CLARIFICATION/MODIFICATION/ADDITION TO THE RESPECTIVE CLAUSES OF RFP & DRAFT AGREEMENT AS PER DISCUSSION OF PRE-BID MEETING HELD ON

09.04.2019 AT 11:00 AM AGAINST BID IDENTIFICATION NO. EIC-RWSS/59, 60, 61, 62, 63, 64, 65 & 75/ 18-19, PERTAINING TO MAYURBHANJ, JAJPUR, SUNDERGARH,
KEONJHAR AND NAYAGARH DISTRICTS

1. RFP 2(ii)f Bid Security. Bid Security of required amount, of Bank Guarantee (BG) in the format
at Appendix-II from a Nationalised Bank/Schedule Bank counter-
guaranteed in the Branch at Bhubaneswar. The BG shall be in favour
of Engineer-In-Chief, RWSS Odisha, Bhubaneswar.
2. RFP 1.1.3 Table-1(h) Deliverables: All the permissions will be obtained by the Dept.
 Area of land required for Jack Well, Pumping The bidder should Co-ordinate for obtaining permissions from different
main and WTP and electric sub station authorities.

3. RFP General Raw water quality report. The bidder is to assess the quality of raw water and the test report
should be attached with their Bid.

4. RFP /DA Appendix- Population Projection. The bidder has to decide the Projected Population for intermediate as
VII/Annexure-I well as ultimate design year based on the guidelines given in CPHEEO
(Schedule B) & Manual considering 2020 as base year. The Population growth rate for
Broad Scope of the districts shall be taken as 14% per decade. The projected
the Project. Population mentioned in the project at a glance is an indicative one.
The bidder has to consider the population mentioned against the
villages as mentioned in document. The projected population should be
calculated taking in to account the Average of all methods as per
CPHEEO manuals.
The bidder has to access correctly.

5. RFP/DA Appendix-VII-1. Project Beneficiaries / En-route Covering villages All the villages & habitations and Provision for bulk water supply points
Annexure-I / to en-route covered villages/habitations crossing across in the pipe line
Schedule-B-2 network. The bidder has to access the list of enrouted villages during
Survey &Site visit.
The details of en-route covering villages along with populations shall be
submitted with the tender.
6. RFP Appendix VII Hazen William Constant To be assessed by the bidder as per CPHEEO manual.

7. RFP Appendix-VII Sources of Raw water The reliability & feasibility of raw water sources shall be assessed by
Clause 7 the bidder. The expected feasible sources mentioned in the DA as well
as project at a glance are only for reference purpose.

10. RFP 2.2.2.2 (A)(v)(ii) Core Sector The same may please be read as follows:

11. RFP/DA Appendix-VII/17 Electrical Scope / Power Supply The power supply including dedicated Electrical Power transmission
DA-16.4.2 line is well within the bidders scope as per clauses mentioned in the
DA-2.2 DA. The same has to be assessed by the bidder for each project.

12. RFP& Table- SL.17& Electrical scope at intake well, pump house & water The entire Electrical scope is in bidders’ scope. The power supply
DA 16.4.2 treatment plant. including dedicated electric power transmission line is in bidders’
scope.
13. DA Article-4 Right of Way(ROW)
4.1.3 Permission shall be accorded from Govt. authorities/ Land owners by
the Department. The bidder has to identify the same and should co-
ordinate for obtaining permission from different authorities.
All statuary fees will be paid/reimbursed.

14. DA Article-7 Performance Security Deposit The bidder shall provide the same, as per terms & conditions given in
7.1.1 the DA.
15. RFP & Item-5 DG set requirement. As per RFP document, DG room shall be considered for pumping
DA 16.4.2 & 18 station also. Similarly supply, installation and commissioning of 62.5
KVA DG set one no. with AMF panel including all other accessories
and data should be monitor at Central PLC for intake & WTP location. It
is to be clarified that the DG sets is applicable for intake, WTP location
as well as pumping station and IBPS if required only. The same should
be assessed by the bidder correctly.
16. DA Article-19 Contractors Price inclusive of O&M While quoting rates, the bidder shall consider the cost inclusive of O&M
19.1.1 for 5 years. The bidders shall quote their rates exclusive of GST.
Before awarding the contract, the bidder shall submit the price breakup
i.e. for construction of the Project & O&M cost separately.

