I have reviewed again the attached subject


script. There are some minor changes which should
be made, such as NCO»soIdier relationships.

My real difficulty is the way our soldiers are

2. The following comments are offered for OASD/PA consideration-

accurate. However, in places the script does mock the President

In response to your memo of 27 May 1993, the Marine Corps has


no interest in supporting the subject production. We d 0 not
think it is appropriate to be associated with a project with a
plot that centers around a Presidential conspiracy to launch an‘
unauthorized covert operation against the Columbian drug lords in
response to he murder of a friend of the President. Further,
the Marine support is relatively incidental to the story and does
nothing to enhance public appreciation for the Corps.

Subject: Screenplay for "CLEAR AND PRESENT DANGER"

1. Western Hemisphere Division, Strategic Plans and Policy


Directorate reviewed the screenplay for "Clear and Present
Danger" and offers the following comments for consideration
when determining the degree of DOD participation or endorsement
for the movie:

a. While recognizing that this production is fiction and


not a documentary, the reader (or viewer in this case) will
have a difficult time separating fact from fiction. h'S

. States and several Latin American countries which are still
very sensitive. Any endorsement by DOD might cause the
viewers to believe that he US military executes operations
similar to those described in the book. If Latin American
nations believed that the Us military conducted any of the
following operations which occur in the book, US—Latin
American relations and DOD programs could be damaged:

(1) US troops land in Bolivia (p.27) and conduct


operations in Colombia, in which they attack drug
processing plants (p.42). The activity escalates with
the launching of a lazer—guided bomb against a target
in Colombia (p.71), and the use of Cobra attack
helicopters to support and rescue the ground troops
(p.117). These are portrayed as unilateral US
actions, not coordinated with the governments of the
countries in which the actions take place. Latin
American countries are extremely sensitive to any
violations of their sovereignty.

(2) In a planned operation, a US F—lS shoots down a


civilian aircraft trafficking drugs (p.36). US policy
is that we do not shoot unarmed civil aircraft; we are
trying to convince other nations to agree to the same
policy.

1. As requested, the Office of the Chief of Public Affairs has


reviewed the most recent revised version of the screenplay for the
feature motion picture "Clear and Present Danger", focusing on the
depiction of Army personnel, tactics, and mission.

expected to participate in "cold—blooded turkey-shoot
operations". References to execution—styled ambushes must be
removed from the script. Search and destroy missions are more
appropriate than the ambush and withdraw operations currently
identified. Further, positive efforts to limit collateral damage,
includinq injuring innocents, must be lncluded.

SUBJECT: "Clear and Present Danger' Movie Script

SITUATION: Individual service representatives met recently with Don to discuss


support of the production ”clear and Present Danger." a movie based on Tom
ClEHCY'S book. Everyone agrees that this movie will enjoy the same level of
popularity seen in Clancy's "Hunt for Red October."

At present. DoD and the services have enough objections to basic elements a!
the script that some major rework will be required. It became clear in the
meeting that each of the services will support the movie -- provided changes
are made -- except for the Alt Force!

ARMY: objected to members of their light infantry divisions (with night scopes

The Army would like to see the peasants pictured as more heavily armed and more
aggressive. Participants agreed this could easily be written into the script.

mostly nun-combative. Once the Coast Guard participants realized that the
other services seemed to be coming on board. they decided they wanted to play.
They propose to have themselves included in some heavier combat role against
drug shippers.

AIR FORCE: Only objection was that two P-159 shoot down "innocent' unarmed
civilian aircraft. Our Air Force representative has now moved further away
from 53; Air Force participation. suggesting instead that perhaps the only air
Force play should be an AWACS controlling other services' aircraft. There's n
LLQ problem with this approach: ’

The Air Force will be seen as the 'wimpy' service. While


the others are killing the bad guys. all the Air Force does

Several weeks ago a proposed script for the movie, "Clear


and Present Danger," was circulated within the Joint Staff for
comment to help determine whether DoD should provide production
assistance to Parmount Pictures. For a variety of reasons, it
was determined not to be in our interests to support production
of the film as it was scripte .

Mr. Phil Strub, OASD(PA) Special Assistant for Audiovisual


Matters conveyed that decision to the producer, who in turn
asked for technical assistance to “clean up" the script to make
it acceptable and enable our support of its production.

Strub solicited advice from SOCOM and LCOL Don Gersh,

b. Johns can receive orders at this point only from


his military chain of comm , not directly from the National
Security Advisor or anyone else outside of his Chain of command;

c. The Colombian government must be made aware of the


rescue mission and showing its approval by providing some support

been revised to ameliorate the negative and inaccurate
consultation with the Joint Staff, the military

l. The military is depicted as participating in what we


believe to be an authorized, legal, clandestine (vice covert}
operation. It has been established that a military chain of
. command has authorized the mission.

2. The negative portrayals of Colombians and U.S. diplomats


have been deleted.

3. The script reflects rules of engagement; the military


does not assassinate guards or shoot down unarmed aircraft.

, Navy A—G is not launched without the knowledge of the


ship's commanding officer or battle group commander.

use two MH—EO helicopters for two or three days in the vicinity
of Xalapa, Mexico.
The film is already in production on scenes that don't
