Officer , United States Secret Service , denying you certa i n

d enial s by the United States Secret Service vest the revi ew
a uthority in the Deputy Director of the Secret Ser vice (31
Code of Federal Regulati ons , Subtitle A, Part 1, Appendix D
a nd 40 Federal Registe r 49089, dated October 21 , 1975) .

The records and correspondence pertinent to your a ppeal have


been rev iewed . I have determined that the e x emptions clai med
by Mr . Trombly in his letter of December 1 5 , 1 9 77 were
p roper . Th e Secre t Service r ecords contain inve stigatory
info rmation compi l e d fo r law enforceme nt p urposes . Pu~suant
to Title 5 , United States Code , Section 552, Subsection
(b) (7) (C) , (D) ,(E), a nd ·(F) , information is be i ng withheld
since d isclosure would constitut e an unwar rant ed invasion of
personal privacy , disclose the identity of a confidential
source a nd/or i nformation f urni shed by a confidenti a l source ,
d isclose investigative t ec hni q u es and procedures , or endang er
the life or physical safety o f l aw enforcement personne l .

In addition, purs uant to Subsection (b ) (5) , Secret Service

l.Under provisions FOI/PA I wish to appeal determination signed by ATSAIC


Thrombly dated 15 Dec 77 re; IRVIN DANA BEAL SS files. As a leader of ~
the YOUTH INTERNATIONAL PARTY, Mr Beal has a right to a list of documents
in your files about him along with the reason why each one is denied,
deleted or released: A document i s included about USSS interest in his
arrest in DeKalb County, Georgia - i t is obviously a message fowarded
by the FBI about Dana's arrest because he was on some sort of wa~ch
list. But the question remains - Did the Secret Service have more than
just a routine interest in this arrest since we do not ·know what other
docmnents there are that deal with it, in your files.

2.The Youth International Party, who I also represent in FOI/PA matters


has long been the victum of illegal activity b y the USSS. When we called
for demonstrations at the Republican Convention in Kansas City: we were
put on USSS protective research indexes - just for exercising our con-
stitutional right of assembly. Of course we have to assemble near polit-
ical figures in order to exercise this right - they are the ones with
the power. But this does not make us a threat to their lives. The usss
is so interested in groups like the YIPPIES that they still have not
come-up with a suspect in the bombing on the Ellipase that was directed
at President carter.

3. Dana Beal, and the Yippies, would like a more comprehensi~e and less
deleted look in the Secret Service's interest in our lives . We would
like files on Beal that encompass wider YIP activity, since he is a
leader and founder of YIP along with PAUL KRASSNER, JERRY RUBIN, ABBIE
HOFFMAN, THOMAS FORCADE, ARON KAY, BEN MASEL etc. etc.

4. There is no need to delete the results of interviews with my client.


He knows what he told your Special A~ents and i t only cast aspirsions
on his honesty when you do this.

On 5/15/73, Beal's jury trial began in Municipal Court, Columbue,
Ohio on a charge o:f disorderly oonduct. The charge is a result
of an arrest during the visit of Vice President Agnew in 9/72.
On 5/16/73, Beal was found guilty and sentenced to 10 d.eys in
Columbus Workhouse and fined $100.00. Beal filed an appeal and
the imposi t i on of sentence is delEl\Yed pending outcome of appeal.
Beal released on bond and according to souroes returned to New
York, New York.

~cently in the attempt to coord.inzte the planning for this con-
vention. It is not known where Dana Beal is from nor where he
stayed while in the Columbus area.

The above mentioned sources stated that the organizers were


attempting to gain accommodations at the Wesley Foundation, St.
Stephen's Church, however they will have to pay a fee of $500
as a deposit. The latest information indicates that they can-
not come up with this amount. Therefore, the organizers are
attempting to ask different indivi·iuals in the Ohio State campus
area to share their apartments with the out-of-towners who will
come to this convention. It is not known how successi'ul this
operation is.

Attached to this memorandum is a copy of a page obtained from


the National Yippie Pa:per publisheC. in Ue1• York City. This copy
sets out the schedule for the five day meeting of the Yippie
Convention in ~olumbus, Ohio.

Local sources are estimating betwee::o. 100 and 200 individuals


to attend this convention. Investigation is continued a.~d

Dade Co. PSD, OCB, for possession of
rnarij uana (felony) . Beal is to. appear for
Magistrate's Hearing, Dade Co. on 9/13/72
at 1:30 p.m.

(A) INTRODUCTION:

Reference is made t o - ' Milwaukee Field Office, dated 8/29/72.

Criminal History:

On 8/24/72; Irvin Dana Beal was arrested by Officers o.f Dade Co.
Organized Crime Section for possession of marijuana. (Fla. Statute
404.02). Subject Beal failed to appear for Magistrate's Hearing sub-
sequent to his arrest. A continuance was granted for the hearing at
which time September 18, 1972 at 1:30 p.m. was set.

(C) INTERVIEW WITH SUBJECT:

Irvin Dana Beal was not interviewed. Attempts will be made to


interview subject at time of Magistrate's Hearing 9/18/72 at 1:30

Coincidentally on the same date that his personal interview was at-
t empted at Madi s on, Wisconsin, the evening paper of that city, lhe
Capita l Times, i ncluded the attached article relative to Beal and
quoted him relative to proposed YIP activities in both Miami Be.a.ch
and San Diego dur ing the Democratic and Republican National Con-
ventions.

In column 7 of thi s a rticle, Beal alludes to a meeting of party
