INTRODUCTION

The On-the-Job Training is a technique wherein the workers are given

the direct instructions to perform their jobs on the actual work floor. The

workers can learn the skills that are required to be performed in the actual

work conditions and also gets accustomed to the working environment. Also,

the organizations need not to bear any additional cost of setting up a classroom

or a simulated setup for imparting training to the workers. On the job

training is usually the most effective way to learn the skills needed for your job.

It allows employees to continue to work while learning because learning is a

continuous process. A training program allows you to strengthen those skills

that each employee needs to improve. A development program brings all

employees to a higher level so they all have similar skills and knowledge.

On the job training is the best way to help the students in enhancing

their hidden skills and improve it by involving them in an actual job situation.

In this kind of experience the students can visualize the things that they

should do and probably they can use it in the near future if they already in the

workplace. Students must undergo on the job trainings so they will know how

to perform their responsibilities effectively. It can boost also their self-

confidence especially in facing and communicating with other people because

you can encounter different people everyday. As it is significant to handle them

well to avoid misunderstandings based on the behavior you showed to the

clients.

Company’s Profile

History

By the virtue of the bill authorized by then Congressman Hon. Lorenzo S.

Sarmiento Sr., which was later on passed into law (R.A. 4867) dated May 8,

1967, the Province of Davao was divided into three (3) provinces, namely:

Davao del Norte, Davao del Sur and Davao.

When it was created, Davao del Norte was composed of thirteen (13)

municipalities, namely: Asuncion, Babak, Compostela, Kapalong, Mabini,

Mawab, Monkayo, Nabunturan, Panabo, Pantukan, Samal, Sto. Tomas and

Tagum. In May 6, 1970, six (6) additional municipalities were created. These

were Carmen, Kaputian, Maco, Montevista, New Bataan and New Corella.

In 1979, municipality of San Vicente (now Laak) was created. Followed

by the creation of the Municipality of Maragusan in 1988, and Talaingod in

1990.

As of 1996, the province had a total of twenty-two (22) municipalities.

The first Governor, Hon. Verulo C. Boiser was appointed by the

President. He served the Province for ten years, which was from July 1, 1967 to

July 7, 1977. The corresponds to two years as appointed Governor and two

terms as elected Governor.

The Second Provincial Chief Executive was Governor Gregorio R. Dujali

who was also extended presidential appointment when the first Governor

stepped down from the gubernatorial position on July 7, 1977. Like his

predecessor, Governor Dujali also served Davao del Norte as the appointed

governor for one year and as an elective governor for two terms until March 31,

1986.

On February 25, 1986, Her Excellency, Mrs. Corazon C. Aquino was

installed as President of the Philippines by virtue of the “People Power”

otherwise known as the EDSA Revolution. Davao del Norte was among the local

government units that experienced a change of officials.

Hon. Prospero S. Amatong was appointed as the OIC-Governor of Davao

del Norte on April 4, 1986. Together with him, six board members were also

appointed, but four of them resigned when they ran for congressional

positions. Consequently, four new members of the Provincial Board were

appointed to fill in the vacancies.

In his bid for the 1988 election, Governor Amatong resigned from his

appointive position on November 30, 1987. The Chief Local Government Officer

of the Department of Interior and Local Government (DILG), Davao del Norte,

Mr. Romeo S. Jardenico took over as OIC Governor for two weeks until the

appointment of Atty. Jesus T. Albacite as OIC Governor. However, the term of

OIC Governor Albacite was shortlived, lasting only for twenty-one (21) days
when due to certain constitutional provisions, the position of OIC Governor was

extended to Hon. Cecilia de la Paz.

On February 3, 1988, Governor Prospero S. Amatong took his oath as

the new governor of Davao del Norte. On January 30, 1988, President Fidel V.

Ramos signed Republic Act No. 8470 creating the Province of Compostela

Valley out of Davao Province.

Other historical events that transpired in Davao del Norte together with

the creation of Compostela Valley were: the enactment of Republic Act No.

