INTRODUCTION

Assess risks, set priorities for action and implement solutions to prevent
a
ccidents and, beyond that, improve the working conditions, employees
performance and the overall performance of the company.

The aim of the institute is to undertake all activities relating to the


promotion and improvement of Health and safety conditions in the
workplace and to implement research, development and training
programmes in the field of occupational risk

prevention.

The intervention of the INPRP within the HALLIBURTON Company is for


a measurement of noise nuisances in order to improve working conditions
and implement an occupational risks prevention program.

The INPRP conducted this study at the request of EURL SAFETY


INTEGRATED SOLUTIONS on 5/2/2019 on behalf of HALLIBURTON.

I. Presentation of the company


Halliburton is a petroleum servicing company that has grown into a large
multinational, second-largest oil and gas services provider in the world, with
operations in more than 70 countries with hundreds of subsidiaries, affiliates,
branches, brands and divisions worldwide. The group employs more than 50,000
people.
II. Framework and objectives of the visit
 The purpose of the company intervention shall be to undertake all activities
relating to the promotion and improvement of Health and safety conditions
in the workplace.
 The aim of this study is to measure noise pollution in several workplaces.
 Measurement of noise pollution is essential to assess the degree of exposure of
workers.

 On the basis of the results obtained, the employer will take the necessary
measures to improve working conditions and reduce the risks resulting from
these nuisances.

 Thanks to the specificity of its objectives, the metrology laboratory will have
to intervene on a coherent set of activities of measurement, analysis and
advice, carried out in specific technical fields of measurement of noise
nuisances.
Objective of the intervention 
 Assessing the exposure of employees to noise pollution ;

Site Visit:
The site visit was guided by Mr Larbi Benzerigat: health and safety manager
and HSE supervisors.
These visits made it possible to measure noise pollution within the
HALLIBURTON Company premises.

The intervention of the INPRP took place from February 10 to 11, 2019 by
engineers. The health and safety manager, Mr Larbi Benzerigat, has identified
workplaces concerned by this measurement, namely:

 Maintenance unit
 Fracturing unit

 HPS Unit (nitrogen workshop))

III. Noise measurement

 General information about noise


Noise is the cause of hearing loss but also of other pathologies
such as fatigue and stress. Noise is a set of sounds that produce an
unpleasant or uncomfortable hearing sensation.
Many activities regularly expose people to noise in relation to
which different means of action may be put in place at the workplace in
order to limit it.

 Definition of noise
Noise is a sound that has become disturbing or bothersome. Sound
is an acoustic vibration which, transmitted by the medium (air for
example), is capable of generating an auditory sensation.

Noise is characterized by its frequency and sound pressure level


measured in decibels [dB]

There are different types of sound:

 Pure sounds: are produced by the tuning fork no matter how excited the
tuning fork is, the frequency of vibration is always the same. Pure sound
corresponds to a single frequency is represented by a simple vibratory
motion are characterized by its amplitude (on which depend its acoustic
power and level in decibels)- frequency - its wavelength - its tone – its
intensity.
 Noise with a duration of less than one second, it is characterized by
the emergence opposed to background noise defines the most
common noises in the industry.

 Noise effects
Effects of noise on performance depend on the physical parameters of the
noise, its predictability, the nature and requirement of the task, the
duration of the exposure, the ability to control the noise, the sensitivity of
the individual...noise is undoubtedly a nuisance at work by the auditory
degradation of the operator which causes discomfort in the
perception of instructions whether they are verbal, warning signals or
perturbation of verbal communications that can lead to serious accidents.
Noise has adverse health effects resulting in:
a / hearing Fatigue:
As a result of exposure to loud noise, one may suffer temporarily from
ringing of ears (tinnitus) and a decrease of hearing acuity. These
symptoms can last a few weeks before they disappear.
B / Occupational deafness:
Prolonged exposure to high noise levels gradually destroys the ciliated
cells of the inner ear. Deafness is irreversible and is not seen when it sets
in.

The exposure limit value
Means concentrations, expressed in cm3 / m3 (ppm) and in mg / m3,
intended to protect workers from acute effects or effects of a
temporary exposure estimated to be detrimental over time (exposure
of a maximum duration of 15 minutes).

Noise exposure limit value (ELV) is the value of the employee's


exposure to noise which must not exceed this value during exposure
to noise.

It is about 85 dB (A) for 8 hours of work per day.

