Revival of Republic Act No. 6716
Water is essential for ensuring the proper function of humans in daily life. Our
bodies continually use water to keep us alive, and without it, we will surely die. It is also
difficult to perform ordinary household chores like doing laundry or cleaning the house
without using water. In addition, our personal hygiene may suffer without water to wash
our bodies. Water scarcity is gradually becoming a major issue in the Philippines. Many
families, especially those who are living in the provinces, are suffering from lack of
access to clean water. According to Water.org, about 9 million people lack access to
safe water, and about 19 million people lack access to improved sanitation. Most of the
water sources in the environment are slowly deteriorating because of pollution, and
people are forced to spend significant time and energy collecting water from safe water
sources. To alleviate this problem, Republic Act No. 6716 (RA 6716) was created to
provide for the establishment of water wells and rainwater collectors, development of
springs and rehabilitation of existing water wells in all barangays in the country to
The revival of RA 6716 will be instrumental in making sure that local communities
will have adequate water to support the population living there and fulfill the basic needs
of the people in their daily lives. The construction of water wells will help minimize the
need for going to usually distant water sources to collect water, hence, saving time and
energy. In provinces, particularly in the secluded communities, this may mean not going
to springs, which are usually located far from the communities, and instead, collecting
water in from an installed water well in the community itself. Establishment of several
rainwater collectors can also provide additional sources of clean water especially during
the rainy season (June to October) and the typhoon season (September to October),
because during those periods, plenty of water will come from the rainfall and can be
stored and potentially utilized for different purposes. Furthermore, the development of
springs will help in creating more reliable sources of water as the water from springs is
usually clear. The act also provides for the maintenance of these structures to ensure
that these water sources will continue to provide clean water for the people.
