TECHNICAL SPECIFICATION FOR ONE UNIT BOAT

1.0 DESIGN CONCEPT

1.1 General Duties


The launch shall be design for cruising and as transportation between stations
and work support. The launch is to be used as a passenger boat thus need
excellent stability and safety features. The launch is to used up to sea condition
with wave height of 2.0m or more.

1.2 General Particulars


Hull Material : Fibreglass
Capacity : Not less than 30 persons seated passenger
Speed : At least of 35 knots
Design Category : B (as of ISO 12217 certification).

1.3 Engine Performance


High performance, durable and fuel efficient.
Boat builder shall give assurance that the spare parts are available at local
market and available anytime for at least two years. Boat builder shall state
supplier name, address and assurance from the supplier.

2.0 CONSTRUCTION

The launch is to be constructed in line with ISO 12217 guideline, at least to a


‘Design Category B’. The company shall appoint and assign a qualified Naval
Architecture or Ship Classification Society to oversee, monitor and guide the
shipbuilder during the period of construction.

2.1 Drawing & Hydrostatic dates


2.1.1 Boat builder shall submit General Arrangement Drawing during
submission of tender. Drawing must be of to scale with the view of side
view, front view and stern view.
2.1.2 Boat builder MUST submit Lines Plan Drawing.
2.1.3 All drawings shall designed by qualified naval architecture, Ship
Classification Society or in related field.
2.1.4 Naval architect must prepare hydrostatic data or/and hydrostatic curves.

2.2 Hull, Deck & Wheelhouse Construction


2.2.1 The boat shall be construction of solid glass reinforced plastic (GRP)
fibreglass material using fine craftsmanship and good quality finishing. All
walking area shall be non-skid. (anti-slip)
2.2.2 Boat shall have a continuous and fully deck.
2.2.3 All openings below the deck, such as hatch cover for Engine section,
Crew cabin, store, etc shall be water tight.
2.2.4 A detail drawing for item 2.2.3 MUST be presented during submission of
tendering.
2.3 Coating and Finishing
2.3.1 Rubber fender to be provided all around gunwale.
2.3.2 Two (02) unit of portable sausage type fender to be provided on board.
2.3.3 Four (04) set stainless-steel mooring cleats to be installed.
2.3.4 Grab bars port and starboard to be provided forward of the launch.
2.3.5 Bow towing bracket.
2.3.6 Awning canvas must be of high quality.
2.3.7 Anchor and chain / cable.
2.3.8 Navigational light, flood light and search light to be installed.
2.3.9 Bilge pump to be install at each hull. Boat builder to specify brand.
2.3.10 All man door or exit passage shall be supplied and install with high quality
lock system.
2.3.11 Life buoy with lifeline to be installed with proper mounting at back of the
ships. Location to be determined by the supervising officer. Boat builder to
specify brand.
2.3.12 To install high quality marine horn. Boat builder to specify brand.
2.3.13 Deck to be coated with anti-slip.

2.4 Coating and Finishing


2.4.1 All underwater / wetted surfaces are to be well prepared and coated with
suitable and high-quality marine paints and antifouling in compliance with
the latest marine environment regulations. Painting scheme is to be
specified by Boat builder.
2.4.2 All internal exposed surfaces to be well prepared and coated with suitable
coating of high durability.
2.4.3 All internal exposed fiberglass surfaces to be coated with jell coat NOT
with bare layer of fibreglass or covered with carpet.
2.4.4 All coatings shall be smooth with glossy finishing.

2.5 Starting and Steering System


2.5.1 The Engine Ignition system should be remote battery starting with manual
starting back-up.
2.5.2 The steering system shall be of both locally controlled and remotely
controlled linked to the steering console unit (Control panel).
2.5.3 The steering console to have built in speedometer and temperature
console.
2.5.4 The steering console must be covered with waterproof type glass.

2.6 Fuel System


2.6.1 The fuel tank system must be from aluminium or equivalent plate
embedded to the bottom of the launch hull with an access to inspect and
tank cleaning.

