Milano è una città sensibile, feconda, che se dà
retta alla sua storia più vera gli riesce ancora
bene agire, operare. Fare con senso.
I progetti di riqualificazione urbana dicono bene
che è di nuovo maturo il tempo scandito da
un pensiero vivo sulla metropoli. Il Programma
Urban II finalizzato alla rigenerazione economica
e sociale dei quartieri di Bovisa, Bovisasca, Cer-
tosa, Garegnano, Musocco, Quarto Oggiaro,
Roserio, Vialba e Villapizzone, rappresenta una
risposta convincente e dinamica a logore inter-
pretazioni, stucchevoli diktat, sterili polemiche,
tutte a insistere sullo stesso concetto di una
Milano preda di un irreversibile declino. Di uno
stato di crisi permanente. Di una fragilità concla-
mata. Invece è sufficiente alzare lo sguardo per
rendersi conto che la città è viva e che vi sono
indicatori di assoluta positività. Che insomma, è
al lavoro. Ed è ottima cosa che il suo rilancio sia
stato avviato anche grazie ad una politica della
Commissione Europea, che ha saputo guardare
con attenzione le grandi aree metropolitane eu-
ropee come fattori chiave dello sviluppo, soste-
nendone le capacità di investimento mediante
apporti finanziari.
Questa raccolta di interventi, attraverso lo svol-
gersi e il riannodarsi delle pagine, intende rac-
contare la pluralità delle riqualificazioni avviate
all’interno di un quadro unitario. Con resoconti
tecnici, suggestioni, testimonianze. E con il con-
tributo iconografico che ben rappresenta il pa-
trimonio locale dell’estrema periferia Nord-Ovest
di Milano. In ogni caso mai dimentico di quella
tradizione generosa che fa di tutta Milano un luo-
go autentico e irripetibile.

Milan is a sensitive, productive city that, if its
real history is to be believed, still manages to
react and operate. Operate sensibly. The urban
renewal projects show that the right time has
once again arrived, urged on by active thoughts
regarding the metropolitan area. The Urban II
programme, aimed at the economic and social
revival of the districts of Bovisa, Bovisasca, Cer-
tosa, Garegnano, Musocco, Quarto Oggiaro,
Roserio, Vialba and Villapizzone, is a convincing
and dynamic response to the out-of-date inter-
pretations, sickening decrees and groundless
controversies, all insisting on the same concept
of a Milan that has fallen prey to an irreversible
decline, is in a permanent state of crisis or its
obvious fragility. On the contrary, it is enough
to glance upwards in order to realise that the
city is very much alive, and that there are some
extremely positive signs that the city is back at
work. It is thus a good thing that the re-launch
of the city has begun, also thanks to the policy
adopted by the European Commission, which
has been able to view the large European me-
tropolitan areas as key development factors and
is sustaining investment capacity by means of
financial contributions.
This set of interventions, through the tortuous
path of the pages, attempts to tell the story of a
multitude of revival activities, all contained within
an overriding single framework. With technical
accountabilities, suggestions and testimonies.
And all with an iconographic contribution that
perfectly represents the local assets of the ex-
treme north-eastern outskirts of Milan. Never-
theless, I never lose sight of that tradition of ge-
nerosity that makes all of Milan an authentic and
unique place.

Il Settore Pianificazione Urbanistica Generale, in accor-
do con l’Amministrazione, ha recentemente preso in ca-
rico il Programma Urban II, con l’intenzione di seguirlo e
svilupparlo. Al riguardo, va precisato, che il programma
INTERVENTI - SPEECHES
aveva già preso avvio e che vi abbiamo partecipato a
partire dalla fase progettuale.
Il primo passo della collaborazione è stato di tipo meto-
dologico e strutturale, nel senso che abbiamo ritenuto
opportuno mettere fin da subito a sistema una serie di
azioni che l’Amministrazione Comunale stava attuando,
in modo da rendere sinergici i contenuti del Programma
Urban con le nuove strategie urbane.
Tale intervento, si è reso necessario anche per adeguarsi
alle recenti evoluzioni del quadro normativo della Re-
gione Lombardia. L’area interessata dal Programma
Urban, si colloca in un punto strategicamente impor-
tante della città di Milano, sia a livello metropolitano che
sovranazionale.
Per dar conto della rilevanza dell’area, basti ricordare
che il progetto dell’EXPO del 2015 interesserà proprio
questa zona, che per altro è stata scelta dal governo
regionale per la localizzazione di un polo pubblico d’ec-
cellenza per la sanità. Tale polo, troverà posto vicino alla
struttura ospedaliera del Sacco, sita nell’area Urban e
già interessata da un importante snodo del sistema del-
la mobilità.
Questo tipo di considerazioni, insieme alle sollecitazioni
derivanti dal Programma del Sindaco, portano a ricon-
siderare le scelte riguardo i cosiddetti ‘Assi’ del progetto
Urban, per renderli più coerenti con il mutato contesto
programmatorio e dunque più efficaci nell’ottica del per-
seguimento da parte dell’Amministrazione, dell’obietti-
vo di fare di Milano ‘una città bella da vivere’.
Per perseguire praticamente quest’obiettivo di carattere
generale, abbiamo cercato di analizzare i meccanismi
e i percorsi che, all’interno della complessa macchina
urbanistica ad amministrativa, potessero essere sfrut-
tati per articolare una serie di azioni congiunte, tese al
miglioramento della qualità di vita di Milano. L’esito di
questa operazione di definizione di sottobiettivi e linee
d’azione, ha rappresentato un meccanismo comples-
so, assolutamente trasversale, che ha integrato attività
di vario genere, afferenti a diversi settori, senza trala-
sciare singole iniziative significative.

The General Urban Planning Section, with the agree-
ment of the Administration, has recently taken the
Urban II programme on board, with the intention of gui-
ding and developing it. In this regard, it must be pointed
out that the programme was already underway and that
we participated right from the planning stage.
The first step in the collaboration involved methodolo-
gy and structure, in the sense that we felt it would be
appropriate to immediately include a series of actions
in the system, which the Municipal Administration was
busy implementing, so as to create a synergy between
the content of the Urban Programme and the new Urban
strategies. This intervention also became necessary in
order to get up to speed with regard to recent changes
in the Lombardy Region’s regulatory framework.
The area affected by the Urban Programme is situated
in a strategically important part of the city of Milan, both
at the metropolitan level and at the greater national le-
vel. In order to explain the significance of the area, it is
sufficient to note that the 2015 EXPO will be held pre-
cisely in this area, which was also, by the by, chosen
by the regional government as the location for a public
health hub. This hub will be centred in the vicinity of the
Sacco hospital, which is situated within the Urban area
and is already an important traffic system hub.
These factors, together with the requirements of the
Mayor’s Plan, have led us to reconsider the so-called
“Focus Areas” of the Urban project, to make them more
consistent with the redefined planning context and, the-
refore, more effective from the point of view of the Ad-
ministration’s objectives, namely, to turn Milan into “the
city that is good to live in”. In order to physically pursue
this general objective, we have attempted to analyse
the mechanisms and methods that could be exploited,
within the complex urban planning and administrative
machine, in order to improve the quality of life in Milan.
The outcome of this operation to define sub-objectives
and guidelines was a complex and totally across the
board mechanism, which included various activities,
being handled by various departments, without over-
looking any significant individual initiatives.
We immediately became aware of how this integrated
strategic approach could be perfectly combined with
fundamental basis of the Urban Programme, which is
born exactly from a synergistic model of organisation