8471, creating the Island garden City of Samal comprising the former

municipalities of Babak, Samal and Kaputian.

Republic Act No. 8472 converting Tagum municipality into Tagum City,

the seat of the provincial government of Davao del Norte Province;

Republic Act No. 8473 creating the municipality of Braulio E. Dujali from

the municipalities of Carmen and Panabo are components of Davao del Norte

Province. In the turn of events, the province had a political composition of eight

municipalities and two cities with 223 barangays.

The term of Governor Prospero S. Amatong ended on March 26, 1998

when he took his oath of Office as Governor of the newly created province of

Compostela Valley on the same day.

The national and local election period from April 1 to June 30, 1999

necessitated the appointment of interim provincial officials headed by Hon.

Anecito M. Solis as the Acting Governor.

Hon. Rodolfo P. del Rosario was elected and sworn into office as the first

Governor of the new Davao del Norte Province on July 1, 1998.

Subsequently, on March 31, 2001 the Municipality of Panabo was

converted into a City by virtue of Republic Act 1015. This changed the

administrative composition of Davao del Norte to seven municipalities and

three cities. Honorable Congressman Antonio R. Floirendo, Jr. sponsored the

bill creating the City of Panabo.

On March 15, 2004, a new municipality was born. Republic Act No. 9265

created the Municipality of San Isidro, the eight municipality of Davao del

Norte. This municipality comprises 6 barangays culled out from the

Municipality of Kapalong and 7 barangays culled out from the Municipality of

Asuncion. The bill was sponsored by Cong. Arrel R. Olano of District I.

Governor Rodolfo P. del Rosario served for two terms only. His decision

not to run for re-election paved the way for Hon. Gelacio P. Gementiza, Mayor

of Tagum City to run for governor of Davao del Norte. His landslide victory gave

him a new mandate to head as the governor of the Province of Davao del Norte.

During the 2007 election, Governor Rodolfo P. del Rosario decided to run

again and won the race against Governor Gementiza.

The end of term of Governor Rodolfo P. del Rosario on June 30, 2016 also

marked the beginning of the term of office of his son, Governor Antonio Rafael

G. del Rosario on July 1, 2016 up to present. At present, DavNor has 8

municipalities, 3 cities, and 223 barangays.

Company’s Profile

It was former President Manual A. Roxas who first proposed a bill in

Congress, seeking the establishment of a social security system for wage

earners and low-salaried employees. This he said on January 26, 1948, during

his State of the Nation Address.

On July 7, 1948, after the death of Pres. Roxas, Pres. ElpidioQuirino

created a Social Security Commission, his first official act as president. This

commission drafted the Social Security Act that was submitted to Congress.

This draft was introduced by Rep. FloroCrisologo, Senators CiprianoPrimicias

and Manuel Briones to the House and was enacted as Republic Act 1161, or

the Social Security Act 1954.

However, its implementation was delayed by objections made by

business and labor groups. It was only in 1957, that amendatory bills were

presented in Congress creating the RA 1792, amending the original Social

Security Act.

On September 1, 1957, the Social Security Act of 1954 or the Social

Security Law (SS Law) was finally implemented adopting the social insurance

approach to social security, covering the employed segment of the labor force in

the private sector.

In 1980, some groups of self-employed persons were also required to

contribute to the social security fund from which benefits are paid upon the

occurrence of a contingency provided by law. In 1992, self-employed farmers

and fisher folks were also included in the program. In 1993, household helpers

who earn at least P1,000 were included in the compulsory coverage of

employees and in 1995, workers in the informal sector earning at least P1,000

a month, like the ambulant vendors and watch-your-car boys, were also

covered by SSS.

On May 1, 1997, JPres. Fidel V. Ramos, signed RA 8282, Social Security

Act of 1997, an act which further strengthen the SSS. This act provides better

benefit packages, expansion of coverage, flexibility in investments, stiffer

penalties for violators of the law, coadunation of penalties of delinquent

employers, and the establishment of a voluntary provident fund for members.

