DECISION
ISSUING THE LIST OF IMPORTANT FIELDS TO BE PRIORITIZED FOR ENSURING THE SECURITY OF
NETWORK INFORMATION AND NATIONAL IMPORTANT INFORMATION SYSTEM
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Law on Network Information Safety dated November 19, 2015;
Pursuant to the Government's Decree No. 85/2016 / ND-CP dated July 1, 2016, on ensuring safety of information
systems at the level;
At the proposal of the Minister of Information and Communications

DECISION:
Article 1. Promulgating the list of important domains to be prioritized for ensuring information network safety and the
agency in charge of each domain, specifically as follows:
1. Traffic field. Responsible agency: Ministry of Transport.
2. Energy field. Responsible agency: Ministry of Industry and Trade.
3. Field of natural resources and environment: Ministry of Natural Resources and Environment.
4. Information field. Responsible agency: Ministry of Information and Communications.
5. Medical field. Responsible agency: Ministry of Health.
6. Financial sector. Responsible agency: Ministry of Finance.
7. Banking sector. Responsible agency: State Bank.
8. Defense field. Responsible agency: Ministry of Defense.
9. Security, social order and security. Responsible agency: Ministry of Public Security.
10. Urban areas. Responsible agency: Hanoi People's Committee, Ho Chi Minh City.
11. Areas of direction and administration of the Government. Responsible agency: Government Office.

Article 2. Promulgating the List of national important information systems in the fields of information and direction
and administration of the Government in the attached Appendix.
Article 3. implementation

1. The agency in charge of each field:

a) Leading and coordinating with Ministries of Information and Communication, Public Security and National Defense
to develop specific criteria to identify the national important information system in the field of management, on that
basis to build a list of national important information systems, to be sent to the Ministry of Information and
Communications for evaluation according to regulations;
b) Presiding over or coordinating with the information system manager on an annual basis to review, evaluate and
identify important national information systems under the scope of management;
c) Proposed amendments and supplements to the list of national important information systems before November 30
every year.
2. Ministry of Information and Communications:
a) Periodically review and propose amendments, supplements and updates to the list of important domains that need
to be prioritized to ensure network information security and submit them to the Prime Minister for approval;
b) Assume the prime responsibility for, and coordinate with the Government Office in conducting surveys, directly
working, guiding and urging the leading agencies defined in Article 1 of this Decision in determining important
national information systems. family;
c) Leading and coordinating with the Ministry of Defense, the Ministry of Public Security and relevant agencies to
evaluate criteria for determining the national important information system and the list of national key information
systems maintenance of the provisions in Article 1 of this Decision; appraise and submit to the Prime Minister for
approval, amend, supplement and update the List of national important information systems;
d) Coordinate with the Party Central Office, the Office of the State President, and the National Assembly Office in
reviewing and identifying national important information systems in service of the direction and administration work of
the Party agencies. , State according to the authority and functions and tasks assigned.
3. The Ministry of Defense and the Ministry of Public Security shall assume the prime responsibility and coordinate
with the Ministry of Information and Communications in appraising and submitting to the Prime Minister for approval
the List of important national information systems under the Ministry of Defense's management. , Police.
4. The Ministry of Finance shall assume the prime responsibility and allocate regular expenditure for activities of
surveying the situation; build and update specific set of guidelines and guidelines; review and evaluate information
security; Appraisal determines the national important information system.
Article 4. This Decision takes effect from the date of signing.
Article 5. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and Hanoi and Ho
Chi Minh City People's Committee presidents shall implement this Decision./.