strategico integrato, si potesse sposare alla
perfezione, con la logica portante della pro-
grammazione di Urban, che nasce appunto
da un modello sinergico di organizzazione
fra diverse politiche. Semplificando, si po-
trebbe dire che si tratta di applicare strate-
gie diverse e coordinate, calate sul territorio
e finalizzate alla modificazione dello stesso,
nel rispetto degli obiettivi di bilancio.
L’approccio strategico integrato è dun-
que auspicabile, e nella nostra regione an-
che sancito per legge: con la LR 12/2005
(legge di istituzione del Piano del Governo
del Territorio). Il vecchio Piano Regolatore
Generale (PRG), cede così il passo a uno
strumento urbanistico decisamente più in-
novativo e flessibile, che affronta tutte le
problematiche del governo del territorio, in
una dimensione assolutamente integrata
(non più per settori di competenza) e a sca-
la ampia.
Il nuovo strumento si compone di tre atti, tre
livelli di programmazione:
Il Documento di Piano (DdP): un docu-
mento scritto e disegnato (cartografia) di
matrice politica, che descrive le strategie del
piano ed individua delle aree di trasforma-
zione territoriale, cioè aree con una spicca-
ta vocazione al cambiamento che risultano
particolarmente indicate per l’attuazione del-
le politiche dell’Amministrazione, tra queste,
anche quelle previste per l’area Urban II.
Il Piano dei Servizi (PdS): lo strumento che
determina il fabbisogno di servizi, a partire
da una ricognizione puntuale e realistica del-
l’attuale dotazione degli stessi, intesi però
in un’accezione più ampia rispetto alla de-
finizione di ‘standard’ da decreto 1444/68
(decreto che riguarda la definizione quanti-
tativa degli standard urbanistici).
Quest’ultimo punto è forse l’aspetto più
innovativo del PdS, che prevede appunto
la redazione di un Catalogo dei servizi:
l’elencazione di ciò che è servizio, definito
direttamente dall’Amministrazione comuna-
le, che ha facoltà di inserire in questo elenco
qualsiasi attività comprovata di servizio alla
cittadinanza, valutandone non solo le carat-
teristiche quantitative ma anche qualitative.
In quest’ottica possono costituire servizio,
ad esempio, il commercio di vicinato o altre
attività, sia pubbliche che private, presenti
su territorio.
Anche sul versante progettuale, nel Piano
dei Servizi si trovano diverse innovazioni.
Per riprendere l’esempio precedente, le po-
litiche di risposta possono prevedere faci-
litazioni per l’insediamento degli esercizi di
vicinato in aree poco servite.
Inoltre, il catalogo dei servizi può definire
funzioni di completamento ad altri grandi
servizi. Nell’area Urban, ad esempio, sono
presenti delle sedi universitarie dove faremo
in modo di realizzare alloggi per i ricercatori
e per gli studenti. Questo è un caso para-
digmatico della messa in pratica di politiche
di servizio, che la città di Milano dovrà svi-
luppare in stretta collaborazione con i Co-
muni contigui.
Tali politiche, devono essere coerenti con
lo sviluppo delle politiche Urban già in atto,
come dimostrano i casi della ristrutturazio-
ne di Villa Scheibler, la realizzazione di con-
nessioni ciclo-pedonali tra questa e il nuovo
parco sito nell’area della ex Purfina, così
come tutti gli interventi che verranno realiz-
zati nella vicina area di Bovisa. In proposito,
tengo a ricordare la recente apertura della
nuova sede della Triennale, che rappresenta
un segnale forte e che ha dato un colpo d’ala
a quella parte del sistema territoriale, che an-
cora stentava a rinnovarsi e trasformarsi.
Il Piano delle Regole (PdR): ultimo stru-
mento di questo trittico, determina e di-
stribuisce i diritti in modo equo su tutto il
territorio cittadino, indipendentemente dalle
previsioni degli altri due strumenti, che inve-
ce trovano attuazione e ridisegnano la città
tramite l’attivazione di meccanismi di pe-
requazione e compensazione urbanistica,
come da legge regionale.
Riferendoci alla porzione di città interessa-
ta dal Progamma Urban, emerge che mol-
te delle maggiori aree di trasformazione, si
concentrano in questa zona. Nei prossimi
anni, esse saranno investite da una trasfor-
mazione radicale che coinvolgerà una lun-
ga serie di progetti: l’area dedicata all’Expo
2015, la stazione dell’alta velocità, la nuova
fiera Rho-Pero, con il proprio collegamento
metropolitano, l’area del nuovo polo sani-
tario e quella di Bovisa. In definitiva, tutto
l’asse che da Garibaldi arriva alla Bovisa è
destinato a rinnovarsi ed a diventare una
sorta di asse di rinnovamento metropolita-
no, che dal cuore della città si apre verso
nord-ovest. L’Assessore allo Sviluppo del
Territorio, ha recentemente riaffermato che
quest’asse costituisce una grande occasio-
ne per la trasformazione di una vasta area
della città di Milano.
Il Programma Urban, va ricordato, compren-
de anche molte aree ferroviarie soggette
a riconversione funzionale. Esso terminerà
nel 2008, ma proseguiranno i processi di
riqualificazione del tessuto urbano, che con
esso hanno preso avvio.
Nella nostra visione, questa diventerà una
delle aree più ricercate della città, alimen-
tando quella rigenerazione urbana indispen-
sabile al miglioramento e alla diffusione della
qualità di vita della nostra città.
Prova ne sia il citato caso Bovisa, che oggi
è presa d’assalto dai creativi proprio perché
al centro dell’attenzione, sia in relazione alla
realizzazione della Città della moda, sia a
quella dell’asse urbano che parte da Porta
Nuova ed incontra l’Expo e il polo fieristico,
intercettando in pieno l’area del Programma
Urban.
La chiusura di tale programma, dunque, por-
ta con sé l’esigenza di avviare altre politiche
e programmi, che mettano in movimento
il sistema urbano e coordinino tutte le inizia-
tive che oggi sono in corso. In quest’ottica,
ritengo che Urban sia in realtà un moltiplica-
tore d’energie e chiuderlo in maniera ade-
guata, è il compito che ci siamo prefissi, per
non interrompere il processo virtuoso che
esso stesso ha contribuito ad alimentare.
Se oggi Villa Scheibler è il centro di un nuo-
vo sistema urbano, mentre in passato rap-
presentava la periferia non qualificata della
città, se sono in atto ipotesi per vincolare
questa zona al fine di valorizzarne il patri-
monio architettonico esistente (sono parec-
chie le opere di architetti famosi di Milano:
Terragni, Lingeri e altri), allora, occorre fare
in modo, che vi sia non solo buona manu-
tenzione urbanistica, ma anche che si operi
affinché tutti i quartieri entrino a far parte di
questo processo positivo di sviluppo.
Parliamo ora della questione Brownfield e
del tema della rigenerazione urbana.
Milano, che ha ormai quasi sette milioni di
metri quadrati d’aree industriali rigenerate,
ha già dato una serie di risposte positive a
questo tipo di problemi.
Proprio nell’area Urban è stata realizzata
una delle più grandi operazioni di recupero
di un’area inquinata, quella dell’area ex Pur-
fina della Fina-Lube.
Dove c’era una raffineria, oggi c’è un parco
(già in buona parte costruito) e un quartie-
re residenziale con un suolo bonificato ed
a norma: grazie ad un intervento ad hoc la
terra è stata rimossa, completamente pulita
e riportata in loco senza lesinare sui costi.
Per quanto riguarda il tema dello sviluppo
urbano, oggi stiamo lavorando, non più alla
deindustrializzazione, ma alla densificazione
urbana, cioè alla possibilità di concentrare
funzioni urbane di grande rilievo, in luoghi
altamente accessibili per liberare spazi da
dedicare alla rigenerazione ambientale.
I ‘Raggi Verdi’, rappresentano una delle stra-
tegie che portano verso quest’obiettivo e
che vorremmo integrare con Urban, perché
questo significherebbe, da un lato dotare
la città di una nuova armatura ecologica, e
dall’altro, indurre un processo di densifica-
zione non nei pressi, ma sopra, i nodi infra-
strutturali.
L’avanzata esperienza olandese, dimostra
la validità dell’idea e a Milano sono molte le
occasioni dove si potrebbe intervenire, so-
prattutto andando a collocare i pesi insedia-
tivi, dove l’infrastruttura non è da realizzare,
ma già esistente (svincoli di autostrade, tan-
genziali, parchi ferroviari).

