Health & Family Welfare Department, Government of West Bengal is undertaking its e-
Governance initiatives for providing IT based interventions in Health Care domain in all districts in West
Bengal.
A ‘Walk-in’ interview of the willing and eligible citizens of India for engagement on contractual
basis for the post of Senior Programmer for association with such initiative under IT Cell of the Health &
Family Welfare Department shall be held on 31.10.2010 (Sunday) as per following conditions and details.

1. Name of post : Senior Programmer.

2. Number of post : 01(one) unreserved.
3. Category of post : Contractual (for six months term) to be renewed on satisfactory
performance.
4. Age : Not exceeding 40 years as on 01.01.2010 (i.e. must have born on or after
02.01.1970). Upper age limit will be relaxable by 5 years for SC/ST
candidates and 3 years for BC candidates of the state of West Bengal. Upper
age limit may be relaxed in case of very deserving candidate(s) possessing
higher educational qualifications or work experience.
5. Educational qualification: (i) MCA or equivalent with specialization in Computers from any
recognized university having secured at least 60% marks in aggregate or
equivalent CGPA.
(ii) The candidate must have the ability to speak Bengali and good
presentation skill in English.
6. Work experience : Essential:
(i) At least 5(five) years of post qualification experience in any large
company or in Government Department/ Agency.
Desirable:
(i) Ability to work with DBMS/ RDBMS like SQL Server and/or any
open source database platform.
(ii) Candidates having knowledge in Networking/ LINUX/GIS tools/
Mobile based communication system would be preferred.
(iii) Software development and independent/group project handling
experience in programming languages, viz., C, Java, PHP, Visual Basic.
7. Remuneration : Rs.27,000/- (Rupees twenty seven thousand) only per month
(consolidated).
8. Job requirements/ Major Responsibilities :
(i) Selected candidate shall be responsible for implementation of
different off-line and web-based application installed at different
District/sub-divisional Hospitals of different districts in West Bengal.

(ii) Selected candidate shall be responsible for management of database
and keeping large number of data based on RDBMS such as SQL Server or
any Open source database platform.
(iii) Selected candidate shall be responsible for customisation and
initialisation of database.
(iv) Selected candidate shall be responsible for administering web-site
and minor change/ alteration/development of web-based application;
(v) Selected candidate shall be responsible for providing training and in-
situ support for implementation of different off-line and web-based software
different District/sub-divisional Hospitals of different districts and will have
to undertake frequent visits to them thereafter for providing on-site training
and handholding support to the end users and attend to all troubleshooting.
(vi) Selected candidate shall also have to monitor and evaluate various
aspects of implementation of software and also in documentation of
implementation process.
Engagement shall be on contractual basis initially for a period of six months
which may be extended subject to satisfactory performance. The appointing
authority may terminate the engagement without assigning any reason
whatsoever.
The selection of the candidates shall be made through a walk-in-test-cum-
interview scheduled to be held on 31.10.2010 (Sunday) from 10:00 AM
onwards at Swasthya Bhawan, Salt Lake city. The candidates intended to
appear in the selection process shall have to report latest by 10:00 AM at
Swasthya Bhawan, Salt Lake city (NRHM building) on 31.10.2010
(Sunday). They must bring with them all their testimonials in original
starting from Madhyamik Examination onwards including proofs of identity
and of work experience and also two recent passport size photographs &
shall have to fill up an application in a specified format to be supplied to
them on that day on arrival. The candidates shall have to appear for different
elimination process including a conventional type written test examination
on programming languages, viz., C, Java, PHP, Visual Basic followed by
Viva Voce. The entire process will be conducted on 31.10.2010(Sunday).
Relaxation in age, qualification and experience may be considered in
exceptional cases.
