I. ABOUT OXCEL
OXCEL was founded in the City of Oxford, United Kingdom, in 1999 with the OXCEL name being derived from the title
OXford CEntre for Leadership. The founders envisioned an international organization that would bring together
leaders in business, the public sector and voluntary service. Having established a strong and dynamic presence in
South-East Asia in the early years of the twenty-first century, OXCEL quickly expanded and incorporated both in the
United Kingdom and overseas. Growth was particularly strong in Malaysia, where OXCEL’s success led to the
involvement of many leading individuals in major organizations who qualified through the OXCEL Certification
Programme.

The heart of OXCEL’s activity has always been in educating and assessing leaders. Award ceremonies in exclusive
venues in the United Kingdom, continental Europe and Malaysia have been a regular feature of OXCEL’s work, often
with several ceremonies each year. OXCEL Certifications and Awards are presented at these splendid events and
delegates have the opportunity to experience the unique culture of a historic global city. Today, OXCEL continues to
offer a distinctive and inspiring vision to the leadership community of tomorrow.

II. OBJECTIVE - PROFESSIONAL LEADERSHIP CERTIFICATION PROGRAMME

OXCEL Professional Leadership Certification Programme is a yearly programme based on Continuing Professional
Development (CPD) OXCEL 9 Qualities of Leadership. This programme allow participants to gain insights from locally
and internationally renowned speakers who will share actual business ideas, challenges and solutions, not just
theoretical ideas that are irrelevant.

The main objective of this programme is to develop and equip participants to become professional leadership
practitioners and educators with strong leadership knowledge and thought, and to inspire people to achieve results
in the context within which they are placed.

III. OXCEL CERTIFICATIONS

OXCEL focuses on recognizing and assessing leadership competencies and capabilities based on 9 Qualities of
Leadership. Upon successful assessment and completion of this fellow certification programme in OXCEL 9 Qualities
of Global Leadership Values programme, participants will be awarded with the professional leadership certification
of Fellow of OXCEL In Leadership (F.Dip.OXCEL). All OXCEL Certifications however, are not degrees, but they are
recognized professional certifications as listed in the 39th Edition of British Qualifications: A Complete Guide to
Professional Vocational and Academic Qualifications in the United Kingdom (Kogan Page).

XI. PAYMENT DUE DATE

Programme fee MUST be paid in full not later than 1st September 2019. This is to allow (at least one month) of
preparation for the certification diplomas to be issued by OXCEL UK and couriered to Kuala Lumpur. We hope to be
able to award the certifications to all participants on the day of the Ceremony Award, 3rd October 2019.

XII. OXCEL OFFICIAL JACKET - COMPLETION DUE DATE

Upon full payments, participants are advised to contact our appointed official tailor as follow for jacket
measurements and fitting works. All jackets MUST be completed not later than 15th September 2019 for the
donning ceremony.

XIII. PROCESS OF REGISTRATION

1. Fill up the Pre-Registration Form as attached.
2. Full CV of the candidate is required for assessment and registration into the programme.
3. Email both Pre-Registration Form and the CV to oxcelasiapacific@gmail.com (Attention to The President).
4. CV of the candidates will be forwarded to OXCEL UK for endorsement.
5. Upon endorsement and approval by OXCEL UK, a Letter of Offer for the Fellow certification programme,
together with an official invoice will be issued and emailed to the respective candidate.
6. The programme fee must be made within 21 days from the date of the invoice.
7. The candidate will be officially registered into the programme upon full payment.
8. An email will be sent to confirm on the registration of the candidate.
9. Certifications will only be awarded upon full attendance of the programme and upon full payments.
10. Official receipts on the programme fee paid will be sent via email.

XVII. CANCELLATION POLICY

In case of cancellation of programme by the organizer, a full refund will be made to the candidates. No refund
should be allowed if cancellations are made by the candidates. Replacement of candidates is allowed, however any
cost incurred as the result of this replacement must be borne by the candidates.

DR. MICHEL GAGNE

Leadership Master Coach, OXCEL Asia-Pacific
Fellow of OXCEL

Michel is a Sophrologist and Certified Counselor with the International Society of Mental Training and Excellence.
He is also a Certified and Licensed Leader with the Legacy Leadership Institute of Dallas, Texas and a Certified NLP
Coach with Lambent do Brazil of Sao Paulo and the International Coaching Community (ICC). He is also a Master
Course Conductor with the Coaching Association of Canada since 1972, and has successfully contributed to more
than 35,000 coaches in his train the trainer program in Canada.

Michel Gagne is a speaker, facilitator and International Executive and Corporate Coach with more than 35 years of
experience and he has been in Asia for more than twenty years. He is a highly skilled communicator and motivator
experienced in dealing with the Corporate Sector, Government, Education, and NGO’s. Excellent motivator, Michel
has worked with several Olympic Medallists and Athletes from Canada and abroad since the 1972 Munich Olympic
Games. He was involved in the Montreal 1976 Olympic Games as Manager of the Training Venues. He started
getting involved in mental preparation for Olympic Athletes in several sports in Canada and abroad from 1972 until
now.

Amongst Asia’s world level athletes he worked with are: Squash Seven Times World champion Dato Nicol David,
A1/F1 Driver Alex Young, LPGA Golfer Lim Siew Ai from Malaysia, Commonwealth Games Badminton Gold
Medalist Rashid Sidek, Barcelona Olympic Medalist Jalani and Rasif Sidek from Malaysia, and Hii King Hung from
Sarawak, Bronze Medalist in Taekwondo, Olympic Sprint Medallist Sushantika Jayasinghe from Sri Lanka, and
many more.

In 1988, Michel was appointed as Sport Psychology and Mental Training Consultant for the Malaysia Contingent at
the 1989 SUKAN SEA, held in Kuala Lumpur, Malaysia (Malaysia finished 2nd). And later in 1990, he was appointed
as Head of the Sport Psychology and Mental Training Department of the National Sports Institute (Institut Sukan
Negara). He later contributed to the overall mental training and preparation of the Malaysian Contingent for the
successful 1998 Commonwealth Games in Kuala Lumpur (10 Gold Medals and fourth placing overall). His last
contribution as Head of the Sport Psychology and Mental Training Department of the National Sports Institute was
the supervision of the overall preparation of the Malaysian Contingent for the 21st SEA Games. Malaysia won the
first placing with a total of 111 gold medals (the BEST EVER).

Michel has directed courses and lectured in all of Canada; in the European Countries of United Kingdom, France,
Switzerland, Sweden, Kosovo, Albania and Russia; in the Caribbean Islands of Puerto Rico, St-Kits and Dominica;
in the African Countries of Kenya, Senegal, Guinea and Mauritania; in Cairo (Egypt) for the Gulf Region; in the
Asian Countries of India, Iran, Nepal, Sri Lanka, Thailand, Philippines, Indonesia, Malaysia, Brunei, Cambodia,
Singapore, Vietnam, Taiwan and China.

In the last few years, as a Leadership Master Coach of OXCEL, he has trained more than 3,500 executive’s coaches
and managers as coaches in Bahrain, India, China, Malaysia, Singapore, Iran, Thailand, Cambodia, Indonesia and
the Philippines. Participants come from various industries such as banking, manufacturing, biochemical, real estates,
construction, insurance, telecommunication, information technology, microelectronics, Low Tech., High Tech.,
governments and many more.
