 Implement accident prevention plan. Promote safety goals and the culture of safety on the jobsite.

 Coordinate testing and inspection of off-site materials storage and testing.


 Inspect all materials for compliance to submittals and drawings.
 Monitor the performance of all control activities and tests on mechanical systems.
 Troubleshoot and resolve problems relating to mechanical quality control.
 Highlights deficiencies, shortfalls and indicates areas for improvements either within the construction
activities or for documenting procedures and evaluate remedial procedures.
 Identify non-conformances, lead its investigation with the relevant departments; and evaluate contractor’s
submitted corrective & preventive action plan.
 Flag all concerns regarding contractor’s deviations from the set and approved quality plan; raise necessary
NCR’S and coordinate with the area/assistant area manager on the NCR’s acceptable closing procedure.
 Participate in development of the commissioning plan, roles and responsibilities. Implement commissioning
plan.
 Participate in and conduct weekly coordination meetings with the client, construction team and contractor.
 Review, assist and facilitate daily report process and maintain the quality file system.
 Maintain and update knowledge on various mechanical engineering processes & techniques and coordinate
with other departments for the technical activities of projects.
 Coordinate all inspections, monitor the required tests and record inspections and tests made per the Contract
Plan and Contract Specifications.
 Liaise with the Client's representatives for the conduct of day-to-day quality related project activities.
 Coordinate with the HISP regarding work performance and hold authority to stop work in any area where
discrepancies remain uncorrected and/or cancel the stop work order upon satisfactory correction of noted
deficiencies.
 Provide technical support to the Head of Integrated Schemes and guidance to site staff in submission of
materials for approval, request for inspection, shop drawings, As-built drawings, O&M manual.
 Ensure that Non-Conformance Report (NCR) are raised once the activities deviated from the Contract
Specifications or normal construction industry practices.
 Coordinate with the project staff to compile and maintain pertinent records of inspection and testing until end
of the contract and all pertinent records for retention on completion of the project.


 Construction supervision of large-scale utility installations including pipelines, pump stations and
HVAC installations through the whole project life cycle including the testing and commissioning
process.
 Review and approve shop drawings, vendor design packages all other site related quality and
health and safety documentation.
 Maintain a zero-accident policy on site with the contractor through regular participation in the
client s health and safety programs and undertaking regular health and safety audits on site.
 Proactively eliminate rework activities through reviewing and understanding drawings and
specifications and coordinating with other discipline specialists in the team.
 Support the contractor to prepare and submit technical queries as and when required.
 Support the contractor to implement a quality assurance system in line with Royal Commission
quality processes and procedures including recording as-built drawings, technical submittal logs
and TQ registers.
 Represent the client in undertaking quality, health and safety inspections on site, preparing punch
list items and taking lead with the contractor to close all outstanding comments.
 Monitor all site related material quantities and as clients representative sign off on contractors
monthly invoices.
Be able to read and interpret drawings and specifications.
•• Plans and directs activities concerned with development, application, and maintenance of quality
standards for industrial processes, materials, and products:
• Develops and initiates standards and methods for inspection, testing, and evaluation, utilizing
knowledge in engineering fields such as chemical, electrical, or mechanical.
• Devises sampling procedures and designs and develops forms and instructions for recording,
evaluating, and reporting quality and reliability data.
• Establishes program to evaluate precision and accuracy of production equipment and testing,
measurement, and analytical equipment and facilities.
Plans and analyses all possible construction methodologies and recommends the best options to the
Project Manager for approval prior to execution at site.
Ensure that all the works done are in accordance with the approved construction drawings,
contract documents, project specifications, and all applicable standards whether local, national or
international standards.
Interpret construction drawings and studies the contract documents and applicable standards or
specifications prior to execution of any jobs
Manage directly and provide engineering and technical supports to all the Mechanical work
groups at site.
Plan the execution of all Mechanical related works and coordinates the works to Electrical and
civil groups.
Assign targets for accomplishments and ensure targets are met on daily basis for all Mechanical
groups at site.
Submit site daily reports, inspection requests, estimates and all applicable monitoring reports on
regular basis or as required.
Ensure that all site works are done according to all applicable quality standards
Supervision of testing and commissioning of all mechanical completion of installation.
Fully familiar with the installation of firefighting system (sprinkler, Pump, Alarm gong, Valve),
HVAC systems (AHU, FCU, Chillers, and Ducting), Installation of plumping system (cold water, hot
water, drainage, and pump)
Review materials delivered to site for conformance with approved samples, materials and
reported findings to the contractor.
Preparing list of equipment, skilled and unskilled man power requirements, and assist planning
engineer in preparing manpower histogram, project schedule etc…(wherever applicable based on the
project)
Ensure that all mechanical installations are in compliance with the approved contract documents
and specifications.
Reduce the wastage of material and increase manpower productivity
Resolutions of field conflicts. And raise technical queries where information conflict exist or is
missing, and act on responses
Ensure availability of drawings and information. (for ready reference)
Managing projects using engineering principles and techniques.
Ensure availability of materials.
Check all installations in preliminary stage
Provide input to Quantity Surveyor for interim payment applications
Providing technical support if required, during bids / tenders for new projects, drawing on the
info and knowledge gained during current project.
Implementing cost-effective equipment modifications to help improve safety and reliability.
Interact with client and consultant regarding the status of work
Negotiate with client and consultant for obtaining approvals for requested modifications
Ensure that the works are performed at the required quality standards.
Liaise with construction, planning, surveying, quality and commercial teams and provide them
with information as required.
Help to create a site culture of best practice regarding safety.
Performs any other related duties as assigned by the manager
To ensure that contractors comply with Project QA/QC requirements
• To ensure awareness of and compliance with HSE rules and regulations by subordinates and contractors.
• To control and monitor the implementation of the contractor quality plan
• To control and monitor the implementation of the contractor Inspection and test plans
• To follow up on the implementation of action plans
• Ensure proper control/traceability on free issue and purchased materials and that they conform to
required specification.
• Produce inspection reports to meet plans agreed with the Project team.
• Provide and record data to measure efficiency, effectiveness and productivity to support delivery of the
inspection improvement program.
• Participate in equipment failure investigations to determine the root cause of the failure to increase asset
integrity and availability.
• Ensure Contractors’ control and adherence to specification, codes, standards and DNO Requirements.
• Update internal Database with all information (Corrective Action Requests, Nonconformities and
Deviations/Derogations etc) and prepare statistical analysis.
• Determine with the Senior Inspector where improvements are required and where necessary recommend
corrective action.
• Participate at kick-off meetings.
• Evaluate Contractors, sub-contractors and suppliers Inspection and Test Plans, long lead items,
associated documents and identify any necessary corrective measures.
• Review the “As Built” Dossier for completeness and correctness.
• Conducts QC tests, ensures compliance with company's quality requirements and tracks implementation
of the approved corrective and preventive actions
• Perform physical inspections, plan and co-ordinate mechanical test and specialist support services, and
to interpret test and result.
• Recommend repairs as per code and assign inspection intervals to achieve legal compliance and
business integrity goals.
• Validate Contractors level of NDE controls and qualification of NDE personnel
• Initiate, discuss with the Senior Inspectors and help to promote all necessary corrective actions for any
failure identified with the project quality system.
• Attend weekly project meetings and monthly meetings with Contractors
• Attend selected critical inspections/test/FAT as necessary to ensure highest level of confidence for the
equipment and material being procured

