CHAPTER 12.- QUALIFICATION AND TRAINING


12.1 Employment Requirements

12.1.1 Assistant Dispatcher


The minimum requirements for employment as Assistance Dispatcher are as follows:
a) At least 21 years of age,
b) Possess a Certificate of Flight Operations Officers or graduated bachelor degree in the field of
aviation management, or have an experience in aviation field

12.1.2 License Dispatcher


An applicant shall:
a) At least 21 years of age,
b) Be able to read, speak and understand the English language and have passed TOEIC test score
of 500 or above, and
c) Possess a Flight Dispatcher License issued by the CAAT.

12.1.3 Skill Requirements


Assistant Dispatchers and License Dispatchers shall demonstrate proficient skills in:
a) With respect to company aircraft:
• Weight and balance limitations;
• Performance operating limitations;
• using cruise control charts;
• Fuel and oil capacities and rates of consumption; and
• Using the Operations Manual;
b) On the characteristics of air routes and airports with particular reference to:
• Landing areas;
• Lighting facilities; and
• Approach and landing facilities and procedures;
c) On applying available weather forecasts and reports to determine whether a flight can be
made safely;
d) On using the Jeppesen Manual and NavTech Flight Planning Program;
e) On dispatching and assisting a flight under adverse weather conditions;
f) On emergency procedures.

12.2 Qualifications

12.2.1 Training Categories


The Assistant Dispatcher or License Dispatcher Training Program shall be separated into 5 categories as
listed below:
1. "Newly hired training" means the training program for the Assistant Dispatcher or License
Dispatcher newly employed by the AOC holder.

2. “Conversion/Transition training" means the train program for the License Dispatcher
converting the operational type rating from one to another such as conversion from Hawker
850XP.
3. "Difference training" means the training program for the License Dispatcher to covert the
operational type rating from one to another common type rating but different in some
configurations such as conversion from Hawker 850XP.
4. "Recurrent training" means the training program for the Assistant Dispatcher or License
Dispatcher performing recurrent training to maintain proficiency at least once a year which
included performing dispatch duties in the cockpit under supervision at least one flight.
5. "Requalification training" means the training program for the Assistant Dispatcher or
License Dispatcher absented form dispatch duties for the AOC holder more than one year.

12.2.1.2 Instructor Requirements


The minimum requirements for Dispatcher Instructor are as follows:
• Be at least 25 years of age, and
• Possess a Flight Dispatcher License issued by the CAAT, and
• Have experience in Flight Dispatch Service in supervisory role (duty officer, supervisor or
manager) with the Company for at least 3 years; OR
• Possess a Ground Instructor License for Flight Dispatch Service issued by CAAT.

12.2.1.3 Facilities for Training


The facility used for the theoretical training shall have the following equipment which is White board,
Lesson plan, Computer software program, Projector, Audiovisual presentations, Aircraft operating
manual, Operations Manual, and Handouts. In addition, the maximum number of trainees shall not be
more than 15 people.

12.2.2 Training Curriculums


An Assistant Dispatcher or a License Dispatcher shall have undertaken, as applicable, the following
minimum hours of initial or recurrent training on the elements stipulated in Table 12-1, before being
assigned dispatch duties without supervision.

12.2.3 Training Program Review


It is the responsibility of Manager, Flight Operations, in consultation with Director Flight Operations and
Fleet Chief Pilots, to review training program elements, syllabus and teaching material, annually, to
ensure training provided:
• Complies with regulatory and Company requirements in effect,
• Remains effective in assuring competence and proficiency, and
• Addresses non-conformances identified during internal and/or external audits.

12.3 Assistant Dispatcher Training Program

12.3.1 Practical Training


The purpose of the training program is to provide practical training to Assistant Dispatchers who have
passed the appropriate aircraft dispatcher written test, to prepare them for the ICAO/CAAT Flight
Operations Officer Test.

Note: The trainee shall have successfully completed the Company initial training before enrollment in
the practical training program.

The practical training builds up the working experience on knowledge and skill required before the
issuance of an aircraft dispatcher license.

12.3.2 Promotion Training


The training will be performed after the Assistant Dispatcher has successfully received the ICAO/CAAT
aircraft dispatcher certificate. The promotion training is to be provided for 60 days as Dispatcher Trainee
followed by performance evaluation before being promoted to License Dispatcher.

