Dear Ms. Lopez:

Thank you for your April 24th letter on behalf of Mark Kelly and Mark Kelly for Senate. On
behalf of the NRSC, I write today to provide additional substantiation for the fact that your client
remains silent while 3,471,500 Arizonans would lose their private health insurance.

As I am sure you are aware, Medicare for All would lead to the elimination of private health
insurance.1 According to the Kaiser Family Foundation, over 3.4 million Arizonans have private
health insurance. As such, if the Democratic Party implements its Medicare for All plan,
3,471,500 Arizonans would lose their private health insurance.

Based on the content in your letter, it seems you do not have the full picture of your client’s
comments regarding Medicare for All. It has already been reported that “Mark Kelly… has
repeatedly avoided taking a position on Sen. Bernie Sanders’s (I., Vt.) “Medicare for all” bill.” 2
Furthermore, when asked about his position by Capitol Media Services, your client responded, “I
don’t know… I’m going to have to figure this out over time.” 3

Nevertheless, the NRSC is grateful that Mr. Kelly has now decided to hire legal counsel to
explain his new position on Medicare for All.

While we have your client’s attention, we want to inform you that we will soon be publicizing
the fact that Kelly is also well-known for his silence on the Green New Deal, thus putting
242,810 Arizona jobs at risk.

In anticipation of your client’s reaction to this fact, we want to make clear how we arrived to this
conclusion. As of March 2019, there were 174,600 manufacturing 4 jobs and 68,210 automotive5
jobs in the state of Arizona. According to the “Frequently Asked Questions” document released
in conjunction with the Green New Deal, the legislation would eliminate “greenhouse gas
emissions from every sector of the economy.” 6 As such, failure to oppose the Green New Deal
is akin to putting at least 242,810 Arizona jobs at risk.

Despite this potential harm to the Arizona economy, your client has remained silent on the Green
New Deal. Indeed, just a few weeks ago, the Arizona Republic reported that “Kelly has not
taken a position on the Green New Deal and has repeatedly declined to comment about it.” 7 Last
month, the Arizona Republic similarly explained that “Kelly has not talked at length” about the
Green New Deal. 8

We trust you agree that this substantiation more than proves the veracity of the NRSC’s
forthcoming Green New Deal advertisement. Although your client has enthusiastically taken a
position on pyramid schemes,9 it is much less clear where he stands on the public policies that
Arizonans care about most.

Please contact me should you have any additional questions. I can be reached at (202) 675-6000.

Sincerely,

Ryan G. Dollar
General Counsel

company that sells supplements, raises further eyebrows as he battles for McSally’s seat in November… Multi-level
marketing, sometimes called pyramid selling, relies on a company that sells products in bulk to an initial group of
buyers, who then sells those products to a larger group of buyers, who then sell those products to an even larger
group of buyers and so on down the line, with the profits primarily accumulating to those at the top of the pyramid
structure”).