could be said that we are dealing with the
application of different yet co-ordinated
strategies, brought down upon the territory
and aimed at changing it in accordance with
budget objectives. This integrated strategic
approach is, therefore, is something that is
hoped for and, in our region, also sanctioned
by law, namely Regional Law No. 12/2005
(the law that introduces the Regional Gover-
nment’s Plan). The old General Urban Plan-
ning Scheme (PRG), thus gives way to an
urban planning tool that is decidedly more
innovative and flexible, which addresses all
of the Regional Government’s problems in a
fully integrated (no longer on a departmental
basis) and large-scale manner.
The new tool consists of three acts and
three planning levels: The Planning Docu-
ment (DdP), a policy-type document that
is both written and drawn (mapped), which
describes the planned strategies and iden-
tifies the territory’s transformation areas, in
other words, areas perfectly suited to being
transformed and that appear to be particu-
larly suitable for the implementation of the
Administration’s policies, amongst which are
the activities envisaged for the Urban II area.
The Services Plan (PdS): a tool used to de-
termine the need for services, starting with a
detailed and realistic assessment of the ser-
vices currently available in the area, howe-
ver, seen in the light of the broader defini-
tion of “standards” contained in Decree No.
1444/68 (Decree concerning the quantitative
definition of urban planning standards). This
latter point is, perhaps, the most innovative
aspect of the Services Plan, which makes
provision for the compilation of a Services
Catalogue, namely, a list of everything re-
sembling a service, defined directly by the
Municipal Administration, which is able to
include any proven community service acti-
vity in this list, assessing not only its quanti-
tative characteristics, but also the qualitative
ones. From this perspective, services could,
for example, also include neighbourhood
businesses or other businesses, both public
and private, operating in the area.
Even on the planning front, the Services
Plan contains a number of innovations.
To follow on from the previous example, the
policies adopted could include incentives
for the establishment of neighbourhood bu-
sinesses in poorly served areas.
In addition, the services catalogue could
also define certain functions to increase the
level of the major services. For example,
there are a number of universities within the
Urban area, where we would put up apart-
ment buildings to house researchers and
students. This is a paradigmatic case of the
implementation of service policies, which
the city of Milan will have to develop in close
collaboration with the adjoining municipali-
ties.Such policies must be consistent with
the development of Urban policies already
in place, as demonstrated by the renovation
of Villa Scheibler, the creation of cycle paths
between this property and the new park si-
tuated in the former Purfina area, as well as
all the other interventions to be implemented
in the nearby area of Bovisa. In this regard, I
would like to remind you of the recent inau-
guration of the new headquarters for the
Triennial Exhibition, which has sent a strong
signal and given a boost to that part of the
territorial system that was slow to revive and
transform itself.
The Regulatory Plan (PdR): the last in this
triad of tools, establishes and distributes ri-
ghts in an equitable manner throughout the
city area, irrespective of the aims of the other
two tools that, instead, find their application
in the re-designing of the city by implemen-
ting equalisation and urban compensation
mechanisms in terms of the regional laws.
Focusing our attention on the part of the
city affected by the Urban Programme, it
becomes clear that many of the areas of
major transformation are concentrated in
this zone. During the next few years, the-
se areas will be overtaken by radical tran-
sformation, which will include a long list of
projects, namely, the area set aside for the
2015 Expo, the high-speed train station, the
new Rho-Pero Trade Fair with its own link to
the underground, the area for the new heal-
thcare hub and the area of Bovisa. In total,
the entire area between Garibaldi and Bo-
visa is earmarked for renewal and is set to
become a sort of metropolitan renewal hub
starting in the heart of the city and sprea-
ding out toward the northwest.
The Councillor responsible for Territorial De-
velopment recently reaffirmed that this hub
is a great opportunity to transform a large
part of the city of Milan.
The Urban Programme, I remind you, also
includes extensive stretches of railway line
currently undergoing operational conver-
sion. This work is due for completion in
2008, but the urban fabric renewal proces-
ses that have begun as a result of this task
will continue.
In our view, this will become one of the most
sought-after areas of the city, thus powering
the urban renewal that is essential for the
improvement and expansion of the quality
of life of our city.
This has been proved in the case of Bo-
visa, which is currently being besieged by
creative people, precisely because it has
become the centre of attention, due to the
creation of Fashion City and the urban hub
that stretches from Porta Nuova to the Expo
grounds and the Trade Fair District, passing
directly through the area involved in the
Urban Programme.
The closure of said Programme, therefore,

brings along with it the need to set-up other
policies and programmes to set the urban
system in motion and to co-ordinate all the
initiatives that are currently underway. From
this perspective, I personally believe that
Urban is, in fact, an effort multiplier, and
shutting it down in an appropriate manner is
a task that we have set ourselves in order to
avoid interrupting the virtuous process that
the Programme itself has helped to fuel.
If Villa Scheibler is, today, the centre of a
new urban system, while in the past it simply
represented the useless outskirts of the city,
and if plans are afoot to rehabilitate this area
in order to exploit its existing architectural
assets (there are many structures in the are
that were designed by famous Milan archi-
tects, such as Terragni, Lingeri and others),
then we must not only ensure that good
urban maintenance occurs, but we must
work towards including all the districts in this
positive process of development.
Let’s now address the Brownfield issue and
the topic of urban renewal.
Milan, which now has almost seven million
square metres of rehabilitated industrial
area, has already provided a series of positi-
ve responses to this type of problem.
The Urban area, in particular, has witnessed
one of the biggest operations to reclaim a
polluted area, namely the area formerly oc-
cupied by Fina-Lube’s Purfina plant.
Where there was once a refinery, there is
now a park (already mostly built) and a re-
sidential area, built on rehabilitated ground
that meets regulatory requirements. Thanks
to an ad-hoc intervention, the soil was taken
away, completely cleaned and then put back
in situ, with little concern for the cost.
On the subject of urban development, today
we are no longer working towards de-indu-
strialisation, but rather towards urban den-
sification, in other words, the opportunity to
concentrate high-impact urban functions in
easily accessible areas, thus making space
available to dedicate to environmental reha-
bilitation.
‘Green Rays’ is one of the strategies aimed
at achieving this objective, and one that we
would like to integrate with Urban, because
this would, on the one hand, provide the city
with some new ecological armour while, on
the other hand, begin a process of densifi-
cation, not only adjoining, but right on the
infrastructure hubs.
The extensive Dutch experience demonstra-
tes the effectiveness of this idea, and Milan
offers many opportunities for interventions
of this nature, above all by concentrating
the human density in areas where we don’t
need to provide the infrastructure because it
already exists (motorway junctions, link roa-
ds, railway yards).

Il Programma Urban Milano, sia per i risultati ad oggi
che per le sue prospettive future, si colloca nel qua-
dro dell’attività di pianificazione urbanistica generale
del Comune di Milano coordinata dall’Architetto Gio-

vanni Oggioni. Urban è una sfida, nell’immediato e in
futuro, perché è uno strumento che consente di ve-
rificare la bontà degli indirizzi e la possibilità concreta
della loro attuazione dimostrativa.
I risultati sono stati conseguiti grazie ad un gruppo di
lavoro agile di cui fanno parte:
• Angelo Isella, coordinatore operativo del gruppo,
è risorsa rara e preziosa in quanto ha profonda co-
noscenza delle regole di funzionamento dell’Ammini-
strazione, sa attingere alle grandi risorse che questa
può dare, ed è capace di assumersi direttamente le
responsabilità necessarie per supportare e condurre
a buon fine il lavoro del gruppo.
• Proseguendo, in ordine rigorosamente alfabeti-
co, Stefano Casagrande, urbanista, si occupa delle
relazioni tra la gestione e gli sviluppi di Urban con i
diversi settori comunali coinvolti nella pianificazione
urbanistica.
• L’architetto Luisa Garzonio è responsabile della co-
municazione; a lei va il merito dell’organizzazione di
questa conferenza, ma disimpegna con generosità
anche gli adempimenti burocratici di rendicontazione
e monitoraggio, che poco gratificano le sue compe-
tenze di progettista.
• Marta Reverberi, architetto, ha l’importante com-
pito di seguire alcuni degli aspetti tecnici più rilevanti
d’attuazione del programma e lo fa con grande at-
tenzione ai contenuti e sistematico richiamo ai risul-
tati concreti da conseguire.
Questo gruppo di persone ha la responsabilità e l’im-
pegno di portare il programma a buon fine ma anche
di impostarne il futuro a partire dalla capitalizzazione
dei risultati conseguiti e dai grandi processi di tra-
sformazione nell’area.
Quest’area costituisce un importante margine di svi-
luppo per funzioni metropolitane d’eccellenza quali il
nuovo polo fieristico e la candidatura dell’Expo 2015,
all’incrocio tra i nodi dei corridoi numero cinque e
ventiquattro, vale a dire delle due grandi reti trans-
europee che collegano Milano all’Europa da est a
ovest e da sud a nord. Vi sono anche l’area destinata

