1.0 Scope Of Work Overview
This section shall be read in conjunction with all other technical and non‐technical
sections of this specification and with the contract drawings. Where this section is at
variance with any other sections of the contract documents, the contractor shall
obtain clarification before proceeding.
The mechanical works shall include:
a. Tie‐into existing LTHW heating system and provision of extending this system to
facilitate heating to radiators etc.
b. Relocation and painting of existing radiators
c. Tie‐into exiting Ventilation system and provision of extending this system to
facilitate delivering fresh air and return air to the rooms to allow for air changes.
d. Provision of AC system, including tie‐into existing AG150 Mitsubishi central
controller system.
e. Provision of domestic water and soils services
f. Provision of BMS tie‐in to include local control of heating and ventilation systems
specific to Phase 4 works.
g. Strip‐out of existing services.
The Mechanical Contract shall be executed in accordance with the main contract
documents. The Main Contract Documents and drawings are available for inspection
from the main contractor.
CIT MELBOURN BUILDING IS A LIVE BUILDING. THERE ARE OCCUPIED OFFICES ON
TWO FLOORS ADJACENT TO THE PROPOSED PROJECT SITE. ACCESS TO THE SITE
WILL BE BESIDE AN OCCUPIED ARCHITECTURAL DEPARTMENT OF CIT.
UNLIMITED CARE AND ATTENTION IS TO BE PAID TO GOOD HOUSE KEEPING, NOISE
REDUCTION, AND DAMAGE TO EXISTING PROPERTY. A DETAILED SITE SPECIFIC
METHOD STATEMENT AND RISK ASSESSMENT WILL BE REQUIRED BEFORE ANY
WORKS COMMENCE ON SITE.
TIE‐IN TO EXISTING HEATING AND VENTILATION SYSTEMS WILL NEED TO BE CO‐
ORDINATED WITH THE CLIENT, AS ALL SYSTEMS ARE CURRENTLY IN OPERATION.
Note:
The contractor is to observe all notes and details on the contract
drawings and include for same in all returned tenders.

2.0 Specific Standards and Codes
The following, and any other relevant standards and codes shall apply to the
Contract Works:
The Safety, Health and Welfare Act, 1989.
Safety, Health & Welfare at Work (Construction) Regulations 2013.
All relevant Irish, British and European Standards and Codes of Practice.
Carbon Steel Pipe up to DN 150 shall be to BS EN 10255, medium grade, but
sizes DN20 and DN40 for screwed joints shall be heavy grade only.
Screwed fittings shall be to BS EN 10242. Butt welding fittings shall be to BS
EN 10253‐1.
TRVs to be to BS EN 215‐1 suitable for 100°C continuous, and
120°C intermittent, maximum water temperatures and achieve tight
shut‐off in the closed position.
Design, materials and installation of refrigerant piping systems shall
be to BS EN 378, and IoR Codes of Practice.
Copper tube shall be to BS EN 1057 and BS EN 12449. Tube shall be
R250 to BS EN 1173 unless stated otherwise. Fittings shall be to BS EN 1254‐1
and ‐2 all resistant to dezincification, for sizes DN6 to DN67.
Requirements for thermal insulation systems (including insulation,
sealants, finishes, fixings, etc) and methods of application used shall
be to BS 5422 and BS 5970. The recommendations given in the code
of practice shall be applied. Definitions of terms shall be to BS 3533.
Calculations shall be to BS EN ISO 12241.
Pipework identification banding shall be applied after covering and/or
protective and decorative painting is complete. Identification colours and
bands shall be to BS 1710.

HVCA DW144 Specification for sheet metal ductwork. Rectangular ducts shall
be constructed using longitudinal seams with sealant applied internal to the
joint seam itself. Circular ducts shall be of spirally wound or straight seam
construction. Fittings shall be of spirally wound construction thicknesses.
Fire dampers and fire/smoke dampers shall be classified to BS EN13501‐3 and
tested to BS EN 1366‐2.