12.3.3.3 Aircraft Knowledge Training Elements


Objectives: To provide the knowledge of the applicable aircraft flight instrument, navigation instrument, aircraft
system, emergency operating procedures regarding to aircraft systems, minimum equipment list, operations
specifications and aircraft performance and limitations.
Curriculum:
• Aircraft technical, including navigation, communication and emergency equipment installed,
• General aircraft characteristics and limitations, Performance and flight planning,
• Weight and balance, Aircraft system overview,
• The use of Aircraft Operating Manual, MEL and Operations
• Specification, and
• The effects of exceeding any performance limitation.

12.3.3.4 Air Routes and Airports Training Elements


Objectives: To provide the knowledge of using appropriate en route chart, aerodrome chart and airport facility
chart.
Curriculum:
• Routing
• Use and interpretation of:
- SID, En-route Chart, STAR's and Standard Instrument Approach chart, and
- Use of Airport Facility chart at a specified airport.

12.3.3.5 Airman's Information Training Elements


Objectives: To ensure the participant has a working knowledge of using the Jeppesen Manual and NavTech
Flight Planning Program; and is able to discuss and refer to appropriate topics.
Curriculum:
• Navigation aids,
• Airspace,
• Air Traffic Control,
• Airport operations,
• Air Traffic Control clearance,
• Preflight,
• Departure/En Route and arrival procedures.

12.3.3.6 Dispatch and Operations Control Training Elements


Objectives: To assure the participant has knowledge of Company procedures and regulations pertaining to
the dispatch and operational control of a flight.
Curriculum:
• Dispatcher area, routes and main terminals,
• Approved instrument approach procedures,
• Takeoff and landing minima,
• The difference in decision height as it relates to CAT I/II/III,
• Use of Minimum Equipment List (MEL),

12.3.3.7 Emergency Procedure Training Elements


Objectives: To ensure the participant has knowledge of company procedures regarding emergency situations.
Curriculum:
• Use of air-ground radio,
• Responsibility for declaring an emergency,
• Collection and dissemination of information on overdue or missing aircraft,
• Means of declaring an emergency,
• Reporting of an emergency,
• Joint CRM training with flight crew.

12.3.3.8 Dispatch Exercises


Objectives: To provide the knowledge of preparing a flight plan, load manifest and dispatch release for a flight
between designated point and the knowledge of aviation weather information by obtaining, reading and analyzing
in accordance with regulatory requirements and company procedures.
Curriculum:
• Flight planning procedures (manual), Preparation and filing of flight plan,
• Weather reports; Forecast, SIG MET's and AIRMET's Surface analysis,
• Significant weather and constant pressure prognostics,
• Wind and temperatures aloft, Freezing level charts,
• Severe weather outlook,
• ATIS reports, NOTAM's/NOTAM system, ASHTAM.

12.3.4 Promotion Training Program

Objectives: To enable the participants, upon successful completion of the course, to effectively and confidently
perform their duties and responsibilities.
Curriculum: Perform duty on actual flights as a dispatcher trainee under the supervision of experienced, License
Dispatchers on the following topics:
• Company Flight Planning;
• Preparation for pre-flight planning;
• Perform pre-flight briefing;

12.3.5 Performance Evaluation


At the completion of the training program, prior to being assigned duties without supervision, the Dispatch Trainee
will be evaluated by the Manager, Flight Operations to ensure the participant is able to perform his/her duties and
responsibilities with regard to Company requirements.

If, in the judgment of the evaluator, the applicant does not meet the standards of performance of any task
performed, re-evaluation shall be made after 3 months including those previously passed.

12.4 Recurrent Training (PDT)


The recurrent training is required once every 12 months for all License Dispatchers according to ICAO Annex 6
and CAAT requirements. The purpose is to maintain Assistant and License Dispatcher's proficiency in the
theoretical and practical subjects pertaining to their duties and also intended to review exceptional flight planning
procedures. This training program shall be reviewed annually for relevancy, adequacy and effectiveness, and
updated as necessary, by Manager, Flight Operations or his designee.

12.4.1 Organization and Supervision


The PDT shall be organized by Flight Dispatch Supervisor or his designee and take place at least once every 12
months. The Assistant or License Dispatcher shall be notified in advance and necessary study material and
special directives (if any) shall be supplied as early as possible prior to the PDT.