Both because of the results achieved to date and the
future prospects, the Urban Milano programme falls
within the Milan Municipality’s general urban plan-
ning framework, co-ordinated by Architect Giovanni
Snodo autostradale a Ovest del quartiere di Vialba
Oggioni. Urban is a challenge for the immediate fu-
ture because it is a tool that allows us to confirm the
soundness of the approach and the concrete feasi-
bility of its demonstrative implementation.
The results have been achieved thanks to a working
group consisting of:
• Angelo Isella, the group’s operations co-ordinator,
is a rare and precious resource in that he has an in-
depth knowledge of the Administration’s operating
procedures and he knows how to access the great
resources that the Administration is able to provide
and he is able to personally assume the responsibility
required in order to support the group’s activities and
lead it to its logical conclusion.
• Continuing in strict alphabetical order, the next
member of the group is Stefano Casagrande, urban
planner, who deals with the relationship between
the management and implementation of the Urban
Program and the various Municipal departments in-
volved with urban planning.
• Architect Luisa Garzonio is responsible for com-
munications; to her goes the credit for organising
this conference, but not only, she has also happily
taken on a number of the bureaucratic duties, such
as record keeping and monitoring, which are far re-
moved from her role as planner.
• Marta Reverberi, architect, has the important task
of dealing with some of the most significant techni-
cal aspects of the implementation of the programme,
and she carries out this task with careful considera-
tion of the content and systematic referral to the con-
crete results to be achieved.
This group of people is responsible for, and com-
mitted to, not only the successful completion of the
programme, but also setting up its future, starting
with the capitalisation of the results achieved and the
major transformation processes in the area.
This is an important area in terms of developing ex-
cellent metropolitan operations, such as the new
trade fair hub and the candidature for Expo 2015,
at the crossroads between the nodes of corridors

al Politecnico, la nuova sede dell’Istituto Mario Negri,
potenziali catalizzatori di una futura nuova città della
scienza. In questo contesto si collocano gli interven-
ti di Urban, prevalentemente localizzati nei quartieri
di Quarto Oggiaro e Vialba, con alcune realizzazioni
estese a tutta l’area, come la centralizzazione sema-
forica, i servizi di Car-sharing e le piste ciclabili.
Ecco una sintesi dello stato d’avanzamento del pro-
gramma: vi è una disponibilità totale di 27,4 milioni di
euro. Grazie al meccanismo concepito dal Ministe-
ro delle Infrastrutture e Trasporti, si può contare su
finanziamenti aggiuntivi per 20 milioni di euro.
Con lo stato di avanzamento attuale si è raggiunto
l’obiettivo di 16,3 milioni di euro di spesa erogata,
già stata impegnata per oltre l’80%. Il risultato non
riduce le previsioni, in quanto a giugno si prevedono
ancora circa 2 milioni e mezzo di spesa e anche que-
st’anno supereremo l’obiettivo di spesa.
Il programma è articolato in quattro Assi, con diffe-
renti livelli di realizzazione:
• Il primo riguarda la riqualificazione polifunzionale,
vale a dire gli spazi dei contenitori e dello sviluppo
sostenibile dell’area.
• Il secondo concerne i contenuti e la valorizzazione
economico-sociale delle risorse dell’area Urban.
• Il terzo riguarda l’accessibilità e la mobilità sostenibi-
le, ed è anche quello più sviluppato.
• Il quarto si occupa della gestione partecipata del
Programma e della comunicazione.
Il primo Asse ha attuato la riqualificazione del parco,
il restauro ed il recupero della Villa Scheibler, ormai in
fase molto avanzata di realizzazione.
Al centro dell’area di Quarto Oggiaro e Vialba inte-
numbers five and twenty-four, namely, the two ma-
jor trans-European lines connecting Milan with the
rest of Europe, from east to west and from south to
north. Then there is also the area set aside for the
Polytechnic and the new headquarters for the Mario
Negri Institute, which are potential catalysts for a fu-
ture new science city. This is the context within which
the Urban Programme’s activities are taking place,
concentrated mainly in the Quarto Oggiaro and Vi-
alba districts, with a number of activities covering
the entire area, such as the synchronisation of traffic
lights, Car-sharing services and cycle paths.
Here is a summary of the progress of the programme
to date: a total sum of 27,4 million Euro is available.
Thanks to the mechanisms conceived by the Minis-
try for Infrastructure and Transport, we can count on
additional finance amounting to 20 million Euro.
Given the current progress, we have achieved our
objective of 16,3 million Euro of expenditure, more
than 80% of which is already committed. These re-
sults do not, however, reduce the forecast because,
in June, further expenditure is envisaged to the tune
of approximately 2 and a half million, and so, this
year we will again exceed our expenditure objective.
The programme involves four separate Focus Areas,
with different levels of implementation:
• The first focus area regards multi-functional restruc-
turing of the interior spaces of buildings and the sus-
tainable development of the area.
• The second regards the content and socio-eco-

provvisoria di “Quarto Laboratorio”, sta-
bilmente destinata a centro risorse d’eco-
nomia sociale. Al limite dell’area troviamo
piazzetta Capuana, che è oggetto di uno
degli interventi d’interesse strategico del-
l’attuale amministrazione; la via Traversi
(posta al margine superiore dell’area) è
stata interamente riqualificata ed è il pun-
to di partenza dello sviluppo della rete di
piste ciclabili realizzate con Urban.
Nel parco Scheibler si nota il primo inter-
vento di riqualificazione: è stato progetta-
to dall’architetto Flora Vallone che ha oggi
la responsabilità diretta per la gestione
sviluppi del verde urbano. L’intervento
ha reso accessibile il parco a coloro che
sono diversamente abili, alle mamme con
i passeggini, anche quando il tempo non
è buono. Soprattutto, la riqualificazione
del Parco lo ha fatto diventare punto d’in-
contro di tutti i quartieri che lo circondano
ed in tale scenario si colloca il restauro ed
il recupero della Villa Scheibler.
Dal 2008, questa villa metterà a disposi-
zione i suoi 3000 mq di spazi prestigiosi a
supporto dell’attività di promozione dello
sviluppo del contesto territoriale dell’asse
di nord-ovest e del Sempione, e potrebbe
diventare sede del Fondo di Sviluppo Ur-
bano di quest’area.
Del secondo Asse parlerà Massimo Gual-
zetti, responsabile di progetto dell’Asso-
ciazione Temporanea d’Imprese che ha
assunto la responsabilità di attuarlo. È già
insediato il “Quarto Laboratorio”, diretto
da Milano Metropoli con la partecipazione
di Asset (Associazione di sviluppo del pa-
trimonio di edilizia sociale di Aler), Intesa
San Paolo, Bic La Fucina (dedicata alla
creazione di nuove imprese), Bocconi,
Euros (per l’assistenza tecnica agli svilup-
pi del programma) ed il Politecnico.
Della seconda misura, qualificazione del-
l’economia sociale, va detto che la prima
esperienza – piccola, ma molto signifi-
cativa – ha proprio riguardato il presidio
degli spazi riqualificati del parco che pri-
ma dell’intervento era spesso sede di
episodi di microcriminalità e di spaccio.
Noi abbiamo pensato che le Associazio-
ni che da sempre aspiravano a presidiare
questi spazi, fossero i soggetti destinati a
far rivivere il parco, rendendolo sicuro ed
avviando un processo d’inclusione e di ri-
nascita sociale. In un solo anno sono sta-
te effettuate iniziative d’inclusione sociale
che hanno coinvolto circa 3300 residenti,
comprendenti donne, giovani, persone
svantaggiate e immigrati. Il Centro risorse
economia sociale (Cres) sta promuoven-
do proprio in questi giorni un bando per
i giovani, per coinvolgere e sviluppare il
tessuto di associazioni per la promozione
sociale, che è il patrimonio più prezioso
di cui quest’area è dotata. Il centro servizi
per l’impiego Marco Biagi, oggetto della
terza Misura dell’Asse 2, organizzato in
via Satta per Urban, nel pieno dell’attivi-
tà, ha accolto 1500 disoccupati di lunga
durata, settanta dei quali sono stati avviati
al lavoro.
Il terzo Asse, ha sviluppato soprattutto il
tema dell’accessibilità: l’area di Quarto
Oggiaro, e dei nove quartieri nell’area
Urban, è paradossalmente quella di mag-
giore interesse strategico in quanto nodo
d’accesso dall’Europa all’area metropo-
litana milanese, eppure interclusa dalle
barriere infrastrutturali che dovrebbero
renderla accessibile. I cittadini, a fronte di
percorsi normali intorno ai 70 metri, corri-
spondenti alle dimensioni degli isolati, per
superare le barriere infrastrutturali che li
escludono dalla città, devono percorrere
una media di 1000/1200 metri.
Il primo intervento ha riguardato la rior-
ganizzazione del traffico, essenzialmente
attraverso la realizzazione di un sistema
intelligente di centralizzazione semaforica,
che ha permesso di aumentare la velocità
commerciale del 15% e di ridurre del 9%
la produzione stimata di CO2.
Per quanto riguarda i trasporti urbani,
l’intervento ha previsto principalmente il
miglioramento della sicurezza e la circo-
lazione preferenziale dei mezzi pubblici.
Ci troviamo di fronte ad un sistema di
trasporto pubblico ancora carente il cui
adeguamento non rientra, purtroppo, nel-
le capacità finanziarie e nei tempi d’attua-
zione di Urban. Nei termini di completa-
mento del programma, entro il 2008, sarà
ultimata la sede del servizio di car-sharing
e ci proponiamo di migliorare i sistemi in-
formativi finalizzati soprattutto all’integra-
zione tra le diverse modalità di trasporto
nell’area.
Sono stati realizzati, infine, 7 km e mezzo
di pista ciclabile. Date le limitate disponi-
bilità economiche e di spazio, abbiamo
dovuto utilizzare anche spazi originaria-
mente dedicati ai marciapiedi, spesso
occupati dalle auto in sosta. La situazione
dovrà essere migliorata con il comple-
tamento di una debita segnaletica, che
consenta effettivamente di circolare col-
legando le zone residenziali con quelle di
servizi.
Parliamo ora della sede del centro per la
mobilità sostenibile e la sicurezza: sarà
realizzato, in parte con risorse Urban,
entro il 2008 ed è destinato a diventare
un punto di riferimento anche a livello eu-
ropeo per la sicurezza del traffico, per la
sicurezza domestica e per le energie pu-
lite. L’edificio della sede è realizzato con
materiali e tecnologie d’alta affinità ener-
getico-ambientale e costituirà un altro dei
momenti di rivitalizzazione del quartiere
con le sue funzioni di interesse metropo-
litano.
Sotto il profilo della gestione procedurale,
fisica ed economico-finanziaria, oggetto
del quarto Asse, il Programma s’avvia alla
sua conclusione senza evidenziare critici-
tà significative. Gli indicatori economici e
di realizzazione sono all’interno dei canoni
prestabiliti ed il completamento è atteso
nei termini previsti.
Con alcuni interventi rilevanti innescati
dai finanziamenti europei, supereremo gli
obiettivi preventivati: il solo centro per la
sicurezza, implica un incremento della
spesa di 12 milioni di euro da aggiungere
ai 20 milioni integrativi coperti dai contri-
buti di Regione, Aler, Aem, Provincia, e
del Comune stesso.
Urban prevede anche un piano di comu-
nicazione e pubblicità, la cui attuazione è
stata finalmente affidata ad una società
esperta del settore. Obiettivo principale
del piano, sarà il consolidamento dei ri-
sultati della fase iniziale di sviluppo e pro-
muovere il coinvolgimento e la partecipa-
zione dei quartieri nella fase conclusiva
del programma e in prospettiva futura.
Urban è la prima esperienza tra il Comune
di Milano e l’Unione Europea.
Milano, per raggiungere l’Europa, deve
scavalcare le alpi ed è necessario uno
sforzo importante. Ma ci riusciremo.

