RESTORATION PLAN
PROJECT INTRODUCTION
The Government of Sindh (GoS), through its Work and Services Department (WSD), aims to provide
an affordable, safe and sustainable road network in the province. To help achieve this aim, GoS
requested a loan from the Asian Development Bank (ADB) to reconstruct or rehabilitate up to 400
kilometers (km) of deteriorated roads.
The worst sections of the project roads will be reconstructed, involving the removal of surface
pavement, building up and in some cases widening of the sub-base layers and providing a new
asphaltic concrete base and riding surface. Other sections will be rehabilitated; involving scarifying
the current riding asphalt layers and providing an overlay of new asphalt base and riding courses.
The road sections to be reconstructed or rehabilitated (Exhibit-1) were selected from an initial list of
700 km of roads by ranking the roads in order of importance (primarily based on the traffic carried)
and condition. The initial technical ranking was adjusted to ensure a more even distribution of roads
across the province. A road map of Sindh showing the selected roads is shown as Exhibit-2
i. Kandhkot – Jacobabad
v. TM Khan – Badin

Sindh (GoS), through its Works and Services Department (WSD), is the proponent of this project. To
help achieve this, GoS sought assistance from the Asian Development Bank (ADB) to reconstruct or
rehabilitate.

Asphalt Plant:
Asphalt is located at (52+000) and its total area is Eight (08) acres. It’s a rented property Having
following layout.
Camp site is located at (61 + 000) its Four (04) acre, All the legal rights of property lies with the
contractor so after the completion of this project, this camp site will be there for future plans. The
layout of camp site is as following.

To reshape the sites in their original or even better condition as it was construction activities
Internal Cleanup operation would be enforced to remove any existing material within the
facility to a proper end use/disposal site.
Electrical Capacity (MIC) would be reduced to a reasonable level that would supply a
agricultural/storage facility.
Existing plant including loader shovels, screening and mixing plant would be
decommissioned and removed from site
A full itinerary of all components and products including e.g. Lubricating oils, hydraulic oils,
diesel fuel oil is to be decommissioned

Solid Waste Material will be segregated and useful Material will be stored as per safety
measures and waste material will be transported to municipal waste site.
Project Director
The Project Director Works and Services Department (WSD) is Employer’s Representative. He has
delegated power to the supervisory consultants (SC) headed by Team Leader to execute and supervise
the construction activities as per Conditions of Contract. The Project Director is assisted by Deputy
Director Safeguard Quality Control, Executive Engineer and Assistant Engineer safeguard quality
control.
Will be the overall in charge for handling the WSD’s obligations with respect to Environment and
Involuntary Resettlement.
The Deputy Director (Safeguard and Quality Control) will be assisted by the concerned staff of the
Project; they will be responsible for ensuring that the provisions of the Site Specific EMP are
implemented.
Deputy Director (Safeguard and Quality Control) will also coordinate with the EPA, provincial
Agriculture, Forest and Wildlife departments, NGOs/ CBOs and other public/ private sector
organizations.
Deputy Team Leader will be headed by a “Team Leader”, assisted by Environmental Specialist. They
along with their team will supervise the Project Contractors to ensure quality of work and fulfillment
of contractual obligations. The Project Management Consultant has provided Environmental
Specialist who will be responsible for the following, but not limited to:
Monitor the activities to ensure a safe and healthy working environment for the workers as
well as the surrounding environment,
Monitor the construction activities in order to ensure their minimum impacts on the
environment,
Guide the contractors in proper implementation of the restoration plan under ADB guidance.
Ensure the compliance monitoring is being carried out monthly, quarterly & bi-annually.

Resident Engineer along with their team will be supervising in & ensuring the implementation of
mitigation measures at restoration site proposed in the restoration plan.
Assistant Resident Engineer (ARE) has to assist to Resident Engineer. The responsibilities include,
but not limited to:
Monitor the day to day activities to ensure a safe and healthy working environment for the
workers as well as the surrounding environment,
Monitor the restoration activities in order to ensure their minimum impacts on the
environment,
Implementation Responsibilities
The Implementation of the proposed restoration plan involves input from various functionaries.
The M/s Xinjiang Beixin Road & Bridge Group Co. Ltd. will be primarily responsible for ensuring
the implementation of the mitigation measures proposed in the restoration plan. The intended purpose
of the Site restoration plan is to set an outline how construction facilities will avoid, minimize or
mitigate construction facility effects on the environment and surrounding area. The Contractor is
willing to ensure the implementation of restoration plan (RP). The contractor will adopt all mitigation
measures and procedures and contract conditions to eliminating damage to and disturbance of the
environment.
The following responsibilities are assigned to individuals by the Contractor’s management to
accomplish the objective of restoration plan on the facilities used.
Project Manager
The basic responsibility of enforcing this Plan on the Project rests with the Project Manager and Site
Construction Manager/s. Project Manager will ensure that health safety and environment is always
given priority, complied by every individual including the sub-contractors.
His Responsibilities include, but not limited to:
Well conversant with international & local, Health, Safety & Environmental rules, regulations
and current legislation.
Support and encourage HSE Staff in achieving the highest standards in accident prevention,
and continued development of HSE management system on site.
Ensure personnel on restoration site have necessary authority & competency to carry out job
in accordance with health & safety responsibilities.
Provide necessary funds and approve any required training recommended by the Project
Manager and Safety Manager/ Engineer.