17. DA 16.13 Mode of communication for installation of zonal online The bidder has to assess the zone wise location.

18. DA 16.16 Communication between PLCs The bidder has to assess the same depending upon the locality either
with Optical fiber cable or GPRS.

19. DA Article-14 Operation & Maintenance The bidder has to quote their rates inclusive of O&M. Before awarding
14.1.1 the contract, the bidder shall submit the price break-up i.e. for
construction cost & O&M cost separately. The rates quoted by the
Bidder shall be exclusive of GST.

20. A DA Annexure-I, WTP Treatment method The water treatment plant is to be designed based on Conventional
schedule-B Treatment Technology for treatment of water, prescribed in CPHEEO
16.6 manual so as to get the detail water quality as per IS:10500/2012 and
its latest amendments if any. The Raw water test quality reports shall
be attached in the PDR sheets. Before designing & execution of the
project, the raw water from the source should be tested for all drinking
water parameters including test for pesticides, heavy metal such, lead,
cadmim, mercury, etc. If any parameter including pesticides & heavy
metals are not satisfying to IS specification, then appropriate treatment
process in WTP should be made in order to provide safe drinking water
as per IS: 10500/2012 with latest amendments.
21. DA General Operation of filters Filters are to be operated manually.

22. DA 16.6.4 / 2.9(a) Types of Clarifloculator Clarifoculator/ Sedimentation tank is to be decided by the bidder as per
CPHEEO manual as per the design & requirement.

23. DA Annexure-I Office-cum- Laboratory building Office-cum-Laboratory building is to be constructed.


Schedule-‘B’ Chemical house will be constructed separately with its accessories as
16.6 per the requirement.
The same is to be assessed by the bidder which will be reviewed /
approved by the authority.
24. DA& RFP General Minimum residual pressure at consumer tapping point As per CPHEEO manual the minimum pressure required at consumer
point is 7 meter.
25. DA General Project at a Glance mentioned in DA The project at a glance for the schemes given in the DA is an indicative
one for reference of the bidders. But the bidder has to assess the
details of the project as per terms & conditions given in the document.
26. DA 16.3 (iii) Scope of work Supplying & filling in foundation, plinth and the project area required for
filling with sand watered and rammed including cost of sand & labour, T

& P all complete is within the scope of the bidder.
27. DA Annexure-I Treated Water Quality The treated water quality shall be as per IS:10500& its latest
Schedule- ‘B’ amendments (if any). Before designing & execution of the project, the
Clause-18/ raw water from the source should be tested for all drinking water
RFP-12 parameters including test for pesticides, heavy metal such, lead,
cadmim, mercury, etc. If any parameter including pesticides & heavy
metals are not satisfying to IS specification, then appropriate treatment
process in WTP should be made in order to provide safe drinking water
as per IS: 10500/2012 with latest amendments. The bidder shall
responsible to provide safe drinking water as per the above
specification. The quality of raw water should be tested in any of NABL
accredited laboratory as well as State NABL laboratory of this
organization.
28. RFP General Design of components of the project The bidder has to consider the design of components as per CPHEEO
manual. Int6ermediate Year to be considered as 15 years from the
base year & ultimate year to be considered as 30 years from the base
year.
29. DA General Storage capacity of Chemical House The same has to be assessed by the bidder.
30. DA General OHT/UGR The bidder has to assess the same according to the requirement of the
design either OHT/UGR or both.
31. DA General IS Specification of water quality The treated water quality should be as per IS:10500/2012 & its latest
amendments if any. The specification no. wherever appears in
document may please be read as IS:10500/2012 & its latest
amendments if any.
32. DA Article 19 --------------- The same may please be read as, “The Contract Price includes all
Clause 19.1.2 duties, taxes, royalty, fees that may be levied in accordance with the
laws and regulations in forcebut excluding GST as on the Base Date on
the Contractor's equipment, Plant, Materials and supplies acquired for
the purpose of this Agreement and on the services performed under
this Agreement. Nothing in this Agreement shall relieve the Contractor
from its responsibility to pay any GSTthat may be levied in India on
profits made by it in respect of this Agreement.
33. DA Annexure-I, Design Capacity of Water Supply Project The rate of water supply is 70LPCD at consumer end.
(Schedule-B)-II 70 (Seventy) LPCD of design population including 70 (Seventy) LPCD of design population excluding wastage and