• The third regards accessibility and sus-
tainable mobility, this also being the most
advanced aspect.
• The fourth revolves around the joint man-
agement of the Programme and the ad-
vertising.
The first focus area has seen the com-
mencement of the restructuring of the
gardens and the restoration and recov-
ery of Villa Scheibler, which is already at a
very advanced stage.
At the centre of the Quarto Oggiaro and
Vialba districts (being displayed at the
moment) affected by Urban Programme
activities, we find the Villa and the gardens
while, slightly further north, we can see
the temporary headquarters of “Quarto
Laboratorio”, finally destined to act as a
socio-economic resource centre. On the
outskirts of the area, we see Capuana
square, which is one of the interventions
of strategic interest for the current Admin-
istration, while via Traversi (visible up near
the top) has been completely restructured
and now constitutes the starting point for
a network of cycle paths created with Ur-
ban. In the Scheibler gardens, we can see
the first of the restructuring interventions.
It was designed by architect Flora Vallone,
who is now directly responsible for man-
aging the development of urban green
areas. The interventions have resulted in
the gardens becoming accessible to the
disabled and mothers with children in
pushchairs, even in poor weather condi-
tions. Above all, the restructuring of the
Gardens has created a rendezvous point
for all the adjoining districts and, as such,
the scenario moves on to the restoration
and recovery of Villa Scheibler. With effect
from 2008, this villa’s 3000 square metres
of prestigious space will be made avail-
able in support of advertising activities
for the territorial context of the northwest
hub and Sempione area, and could even
become the regional headquarters of the
Urban Development Fund in the area.
The second Focus Area will be discussed
by Massimo Gualzetti, Manager of the
“Associazione Temporanea d’Imprese”
project, who has taken on the respon-
sibility for this Focus Area. The “Quarto
Laboratorio”, which has already been
established and is currently being man-
aged by Milano Metropoli, with the par-
ticipation of Asset (Aler’s public building
asset development association), Intesa
San Paolo, Bic La Fucina (dedicated to
the establishment of new businesses),
Bocconi, Euros (providing technical as-
sistance in developing the programme)
and the Polytechnic.
As regards the second Focus Area,
namely the socio-economic restructur-
ing, it must be said that the initial expe-
rience, although small, but nevertheless
highly significant, specifically involved the
overseeing of the restructuring of the gar-
dens that, prior to the restructuring, had
often been a preferred venue for minor
criminal activities and drug dealing. We
felt that the Associations, which had al-
ways aspired to overseeing these spac-
es, were in the best position to bring the
gardens back to life and make them safe
by means of a process of involvement
and social re-birth. In the space of just a
single year, social involvement activities
were implemented, involving 3300 resi-
dents including women, young people,
disadvantaged people and immigrants.
The socio-economic resource centre
(Cres) is just now advertising a competi-
tion for the youth, to include and develop
the fabric of associations involved in so-
cial development, which is the most valu-
able asset that this area has to offer. The
Marco Biagi Employment Centre, which
forms part of the third section of Focus
Area 2 and organised on behalf of Ur-
ban in via Satta, at full strength attracted
1500 long-term unemployed people, 70
of whom have subsequently been put to
work. The third Focus Area concentrated
on the topic of access. The Quarto Og-
giaro area, as well as the nine districts
within the Urban area, is of major stra-
tegic interest since it is the gateway for
access from Europe to the Milan metro-
politan area, and yet, paradoxically, it was
closed off by the very infrastructural bar-
riers that should have made it accessible.
Compared to the normal routes of ap-
proximately 70 metres, which equates to
the length of the individual blocks, in order
to overcome the infrastructural barriers
excluding them from the city, residents
have had obliged to negotiate a route of
1000/1200 metres on average.
The first intervention involved the re-or-
ganisation of vehicle traffic, essentially by
means of an intelligent traffic light syn-
chronisation system, which managed to
increase traffic movement by 15% and
reduce the estimated CO2 emissions by
9%. As regards urban public transport,
the intervention was mainly aimed at im-
proving the safety and preferential move-
ment of public transport vehicles. We
are, however, still obliged to deal with a
public transport system, the upgrading
of which is unfortunately beyond Urban’s
capabilities in terms of both finances and
time scale. By the programme comple-
tion deadline, namely by the end of 2008,
the headquarters of the car-sharing serv-

ice will have been completed and we are
proposing to improve the computerised
systems aimed at integrating the various
means of transport available in the area.
Finally, we have created 7 and a half kilo-
metres of cycle paths. Due to the finan-
cial and space limitations, we have been
obliged to also make use of certain spac-
es that were originally intended for use as
pavement space, but that are often oc-
cupied by parked vehicles. The situation
will have to be improved by installing ap-
propriate signage, which will enable effi-
cient movement by connecting residential
areas to the service areas.
Let us now talk about the town centre
as regards sustainable accessibility and
safety. This will be achieved by 2008, in
part utilising Urban resources, and is also
destined to become a point of reference
for Europe as regards traffic safety, home
security and clean energy. The headquar-
ters building has been constructed using
highly energy-efficient and environmen-
tally-friendly materials and technologies
and is set to be another example of the
district’s revitalisation due to its functions
of metropolitan interest.
From a procedural, physical and eco-
nomic-financial management perspec-
tive, which is the objective of the fourth
Focus Area, the Programme is heading
towards completion without any signifi-
cant criticalities having been encountered.
The economic and completion indicators
are all within the pre-set parameters and
completion is expected within the estab-
lished deadlines.
With a number of significant interventions
having been implemented thanks to Eu-
ropean Union financing, we will meet all
our pre-set objectives. The safety centre
alone involves an increased expenditure
of 12 million Euro, in addition to the addi-
tional 20 million already provided by con-
tributions from the Region, Aler, Aem, the
Province and the Municipality itself.
Urban also envisages an advertising and
publicity plan, the implementation of
which has been entrusted to a special-
ist company with knowledge of the sec-
tor. The main aim of the plan will be to
consolidate the results of the initial devel-
opment phase and promote the districts’
participation in the final phase of the pro-
gramme and on into the future.
Urban is the first experience of collabora-
tion between the Milan Municipality and
the European Union.
In order to reach the rest of Europe,
Milan has to overcome the Alps, and this
involves a major effort.
But we will succeed.

