MODULE: THE COMPREHENSIVE DISASTER RISK REDUCTION AND MANAGEMENT

IN EDUCATION FRAMEWORK AND OTHER DRRM-CCAM RELATED POLICIES

I. Objectives (3 minutes)

At the end of this module, the participants should be able to:

 Share their ideas on what constitutes “safe school”;


 Familiarize themselves with the Global Comprehensive School Safety Framework
and DepEd’s localization of it through the Comprehensive Disaster Risk Reduction
and Management in Education Framework (DO 37, s. 2015), as well as other
DepEd DRRM-CCAM policies;
 Gain understanding on the implementation of DO 37 and other DRRM and CCAM
policies; and
 Enhance their DRRM-CCAM Plan by further categorizing them into the 3 pillars of the
Comprehensive School Safety Framework.

1 hour and 30 minutes (90 minutes)

IV. Facilitator’s Process

1. Activity (20 minutes)

Group the participants, count 1-5. Provide the instruction for the 15 minute workshop. Let
each group get their set of materials. Let the groups find their own space for the group
workshop.

Each group is asked to draw their ideas of a safe school. They can use pentel pens, crayons,
cut out colored papers and post-its, etc. to illustrate what for them constitutes a safe school.

After 15 minutes, participants will go around the output of each group. The group will present
what they have done.

2. Linking (10 minutes)

After all groups have reported, the facilitator will summarize the ideas presented and link
them to the Global Comprehensive School Safety Framework (CSSF) which has been
previously discussed as one of the foundations of DRRM in the education sector.

3. Presentation of the Topic (30 minutes)

The facilitator will then present DO 37, the Comprehensive DRRM in Education Framework,
showing that this is an adaptation of the Global CSS Framework which has been developed
by the Global Alliance on DRR and Resilience in the Education Sector (GADRRRES) and
RA 10121. The facilitator will continue with the power point presentation, showing the
department’s work under each pillar of the CSSF. Then the facilitator will proceed with the
other DepEd policies relating to DRRM and CCAM.

4. Processing (22 minutes)

The facilitator will then ask the participants to get hold of their DRRM-CCAM Plan that was
developed during the session on DRRM-CC Terminologies. Using their DRRM-CCAM Plan,
the participants will be asked to further categorize their plan into the three pillars of the
Comprehensive School Safety Framework of DO 37. The participants can add activities in
their plan. They can move around the meta-cards for proper categorizing. The template
should look like this.

The activity will last for 15 minutes. After, participants will move around each output for
7 minutes.

5. Synthesis (5 minutes)

 All school heads/principals and DRRM team members should be aware of DO 37, s.
2015 and all other DRRM and CC related policies of DepEd. The said DO contributes
in the achievement of desired education outcomes, namely, access, quality and
governance.
 It is important that all schools anchor their risk reduction and resilience builidng
initiatives on the Comprehensive DRRM in Education Framework as per DO 37, s.
2015.
 It is imperative for risk reduction and resilience building that schools move towards
implementing a comprehensive school safety plan, one that integrates the four key
thematic areas of RA 10121 and the three pillars of the CSS Framework, as reflected
in DO 37, s. 2015.
 A DRRM-CCAM Plan should be developed by schools annually, with appropriate
budget support. The Plan should reflect localization of DRRM and CC related policies
of DepEd.

 The DRRM-CCAM Plan should clearly contribute in the achievement of desired
education outcomes which are: access, quality and governance.