In 1995, upon the enactment of Republic Act 7875 or the National Health

Insurance Act of 1995, SSS, which used to administer Medicare program for

hospitalization and other medical needs of private sector workers, transferred

the administration to Philippine Health Insurance Corporation (PhilHealth) for

an integrated comprehensive approach to health development.

The SSS Mandate

Declaration of Policy

sound and viable tax-exempt social security system suitable to the needs of the

people throughout the Philippines which shall promote social justice and

hazards of disability, sickness, maternity, old age, death and other

contingencies resulting in loss of income or financial burden. Toward this end,

the State shall endeavor to extend social security protection to workers and

their beneficiaries”. (Section 2, RA 8282).

Statement of Mission

WEEKLY INSIGHT

Student Trainee : Marvie J. Edullantes

Company : Provincial Government of Davao delNorte

Office : Provincial Social Welfare and Development Office

Date Covered : January 21-25, 2019

On the job training is the best training ground of the students to

enhance their individual skills and for them to experience the real situation

inside the working place. Before we started our on the job training the

Provincial Capitol conduct an orientation program for us interns. The speaker

tells us the things that we should know and learn in order to have a good

performance. Whatever work they give to us we should do it properly. We can

apply those things not only as an intern but also as a public servant in the

future. Also, they introduce to us the officials, department heads and its

function. After the orientation program we took our lunch and waited at the

lobby for the announcement regarding the office where we belong. While

waiting for the instructions we are nervous as well as excited because we do

not know yet what department we are assigned to be as intern.

Then the time comes when the in charge personnel to deploy us

came and called my name as an intern in the office of provincial social welfare

and development. I was happy because I assigned at the office where I liked to

be with. When we arrived at the office where we belong the employees their

welcome us. Before they give our individual tasks ma’am Joy head of the

PADAC (Provincial Anti-Drug Abuse Council) entertained us and tells us what

are the special skills that we had so that they can assigned us where we are

good at. After that, she asked who wants to be part of the FoS or Festival of

Services team then I said “I will volunteer” because that is one thing I liked to

do, to serve the public and give them services they needed.

As a graduating student, I should practice myself in this kind of

work. Learn how to communicate with other people by giving them enough

information. I encountered different people with different personalities when

the caravan of services starts because our duty is to give services in a certain

barangay. You have to deal with other people and it is hard to handle hundreds

of people with different attitudes but it taught me how to handle things

accurately. When you are in an actual situation you should know how to do

other things even if it is not your job to do such, but you have to be flexible

enough in everything. It also helps you to grow and develop your

communication skill which is very important when facing other people.

My first week as an intern in the provincial social welfare and

development office was tiring yet exciting because we are going in different

places in Tagum City just to give services. I learned a lot by doing things that is

new to me. Every day is another chance for me to learn new things and be

knowledgeable enough in different aspects.

WEEKLY INSIGHT

Experienced makes us grow and be matured enough to do things

accordingly. In my 2nd week as an intern in provincial social welfare and

development office it seems like this is a very busy week for us because it is the

time to continue the caravan of services held at different places within Tagum

City. In the first and second day of the week the festival of services would be

given in barangay Madaum for two days. Most of the people living there are

muslims and you need to be approachable to them and be patient. A lot of

them are participating and wanted to avail the services. But before we entertain

the residents there, there will be a short program prepared by the employees

because Governor Antonio Rafael Del Rosario is there in the first day of

caravan to give some speech as well as his companions in Hugpong ng

Pagbabago party list.

In the third day of the week I was assigned to deliver the letter in

selected offices in the Provincial Capitol regarding the emergency meeting. I

delivered the letter at PEEDO, PHO, PVO,PDRRMC, PENRO, IT and in Legal

Office because of conveying this letter to these offices I already familiarized

where the respective offices located are. After that, at 10 o’clock in the morning

I attended the said emergency meeting which talks about the incoming festival

of services that will be held at Patel. They discussed things like their

transportation, allowances of the employees, food and time of arrival there. By

observing them, I have new knowledge that I could use in the workplace in the

future. They also decided if they can take us there but unfortunately they

decided not to take us because of some reason. The place is far away from

Tagum City and they cannot guarantee our safety and we appreciated that.

