Dear Sirs,

Refer to your letter DHI/A3-C2/DE/E/0759 about Qualification document of

TBEA Tianjin Transformers Co.,Ltd for Dry Type Transformer, we would like to
explain as follows:

TEBA Hengyang Transformer Co.,Ltd which is list in EPC contract is

wholly-owned subsidiary of TEBA Co.,Ltd as well as TEBA Tianjin Transformer
Co.,Ltd. It was decided within the holding company TBEA Co.,Ltd that TEBA
Tianjin Transformer Co.,Ltd took part in the bidding phase of Dry Type Transformer
procurement. We hereby choose TEBA Tianjin Transformer Co.,Ltd as supplier of the
transformers in comply with EPC contract.

We hereby submit the Qualification document of TEBA Tianjin Transformers

Co.,Ltd and the Certification of subordinate relationship for your information, We
kindly ask for your acceptance of the Qualification of TEBA Tianjin Transfonner
Co.,Ltd for the reason of not influencing the construction plan of whole project.

Refer to your letter No.DHl-DE-A3-E-14-5036 dated January 24th, 2014 regarding
Qualification document of TBEA TiariJinT!a~sfo:rmers Co.~ Ltd for Dry Type
Transformer, we would like to responifi:ts follows:
- The THEA Tianjin Transformer Co., Ltd. is not included subcontractor for
Auxiliary Transformers (including of Dry Type Transformers) in the Appendix
No.9 (SubcontractorlVendor List) of EPC contract. Therefore, we return for
correction the the TBEA Tianjin Transformer Co., Ltd. as the manufacturer
of Dry TY'Pe Transformer.
- Please provide evidences to prove that an manufacturers of Auxiliary
Transformers which were included in vendor list cannot produce Dry Type
Transformer to Duyen Hai 1 Power Plant.
In addition, regarding Detail Designs, Specification Documents, Calculations etc.
prepared internally by the EPC' Contractor, please remember that the Contract
Document always takes precedence.
