Introduction
During the analysis of maintenance operations contributing to operational interruptions,
people often focus on the mechanics, their environment, and the quality of how they
conduct their work on the aircraft.

With this issue of the Maintenance Briefing Notes, we would like to look at the
preparation and planning stages, particularly those upstream in the process, before the
mechanics performs their tasks according to the instructions provided.

We also intend to raise awareness of a new customized feature, available since mid
2008, which will facilitate both affiance improvements and reduce human errors.

We hope you find this edition of the Maintenance Briefing Notes of value, and would

A typical Scenario…?

John Doe’s daily working life


Does the following scenario sound familiar to you:
John Doe, who works in the Technical Services Department, is screening Service
Bulletins (SB) produced by the aircraft manufacturer.
He receives an SB which attracts his attention, because it supports increased dispatch
reliability, and also reduces maintenance costs.
The information contained in the SB is good enough for a first assessment; however,
John would like to know more about the technical details.
Where to get them from?
Oh yes, the Technical Follow Up’s (TFU) are a good tool just for that.
Having located and accessed the TFU database, the next question is whether there is a
TFU on this particular subject, and which TFU in the batch of TFU’s issued on this ATA
chapter is relevant?
Well, it only takes a bit of extra time to read through all the TFU’s to finally find the one
he needs.
Satisfied with the technical background provided, John decided it will be indeed good to
embody this SB in his fleet.
Now, John Doe’s fleet consists of 100+ aircraft of the concerned type, and reading
through the SB, he discovers that it applies only to a limited configuration standard.
At this point John recognizes that he has to plan extra time to go through all the tail
numbers in the fleet, check the paperwork of modification work done in the past, and
finally physically cross-check the installed part on the aircraft, to determine those
aircraft for which the SB applies.
On John’s desk are now the SB, the TFU, the paperwork related to modification work
done in the past, and his hand-made list of aircraft tail numbers he would like to
modify.
Before preparing the Engineering Order draft, John needs to review the AMM, locate the
appropriate chapters, identify the required resources and their corresponding skill
levels, and determine if the right tools are in place.
John can now use the information contained in the increasing pile of documentation on
his desk to write the job instruction cards.
In the middle of all this, John Doe’s portable phone rings, and his son has sent him an
MMS (video SMS) of a goal he scored during a football match just one hour ago!
At this point John asks himself, if at times of advanced technologies and communication
means, can the time spent to manually select all the material for producing the job
cards not be made a bit easier for him.

I Maintenance errors at different activity levels


In the July 2008 edition of the Maintenance Briefing Notes, we published an analysis
based on the operational interruption database, depicting which type of maintenance
operations have most contributed to delays and cancellations.
A comparison was made for the time period from 1974 to 1987, and from 1998 to
2007, i.e. the “senior” aircraft technology, with today’s state of the art technology
aircraft.
In this review we attempted to identify if there were any visible trends related to the
evolving technologies.
One indicator caught our attention, called “Job set up / Preparation which increased
from 9.6% in the first period to 15.1% in the second period.

One could conclude that the increased complexity, combined with the increasing
number of aircraft in multiple configuration standards, being managed by an ever-
changing workforce profile, may have contributed to this trend.
At every step of a working process, where there is also human intervention, there
exists the possibility to introduce human factors errors.

The FAA “Operators Manual, Human Factors in Aviation Maintenance”, quotes that
according to research done, “Aviation maintenance personnel spend 25-40% of their
time searching for, using and completing maintenance documentation”.

To come back to John’s time management question, AIRBUS, for example has recently
introduced the digital Service Bulletin.

All items described so far, help John produce the job instruction cards customized for
his fleet, and he is now as close as a few mouse clicks away from completing the task.

John concluded that, after comparing his efforts to collect all necessary documentation
manually, and instead using SB+, he can easily cut the preparation time by at least a
factor of two (which by the way, includes sending a reply to his son congratulating him
and apologizing for not being there to see the goal in person).

III Conclusion

The Service Bulletin Department at Airbus Customer Services, has received positive
feedback from customers using the SB+ tool, who have encouraged us to promote this
service.

Airbus recognizes that improved efficiencies in the planning and preparation phases,
can also contribute to reducing human errors upstream in the process, before the
instruction reaches the maintenance mechanic.