Drawings accompanying this specification indicate generally the arrangement of
the installation and are for assistance in the production of workshop drawings.
The Mechanical Services Contractor, shall prepare detailed installation, shop co‐
ordination and builders work drawings in accordance with the specification, together
with equipment data and drawings, before commencement of work and during the
construction period.
The Mechanical Contractor is responsible particularly for:
Interpretation of Engineering System Contract Drawings.
Timely and adequate provision of general arrangement and installation
Working drawings, samples, patterns and models, and setting out data, and
thereafter co‐ordination of the said drawings, data etc. to ensure the
satisfactory placing of all Engineering Systems.
Day to day co‐ordination of the site setting out and the sequence of
operations to comply with the design requirements of the contract
drawings.

Reporting on Engineering Systems works and progress at all meetings
attended by the Architect, Consulting Services Engineers or any other
representative of the Employers.
Ensuring the Engineering Systems are not damaged from premature
installation and thereafter checking on the adequacy of measures to protect
the works.
Ensuring that all Engineering Systems are properly tested, proven and
signed
Schedule Tie‐Ins to Heating and Ventilation Systems. Systems cannot be
down for a period exceeding 2weeks.
Ensuring that record drawings, instruction manuals and test certificates are
properly and promptly This includes monitoring of the ongoing preparation
of record drawings throughout the contract.
Co‐ordination with the Works of other Trades and attendance at
meetings as may be required.
5.0 Heating Systems
5.1. Existing Heating System
Heating is currently provided to the building by 2 No. 750 kW boilers. These are
piped to high level, low loss, header arrangement and provide the main heating for
the building. Primary pumps circulate LTHW water at 82°C supply and 71°C return
through the main heating header from the boilers.
There are four secondary circuits with run and standby pumps feeding the main air
handling units, radiant panels, radiators, and east end radiators. The central plant
includes a pressurisation unit and expansion vessel to maintain the required
static pressure of the system.
The existing pumps are of the VSD type, and operate based on a remote
differential pressure sensor in the distribution pipework.
The radiator heating circuit is weather compensated via a three port mixing
valve and is complete with the following controls: Three port mixing valve, Weather
compensating controller, External north facing temperature sensor, LTHW flow and
return temperature sensor, Pressure sensitive by‐pass.
The heating system is to be pre‐commissioned and scanned as it currently operates,
prior to any contract works commencing. These figures are to be submitted to the
design team for reference after the completion of contract works. This is to ensure
the existing systems are operating the same as before any tie‐ins are carried out, and
the entire heating system is fully balanced accordingly.

5.2 Proposed New Heating System
Heating to the IT Services area consists of various tie‐in points from an existing
heating circuit loop feeding radiators to the office areas from low level. The positions
of the existing radiators and the new positions of radiators to be re‐located, are
indicated on the radiator layout drawing (Dwg. No. 1119‐HV‐DR‐004).
The radiator heating circuit will serve all radiators shown on the layout drawing. All
existing radiators shall be retained with the exception of 1 No. radiator in Meeting
Room 01 (which shall be stripped‐out and pipework blanked off).
New thermostatic radiator valves (Myson type TRVs) and lock shield outlet valves
shall be fitted to the existing radiators. All existing radiators shall be re‐painted,
using manufacturers recommended radiator paint, finished in a RAL 9010.
The Contractor shall install new radiator pipework to cater for the new positions of
relocated radiators as per layout drawing 1119‐HV‐DR‐004. Pipework will be fully
welded mild steel pipework and shall be to BS EN 10253‐1 or Threading to BS EN
10242 fittings.
Bracketry supports for pipework will not exceed 1.5metres. Automatic air vents and
drain cocks will be provided in all system high/low points to facilitate venting and
system drain down.
Valves shall be manufactured to BS EN ISO 9001, or BS EN ISO 9000/1, independently
assessed, product‐tested to British Standards stated and Kite marked. Pipe sizes are
25mm or less, so lever valves may be used.
The flow and return pipework in ceiling voids shall be fully insulated in Class ‘O’,
25mm thick fibreglass foil backed insulation throughout.
The Contractor shall allow for drain‐down of the existing radiator circuit and re‐filling
after completion of the installation works.
The Contractor is responsible for full commissioning and re‐balancing of the radiator
circuit.