Noise intensity concept:


 Noise intensity is expressed in decibels.
 The noise dose received is equivalent for an exposure of 8 hours at 85
dB(A), 88 dB(a) for 4 hours, 94 dB(a) for 1 hour, 115 dB (A) for 1 minute.

 The pain threshold is 120 dB (a).
 Beyond 120 dB (a), severe auditory lesions are to be feared with
tympanic tear.

easurement procedure
a) Measuring equipment
Sound level meter-digital acquisition integrator class I type, type 2240,
BRUEL & KJAER brand.
The sound level meter shall be calibrated before each series of
measurements using a standard 4231 source, emitting a reference signal
from 94dB to 1000HZ.

b) Measurement procedure

Two risk level indicators are considered:
1- The Daily sound exposure level recorded as Lex, d and expressed in a-
weighted decibels, dB (A) [depending on the sensitivity of the human ear
at the different frequencies].
This is the average noise level received by a worker during the entire
working day.
2- The peak sound pressure level, recorded as Lpeak, c and expressed in
dB, represents the maximum peak of the instantaneous noise observed
during the working day.
According to Algerian regulations:
The alert threshold : Lex, d = 85 dB (A) and / or Lpc = 135 dB.

The hazard threshold: Lex, d = 90dB (A) and / or Lpc = 137 dB

Note :
Lex, d= Leq + cte, etc = 0 for 8 hours of work

indings and preventive actions

In the workshops we studied, noise is present in almost all


workplaces, with a slight difference between the different workplaces.
Having regard to the regulations in force, in terms of noise nuisance,
which stipulates in ministerial directive No 9 of 28 June 1986 on the
protection of the health of workers exposed to noise pollution,
considers a level of 85dB "alert rating" and a level of 90dB " danger
rating ".
With regard to the acoustic study carried out by Halliburton, we found
that noise levels generally vary between 52 dB and 107.9 dB(a)/± 0.5 dB
(a).
Recorded levels that do not exceed the alert threshold this is at the
level of the service leader and coordinator cementation offices of
the Cementation workshop, and welding Supervisor office in the
maintenance workshop, the noise level is below 85dB acceptable
threshold.

 The recorded levels above the alert threshold are collected from the

In addition to the above-mentioned thresholds, the regulations


provide that the employer must establish and implement a programme
of technical measures or work organisation designed to reduce
exposure to noise.

In order to better mitigate near-threshold levels, it is recommended


that improvements be made at the workplace level. :

Personal protection

*All workers were found to be wearing hearing protection against noise ;


*International good practice has shown that the effectiveness of a
simple ear plug is estimated (only 60%), depending on the length of
time it is worn, the way it is worn (sealing), the damage caused by the
weather (bad storage), the lack of maintenance…
 NNecessary protective measures
The measures adopted by the employer to ensure the health and safety of
workers exposed to noise shall be determined on the basis of:
If the residual level is found to be above the limit values, you must take
the necessary measures immediately. :
- Adapt the machine or work equipment to reduce the source of the
noises emitted.
- Offer hearing protection to ensure better attenuation (in some cases, the
use of ear plugs and muffs is necessary) ;
- Organize the workstation to reduce staff exposure time
- inform and train workers on the risks related to noise, the means used to
prevent them, the obligation to comply with preventive and protective
instructions, the role of medical surveillance.
- Perform audiometric examinations periodically.
- Keep employees away from the source of the noise.

- Health monitoring:
A worker whose exposure to noise exceeds the upper exposure values (85 dB
(a)) May benefit from a hearing check carried out by a doctor, as well as from a
preventive audiometric examination when the level of exposure to noise exceeds
the lower exposure values (80 dB (A)) and a health risk is revealed.

V. Recommendations according to the regulations

 Noise nuisance:

Pursuant to Article 115 of Decree No. 91-05 of 19 January 1991 on general


protection requirements in the field of Health and safety at work, which
states: :

Art 15 : employers organizations are required to maintain the intensity of the


noise the workers are exposed to at a level compatible with their health by the
reduction of the intensity of noise at their source of emission, the isolation of
noisy workshops, soundproofing of premises or the use of appropriate
techniques or other means in accordance with the standards laid down in the
relevant regulations.

The protection of workers ' health by occupational medicine is an


integral part of the National Health Policy.

Company , workers are highly exposed to noise so risk of hearing
impairment, noise is a real nuisance at the workplace this must be the
basis of the preventive action plan that the company must undertake first
to avoid health problems to workers on the one hand and then to comply
