naturalization process
The Swiss naturalization procedure is three-tiered and requires naturalization in
one of the three municipalities (Basel, Riehen or Bettingen)
in the canton of Basel-Stadt and the federal approval of the State Secretariat for
Migration (SEM) .

At the community level, the citizens' communities of Basel , Riehen or Bettingen,

at the federal level,
the State Secretariat for Migration (SEM) and at the cantonal level, the Migration
Office Basel-Stadt .

Swiss citizens who wish to acquire the cantonal citizenship law of Basel-Stadt and
the communal citizenship law of Basel, Riehen or Bettingen,
turn directly to the appropriate citizen community.

Residence period and residence status

10 years actual residence in Switzerland, of which 3 in the last 5 years before
submitting the application
2 years residence in the respective municipality within the canton of Basel-Stadt
(immediately before registration)
Settlement permit (permit C)
The period of residence in Switzerland between the age of 8 and 18 is calculated
twice.

Spouses can be single citizens or common citizens, if both meet the naturalization
requirements.
Infant children are usually included in the naturalization of parents.

Children and adolescents who fulfill the naturalization requirements can be

naturalized as of the age of 12 and
with the consent of the parents or the holder of the parental responsibility.
An independent naturalization is possible with the consent of the parents or
ownership of parental care.

The inclusion in the civil right further requires that the applicants
have sufficient German language skills and can communicate in everyday life (see
language skills);
participate in economic life or in the acquisition of education;
respect the values of the federal and cantonal constitution;
are familiar with the general lifestyles and important public institutions in the
community, canton and federal government;
participate in social and cultural life;
Cultivate contacts with Swiss people;
have no records in the criminal record or ongoing proceedings;
have no unpaid debt or loss certificates;
have received no social assistance in the last three years (What does Social
assistance mean here? Is it unemployment benefits?
Or Unemployment benefit is considered as an Insurance?

linguistic proficiency
For naturalization, knowledge of the German language in spoken and written is at
the competence levels

B1 (oral)
A2 (in writing)
the European Framework of Reference for Languages (CEFR) .

No proof is needed if the applicants:

speak and write German as mother tongue;
have attended compulsory schools in German and German-speaking countries for at
least 5 years;
have completed upper secondary education (grammar school or basic vocational
education) or tertiary (Fachhochschule or university)
education in German and German-speaking countries;
have a recognized language certificate.
A proof of the cantonal language status analysis (SSA) or the provider telc ,
Goetheinstitut , �SD or fide is permissible .
The organization and implementation of the language status analysis (SSA) is the
responsibility of the citizen municipality of the city of Basel.

Duration and procedure

The naturalization process usually lasts one and a half to two years.

The Basel-Stadt Migration Office examines the prerequisites for naturalization,

carries out the required clarifications,
holds discussions with the applicants and their family members included in the
application and compiles the survey report
with the necessary information to the municipality and the federal government.
This is followed by an invitation to a discussion by the responsible citizen
community.
Following the granting of the federal naturalization permit,
the naturalization of membership in the civil law of the canton of Basel-Stadt
becomes effective by decision of the Government Council.

In order to assess the conditions for naturalization and the documents required, it
is necessary that the applicants seek personal advice from the Migration Office.

For personal advice, the Migration Office is available every Thursday from 9:00 am
to 4:00 pm . An appointment is not necessary.

Facilitated naturalization:--
Foreign spouses of Swiss citizens residing in Switzerland can become easier to
naturalize if they:

lived in Switzerland for a total of 5 years and

living in marital union for 3 years.
The inclusion in the civil law also requires that the applicants are successfully
integrated in Switzerland.

This means that they:-

have sufficient knowledge ( verbal B1, written A2 ) of a national language (German,
French, Italian and Rhaeto-Romance) and can communicate in everyday life;
participate in economic life or in the acquisition of education;
respect the values of the Federal Constitution;
are familiar with the general lifestyles and important public institutions in the
community, canton and federal government;
have no records in the criminal record or ongoing criminal proceedings;
have no unpaid debt or loss certificates.

Responsible for facilitating naturalization is the Federal Department of Justice

and Police, State Secretariat for Migration (SEM) , Quellenweg 6, 3003 Bern-Wabern.

The cantons are being heard.

To facilitate naturalization, the federal authorities charge a fee of CHF 900.