2.7 Wheelhouse
2.7.1 Wheelhouse to be enclosed space.
2.7.2 Must be complete with fix / permanent watertight glass window with
aluminium frame.
2.7.3 Windows must be installed in suitable height for comfortable outside
seeing for seating passenger.
2.7.4 Comfortable seats to accommodate at least for 30 persons at
wheelhouse.
2.7.5 One (01) armed seat for Skipper / Captain.
2.7.6 Lifejacket/life vest is to install at back of each seats.
2.7.7 Installed with sufficient numbers of light.
2.7.8 All wiring system must be of systematic and presentable.
2.7.9 Front screen must be of high quality with at least 2 years warranty period.
Install with two (02) numbers of high quality marine wiper. Boat builder to
specify brand of marine wiper.
2.7.10 Sufficient grab bar using stainless steel install at the wheelhouse roof.

2.8 Wooden Rack


2.8.1 Equip with presentable arrangement of wooden rack to store ships supply.

2.9 Compartment
There must be compartment for battery, anchor chain, and tools. The tools
compartment must be (Preferably wooden rack compartment) properly built with
partition and sufficient to store Navigational Equipments such as SSB Radio,
GPS, Radar and Echo Sounder. All compartment (if below deck) must be of
water tight.

2.10 Toilet
There shall be a toilet for users.

2.11 Launch Stability & Buoyancy (Test) Report


The launch is to be tested and certified by naval architecture or Ship
Classification Society or any related field. The test report must be presented to
the client and consist but not limited to the data as follows: -
2.11.1 Maximum number of passengers allowed. (In rivers, harbors or at
sea).
2.11.2 Maximum load allowed. (if other than the passenger).

The copy of the report shall be presented to the Client.

2.12 Strength Test on Design Category B (Report)


The launch is to be tested and monitor by qualified naval architect or Ship
Classification Society during the construction standard. The Naval
Architect or Ship Classification Society shall technically advice and guide
the Shipbuilder to construct the launch to meet the required standard of
Category B (Design Category). The copy of the Report shall be presented to
the Client.

Note :

During submission of tender, Excel Corporation shall provide name of


qualified naval architecture or Ship Classification Society needed in items
2.11 and 2.12.

3.0 INSURANCE
3.1 The boat must qualified to be covered with insurance for the purpose of carrying
passenger.
4.0 PROPULSION
4.1 The launch shall be powered with two (02) units engine of outboard drives.
Yamaha Four Stroke preferably.
4.2 Fuel storage shall have a capacity to last at least six (06) hours per trip.
4.3 All filters shall be installed internally.

5.0 TEST AND TRIAL


Speed and endurance trials to be carried out to the satisfaction of the Owner / Client.

6.0 WARRANTY
All workmanship, materials and equipment shall be guaranteed fee from defect or
malfunction for a period of One (01) year from the date of delivery.

7.0 EQUIPMENT ON BOARD


Listed below are all the required equipment to be installed on-board the Catamaran:
7.1 Supplied by Excel Corporation :
7.1.1 Automatic Identification System (AIS)* - At least Type –B
7.1.2 Radar, Echo sounder and GPS to be integrated (digital colour)*.
7.1.3 35 unit of Life jacket with an approved SOLAS type (Vest / mini type)* - as
to minimize use of spaces.
7.1.4 One set of First Aids Kit*.
7.1.5 SSB Radio capable of delivering MF/HF and VHF Transceiver*.
7.1.6 One no of Magnetic Compass*.
7.1.7 Navigational Plotting set*.
7.1.8 Suitable rope for mooring.
7.1.9 Three (03) Sabah Flag and three (03) Malaysia Ensign Flag.
7.1.10 One Marine Binocular 7 x 50*.
7.2 Items of Equipment on board to be supplied by boat builder.
7.2.1 Complete set of engine tools complete with toolbox.
7.2.2 2 copy of complete set of outboard engine manual and parts book.
7.2.3 Two (02) boat hook*.
7.2.4 Two (02) sets of fuel filter (spare parts)
7.2.5 Two (02) sets of Lube oil filter (spare parts)
7.2.6 Two (02) pail of Lube oil.
7.2.7 The outboard engine must be covered with high quality type of covered.
To protect from direct exposure of weather.
7.2.8 Within 6 months after the delivery of the boat, one unit prototype model of
the boats.

IMPORTMANT NOTE :

i) All supply shall be provided with proper compartments and holders.


ii) All equipment with the marked * must be attached with brochure / catalog.

8.0 PLACES OF DELIVERY


The completed launch to be delivered to Labuan.
