TITLE PROCEDURE FOR MATERIAL PRESERVATION.

1.0 Purpose
2.0 Scope.

This procedure describes the method of preservation activities to be


followed by NBTC for preservation of materials for the OL2K
Mechanical 3 Project.

3.0 Reference.

Vendor installation and maintenance instruction recommendations.

4.0 Responsibility.

The following personnel or designees shall be responsible for


preservation and documentation of material and equipment during
storage, fabrication, construction and installation phases. OWNER is
responsible to issue the preservation plans for each equipments.

4.1 Material Controller

The material controller or his designee is responsible for the


preservation of materials and equipment within the storage lay down
areas and responsible to:

 Ensure that materials and equipment is off loaded and stored as


per vendor instructions and project specification requirements.

 Ensure the preservation activities are documented and the


quality records are turned over to Quality control department
when the responsibility for preservation is transferred to the
Mechanical Construction Manager.

 Define requirements, establish schedules and monitor conditions


of Bulk Materials within warehouse and lay down area.

3.2 Site Manager

Is responsible for approving all preservation plans prepared by the


Material Controller or his designee.

3.3 Construction Manager

Is responsible to:
Ensure Equipment (motor, compressors, pumps etc) is
preserved as per manufacture’s requirements specified on the
applicable Preservation Plan.
Establish schedules and monitor of materials under
construction area.
Ensure that all Equipment installed in their permanent place,
without passing through the warehouse, but released by
material Controller on a field warehouse request, are
preserved as per requirements.
Delegate preservation responsibilities within department.

3.4 Equipment Engineer

Is responsible to prepare preservation plan for equipment, issue,


revise, update and reissue same with an issue slip and ensure that the
equipment (motors, compressors, pumps, etc) is preserved as per
requirements specified in vendor data sheet and the preservation plan
by the OWNER for preservation.

3.5 Electrical & Instrumentation Construction managers.

Is responsible to prepare Preservation plan for E&I equipment, issue


revise update and reissue same through an issue slip and ensure that
the equipment(electrical motors, electrical panel boards, cable,
transformers, control panel, control valves etc) is preserved as per
requirements specified in manufacturer’s requirements and project
specification.

3.6 QA/QC Manager

The QA/QC manager or QC Inspector shall witness to ensure


Preservation activities are performed and documented as per project
specification requirements and maintained.

4.0 Procedure

4.1 Preservation Requirements

The mainiatanance, inspection and preservation of equipment will be


performed in accordance with manufacturer’s recommendations
inspection storage and maintenance records shall be prepared
maintained for each equipment.

4.2 Preservation – General

The preservation of materials and equipment are divided into two


distinct categories as follows.

Category 1: Refers to equipment where, form no: M3-QF-12.02


“Preservation record for Equipments” shall be prepared for each item
of equipment which requires preservation. It also refers to the
equipment where form no: M3-QF-12.03 “Record of
Nitrogen Blanket” shall be prepared for equipment, which require
nitrogen blanket. The execution of preservation for equipment is
governed by an approved “Preservation plan for equipments form no:
M3-QF-

Category 2 :Refers to items such as flanges, valves, end caps,


moisture to cement lined pipe, dust inside stainless steel pipes,
storage of paint, insulation etc. These items are generic and must be
checked on a regular basis.

The material Controller and Mechanical Construction Manager shall


establish a schedule to monitor conditions of material belongs to
category 2. These schedules shall be updated as and when required,
preferably on an every alternate week basis, but these schedules shall
always reflect the current required monitoring activities. These
activities shall be recorded and documented. (General Preservation
Record for Materials”).These schedules must reflect sufficient
frequency of monitoring to ensure preservation requirements are met.
The minimum frequency is as specified by vendor/manufacturer.

Material controller or his designee shall collect preservation


requirements for each category of equipment based upon vendor
requirements. These may also be divided into different vendor to
account for different brands of equipment.

The Preservation Plan for equipment shall be clearly listed.

 Storage requirements, i.e. indoor, outdoor, air-conditioned,


covered, wrapped, sealed, etc.
 List of preservation activities.
 Frequency of Preservation, such as daily, weekly, bi-weekly,
monthly etc.

The Material Controller or his designee shall send all Preservation Plan
for Equipment to the QA/QC Manager for review prior to issue.

4.3 Issue Distribution, Numbering and Revisions.

The Material controller shall ensure preservation plan for equipment is


prepared, reviewed, approved and issued in time to start preservation
activities in accordance with manufacturer instruction.

The preservation plan for equipments shall be issued to a minimum, as


follows.

1. QC Manager

2. Material Controller.

3. Mechanical Construction Manager.

4 QA Manager.

The Material controller shall maintain an up to date index of all issued


preservation plan of equipment. This list shall accompany the issue of
approved preservation plan for equipment.

4.4 Preservation during Storage.

The Material Controller shall ensure that the preservation


requirements for materials and equipment stored in warehouse or lay
down area are implemented and recorded. The stored materials shall
be monitored, to ensure that these are stored and preserved in
accordance with the requirements. Monitoring during storage shall be
documented on schedule basis.

On delivery to the warehouse, all material and equipment shall be


checked for any breakdown or existence of the Vendor Preservation, if

Applicable. If preservation breakdown is observed, old preservation


shall be removed and re-protected.

The material controller shall ensure that equipment preservation


records are prepared and implemented for received equipment. This is
only applicable to equipment, which requires specific preservation.

The material controller shall maintain and keep an up to date list of


equipment, which requires preservation.

When equipment is transferred to the mechanical construction site


manager the equipment preservation record shall also be turned over
by the material controller to the QC department for storage and
handover to Owner. A copy of these records shall be sent to
Mechanical construction manager to ensure continuity.

4.5 Preservation during Construction and Installation.

The Mechanical construction manager shall ensure that the


preservation requirements for equipment, awaiting installation /
Construction or already installed / constructed, are implemented as
specified in the preservation plan for equipment.

All material being stored by the construction department shall be


preserved as per requirements. This applies to material stored on the
construction site awaiting incorporation into the permanent works and
materials that have been finalised and are mechanically complete.

The mechanical construction manager shall ensure that equipment


preservation forms are prepared for equipment that has already been
incorporated into permanent works.

The equipment shall be initially preserved upon arrival at its


permanent position if required.

The mechanical construction manager shall maintain and keep an up


to date list of equipment, which requires preservation.

The Mechanical construction Manager shall prepare and maintain a


schedule to check the condition of such items like pipes, fittings,
flanges, valves and protecting cables etc.

Note: Preservation Plan shall be prepared based on availability of


vendor documents and Project specification requirements for
preservation.

4.6 Preservation Records

At mechanical completion the contractor shall return all completed


preservation records to owner along with the project hand over
documentation.

The preservation documentation shall be prepared and handed over to


the QC department at the mechanical completion stage.

TITLE PROCEDURE FOR MATERIAL PRESERVATION.

The equipment preservation records, from the warehouse, shall be


handed over to QC upon completion of each preservation activity as
defined in the preservation plan for equipment, i.e. upon transfer of
preservation responsibility to construction. Preservation
responsibilities shall be transferred from material controller to the
Mechanical Construction Manager / Sr. Equipment Engineer when the
requirements are transferred to construction site. The general
preservation records for materials shall be handed over to QCD at the
mechanical completion stage.

The Equipment preservation record forms shall be included in the


approved documentation system by QC Department