6.0 Air‐Conditioning System
The Mechanical Contractor shall install 4No. new slim ducted AC units to serve
Meeting Room 01 and the Open Plan Workstation area. The new AC units shall come
complete with a wired Controller that shall be linked to an existing Mitsubishi AG150
master controller. They shall have capability to operate Microprocessor Controls,
Condensate Pump, Compressor Anti Cycle Timer. The units will be linked to the
existing BMS system, so will require a BEMS BACnet Interface.
The units shall be given a cooling setpoint of 22°C. The AC units shall have a common
inverter driven condensing external unit. The Mechanical Contractor shall install the
outdoor unit externally, on the roof of the building, on the existing steel platforms as
shown on the mechanical drawing 1119‐HV‐DR‐003. The units shall be capable of
both heating and cooling.
The Mechanical Contractor shall route the refrigerant pipe work in the ceiling
void on dedicated cable tray supplied and installed by the Mechanical Contractor.
The pipework shall be manufactured to BS EN 378, and IoR Codes of Practice.
The tray is to be supported every 1.5 metres. The refrigerant pipework is to be
insulated with 19mm Armaflex Insulation.
The Mechanical Contractor shall install a condensate drain system serving all AC
units. The condensate drains shall be supported at regular intervals to prevent
sagging of the pipe work. The condensate drainage systems shall connect to
existing soil stacks via a dry trap. Condensate pipework to be uPVC manufactured to
BS EN 1329‐1.
Each indoor unit shall have supply ductwork feeding Swirl type Diffuser Grilles c/w
volume control damper, plenum box and spigot. Return ductwork will return 100%
back to the AC unit.
Circular ducts shall be of spirally wound or straight seam construction. Fittings shall
be of spirally wound construction thicknesses.
Volume Control Dampers shall be constructed to DW/144. VCDs shall be fitted as
indicated on Ductwork Layout Drawing 1119‐HV‐DR‐002 & Airflow Schematic 1119‐
HV‐DR‐001
All supply ductwork will be insulated in 50mm foil‐backed duct‐wrap insulation.

7.0 Ventilation Systems
The offices and open plan areas are currently being served by an air handling unit
mounted on the roof. There are tie‐in points required in existing ductwork to
facilitate the air changes required on the space. These tie‐in points are as described
and located on the ventilation drawing (Dwg No. 1119‐HV‐DR‐002).
Circular ducts shall be of spirally wound or straight seam construction. Fittings shall
be of spirally wound construction thicknesses.
Fire Dampers are to be installed in supply and return ductworkas indicated on
drawings 1119‐HV‐DR‐001/002. Fire dampers and fire/smoke dampers shall be
classified to BS EN13501‐3 and tested to BS EN 1366‐2. Fusible Link to be factory set
at 74Deg +/‐ 4Deg.
Volume Control Dampers (VCDs) shall be constructed to DW/144. VCDs shall be
fitted in each branch from a main or submain duct, and elsewhere as required to
satisfactorily commission the system. The required distance from the branch‐piece
shall be maintained.
Tie‐In connections to existing ductwork to be carried out by hand tools and snipes.
No grinding or hot works will be permitted unless it is deemed absolutely necessary.
Method Statement and Risk Assessment must be presented for approval before any
modifications to existing ductwork be carried out.
All supply ductwork shall be insulated with 50mm foil‐backed duct‐wrap insulation.
The ventilation system in its entirety is to be re‐commissioned, including air volumes
and balancing to all outlets, to include but not limited to the following:
AHU‐IT‐001 (supply air fan)
Extract fan
Air conditioning system (4 No. concealed ducted units, external condenser,
BC controller)
Supply and return ductwork, including all accessories
Supply and return grilles shall be swirl diffuser ‘System Air Ltd’ type VVKR ‐ A‐S 600‐
32 B c/w black blades and RAL 9010, for insertion into 600x600 modular ceiling. All
grilles to be complete with plenum box and volume control damper with lockable
handle. Swirl diffuser to be in same metal tile, no cutting of ceiling grid tiles is
allowed.

