MEMORANDUM

DATE: March 28, 2019

SUBJECT: Georgia Anti-Abortion Heartbeat Bill, HB 481 Living Infants Fairness and Equality Act

Dear Citizens of Georgia,

The matter of abortion before us is one of the most controversial bills in Georgia’s history. Passing
by only two votes in the House, no vote this session has been as close as House Bill 481. This bill
pulls at the deepest heartstrings of who we are as citizens and human beings as we fight for a better
Georgia for all.

As your legislator, you entrust in me to represent your voice on every issue. The time has come for
the people of this state to declare our views on life, liberty and the pursuit of happiness, even for
those who are speechless in their defense and clinging to life in their mother’s womb.

According to the Center for Disease Control, over 600,000 abortions occur each year across the
United States of America. It is estimated that Georgia performs over 30,000 yearly, making it one of
the highest producing abortion states in the country.

House Bill 481 protects the heartbeat of Georgia’s unborn children. This bill protects life from
abortion in Georgia the moment the heartbeat of a fetus is detected.

House Bill 481 will protect more than 99% of these deaths. Currently, abortions after rape or incest
account for less than 1% of abortions in Georgia. In such cases, this bill will allow the mother to
make such a decision on her own accord and with God.

We have an incredible opportunity to protect hundreds of thousands of living, breathing humans

over the next decade that would otherwise be killed under existing Georgia abortion laws. Should
this bill not pass, over 50,000 lives will be extinguished over the next two years from abortions that
would have otherwise been made illegal with House Bill 481.

My fellow legislators and I must make a decision to move Georgia forward and protect lives NOW
or reject this bill in the hope of a ‘better’ bill in the future. I strongly urge you to think about the
decision that will bring the greatest good to the greatest number of unborn Georgians today.

House Bill 481 will impose some of the most strict abortion laws in the country. This bill and the
progress I have outlined above reaffirms my commitment to advancing the protection of all unborn
lives across the United States of America.

I look forward to passing this bill and demand all previous ‘Yea’ votes hold strong to their values
and instincts. Keep in mind the death toll that will otherwise occur if we reject this bill. These
50,000 lives, created in the image of God, rest in our hands. This bill provides a rare opportunity for
us to protect the living, unborn citizens and future leaders of Georgia.

Sincerely,

Representative Colton Moore