35. RFP Clause 16 in Supply point at each village / habitation: Supply point at each village / habitation:

for elevated areas boosting, pumping stations with sump shall be
provided. For newly constructed project, the distribution pipelines will
be laid through the village & all the habitation with taping facility.
Suitable Tapping facilities shall be provided in all the Habitations so as
to enable the consumers to collect water from the nearest Tap Point.
The total volume of service storage to be provided shall be for 12 hours
of the ultimate design flow per day. This is excluding the storage
required for MBR and at WTP. Minimum ESR capacity shall be 50,000
ltrs(maximum capacity bidder assessment) & shall be filled up twice a
day. Only if the topography permits, the water supply system shall be
design to ensure that at least 50% of flow from MBR/ zonal balancing
tanks/ ESR shall be through gravity. There should be provision for one
storage reservoir in each GP.It is to be clarified that the tapping point
means provision of stand post in each distribution network system
within the habitation network of the village. At least 2 stand
post/tapping points should be provided in each habitation so as to
enable the consumer to collect the water.
36. DA Annexure-I Responsibility of the Contract : Responsibility of the Contract :
Schedule-B(2) ------------ The responsibility of the contract starts from the intake point of intake
Page-154 channel and ends at the consumer points included in the project areas,
i.e., all the habitation distribution network system of the villages with
tapping facilities. Suitable Tapping facilities shall be provided in all the
Habitations so as to enable the consumers to collect water from the
nearest Tap Point.Provision of Bulk Water Supply points to the en-route
covering villages coming across the pipe line network shall be
considered. The list of en-route covering villages shall be provided by
the bidder with the Bid and this has to be accessed by the bidder.It is to
be clarified that the tapping point means provision of stand post in each
distribution network system within the habitation network of the village.
At least 2 stand post/tapping points should be provided in each
habitation so as to enable the consumer to collect the water.

37. DA Annexure-I Distribution Network: Distribution Network:
Schedule-B ----------------- For all the Habitation distribution system, HDPE pipes shall be used as

system of the villages should be provided with tapping facilities.
Suitable Tapping facilities shall be provided in all the Habitations so as
to enable the consumers to collect water from the nearest Tap Point
immediately.However as per the site condition CI/DI/PVC/GI/MS pipe
may be used with Approval of EIC. Distribution network shall be
designed in such a manner that no Household shall remain more than
20-30mtrs away from the nearest distribution pipe line. Provision of
ferrule shall be made for each house hold to provide house
connections. It is to be clarified that the tapping point means provision
of stand post in each distribution network system within the habitation
network of the village. At least 2 stand post/tapping points should be
provided in each habitation so as to enable the consumer to collect the
water.

38. DA Annexure-I House Service Connection House Service Connection


Schedule-B ---------------------------- Distribution network shall be designed in such a manner that no

42. RFP General - The contractors shall furnish the registration of license super class or
equivalent along with their bid. The contractors registered elsewhere
but not registered with the Government of Odisha can also participate
in the e-procurement after necessary enrolment in the portal but have
to subsequently register themselves with the appropriate registering
authority of the State Government before award of work/ signing of
agreement as per relevant registration norms of the state.