 Plans and supervises the activities of assigned personnel in the Inspection Unit.
Performs supervisory duties and exercises financial authority at the level
established by management for the position.
 Carries out routine and non-routine tests and inspection programs on equipment.

o Establishes inspection and testing requirements.


o Liaises with operations and maintenance to schedule inspection activities
and ensures that sufficient time and access is allowed to properly inspect
operability and safety of plant.
o Carries out visual inspections and non-destructive surveys to locate
potential problems and determines cause, extent and possible remedial
action.
o Prepares reports to the "Asset Holder", with findings and recommendations
 Develops and administers contracts for inspection surveys of existing facilities.
Sets criteria for selection of inspection contractors. Evaluate bids and recommends
appropriate selection.
 Reviews budget proposals for the refurbishment of vessels, tanks, pipelines, and
other equipment or the upgrading/modification of existing plant in assigned area.
 Uses engineering specifications and standards established for work to ensure
mechanical integrity in relation to process requirements and adherence to relevant
standards such as ASME, API, ANSI, ASTM, BSI, BP, DIN, etc. with respect to
materials, plant and equipment.
 Examines specifications and related certificates accompanying plant and
equipment built for installation in assigned area, to ensure conformance with
requirements. Arranges for any additional testing to be done by consultants,
reviews test results, and issues certificates of integrity as applicable.
 Apply inspection standards and tests for plant, including frequency and type of
examination, following installation.
 Supervises and participates in the inspection and testing of plant & equipment
during shutdowns.

o Supervises and coordinates inspection activities and handle any problems


as they arise.
o Receives and evaluates reports on conditions of vessels, tanks and their
internals.
o Decides on and arranges for specialized testing, as necessary.
o Recommends repair, overhaul, derating retirement or return to operational
status, as appropriate.

 Examines all test data generated by subordinates, and specialists including non-
destructive ultrasonic thickness and flaw detection, acoustic emission, eddy
current, magnetic particle detection, radiography and dye penetrate tests, and
destructive tests such as hardness testing, tensile and bend testing. Checks tests
are properly conducted, to ensure safety of plant and personnel. Personally
witnesses tests as warranted.
 Prepares/reviews inspection reports and develops recommendations on any
engineering work required, reduction in operating parameters or capacities, and
future inspection intervals and testing procedures.
 Develops a "but list" of any item of pressure-containing plant/equipment not
covered by inspection programs. Liaises with operations to ensure that inspections
are conducted as soon as possible on but listed items.
 Cooperates and communicates with the Corrosion Engineer to investigate / resolve
issues related to corrosion.
 Assists in the build up of yearly estimates of work required, for inclusion in the
Division's budget proposals.
 Establishes and maintains detailed historical records for equipment in assigned
field/terminal. Ensures that activities such as previous inspections, repairs and
major problem areas are logged and identified.
 Optimizes the use of external consultants to meet specific inspection requirements.
 Keeps abreast of technological development in the field of inspection engineering
in the oil/ gas industry and recommends their utilization in Company.
 Identifies opportunities to improve efficiency and reduce costs.
 Contributes to the preparation of the department budget as applicable to inspection
activities with particular reference to non routine operating and capital budget.
 Participates in the training and development of assigned UAE national employees.
 Knows the Company health, safety and environmental policy, procedures,
regulations and objectives as they relate to his area of responsibility, and ensures
that they are effectively implemented in his domain. Ensures, by appropriate
monitoring and review, that work under his control is performed in a safe and
environmentally sound manner. Ensures effective accident investigation and follow
up.
