4. Mission Statement
To generate world-class graduates adequately quipped with quality education,
professional training and relevant skills in maritime education, engineering, arts
and sciences and other health related programs, tourism, education, ICT,
criminology, business and entrepreneurship, agriculture, fishery and forestry
through instruction, research, extension and production services.

5. Strategic Thrusts / Programs


The current administration of Naval State University has set forth new strategic
direction dubbed “NSU is YOU!”. This banner program aims for the university
to carve its own “niche” as the Biliran Province’s premier institution of higher
learning and continues in undertaking appropriate measures in the process of
intensifying aggressively its reach and increasing flexibilities of educational
opportunities, meeting the diverse and ever-changing educational demands of
time for the optimum benefit of its clientele and stakeholders.
6. Management / Operating/ Business Systems
One of the strategic thrusts of the University is strengthening quality assurance
to ensure the superb delivery of education and services to its clientele and
stakeholders. It has regularly submitted all its programs for AACCUP
accreditation, as well as making sure that all programs comply with the policies,
standards, and guidelines of CHED through RQAT inspections and applying for
the Certificate of Program Compliance. The University also recently applied for
and has been awarded its ISO 9001:2015 Certification. It has also undergone
the Level II Accreditation under the Program to Institutionalize Meritocracy and
Excellence in Human Resource Management (PRIME-HRM) of the CSC to
further develop its human resource management competencies, systems, and
practices.

Furthermore, the university has initiated pro-student programs and policies


such as the 4-day class, free wi-fi, and free board exam reviews. It has also
streamlined all its frontline offices by reviewing and redesigning their business
processes to offer fast-lane services to its students.

Additionally, NSU has prioritize the modernization of its facilities through the
construction of new buildings (i.e., dorm, student’s center, ICT building,
recreation building, and maritime training center) repair of old buildings,
procurement of new tools & equipment needed by the different degree
programs, obtaining of additional CCTV cameras and a new library security
system, and installation of a fiber-based local area network to support its free
wi-fi initiative and improve the network connectivity between the different
offices.

7. Strategic Concerns for IT Use


• Enhanced Student Performance Through ICT. Naval State University
believes that enhancing student performance requires an emphasis on
engaging students with their own learning within and outside the
classroom, with other students, and with their environs. In our
technologically advanced and connected world, engagement must
include the strategic use of ICT to enhance their educational and social
experience and prepare them for the realities of work and life. We must
explore, provide and support technology tools, practices and resources
to stimulate the intellectual, professional and social growth of our
students, including providing them the technological skills and ethical
practices necessary for career success.
• Secure, Effective and Reliable IT Infrastructure for a Sustainable
University. NSU must grow and maintain an environment that balances
risk and reliable infrastructure with technological experimentation and
innovation in the classroom, in research, in student services and in
administrative practices. We must prioritize and reward initiatives that
demonstrate superior responsiveness and excellence in the application
of technology, so they are harmonious, easy to navigate and used
consistently; that enhance the adaptability, efficiency and cost-
effectiveness of the University; and that support strategic decision-
making and competitiveness.

C. I.T. STRATEGY
1. Computing Scheme
A centralized approach will be utilized given that Naval State University is
already implementing that computer scheme. All IS’s will reside in the main
server maintained and operated by the MIS Office. Access to the IS’s will be
through the installed fiber-optic local area network.

Computers will be located campus wide, from the college offices, Deans/
Chairpersons offices, and faculty rooms, to the different administrative offices.
The university has ample computer units to support a university wide
deployment. However, access to different IS’s will be restricted based on the
system users.