Fourth and fifth day of the week the festival of services in Patel was

happening and we are not there to help them. We are in the office doing some

paper works specifically duplication of attendance sheet. Prepared registration

forms for the next caravan in Barangay La Filipina. I also delivered a letter at

PADO or Provincial Administrators Office then after that I submit it at the

provincial accountant’s office. By doing these things I gain my self-esteem and

face other people confidently. I think my eagerness to learn new knowledge

helps me to do more and do not be afraid to commit mistakes because it can

make you learn out of it.

WEEKLY INSIGHT

Student Trainee : Marvie J. Edullantes

Company : Provincial Government of Davao delNorte

Office : Provincial Social Welfare and Development Office

Date Covered : February4-8, 2019

This is my last week as an intern in the Provincial Capitol. I think

this week is a very busy week. There are a lot of paper works to be done and

there will be festival of services again. This time we are task to join the caravan

and assigned at the registration area.

In the first day we are going in Barangay La Filipina to give

services. I was assigned in registration and task to give information to the

residents there who wants to avail the services. In the first day we cater almost

2,500 residents and among those 4 barangays we had given the services, here

in barangay La Filipina is the biggest number of residents who avail the

services. The same in other barangays, in the first day of the caravan there is a

program prepared and the Hugpong ng Pagbabago members are there also

specially the Provincial Governor.

Second day of the week we continue to give services in barangay La

Filipina. Still, there are a lot of people wanted to avail the services. I enjoy

looking at the faces of the residents there specially the children because you

can see to them the happiness of having this kind of free services. It can help

specifically those people who are not that rich and cannot afford to go to the

hospital for consultation. By having this festival of services it is an opportunity

for them to consult to the doctor and they can give some medicines to intake.

In the next day, there will be no festival of services and we are in

the office doing some paper works. After that, they asked me to go to cashier

and get the check for burial assistance and medical assistance. I get the check

for burial assistance worth 120,000 and the medical assistance worth 77,000. I

noticed that numerous people every day requested for burial assistance. The

responsibility given to the employees there in the office is not easy. There are a

lot of things that they need to consider before taking into action.

The last two days there are very memorable but still we are giving

services in Barangay Nueva Fuerza. The residents there are not that active in

participating. I think in Barangay Nueva Fuerza is the smallest number of

residents who avail the residents. At around 2 o’clock in the afternoon there

are only few residents who are left unlike in other barangays that even if it is

almost 5 o’clock in the afternoon there’s still there who wants to avail the

services and asking for some assistance. But the most important is because of

the caravan of services there are many people who avail it freely and the fact
that we help other people even in a simplest way of serving them. Even though

we are there in a short period of time but at least we learn everything that we

should learn by the help also of the people surrounds us who are very

approachable and always willing to teach us new things.

WEEKLY INSIGHT

Student Trainee : Marvie J. Edullantes

Company : Social Security System

Office : SSS Panabo Branch

Date Covered : March 5-8

Second phase of our on the job training and this time we are

assigned in Social Security System here in Panabo City. It’s a new environment

for us so at first we need to adjust. In the first day of our on the job training

the branch head of SSS gave us an orientation for us to know the basic

information and the functions of every employees in the office. After that, the

acting branch head told us the things that we should do and shouldn’t do as

we are part now in this office. Then, she assigned us in our designated areas

and let us makes our own job. I was in the front desk which is the counter 1

and I noticed that there are a lot of people inquiring and asking some

questions. I am the one who gave forms like maternity notification, loan

application, annual confirmation of pensioners form, retirement form, death

claim form, E4 and sickness notification form.

In the next day, I was assigned to organize some E1, loan

application documents and forwarded a document that is needed to be

encoded; categorized the L-501 so that if we need to scan some names of the

employers we can find it easily. I also answered phone calls and most of them

are asking about the status of their loans and if they can avail the loan

restructuring.