L’oggetto del contratto è quello del recupero e risa-
namento conservativo di Villa Scheibler. L’obiettivo
principale è quello di restituire la villa e tutte le aree

Oggiaro con fini socio-economici. Tutta la proget-
tazione e realizzazione è dunque finalizzata a questi
obiettivi. Negli ambienti che stiamo predisponendo,
troveranno di fatto posto un’Agenzia per lo Sviluppo,
un’Agenzia per l’Occupazione, spazi espositivi, spazi
polivalenti per seminari e laboratori.
Il mio intervento verte su ciò che è stato fatto, si sta
facendo e s’intende fare per completare questo pro-
getto.
I lavori sono iniziati a ottobre del 2006 e stanno pro-
cedendo normalmente.
Siccome la villa era in avanzato stato di degrado,
sono stati fatti dei consolidamenti delle fondazioni,
delle murature, dei solai e di tutto quanto è struttura
portante orizzontale e verticale. Si è cercato di man-
tenere il tutto sempre nel rispetto dell’architettura
precedente, fin ove fosse possibile. Dato il degrado,
molte strutture non sono state mantenute: vi erano
dei solai pericolanti che non potevano essere restau-
rati e sono stati cambiati. Comunque il 90% dei solai
in legno sono stati recuperati; essi erano la struttura
originaria che nel corso dei tempi si è ampliata (solai
in latero-cemento, addirittura del ‘700 le grecate con
il solaio sopra, tutta una serie di tipologie diverse di
solai). Nella parte occidentale della villa questi solai
in legno erano tutti decorati: vi erano degli affreschi
molto interessanti.
Si è lavorato su due fronti: il fronte della villa (con i
consolidamenti) e – parallelamente – sul fronte della
riqualificazione delle ex-scuderie, che diventeranno
la sede di una stazione della vigilanza urbana che
presidierà tutta la zona di Quarto Oggiaro. Questo
lavoro è stato terminato, nonostante l’avanzato stato
di degrado, a partire dalle fondazioni, i pavimenti, i ri-
vestimenti e gli impianti: una ristrutturazione comple-
ta di tutto l’ambiente. Si stanno elaborando ora tutte
le certificazioni tecnico-amministrative per il collau-
do al fine di consegnare al Comando della Polizia di
zona la struttura. Attualmente il Comando è in un’ala
della villa: trasferendolo si potrà disporre della villa al
100% vuota e potranno così essere ultimati tutti i la-

The purpose of the contract is the restoration and
conservative renovation of Villa Scheibler. The main
objective is to return the villa and all the connected
areas to their former glory as a pole of attraction
in Quarto Oggiaro for socio-economic ends. All
planning and realization is therefore finalized to meet
these aims. In fact, the area that we are predisposing
will house a development agency, an employment
agency, exhibition spaces and multi-purpose spaces
for seminars and workshops.
My talk pertains to what has been done, what is
being done and what is going to be done in order to
complete this project. Work commenced in October
2006 and is proceeding normally.
As the villa was in an advanced state of deterioration,
the foundations, the walls, the flooring and all the
horizontal and vertical carrying structures were
reinforced.
Wherever possible we sought to maintain the
characteristic features of the previous architecture.
Given the level of the deterioration many structures
were not retained: floors that were dangerous and
could not be restored were changed. However,
90% of the wooden floors were restored; these
constituted the original structure that was extended
over the course of time (latero-cement floors, even in
the 17th century frets with floor above, a whole series
of different typologies of floors). In the west part of
the villa these wooden floors were all decorated:
there were some very interesting frescoes.
The work was done on two fronts: on the facade of
the villa (with reinforcements) and, in a parallel fashion,
on the conversion of the former stables, which will
become the quarters of a metropolitan police station
that will preside over the Quarto Oggiaro area. This
work was carried out, despite the advanced state
of deterioration, starting from the foundations, the
floors, the finishings and the fixtures: a complete
restructuring of the whole area. Work is now being
done on the technical-administrative certifications
with a view to designating the structure to the local
Police Force. At the moment, the latter is situated in
a wing of the villa: relocating it would make the villa
completely empty and allow for the conclusion of all
the foreseen work on it.

ipossidiche che eliminano il progredire
dell’umidità dal basso verso l’alto). Per
quanto riguarda gli intonaci, la Sovrain-
tendenza ha richiesto una serie di prove
di laboratorio per definire la stessa granu-
lometria di quelli del ‘400/500. Sono stati
definiti gli intonaci sia interni che esterni
e attualmente, si stanno facendo delle
prove-colore molto importanti, per creare
l’opportuna armonia di tutta la struttura.
In successivi interventi gli specialisti par-
leranno dettagliatamente delle strutture
orizzontali e verticali e degli affreschi.
Riguardo agli affreschi, da sottolineare
che nel corso dei secoli sono stati fatti
dei lavori scellerati. Ad esempio, alcuni
affreschi murali sono stati intonacati e de-
turpati. L’arduo compito è stato quello di
consolidare l’intonaco al di sotto del quale
vi erano gli affreschi, quindi un lavoro cer-
tosino di pulitura ed infine il restauro vero

The work completed is the reinforcement
of both the foundations and the carrying
walls and the realization of a damp-proof
barrier (epoxidic resin-based injections
that eliminate rising damp). As regards
the plasterwork, the Curatorship has
insisted on a series of laboratory tests in
order to obtain the same granulometry
as that of the 14th or 15th centuries. The
plastering has been defined, both inside
and outside, and very important colour-
tests are presently being carried out to
ensure the suitable harmony of the whole
structure. In following talks the specialists
will expound upon the horizontal and
vertical structures and the frescoes.
As regards the frescoes, it must be pointed
out that they have been subjected to very
bad workmanship over the centuries. For
example, some of the wall frescoes have
been plastered over and defaced. The
arduous task has been that of reinforcing
the plastering beneath which lay frescoes
– then a painstaking cleaning job before the
true and proper restoration. All of this was
e proprio. Il tutto sotto la supervisione del
Sovraintendente ai Beni Architettonici a
cui la villa è vincolata.
A Giugno, dovrebbero essere terminati gli
impianti meccanici ed elettrici. Si prevede
perciò di terminare i lavori a fine febbraio,
(cioè nei tempi previsti). Ad oggi, sono
stati emessi 2 certificati di pagamento,
pari a circa 2 milioni di euro. L’interven-
to, ammonta ad un importo finale di 10
milioni di euro, ed è stato fatturato circa il
20%. Tra un mese e mezzo, sarà emes-
so un altro certificato di circa 2 milioni di
euro, arrivando a fatturare così il 40%.
Le rilevabili difformità tra il tempo trascorso
ed i lavori fatturati, rispetto alle previsioni,
sono state causate dalla particolarità delle
lavorazioni. Si tratta, infatti, di un intervento
complesso che ha richiesto diverse prove
specifiche, tra le quali, ad esempio, prove
granulometriche per la definizione dell’in-
tonaco. Si prevede, comunque, dopo la
posa dei serramenti esterni ed interni, di
raggiungere una fatturazione corposa ed
un prosieguo dei lavori più lineare.
Per quanto concerne i pavimenti e i serra-

Euros. The final total of the intervention
amounts to 10 million Euros and 20%
has been invoiced. Within around one
and a half months another certificate of
approximately 2 million Euros will be issued
and the percentage will arrive at 40%.
The light imbalance between the invoicing
and the work schedule, is normal in
this kind of work, given the many tests
needed to obtain the colours and the
granulometries. When the external and
internal fittings have been fitted, the
invoicing will reach the correct balance.
As regards the floors and fittings, period
materials have been used as far as
possible. A few square metres of the tiling,
finishings and old flooring have, however,
been restored to their former state.

di utilizzare materiale dell’epoca. È stato
comunque recuperato qualche metro
quadro di piastrellame, rivestimenti e
pavimentazione antica. Per il resto del
materiale, si è scelto un cotto lombardo
nuvolato che si avvicina moltissimo alla
pavimentazione d’origine.
In un complesso simile, non è da sot-
tovalutare l’aspetto dell’impiantistica: vi
saranno infatti molti uffici per tutti quei
servizi che saranno dedicati alla popola-
zione del quartiere, oltre alla sala poliva-
lente.
Per quanto riguarda la cappella privata
annessa alla villa, essa è in fase di ristrut-
turazione e fungerà da auditorium.
I lavori, termineranno a febbraio. La con-
segna ufficiale e quindi la completa frui-
bilità dell’opera è invece prevista per fine
anno, dopo il rilascio di tutte le certifica-
zioni e i collaudi previsti dalla Legge Mer-
loni per la messa a Norma (stabilità strut-
turale antisismica, la 46/90, prevenzione
incendi e certificati igienico-sanitari).

