To ensure that TECS children have an access to safe and conducive learning environment, Tuguegarao East Central
School has stepped up in the implementation of this school year’s Brigada Eskwela theme “Pagkakaisa Para sa Handa,
Ligtas at Matatag na Paaralan Tungo sa Magandang Kinabukasan” through its Project HAVEN REALM (Creating a
HAzard Free, EnVironment FriENdly and DisasteR REAdy SchooL CaMpus through Bayanihan sa Eskwela.)
Project HAVEN REALM was conceptualized by Richard M. Bacud, school principal, aims to provide every TECS
learners a place where they are safe from dangers brought by accidents and disasters.
Bacud said that the school’s very minimal space and its building design did not pass two of the three pillars of the

Tuguegarao East Central School have different educational


programs to different kinds of learners. The different programs
include the Alternative Learning System (ALS) for Out of-School-
Youths (OSY’s), Indigenous Peoples Education (IPED) for
indigenous learners, Special Education (SPED) for both gifted/
talented (GT) and Learners with Special Needs (LSEN’s) and
Madrasah Education program (MEP) for the Muslims.
To ensure that the four different education programs, the
principal Richard Bacud, regularly monitors its implementation. He
sees to it that the program is really implemented in the field to
address the needs of the diverse learners.
Bacud also looks into the accomplishments of each program
and does an assessment so that they will do the proper interventions
to solve problems met if there are any.
“As a leader, I have to extend all the necessary services I could
give to ensure quality results,”Bacud said in an interview.

General Parent-Teacher Association (GPTA) and Supreme Pupils Government (SPG), reviewed and revisited the School
Improvement Plan (SIP) to come up with a responsive 2018 Annual Implementation Plan (AIP), August 14.
At the outset, Richard M. Bacud, gave an overview on the parts of the Enhanced SIP guidebook to the new set of
officers.
“Identifying the Priority Improvement Areas (PIA) plays a very vital role in the formulation of our Annual
Improvement Plan,” Bacud said. “We have to select a specific area of focus so we can aim our improvement efforts on a
particular problem. Our focus should be our learners. Their needs must be our priority.”
The participants of the said activity did a root-cause analysis to identify the real source of the focused problem. After
which, they reviewed the general objectives and targets in the Planning Worksheet. They proceeded with the preparation of
the Annual Implementation Plan after making some changes on the objectives set in the SIP.
The newly crafted AIP was further reviewed by the team before it was forwarded for the crafting of the school’s annual
procurement plan and work and financial plan.