In the third and fourth day of the week is a very busy days for us

interns. I was in charged to do the inventory in the admin department and it is

hard for me to identify the names of the products because the names written in

the paper was not the typical names of a certain product. I arranged the

products according to their category for us to get it automatically if they

request for a specific thing and also if we needed it. After the inventory, I

prepared the different forms and gave some assistance to the inquirers. It is

important to be polite when assisting them to avoid conflicts and problems. I

know it is hard to handle people with different attitude; you need to have a lot

of perseverance for you to handle them well. I learn that working in an office is

not easy and you need to invest your hundred percent efforts to do your job

accurately.

WEEKLY INSIGHT

Student Trainee : Marvie J. Edullantes

Company : Social Security System

Office : SSS Panabo Branch

Date Covered : March 11-15 & 18

Second week as intern in SSS Panabo and it seems like we had

many things to work on because it is our last week being as intern in this

office. A lot of paper works to be done and forms to be prepared. Still there are

many people who come and go in the office and asking for some assistance

about their individual concerns. As for this day I was assigned to separate the

loan application forms of the applicants, educational loans and loans

restructuring. The forms must be categorized to identify it directly if it is

needed. There are many people who want to loan their SSS everyday because if

you are member in the SSS for more than three (3) years you are already

allowed to loan if you want. Being an intern in the SSS makes me know how

important it to be a member in the SSS. There are a lot of benefits that you can

get in times of crisis.

The remaining days left before we end up our on the job training I

was assigned to encode the loan application forms of the applicants in the

month of February and March. They treat us as we are belong to the group and

we are already working their not just as interns. Everything we do especially

when entertaining people we should act politely and be approachable to them

in the best way that we can do because what we do will reflect to all the

employees working there. While we are doing our internship there I noticed

that they are very passionate of their work and avoid disregarding the rules

and regulations of their office; and as an intern we should follow their good

deeds. They help us to be prepared enough when the time comes that we are

supposedly working in an office right after the graduation. Having on the job

training is the best training ground for us to be more prepared and ready to

face the real life when working.

GENERAL LEARNINGS

Involving myself in an actual work situation or on the job training helps

me more knowledgeable enough about the things that I should learn as a

graduating student. By simply observing the employees in an office when doing

their individual tasks I already intake some information which helps me in

doing my responsibility as an intern. I learned that when you are working you

need to give your best in order to have a good outcome in everything you do. If

they give you a task to work on do it as soon as possible. You also need to

follow the rules and regulations of your office. Also, there is a need for you to

look good and formal in front of the clients. Be approachable to them whenever

they need assistance enable for them to feel comfortable in the office where you

belong. Always answer their concerns politely to avoid conflicts in the middle of

your conversation.

On the other hand, time management is extremely important when you

are working. You need to manage your time properly. Came early in the office

and do not waste your time on some things that is not probably important to

do. Basically it is the training ground for you to handle your time accurately

because you cannot go back to the time that you already wasted. So, as early

as now you should practice that behavior because it defines who you are as a

person when you constantly came late in the office. It is simple but many of us

repeat that mistake frequently for some reason.

CONCLUSION

Therefore I conclude that working in a certain office needs a lot of

patience, hard work and courage. It is also essential that you have passion on

your chosen job so you can work effectively and efficiently. Inside the

workplace you can encounter different people everyday addressing their

individual concerns and we cannot deny the fact that there are some who had

unnecessary attitude that needs to handle correctly. It also helps the students

to gain their self-esteem and develop their communication skills as they faced

different people everyday.

By having this on the job training and letting the students to experienced

the actual work it can make them get ready in working in an office someday.

They had already knowledge about the things that they should know when

working in a private or public entity. You should adopt the environment where

you are working. Know your limitations and responsibilities as a public or

private servant because that’s the time that you will know how hard it is to

work and earn money. You are being trained earlier to become more successful

in the future and learn how to do things accordingly with your chosen field.