Ensure that all senior site staff is also conversant with the relevant requirements of current
legislations and HSE plan.
Ensure that site personnel are assigned appropriate duties and responsibilities accordingly to
assist in the effective implementation of this HSE Plan.
Approve work methods statements; ensure safety procedures are established and undertaken.
Site Engineers will be fully conversant with local and international regulations and laws, experienced
in the field of safety management. They will report directly to the Safety Manager /Engineer and
Project Manager. They serve in an advisory capacity and monitor the implementation of this Plan on
the Project.
Carry out inspections, report any unsafe action or condition to the responsible
Discuss or analyze any hazard, which may exist in executing works and suggests remedial
measures.
Guide, advice and train employees in effective implementation of this Health & Safety Plan,
safety instructions and its requirements. Conduct regular Safety meetings for Supervisory
staff.
Ensure Supervisors / Foremen conduct weekly toolbox talks, provide appropriate topics for
discussion and initiate follow-up responses to Safety concerns addressed during these
meeting.
Provide training to site personnel with regard to specific safe work practices and awareness,
procedures, use and care of personnel protective appliances and handling hazardous
materials.
Ensure that all required notices, posters and other related literatures are properly

Will be responsible for the Implementation of Restoration plan and to take effective measures
against plan.
Ensure that any unsafe working, hazards, faults or defects apparent to him or brought to his
notice are corrected at once, otherwise reported immediately to the Safety officer for
appropriate action.
Ensure that all work is adequately supervised, appropriate safety devices, protective and other
equipment are provided and correctly used, and that persons carrying out the work are fully
informed as to any hazards involved and the safe systems of work are implemented.
Planning the workload and assigning jobs to personnel, which they are qualified or competent
to perform.
Taking immediate action to correct any violation of safety rules observed or reported to him.
Safety inspections of the work areas and equipment are carried out.
Ensure high standard of housekeeping is maintained all the time on restoration site.
Responsible to conduct the Environmental health and safety trainings to the workers/labor
Provision of proper Personal Protective Equipment (PPEs) to the workers and train them for
their proper use.

Asphalt Plant is highly mechanized industry, it involves various different risks during the dismantling
such as risk of wrong movement of mobile crane, weight balance, fall of equipment from a height,
fall of heavy nut, bolt and debris over any worker, risks of work at height, risks of buried utilities,
asphalt material fumes diesel fumes etc. Possible hazards are identified and measures during
execution of restoration work are explained as under :-

Thermal hazards
Hazards generated by materials and products
Hazards generated by ignoring ergonomics hazards caused by failure or malfunction of
power supply hazards caused by incorrect or lack of safety devices.
Mitigation Measures
The Dismantling work should not commenced till the measures are tested and approved by
Site Environment Engineer
Before the dismantling work, all the electrical cables or apparatus which are liable to be
source of danger should be disconnected.
Appropriate safety procedures are to be followed to remove all asbestos form the site
Dust mitigation measures such as water spraying shall be adopted to minimize dust emissions
Protection of workers with all necessary PPE’s. Use of Hard Hat, Safety Gloves, Glasses, Ear
Plugs and safety shoes will be provided.
Employees must not be permitted to work where structural collapse hazards exist until they
are corrected by shoring, bracing, or other effective means.
Fire extinguishers at fire fighting bucket will be available at site to reduce the fire risks
As camp site area is private propriety of the contractor and will keep camp site in its possession for
future construction activities. The construction equipment will be safely displaced at desired location
of the management. Tree plantation for fresh air is being done at camp site. Contractor intends to
construct the boundary well around the camp site area for security and safety.
Lift Properly: Use proper lifting techniques: bend at your hips and knees to squat down to
your load, keep it close to your body, and straighten your legs to lift. Consider wearing a
lumbar support belt for spine support and encourage leg lifting
Add Handles – When moving materials manually, workers should attach handles or
holders to loads.
Get Help – When an oversized load is too bulky to properly grasp or lift, get a co-
worker to assist you to reduce risk to yourself and avoid damaging the material. If you
cannot see around or over the load, seek help from another employee to help you
move the material safely.
Blocking Materials – Use blocking materials that are large and strong enough to
support the load safely. Blocking material should be in good condition, and not have
cracks, be splintered, or dry rotted. When placing blocking material under a load, be
cautious that load is not released before removing hands from under the load.