As for the rest of the material, Lombardy
clouded terracotta floor tiles have been
chosen which very much in keeping with
the original flooring.
In such a complex the layout aspect is
not to be overlooked: there will be a large
number of offices for all those services
which will be dedicated to the inhabitants
of the zone, as well as to the multi-purpose
hall. As for the private chapel annexed to
the villa, it is now being converted and will
be used as an auditorium.
The work, therefore, will come to an
end in February. The official handing-
over and, consequently, the complete
availability of the villa is instead foreseen
for the end of the year, that is to say, after
the issuing of all the certifications and
the inspections foreseen by the Merloni
Law for the conformity to the regulations
(earthquake-proof structural stability, the
46/90 law, fire prevention and hygiene-
sanitary certificates).

La prima parte del progetto, è stata dedicata all’ade-
guamento anti-sismico della struttura della villa.
Essa si presentava in uno stato alquanto precario a
seguito di furti e degrado: erano stati infatti rubati tut-

ti i camini, incluso le canne fumarie, gli architravi delle
porte e molte delle opere in pietra (acquai, soglie e
davanzali).
Il primo intervento che si è dovuto effettuare è consi-
stito nel liberare la struttura dai pesi che vi erano stati
sovrapposti nel corso del tempo.
In particolare si è provveduto a sostituire il tetto, che
era stato realizzato intorno agli anni ’60 in calce-
struzzo armato e tavelloni. Esso gravava sull’edificio
in modo assolutamente inidoneo e non garantiva al-
cuna stabilità. Il tetto è ora più snello, realizzato me-
diante l’utilizzo di capriate in legno a cui sono stati
sovrapposti travetti e assito.
Sono stati sostituiti inoltre tutti i solai che erano stati
rifatti alcuni decenni orsono, sovrapponendo a quelli
originali in legno una struttura in calcestruzzo e tavel-
loni con sovrastante getto integrativo aumentandone
il peso in maniera considerevole. Tutti questi sono
stati demoliti e sostituiti con altri realizzati in legno.
In corso d’opera è stata accertata la presenza di ul-
teriori solai di un certo pregio ed è stato deciso di
mantenerli in opera anche se era stato previsto, nel
progetto esecutivo, di demolirli.
L’intervento di conservazione dei solai è avvenuto
utilizzando connettori in acciaio inox; tali connetto-
ri consistono in barre filettate, che vengono fissate
tramite resine epossidiche sulle travi principali e sui
travetti.
Una volta posti in opera tutti i connettori, viene so-
vrapposta un’armatura in ferro e il solaio viene ter-
minato con un getto integrativo. In questo modo si
ottiene una collaborazione strutturale tra struttura
portante e soletta in calcestruzzo, migliorando i pa-
rametri prestazionali.
Nel corso dei lavori sono state rinvenute volte in mat-
toni che sono state mantenute e consolidate attra-
verso l’utilizzo di fibre di carbonio e con metodologia
del tutto simile a quella seguita per conservare i solai
antichi.
La globalità degli interventi ha consentito, inoltre,
l’adeguamento alla normativa antisismica vigente.

The first part of the project was given over to bringing
the structure of the villa up to anti-seismic standards.
It was found to be in a fairly precarious state following
thefts and dilapidation: indeed all the fireplaces,
including the chimneys, architraves for the doors and
many of the stone works (water troughs, doors and
window sills) had indeed been stolen.
The first intervention that needed to be carried out
was freeing the structure from the weights that had
been laid on it over the course of time.
In particular, the roof, which had been put up in the
sixties in concrete and holllow flat pots, was replaced;
it weighed upon the building in an absolutely improper
fashion and ensured no stability whatsoever. The
roof is now slimmer, built using wooden trusses with
overlaid rafters and boarding.
Moreover, all the floors, which had been redone a
number of decades ago by overlaying the original
ones in wood with a concrete structure in hollow
flat pot with a complete casting overlay so as to
increase its weight considerably, were replaced. All
of them were demolished and replaced with others
made from wood. During the works other floors of a
certain high quality were found to be present and it
was decided to keep these in use, even though their
demolition had been planned for in the executive
design.
The preservation intervention on floors took place
using ties in stainless steel; these ties are threaded
rods that are set by means of epoxy resins into the
main beams and into the joists.
Once all the ties had been set, a metal support
structure is placed above and the floor is finished
with a full casting. In this way structural cohesion is
obtained between the load bearing structure and the
slab in concrete, thus improving the performance
parameters.
During the course of the works, vaulting in brickwork
was discovered and consolidated by means of
carbon fibre and in a manner exactly similar to that
followed for preserving the antique floorings.
The overall nature of intervention moreover, allowed
the updating to current anti-seismic regulations.
In order to ensure greater atmospheric comfort, an
aerating honeycomb was constructed: within the villa

sono stati svuotati e con un sistema
ad igloo si è provveduto ad isolarli

Per le fondazioni, si è sostituito il
progetto originario, (che prevedeva
la realizzazione di sottomurazioni
all’esterno di tutto il fabbricato) con
iniezioni di malta cementizia ad alta
pressione posta negli interstizi delle
fondazioni mediante l’utilizzo di can-
ne valvolate in fibra di vetro. Questo
intervento, ha consentito un più ce-
lere avanzamento dei lavori in virtù
del fatto che le fondazioni della villa
si sono riscontrate a quota abba-
stanza significativa (tra 1,60 e 1,80
metri al piano-campagna).
Dal punto di vista statico, si è prov-
veduto ad un intervento di “cuci/scu-

was performed to the walls in order
to repair a number of breaches.

menti esterni che contengono ma-
teriale incoerente che, col tempo,
tende a polverizzare.
L’iniezione permette dunque di ri-
compattare il paramento murario.
Dopo aver praticato un foro del dia-
metro necessario, tale diametro vie-
ne calcolato sulla base delle velocità
di assorbimento, viene iniettata una
malta in calce idraulica, cioè non a
base-cemento per un preciso vinco-
lo della Sovrintendenza.
Al termine del lavoro, il foro viene
stuccato e il muro ritorna ad essere
nelle sue condizioni originarie.
Una volta terminato l’opera di con-
solidamento, si passerà alla vera
e propria ricostruzione ex-novo
secondo i canoni previsti.
The villa also suffered from a heavy
loosening effect to the walls: these
are of a “sack” type, made up of two
external facings containing loose
material which, over time, tends
to become powdered. Injection
therefore allows the wall facing to be
re-compacted. After having drilled
a bore of the necessary diameter,
which diameter is calculated on the
basis of the speed of absorption,
a mortar in hydraulic lime, i.e. not
cement based, for reasons of a
specific constraint imposed by the
Superintendence, is injected. At the
end of the work, the bore is plugged
with plaster and the wall returns to
its original condition.
Once the consolidation works had
been completed, the real reconstruction
ex-novo in accordance with the criteria
laid down was commenced.

Villa Scheibler come si presenta oggi, è frutto di una
serie di trasformazioni avvenute tra il secolo XIII e il
XX (fig.1).
In un documento databile tra il 1465 e il 1494 si indi-

ca la presenza di un Casino di caccia di proprietà di
Ludovico il Moro.
Durante il secolo XVII, la famiglia Del Maino realizza
un primo ampliamento della Villa, e testimonianza
dello stato del complesso viene fornita nel 1605 da
una visita pastorale del Card. Borromeo. Alla fine del
Seicento, nel 1678, sono documentati ulteriori lavori
di miglioramento nella piccola chiesa di famiglia. Nel
secolo XVIII la famiglia Longo costruirà l’attuale porti-
co, lo scalone d’onore sul fianco orientale e il salone
centrale a doppia altezza. In una mappa catastale
si rileva l’aggiunta del corpo di collegamento tra la
chiesa e la villa padronale realizzata poco prima del
1751 (fig.2).
A riscontro di tali dati storici sono stati realizzati studi
sulla tessitura muraria (fig.3) e sull’evoluzione dei cor-
pi di fabbrica, confermando l’ampliamento dei volu-
mi nel corso dei secoli; inoltre per l’analisi e la data-
zione degli elementi storico-artistico di pregio sono
stati analizzati degli esempi tipologici similari che si
trovano nelle ville o palazzi lombardi coevi, come il
Castello di Pandino (Bg) per i dipinti con disegni geo-
metrici (databili del Quattrocento), Villa La Cazzola
ad Arcore (Mi) per i solai lignei dipinti con decorazioni
“passasotto” (Cinquecento), Villa Mirabello a Monza
per il salone d’onore a doppia altezza con ballatoio
(Seicento).
Dopo una attenta rilevazione, si è proceduto ad ac-
curata campagna di discialbo, e contemporanea-
mente si sono eseguite prove di laboratorio.
Nella Villa sono così riemersi decorazioni, affreschi
(fig.4) e soffitti a cassettoni decorati (fig.5), così
come nella chiesa, con i suoi dipinti ottocenteschi.
Un esempio, ne è la sala più antica ubicata nell’an-
golo nord-est, e il portico d’ingresso ove sia interna-
mente che esternamente a tutta altezza presenta un
affresco di grandi dimensioni con merlature e qua-
drature geometriche (fig.6).
Di ogni ambiente è stata predisposta un’accurata
analisi e mappatura. Successivamente si è procedu-

of transformations carried out from the 13th century

In a document, dating back to between 1465 and

During the 17th century, the Del Maino family realized
a first extension of the villa, and Cardinal Borromeo’s
pastoral visit in 1605 bore testimony to the state
of the complex. At the end of the 17th century, in
1678, further work of improvement to the small
family church are documented. In the 18th century

