parawise replies to the litigation
cases pending in the Hon’ble High Court and in the subordinate courts in liason with
the standing counsels of the department and ascertain the status of these cases for
follow up.
7. RIGHT TO INFORMATION SECTION
The job of this section is to put up the applications submitted by the Public for
seeking information under J&K RTI Act 2009 to PIO for providing information to the
Public within the prescribed time period.
8. PLANNING SECTION.
The planning section of the department plays a pivotal role in the developmental
issues of the department including formulation of plan, collection of complete
statistical reports, release of funds for subordinate offices, monitoring of expenditure
etc.
9. ACCOUNT SECTION
This sections deals with the account matters of the department as well as sub-
ordinate offices under non-plan sectors and monitoring of expenditure etc.

10. HUMAN RESOURCES MANAGEMENT BRANCH

This branch deals with DPC/PSC cases, updating of recruitments rules, preparation of
seniority lists, vigilance clearance and departmental enquiries of gazette cadre of
Power Development Department.

Power Development Department (PDD) is one of the department


of Jammu and Kashmir State Government responsible for all functions
related to transmission and distribution of electric power in the state. The
generation sector is looked after by J&K State Power Development
Corporation (JKSPDC), which was carved out of PDD in the year 995.

Jammu and Kashmir State comprises of three geographically and


climatically distinct regions viz; Arctic cold desert areas of Ladakh,
temperate Kashmir Valley and subtropical region of Jammu.

Various wings of PDD are looking after T&D related activities in


these regions as dscribed below:-

System & Operation Wing Kashmir is a unit of Power Development


Department of Jammu & Kashmir State. Its main task is to upgrade the
existing Transmission system and to construct new EHV Grid Station
and Transmission lines in Kashmir province besides running and
maintaining of EHV Grid station and transmission lines up to the level
of 220KV. The Wing is headed by the Chief Engineer and Assisted by
two Superintending Engineering and eight full fledge division in the
province headed by the Executive Engineers. Executive Engineer in turn
have subordinate sub-Division with Assistant Executive Engineer and
Junior Engineers and well versed Accounts & Administration branches.

System & Operation Wing, Jammu

Planning and Designing has become important and continuous activity. Old
Equipments and Systems are being replaced by the new. In fact Planning and
Design activities are influenced by the following:-

1. Changing requirements of Power Consumers.


2. Changing pattern of electricity generation and Transmission.
3. Feed back on System Studies leading to better design of Systems
and Equipments.
4. Availability of new superior technology like HVDC Fibre Optics Data
Transmission etc.
5. Obsolescence of old products and systems.
6. Increasing use of Power Electronics in Electrical Engineering Field.

Increasing Use of Microprocessor Digital Computer based Programable


System of protection and control use of SCADA AGC and DAC.

In order to take care of the above Electric Planning and Design Wing was
established to ensure efficient and continuous supply of electricity is made
available to consumers on Wide geographical area at lowest cost and at
specified voltage and frequency i.e. Providing of Quality Power.

Electric Planning and Design (EP&D) Wing is one of the premier wings of
Power Development Department Government of Jammu and Kashmir
responsible for perspective planning of infrastructure development in the
State based on actual and future demand and availability of power besides
Procurement of material/equipment for whole of the State. All key Materials
as mentioned below used in Transmission of Electric Power above 66KV levels
i.e. 132KV and 220KV level are procured through this wing as per the desired
technical specification like.

a) 220KV/132KV/11KV Power Transformers of desired capacity.


b) 132KV/66KV or132KV/33KV Power Transformers of desired capacity.
c) 220KV, 132KV and 33KV Isolators of different current ratings to suit
system conditions.
D) 220 KV, 132 KV and 33 KV Current Transformers of different ratios
burden to suit system conditions.
E. 132 KV and 33 KV Potential transformers of specified burden and ratio.
F. 220 KV and 132 SF-6 circuit breakers.
G. 33 KV Vaccum circuit breakers ( for grid station use)
H.220 KV, 132 KV and 33 KV Control and Relay panels.
I. 220 KV and 33 KV lightening arrestors.
J. 220 KV, 132 KV and 33 KV Solid core post insulators.
K. 220 KV and 132 KV Capacitive voltage transformers.

The procurement process is monitored through following stages


in the department through Chief Engineer:-

1) Floating of tenders after compilation of tender documents


incorporating therein all necessary details like terms & conditions,
technical specifications and other details necessary for qualification
of tenders.
2) Giving wide publicity to the NIT through print and electronic media
including sending the NIT to leading manufacturers.
3) Receipt of tenders on due date and keeping them in safe custody till
opening.
4) Opening of technical bids. Processing of technical parameters after
comparing them with NIT specifications so as to ascertain which
tenders qualify for opening of price bids. Across the table discussions
by tender opening-committee for opening of price bids in presence
of bidders or their authorised representatives.
5) Processing of the complete case. Its evaluation in terms of financial
& technical implications. Despatching the complete case to Financial
Organization for pre-check for comments and observations regarding
financial aspects.
6) Preparation of Agenda note of purchase cases incorporating therein
reply to pre-check observations and suggested
modifications/alteration f financial nature. Circulation of agenda note
among the members of relevant purchase committee members.
Fixing of date of convening of meeting convenient to all members of
the committee.

7. Deliberation of each purchase case threadbare by the relevant


purchase committee of which Chief Engineer EP&D Wing is a
standing member. Issuance of the minutes of the meeting
containing decisions taken by the purchase committee.

8. Preparation of detailed Purchase Order as per the decisions of the


purchase committee by the team comprising of Officers from
technical and financial side in close association so that no room is
left for ay lacunae or loopholes or any ambiguity.

9. Processing of Drawings received from the suppliers for various


equipment. Sorting out discrepancies found in drawings taking up of
all issues relating to drawings with the manufacturer so as to suit
the requirement of the department. Across the table discussions
with the authorized engineers of the firm to speed up the process of
approval to drawings if needed.

10. Processing of Bank Guarantee and agreement documents received


from the various firms for security cum performance. Verification of
Bank Guarantees from respective Bankers.

11. Monitoring of delivery schedule in terms of the delivery clause of


purchase order coordinating with CPRO the third party inspection
agency for speedy inspection of material equipment. Ascertaining the
status of dispatch of material from the firm. Confirmation of delivery
form consignees.

12.Scrutiny of CPRI test reports/ Monitoring of the performance of the


equipments installed Verification of performance report received from
the consignee leading to releasing of performance related component
of BG.

Thus whole process of procurement action is monitored till the whole


process reaches its logical end. In short the wing acts as a facilitator
between user wings and suppliers by way f tendering and processing of
bids.

This wing is also involved in scrutiny of various developmental schemes


and projects for approval of Techno Economic Committee.

This wing is also responsible for scrutinizing cost data on yearly basis,
framed by Executive wings of Deptt. Viz. EM&RE wings and S&O wings.

This wing follows BIS IED CBIP CEA standards and specifications ensuring
thereby procurement of world class quality equipment material at
optimum cost and time. This wing also acts as technical consultants to
other wings of PDD where ever difficulty in technical matters including
designs is experienced by them.