8.0 CONTROLS SYSTEM
8.1 Heating System
TRVs to control temperature from radiator circuit. Space temperature readings to be
taken for data logging and heating performance requirements.
8.2 Air Conditioning and Ventilation
BEMS BACnet® Interface with AC System. Providing the following functions/ control
to the AC system:
On/Off, Fan Speed Control, Mode Operation, Permit/Prohibit, Setpoint Adjustment,
Filter Sign, Fault Code, Room Temperature.
Space temperature sensors to be installed in each office. Meeting Room 01 and open
plan workstation area temperature to be provided from AC controllers.
8.3 Ventilation System
CO2 Monitoring in Meeting Rooms (2No.).
Note:
ACE Controls Ltd supplied and installed Cylon BMS system as part of existing BMS
system works at Melbourn Building.
9.0 Domestic Water Services
9.1 Cold Water Installation
The cold water supply is required for the sink and dishwasher in the kitchenette and
shall tie‐into the existing cold water supply in the adjacent Cleaners Store where a
tie‐in point c/w isolation valve has already been provided.
The cold water service will be installed in accordance with BS6700, CIBSE
Legionnaires Guide and HTM‐04.
The cold water pipework shall be copper pipework to BS EN 2871.
All connections will be provided with isolation ball valves for maintenance.
The cold water pipework shall be pressure tested following completion of
installation works.
Final connections to all appliances/sanitary ware will be by the mechanical
contractor.
The mechanical contractor shall allow for all necessary supports and ancillary
items to provide a fully installed, operational and maintainable installation.

All pipework in concealed areas, ceiling voids and unheated areas shall be fully
insulated with 19mm Armaflex and have a vapour barrier applied for condensation
control.
9.2 Hot Water Installation
Hot water for the kitchenette will be via under sink electric water heater.
The domestic hot water installation shall be installed in accordance with health
technical memorandum HTM 40 and CIBSE TM 13 for control of Legionella.
Control of storage temperature shall be via an immersion thermostat in the under
sink water heater. A timer shall be installed on the power feed to the undersink
water heater so that the heater may operate on a defined schedule. The water
heater shall be fitted with a TMV3 thermostatic mixing valve set to a flow
temperature of 43°C.
The mechanical contractor shall ensure “dead legs” do not exceed 1m at each
outlet.
Isolating valves will be installed at all connections to appliances for maintenance.
10.0 Sanitary Drainage
Waste Pipework to be uPVC to BS EN 1329‐1 and shall be jointed with solvent weld
fittings and incorporate elastomeric rings for expansion. Waste Pipework for sink
and dishwasher to tie‐into existing waste line in adjacent Cleaners Store.
The sanitary appliances shall be supplied and fixed as specified on the Sanitary
Fittings Schedules. (by the Main Contractor).
All tap bodies shall be 'broken' and greased before assembling in the sanitary
ware. Taps and waste fittings shall be bedded using washers or suitable mastic. Any
surplus mastic shall be cleaned off immediately after installation.
11.0 STRIP‐OUT
Detailed below is a list of strip‐out works which forms part of the mechanical
contract for this project. It primarily consists of redundant sprinkler pipework and
ductwork fixed in position within the steel trusses by g‐clamp fixings and threaded
rod fixings and shall be removed. The bottom of the pipework and ducts is circa
4metres from finished floor slab. The bottom of the steel framed trusses is 3metres,
so access platform/ MEWP will be required.

12.0 O&M Manuals & Record Drawings
O&M manuals shall be submitted to the Engineer for comment prior to
issue. Three sets of O&M manuals shall be issued on hardcopy and CD format.
O&M manuals will be given to the Main Contractor as part of his handover
package for the individual elements. The Contractor shall ensure the O&M
manuals are submitted for comment to the Engineer six weeks before handover of
that aspect of the works.
Final versions of the manuals shall be available at handover.