12.4.2 Duration
5 days

12.4.3 Recurrent Training Elements


Course Index: Period Dispatcher refresher training, Joint CRM training with flight crew, Qualification flight
Objectives: To maintain the proficiency of a Flight Dispatch staff in the theoretical and practical subject
pertaining to their duties.
Curriculum:
• Refresher training elements (see Table 12-1),
• Participate in joint training with flight crew and cabin crew on CRM and emergency procedure instructions,
and Participate as an observer of a flight in line operation.

12.5 Qualification Flight (QF)


The purpose is to satisfy ICAO and CAAT requirements that a flight dispatcher shall not be assigned duties unless
he has, within the preceding 12 month period, made a one way Qualification Flight (QF) on the flight deck,
including observing landings at as many airports as practicable. The accomplishment of QF shall be documented
on the Qualification Flight Record (Form FO-TR-042).

The CAAT further requires the following minimum number of qualification flight(s) for each category of training:

12.5.1 Qualification Flight Training Elements


Pre-flight preparations
The Dispatcher shall:
• Attend crew briefing by captain;
• Observe flight crew aircraft walk-around inspection;
• Observe aircraft fueling.
Flight Observation
The Dispatcher shall:
• Compare actual weather versus forecast;
• Monitor aircraft performance and fuel burn;
• Follow progress on air route;
• Observe ATC communication;
• Evaluate take-off and destination alternates.
Post-flight
The Dispatcher shall:
• Attend crew debriefing;
• Observe Aircraft Logbook handling.

12.6 Examination/Testing/Checking
Examining knowledge and testing skills are an integral part of the training process to ensure that trainees are
competent to perform the duties and functions to be assigned. Examinations should always be prepared with the
sole purpose of measuring whether or not the trainees have acquired the required knowledge and skills.
Trainees must always be informed on how they are going to be evaluated or tested, so they can orient their
efforts. The information must include the mode of test, the performance expected, the standards to be met and the
consequences of inadequate performance. It is recommended that trainees be informed of the result of their
evaluation, and instructors offer explanation of improper responses.
In selecting the type of test to be given, the general rules are:
• Theoretical knowledge is best tested by oral or written tests such as multiple choices, true/false, matching,
fill in the blank, or essay.
• Skills are best tested by performance tests, having the trainee perform the task under real or simulated
conditions.
• Attitudes are tested by observations of performance or by means of questionnaires.

12.6.1 Standard of Accomplishment


Each trainee must display the required level of proficiency and knowledge by completing each test with a
minimum score of 80%.

12.6.2 Action in The Event of Failure


If a trainee fails to reach the required level of proficiency, he/she is entitled to only one re-test after 5 days has
elapsed but not later than 10 days of the initial test. Prior to re- test, all incorrect test answers and unsatisfactory
performance will be reviewed with the trainee to ensure proper understanding of required knowledge and skills.
Each trainee must display the required level of proficiency and knowledge by completing each re-test with a
minimum score of 90%.

12.6.3 Annual Competence Evaluation


Upon completion of the annual recurrent training, each License Dispatcher will be subject to on-job competence
evaluation by the Dispatch Supervisor who must be currently licensed and qualified, by assessing work being
performed. The Dispatch Supervisor shall document the results of the evaluation on the Annual Competence
Evaluation Record (Form FO-FD-004} and retain such record in the person's Flight Dispatch Department
personnel file.

12.7 Discontinued Training


If the trainee does not perform the observation flight within 3 months after passing the theoretical training, the
Assistant Dispatcher or License Dispatcher shall receive the full theoretical training course again.

If the trainee does not function as an Assistant Dispatcher or License Dispatcher within 6 months after observation
flight. The Assistant Dispatcher or License Dispatcher shall receive the full course of recurrent training including
theoretical training and observation flight.

During the theoretical training or observation flight, if the AOC holder is unable to provide the training due to any
reason which leads to temporarily suspension of the course for the Assistant Dispatcher or License Dispatcher,
the AOC holder shall immediately inform the Thai CAAT and resume the suspended training within 30 days after
resolving the issue. Otherwise, the suspended theoretical training and observation flight must be started over.

12.8 Re-Qualify after Absence


After 12 months of consecutive absence from functioning as License Dispatcher, he/she shall:
• Undertake re-qualification training elements specified in Table 12-1,
• Participate in joint training with flight crew and cabin crew on emergency procedure instructions, and
• Serve for not less than 30 days in dispatching of aircraft under the supervision of a License Dispatcher.

12.9 Training Records


All training records indicating when training was undertaken shall be kept in Flight Dispatch Department personnel
file for two additional years after a staff has discontinued his/her employment with the company.
