INTRODUCTION

This report prepared for explain the function of COD flow process , offer

strategies for COD step , Relate document ,Technical step and Period for all activity to

COD date.
 1. ENERGIZATION

The first step after Substation and Transmission line complete the

company shall electricity energize to Substation and Transmission line for equipment,

Utility, and all technical part function tested. The company shall AC withstand test for

Substation, Transmission line (115 kV) and Collecting system(33kV) 24 Hr without inject

power to Grid.

1.1 Reserve power

The company shall application for reserve power purchase agreement

to PEA.

1.2 Por-Kor 2 license

The company shall submit Application for Energy Control generating

license (Por-Kor2) to ERC .

1.3 Expected first synchronization

The company shall Submit commisioning test procedure and expected

date to first synchronization at least 60 days to EGAT.

1.4 PEA inspection

The company shall submit invite letter for Transmission Line

Inspection

(~ 5 days) at least 30 days before 1st synchronization to PEA.

PEA will be walkdown inspection for grounding system, transmission line

installation typical, Main transformer and relay setting.

 1.5 Energization plan

The company shall submit the plan of first energization plan at least

10 days before 1st energization to EGAT.

1.6 Energization meeting

The company shall submit invite letter to EGAT and PEA for first

energization meeting at least 3 days before first energization.

1.7 ERC visit

The company shall submit invite letter for first energization meeting

before first energization to ERC. SPP shall complete 90 % of overall project before

ERC site visit.

1.8 Substation and Transmission line AC withstand

SPP shall be Substation and Transmission line AC withstand test

24 Hr continuously Without inject power to PEA Grid.

2. FIRST SYNCHRONIZATION

The second step after Substation and Transmission line complete , AC

withstand the company shall be first synchronization test with EGAT and PEA .

2.1 Technical spec. submission

The company shall submit technical spec. of Substation equipment

,Transmission line equipment, Collecting equipment, Generator ,Teleprotection

,Metering and Relay setting etc. to EGAT .

2.2 Permit and License submission

 The company shall submit relate document as below

1. Construction permit.

2. Electric power generating license.

3. Energy control generating license (Por-Kor2)

4. Others license specified by law

(>15 days)

To PEA before first synchronization 15 days.

The company shall submit relate document as below

1. Backup power purchase agreement

2. Construction permit.

3. Electric power generating license

4. Energy control generating license (Por-Kor2)

5.Others license specified by law

(>10 days)

To EGAT before first synchronization 10 days.

2.3 Synchronization date

The company shall submit confirm date of synchronization

letter at least 7 days before first synchronization to EGAT.

2.4 First sync. meeting

The company shall submit invite letter to EGAT and PEA for first

synchronization meeting at least 3 days before first synchronization.

 2.5 First synchronization

SPP shall first synchronization with power inject with EGAT and PEA.

SPP shall monitor Voltage, Current, Phase, Frequency, Equipment temperature rise,

Transmission line equipment temperature, Substation equipment temperature and relay

reliability setting and teleprotection status.

3. COMMERCIAL OPERATION DATE

The third step after Substation and Transmission line complete, AC

withstand and First synchronization complete without any issue. The company shall

provide schedule commercial operation date for EGAT and PEA.

3.1 Load reject test

The company shall load reject test as below list

1. Reject at 25%.

2. Reject at 50%.

3. Reject at 75%.

4. Reject at 100%.

By not effect to EGAT and PEA systems blackout.

3.2 COD schedule

The company shall submit COD schedule to EGAT at least 30 days

before COD date.

3.3 Back up power

 The company shall submit application for backup power purchase

agreement to EGAT 1/3 of PPA contract at least 10 days before COD date.

3.4 PQ and Load reject report

PEA shall submit PQ & Load Reject Test to EGAT before COD

meeting date.

3.5 COD meeting

The company shall submit invite letter to EGAT and PEA for COD

meeting at least 3 days before COD date.

3.5 COD

The company shall validate purchase agreement with EGAT before

sign contract with EGAT side.
