1.

This is the 10 Year Solid Waste Management Plan of the Municipality of La Paz,
Abra
-La Paz is a 5th class Municipality with 12 Barangays with a population of 15,437
for year 2015 and a projected population of 16,428 by 2027. It has an area of
8,070 hectares
a) At present the MPDC is the focal person of Solid Waste Management of the
Municipality while waiting for the appointment of a permanent MENRO
b) There 2 staff at the moment and by year 2027 there will be 14
c) As of now, 30% of the population practice segregation and 30% segregated
collection. By the end of the planning period, it will be 100% segregation and
segregated collection.
2. As per WACS conducted this year, waste generated is 2,708.23 kg/day, and the
bulk of it come from the residential sector at 2,102.26 kg/day or 95.92% of the
waste generated and .15% of it is by the Industrial sector
3. Of the 2,708.23 waste generated, 1,495.47 kg or 55.22% are biodegradable,
22.73% are recyclable, 5.78% are residuals with potential for diversion, residuals is
10.90%, and special waste at 5.37% or 145.45 kg/day.
4. Our waste diversion target for 2017 is 52% and 83.73% by 2027
5. The weight to be diverted for 2017 is 1,408.28 kg/day , weight to be disposed is
1,299.95kg/day. In year 2027, the weight to be diverted will be 2,388kg/day and
the weight to be disposed will be 464.03 kg/day.
6. At present, all diversion projects, programs and activities are anchored with the
Reduce, Reuse and Recycle System. These projects and activities will be sustained,
intensified and improved during the planning period through IECs, procurement of
alternative technology
7. A) Biodegradable wastes are composted for soil enhancement and animal feeds.
These activities will still be encouraged for the next years
B) Residual with potential for diversion are used as decorations and other useful
items. Procurement of Additional alternative technology for the next 10 years and
enter into an agreement with organizations that process residuals

C) Recyclables are sold to accredited junkshop, and this will be sustained as


junkshops will serve as an extension MRF and will be regulated and monitored
8. Source Segregation- source segregation is enforced through barangay
ordinances, IECs down to household level and distribution of MRF to barangays,
schools and government offices and buildings. This will continue to be enforced
and 100% of the barangays will be covered with the segregated collection service
of the LGU

9. The LGU maintains a TRCA with an area of 144 sq meters. An agreement with
the host municipality to construct an SLF is in its initial planning.

10. Most of us practice backyard composting and the MAO maintains composting
facility. This practice will be enhanced, sustained and encouraged for the next 10
years.

11. Recyclables are bought by an accredited junkshop, this will be sustained with
stricter monitoring and regulation

12. HEALTH CARE WASTE – Rubberized drums are temporary containers for health
care waste. La Paz District Hospital has its own septic vault

13. this 155kg/day of special wastes are contained in rubberized drums with cover
and label before they transported to TRCA. In the 10 year plan, Special waste will
be given a better area in the RCA .

14. The total appropriation for 2017 is P1,230,000.00 for the IEC/Trainings,
conduct of WACS, procurement of alternative technology and Distribution of MRFs

15. The total annual budget for Solid Waste Management is broken down as
Personal Services, MOOE and Capital Outlay

16. As of today, the MPDC leads SWM activities including the formulation of the
10 Year SWM Plan while waiting for the appointment of a permanent MENRO.
Strengthen involvement of POs, NGOs and private sector in SWM activities and
advocacies

17. At present, the MPDC is the focal person for SWM. The Barangay Solid Waste
Committees oversee the implementation of Ordinances. During the 10 year
planning period, the Municipal and Barangay Solid Waste Management
Committees will strengthen convergence in the implementation with the NGOs
and private sectors. A permanent MENRO and staff will be appointed
18. Enforcement – SWM board through MENRO designate is responsible for
enforcement …PNP and BFP helps in the enforcement …Enforcement will be
strengthened to sustain SWM practices and advocacies.. Empowerment of
stakeholders through IECs and trainings…Recruit eco-warriors from the barangays
