Summary

The Release Inactive UE at High Load Handover feature allows improved


accessibility in high load networks. The feature has a larger gain in handover-
intense areas. The feature contributes to reducing inter-cell interference, as
fewer UEs are connected at the cell border.

2 Feature Operation

This section describes the Release Inactive UE at High Load Handover


feature in more detail, including network configuration requirements and
operation flows.

2.1 Network Requirements


This is a licensed feature. This means that for the feature to be operational, a
valid license key must be installed and the feature must be explicitly activated
by setting a MOM attribute.

2.3 Process Steps


This section describes the main process steps for the feature flow.

When a measurement report for intra-E-UTRAN handover or inter-E-UTRAN


handover is received, and the UE is not Emergency UE or the UE does not
have any QCI1 bearers, the following steps are executed:

Feature Operation

• Compare the MP load level with the value of the attribute


releaseInactiveUesMpLoadLevel .

• Check if all bearers for the UE are inactive.

• Check the attribute releaseInactiveUesInactTime to see if


handover or release is going to be executed.

If all the above are true, the feature decides to release the UE with redirect
information. The release cause sent to MME is Released due to
inactivity. The Redirect information, sent by the eNodeB to the UE in the
RRC Connection Release, must contain the same target frequency as the
handover was intended for.

7 O&M Information

This section provides Operation and Maintenance (O&M) information for the
Release Inactive UE at High Load Handover feature.

7.1 Activate Release Inactive UE at High Load Handover

Prerequisites

• The license key is installed in the node.

• Continuous Cell Trace Recording (CCTR) is activated since at least one


week. This ensures there is troubleshooting data available if something
goes wrong.

Steps

1. Set the attribute featureState to ACTIVATED in the applicable MO


instance, depending on node type:

7.2 Deactivate Release Inactive UE at High Load


Handover

Prerequisites

Continuous Cell Trace Recording (CCTR) is activated since at least one week.
This ensures there is troubleshooting data available if something goes wrong.

Steps

1. Set the attribute featureState to DEACTIVATED in the applicable MO


instance, depending on node type:
