Descriptive Definition of the Project

1. RELATED NATIONAL PROGRAMS

A. SETUP (Small Enterprise Technology Upgrading Program)

SETUP is a nationwide strategy to encourage and assist SMEs to adopt technological

innovation to improve their operations and thus boost their productivity and competitiveness.

SETUP provides micro small and medium enterprises with equipment and technical assistance to

enable MSMEs to increase sales and production, streamline and improve overall company

operations, upgrade the quality of products and services, conform to national and international

standards of excellence, and be competitive in their respective fields. SETUP supports MSMEs

by providing (1) seed fund for technology acquisition, (2) needed equipment and equipment

upgrading, (3) technical trainings and consultancy services, (4) packaging and label design, (5)

database information system and (6) support for establishment of product standards, including

testing, and calibration of equipments.

The proponents adheres to this program by attending the seminars and trainings offered, the

employees would be attending as well for this program would be teaching the enterprise how to

improve productivity and quality of the product through the use of technology, the program

would teach the enterprise how to increase the value of the product that would be beneficial in

the long run.

B. DTI LAUNCHES Brand Equity Development Program for MSME PROGRAMS

The Department of Trade and Industry announced its newly launched programs for Micro

Small and Medium Enterprises (MSMEs) scheduled for implementation in 2017. The three

strategic initiatives which will be implemented by DTI for 2017 are: Brand Equity
Development Program (BED), The Brand Equity Development program, Director Angeles

explained, aims to develop new strong homegrown Philippine brands in both local and

foreign markets from the ranks of MSMEs. The programs are targeting at least one brand

developed per year per province.

Adhering to this program, the proponents would participate on the following program

conducted to improve the brand image of the entity as well as to further enhance the management

skills of the owners.

C. DTI establishes MSME academy


The Department of Trade and Industry (DTI) along with its training unit, the Philippine Trade

Training Center (PTTC), on Wednesday established the Global MSME Academy to enable the

sector to be at par with foreign markets. The academy expands PTTC’s role in the agency

through the “development and upgrading of MSME (micro, small and medium enterprises) to

become innovative and competitive for the local and foreign markets,” said PTTC executive

director Nestor Palabyab, CESO III. Meanwhile, DTI Secretary Ramon Lopez said that the

training programs under the academy will also help MSME to “seamlessly integrate into local

value chains.” Among the benefits that enterprise owners can access through the program include

easier bank financing through bookkeeping training and business plan development, among the

four initiatives underway is the food connect, which equips MSME to apply for license to

operate directly from the Food and Drug Administration.

Adhering to this program, the proponents will attend the academy made by DTI to further

acquire knowledge on business development, to increase competitiveness of the enterprise and to


learn more about bookkeeping. The enterprise would also acquire license directly from the Food

and Drug Administration which would give the enterprise a positive image.

D. Affinity to Regional or Sectoral Studies

A. DTI to conduct MSME mentorship in Cordillera under the Go-Negosyo program with

different government institution

The Department of Trade and Industry – Cordillera has lined up activities meant to train

micro, small and medium entrepreneurs in a coaching program initiated under the Go-

Negosyo program in partnership with different government institutions, private sectors and

organizations that have the ability to provide mentorship to budding entrepreneurs. The

program was first introduced in Baguio City in 2016 and rolled out to the Cordillera

provinces in 2017. This year, there will be two runs in the provinces of Abra, Benguet,

Ifugao, Mountain Province, and Baguio City. The topics would be “Entrepreneurial Mind-

setting, Value Formation and Marketing” and “Business Model Canvas, Product

Development, Operations Management, Supply and Value chain, Human resource

management”.

The proponents adhere to this program by attending the mentorship conducted for it

would allow the managers to improve their management skills and learn more when it comes

to operating a business.
B. Food innovation center established at BSU (FIC)

The establishment of the FIC in the Cordillera is a milestone for the improvement and

value-adding and the creation of new food products in the region using new technology.

in the Cordillera is in collaboration with the DOST and the BSU to provide the local food

industry efficient facilities that would enhance their capabilities and productivity enabling

them to improve their value chain activities. DOST–CAR FIC Focal Person Dr. Pepita

Picpican explained that the FIC aims to transform concepts into products and enable product

innovation and diversification to maximize value addition to diverse agricultural resources

Adhering to this program, the proponents would make use of the new technology offered

by the DOST in partner with BSU for it would help the enterprise innovate and develop new

skills on using technologies towards production thus would bring additional value to their

product.

C. Therapeutic Feeding Program

BANGUED, Abra- This capital town initiated the therapeutic feeding of severely acute

malnourished children under a new program on nutrition that would soon be replicated

regionwide, NNC-CAR initiated the establishment of the community based management of

severe acute malnutrition guided by the DOH Administrative Order N0 2015-055: National

Guidelines on the Management of Acute Malnutrition for children under five years as her
course re-entry project. Basalong assisted by the DOH regional office started the project with

an orientation and training of key LGU stakeholders and health center staff. Trained

Barangay Nutrition Scholars started validating list of children through the conduct of weight

and height taking and measurements of the mid upper arm circumference ince mid-

November 2016 and currently identified four severely malnourished children and enrolled

them in the program as of January 10, 2017. Basalong said that additional children will be

enrolled as they are identified Children enrolled in the program will undergo therapeutic

feeding, other medical interventions and weekly monitoring managed by the health center

for four months. The management of acute malnutrition will be one of the major programs

for nutrition to be implemented by the DOH in collaboration with the LGUs in the next five

years under the new Philippine Plan of Action for Nutrition, 2017-2022..

The proponents adheres to this program by participating on the feeding of the malnourished

children and giving them the nutrition they need. At the same time would bring positive image

towards the enterprise.
