SUBJECT : REPORT ON THE VISIT TO THE INTEGRATED COCO
PROCESSING SSF OF DTI IN DULIAN, ZAMBOANGA CITY ON
MARCH 15, 2019 AND RESULTING RECOMMENDATIONS
This is with reference to the plan of the Convergence Initiatives of the City of Zamboanga to
avail for a Shared Service Facility (SSF) assistance from the Department of Trade and Industry
– Zamboanga City (DTI‐Zamboanga City) to help farmers process their coconuts into higher
value products thereby improving the income revenue streams from coconut farming.
It can be recalled that during Convergence Initiative consultative meeting held at PCA‐ZRC last
February 15, 2019, it was pointed out that there is an existing idle Integrated Coco Processing
Shared Service Facility in Upper Bunguiao, Dulian, Zamboanga City. To assess the real
conditions of these machines, the undersigned, together with Mr. Roy Climaco of the Consejos
de los Viejos del Ciudad de Zamboanga and Mr. Emmanuel Santos of DTI‐Zamboanga City
made a site visit to the said SSF Plant on March 15, 2019.
The group found out that the said SSF has been left idle for several years as the Dulian Upland
Farmers Multi‐Purpose Cooperative reportedly encountered a technical production problem
of low‐quality coir product. It is said that the operators needed to re‐mill the coir due to high
percentages of undecorticated strands.
Based on the group’s assessment, the undersigned opined that the problem can be easily
remedied by replacing the current 4‐cylinder Kohler diesel engine (2500cc with direct
injection) engine to a 6‐Cylinder engine. While the 3‐phase baling machine is incapable of
pressing coir into the desired density for export, it is good enough to bundle coir fibers for
household distribution. Repainting and minor refurbishment of equipment is likewise needed.
The use of the said SSF will indeed help the Convergence Initiatives of Zamboanga City in
realizing some of its objectives like generating more jobs, of providing additional income
streams (livelihood), and enhancing peace and order to the residents of Zamboanga City’s
west coast. Specifically, the operation of this Integrated Coco Processing may help fulfil some
of the important areas that were found out to be inadequate as reflected in the Convergence
Area Profile (CAP) Analysis undertaken during a Convergence workshop held last August 28
to 31, 2018 at Grand Astoria Hotel, Zamboanga City:
1. Environment protection & ecosystems management
Promotion of organic farming and GAP/Indigenous Cultural Farming thus reducing
the dependence of chemical fertilizers the use of which results to the degradation
of soil and water quality.

Coir dusts generated can be used as main component in organic fertilizer
production and subsequent sale and use in the west coast farm lands.
Environmental rehabilitation of Zambales Base metals (ZamBaMe) abandoned mine
pits and tailing ponds.
Rehabilitation of the abandoned mining area can be assisted with the use of
geonets and coir peat‐based organic fertilizer/soil enhancer.
2. Investment requirements based on value‐chain and market study
Old coconut stands in the west coast need to be replanted with better coconut
varieties and hybrids.
The coir dust‐based organic fertilizers will be of great help during replanting
in terms of nutrient supplementation and water retention/drought mitigation.
Income dependency from copra will be minimized through whole nut processing
This coir processing and charcoal briquetting equipment is a start towards an
optimum utilization of coconut biomass.
Another equally important consideration that the use of this SSF facilities provide will be in
the form of livelihood generation assistance to former drug trade dependents in Barangay
Recodo. The manufacture and sale of various coir products (coir, coir dust, organic fertilizer,
coir handicrafts) will provide legal income for these marginalized residents of Barangay
Recodo.
If the undersigned may suggest for your consideration, the following scheme maybe
employed:
1. PCA will serve as co‐operator of the said Integrated Coco Processing Facility SSF.
PCA‐ZRC will :
utilize its coconut husks wastes and process them into coir and coir dusts.
undertakes related coconut researches on product & machine development,
and
provides training to cooperative partner members in handicrafts and coir
processing.
2. The Integrated Coco Processing‐SSF will be located at PCA‐ZRC.
3. Products
a.Coir/Coir hanks/geonets
i. The coir produced will be distributed to different households for twinning
coir into hanks

ii. Hanks will be collected and weaved into geonets.
iii. Payments for labor (per product) and marketing through COOPs/SCFOs
There are 8 Small Coconut Farmers Organization (SCFO) and 2 COOPs‐
MAPSACARA (Patalon) and PAMPAMCO/PARFA (Patalon) that may avail of
this SSF. Likewise, residents of Brgy. Recodo may likewise organize
themselves into a cooperative for coir/coir dusts products processing and
marketing.
b. Coir dusts/Organic fertilizer
Advantages of hosting the said SSF are as follows:
a. PCA‐ZRC will become a major player of the Convergence Initiatives of the government.
b. PCA‐ZRC can help maintain and improve the various SSF equipment as it has the
necessary skills and equipment needed for the job.
c. PCA‐ZRC has the necessary trainers to teach interested parties on coir twining, geonet
weaving, coir dust composting, and related technologies/skills.
d. PCA‐ZRC may benefit from organic fertilizers that maybe produced based on coir
dusts for its anti‐drought mitigating measures and organic fertilizer requirements.
Such benefits may likewise extend to PCA’s Replanting Program in the Zamboanga
peninsula.
