Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

Context:
The successful candidate will be working in the International Partnerships Division (IPD) within
the Department of International Cooperation and Partnerships(ICP).

The Department holds primary responsibility for supporting and coordinating the Organization’s
relations with governments, intergovernmental organizations, civil society, the media, the private
sector and donors. ICP leads and coordinates dialogue-related initiatives, including the
International Dialogue on Migration, institutional support for global intra-regional and regional
consultative processes on migration (RCPs) and preparations for the annual governing body
meetings, as well as the communications and public information functions. ICP acts as a first
port of call and a “window” into IOM for external partners, answering inquiries, arranging
briefings and generally explaining the Organization.

This position will help address the need for IOM to re-assess and sustainably manage its
partnership with civil society, given the evolving definition of what constitutes civil society, and
the proliferation of migration governance initiatives and partnerships.

Under the direct guidance and supervision of the Head of IPD, and in collaboration with the
other Migration Policy Officer of IPD, the successful candidate will support the work of the
Division, primarily on civil society engagement, as well as on Regional Consultative Processes
including secretariat functions supporting the Colombo Regional Consultative Process; on mixed

migration matters, including protection at sea; and on institutional follow up to its pilot migration
foresight initiative.

Core Functions / Responsibilities:


Civil Society:

1. Support the Division as institutional civil society focal point on engagement and manage the
process of assessing IOM’s experience in partnering with civil society to date. Including, taking
stock through Regional Offices of field level interaction with civil society and experience to date.
In addition, taking stock of the experience derived from the IOM facilitated Civil Society
Consultations within the framework of the Global Compact for Migration (GCM) process; and
lessons learned from IOM’s semi-annual consultations with civil society.

2. Backstop the civil society organization (CSO) assessment initiative and related consultancies,
support identification of suitable objectives, expertise and follow up; manage output production
schedule.

3. Ensure liaison and regular briefings between IOM Headquarters (HQ) and civil society
representatives; assist in arranging regular IOM-CSO migration governance consultations;
support any other events where IOM and CSOs pursue dialogue and cooperation in Geneva
and in the field.

4. Ensure IOM CSO website is updated and maintained; assist in pursuing identification of a
suitable electronic support database for managing, tracking, and storing regular information and
contacts on relevant experience with CSOs.

5. Contribute to the drafting of IPD policy documents and guidance on civil society dialogue and
partnerships, leading to an IOM Strategy on civil society engagement; liaise with other IOM
departments and offices on civil society matters including, but not limited to - the GCM related
initiatives and humanitarian consultations.

Regional and intraregional consultative processes and dialogues:

6. Support IPD as the Geneva-based CP Secretariat by providing technical and


institutional/process related support to the Geneva-based CP Chair; support the arrangement
and reporting for Geneva-based CP Expert Group meetings.

7. Liaise with relevant Divisions in HQ, including the Labour Mobility and Human Development
Division (LHD) and the Migrant Health Division (MHD)t; as well as the Regional Office for Asia
and the Pacific (ROAP), the CP Technical Support Unit (CPTSU in Colombo, Sri Lanka), and
the IOM Country Office of the rotating CP Chair to coordinate and ensure relevant advice is
available to the CP chair and member states.

Complex Migratory Flows:

8. Contribute to harmonizing IOM’s engagement in activities addressing complex migratory


flows through mapping existing mixed migration initiatives and task forces; support the
consolidation of institutional approaches to mixed migration and to Search and Rescue (SAR) /
protection at sea activities.

9. Support regular liaison primarily with UNHCR Asylum and Migration unit on matters related to
complex / mixed migration flows in close coordination with relevant substantive departments and
the Multilateral Processes Division.

General:

10. Contribute to the Division research, communication, coordination and guidance assignments
by initiating and coordinating official communications, talking points, statements, etc.; arrange
and report on internal and external meetings as requested/required.

11. Represent the Division at internal meetings and ensures relevant substantive reporting
thereof. Prepare statements, background documents and reports for relevant meetings and
events.

12. Contribute to the selection and provide supervisory support to the interns in IPD.

13. Assist the IPD team with the development and preparation of its progress reports and
updates, and in the participation to internal as well as external international events on migration.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:


Education

• Master’s degree in International Relations, Social Sciences, Law or a related field from an
accredited academic institution with two years of relevant professional experience; or,
• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in migration-related issues; Preferably with training in research methods;


• Experience in working in developing or humanitarian emergency settings an advantage;
• Experience in research or policy; experience in governmental administration an advantage;
• Experience in liaising with civil society organizations, government and regional consultative
processes representatives;
• Experience in drafting policy documents and concept papers and /or developing institutional
strategy required;
• Experience in the areas of inter-state cooperation on migration, migration governance and
migration policy highly desirable; and,
• Experience in dealing with high level counterparts from government and UN agencies and
diplomatic mission.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French
and/or Spanish is an advantage.
