Blue Abadi created in May 2017, mission/function etc. In addition to USAID, other donors to the Blue Abadi Fund
have expressed the need for periodic evaluation of the BAF Administrator. CI currently maintains responsibility
for these evaluations. The consultant is expected to pursue responses to evaluation questions generated through
initial consultations with Conservation International, USAID, Walton Family Foundation, and TNC.
Specific Tasks and Deliverables: Activities to be undertaken by the consultant include, but are not limited to
the following:
• Responsibility for the evaluation design and format of the report.
• Reviewing relevant documents, including but not limited to, the Blue Abadi Fund Operations Manual,
The Blue Abadi fund Strategic Plan, and any relevant funding agreements KEHATI operating manuals.
• Interviewing a broad cross-section of relevant stakeholders involved with governance, administration and
grant management aspects of the Blue Abadi Fund, including a representative sample of grantees,
beneficiaries and applicants for BAF funding.
• Conducting a limited number of representative site visits to examine how selected projects are
functioning, with particular emphasis on KEHATI grant administration.
• Analyzing all the information and drafting a preliminary report, including findings, conclusions, and
recommendations.
• Allowing for a review of the draft by KEHATI, Conservation International, USAID and the Walton Family
Foundation.
• Completing a final written report incorporating the comments (including disagreements) from evaluation
reviewers.
The consultant is free to design the format of the evaluation report as they determine best communicates the
information. All drafts will be in Bahasa and professionally translated to English.
• First Interim report (deliverable 1) detailing progress on all consultant activities. The consultant is required
to draft a preliminary report, including findings, conclusions and recommendations due no later than 5th
January 2019. The draft report would be made available for review and comment by KEHATI, all
representatives of the Blue Abadi Governance Committee, including the support of their respective home
institutions or governments, Conservation International, USAID, Walton Family Foundation.
• Second report deliverable 2) A final written report, appropriately incorporating the comments and suggestions
of reviewers, would be due no later than 28 th January 2019
Required Expertise, Experience and Knowledge:
The consultant is expected to have several expertise and experience below:
• Hold a comprehensive expertise in reviewing the manuals (SOP) of:
a. Secretariat Operations of Trust Fund Entity;
b. Administration and Grant Management;
c. Staffing Structure & Outsource Management.