Stripping, pre-reinforcement, cleaning and reinforcing
of the deep separations have been carried out in every
room. In the case of frescoed rooms, the following Fig.6a

to al discialbo, al preconsolidamento, alla pulitura, al
consolidamento dei distacchi profondi (fig.7). Nel caso
di locali affrescati, si è operato con il seguente meto-
do: discialbo con rimozione strato di scialbatura con
bisturi e altri strumenti idonei; preconsolidamento con
salvabordi, integrazioni delle lacune e stuccature; puli-
tura tramite rimozione depositi superficiali incoerenti a
secco e ove occorreva con impacchi di breve durata
di pasta cellulosa e carbonato di ammonio; consoli-
damento dei distacchi profondi, con iniezioni di malte
minerali idonee e ristabilimento della pellicola pittorica
con resine acriliche e ritocchi o integrazioni pittoriche
sotto tono.
Esempi di tali operazioni, sono visibili nei campiona-
menti delle sale al piano terra dell’ala sud-ovest (fig.8).
Partendo da tracce di intonaco preesistente e solo
parzialmente conservato, sia degli intonaci interni che
esterni, sono state eseguite varie campionature di-
versificate per grana, colore e lavorazione, che hanno
condotto alla scelta definitiva in accordo con il funzio-
nario della Soprintendenza (in particolare sono visibili i
saggi rilevati nel salone centrale, sullo scalone e nelle
sale affrescate).
Si è inoltre esteso il restauro anche a buona parte dei
solai lignei (di cui nel progetto era previsto il rifacimen-
to), potendone così conservare sia l’identità storica che
buoni esempi della loro decorazione. I solai sono stati
consolidati a mezzo di connettori e cappa soprastan-
te (fig.9), mentre per le volte il consolidamento è stato
eseguito a mezzo di fibre al carbonio e di soprastante
cappa.

separations with suitable injections of mineral mortar
and the restoration of the pictorial surface with acrylic
resins and undertone retouching or integrations.
Examples of this work can be seen in the samples
of the rooms on the ground floor in the south-west
wing. (fig. 8).
Starting from traces of pre-existing and only partially
preserved plastering, both internal and external,
various samples, diversified according to grain,
colour and workmanship, were realized which led,
with the approval of the Curator, to the final choice (in
particular, the examples of reliefs in the great central
hall, on the great staircase and in the frescoed
rooms).
The restoration work was further extended to a
considerable part of the wooden floors (for which
the reconstruction had been foreseen in the project),
so enabling the preservation of both their historical
identity and good examples of their decoration.
The floors were reinforced by means of connectors
and surface covering (fig. 9), while the vaults were
reinforced by means of carbon fibre and surface
covering.

Questo incontro, intende fare il punto sui risultati rag-
giunti dal Programma Urban II a Milano e sui lavori
che termineranno nel 2008. Come sapete, nel perio-
do di programmazione 2007/2013, l’iniziativa comu-

nitaria Urban non verrà rinnovata come tale, quindi
le azioni urbane verranno portate avanti attraverso la
programmazione principale.
Il mio intervento si concentrerà sul periodo di pro-
grammazione 2007/2013, sull’importanza della di-
mensione urbana, sull’aquis di Urban, analizzando,
in particolare, in che modo gli elementi vincenti di
questo programma saranno trasferiti nei programmi
operativi nazionali e regionali. Mi riferirò soprattutto
ad un’analisi che è stata presentata recentemente,
a maggio 2007, a Lipsia, sullo stato d’avanzamen-
to della dimensione urbana nei 27 Quadri Strategici
nazionali. Concluderò con gli strumenti attuali per la
programmazione e la gestione delle azioni urbane:
l’ingegneria finanziaria con lo strumento Jessica;
l’Urban Audit che compara circa 300 città europee
e quindi costituisce un elemento importante per la
pianificazione delle azioni urbane; le reti (“Urbact” e
“Regions for economic change”) ed infine la guida
sulla dimensione urbana nelle politiche europee.
Come sapete, l’Unione Europea considera estre-
mamente importante la dimensione urbana e i vari
Stati membri, hanno progressivamente consolidato
l’importanza degli aspetti urbani. L’ultimo incontro,
che si è svolto il 24 maggio, ha visto la firma da par-
te dei ministri responsabili delle questioni urbane di
una carta, appunto la Carta di Lipsia, nella quale i
ministri dei 27 Stati membri si sono impegnati per
promuovere l’approccio integrato nelle politiche ur-
bane, prestare particolare attenzione ai quartieri in
crisi e riportare nei propri Stati membri, i principi della
carta.
Due motivi spiegano l’interesse per le zone urbane.
Primo fra tutti, il fatto che l’Europa è un continente
fortemente urbanizzato: oggi circa 75% della popo-
lazione europea vive in città di varie dimensioni e si
prevede che per il 2020 l’80% dei cittadini europei
saranno concentrati nelle zone urbane. Ciò soprat-

economic change”) and lastly the guide to the urban
dimension in European policy making.
As you know, the European Union considers the
urban dimension extremely important and the various
member states have progressively consolidated the
importance of urban issues. The latest meeting,
which was held on 24 May, witnessed the signature
by ministers responsible for urban matters to a
charter, the Leipzig charter indeed, wherein ministers
of 27 member States undertook to: promote an
integrated approach to urban policy making, give
special attention to districts in crisis and carry the
principles of the Leipzig Charter to their own member
States.
Two reasons explain the interest in urban areas. 0 500 km

First among them is the fact that Europe is a heavily
urbanised continent: today around 75% of the
European population lives in cities of various sizes
and it is foreseen that by 2020, 80% of European
citizens will be concentrated in urban areas.

Come sapete l’iniziativa comunitaria Urban, che ha
finanziato nella fase Urban II settanta programmi, si
concentra sull’approccio integrato alla rigenerazione
urbana. Il programma, è stato caratterizzato da
un’importante concentrazione finanziaria: il contribu-
to del fondo di sviluppo regionale pro capite, per il
periodo 2000-2006, corrispondeva a Euro 320 per
abitante.
Oltre all’approccio integrato, il Programma Urban ha
favorito la creazione di un partenariato effettivo, di
un partenariato di prossimità efficace, ha migliora-
to la capacità locale, anche attraverso gli scambi di
esperienze e le reti, ha rafforzato il finanziamento alla
rigenerazione urbana attraverso partenariati pubblici
e privati ed ha promosso lo sviluppo di un modello
di governance che vede la partecipazione dei vari li-
velli di governo interessati alla gestione delle azioni
urbane.
Nel 2007-2013 questi elementi dovranno essere ri-
presi nella nuova programmazione dei fondi struttu-
rali. La Programmazione 2007-2013 è strutturata in
tre fasi: una fase iniziale di programmazione normati-
va, con i nuovi regolamenti che stabiliscono le spese
ammissibili e determinano quali tipi di azioni urbane
andranno finanziate nei nuovi programmi operativi.
Una fase di programmazione, quella in corso attual-
mente, che richiede che ogni Stato membro presenti
un quadro strategico nazionale seguito da program-
mi operativi nazionali e regionali e, infine, una fase di
implementazione.
L’analisi preliminare dei Quadri Strategici Nazionali,
dimostra che tutti i 27 Stati membri hanno presentato
una strategia di sviluppo urbano, basata su un’anali-
si di contesto. Questa strategia varia ovviamente da
Stato membro a Stato membro. L’approccio integra-
to è indicato come metodologia di intervento soprat-
tutto dai “vecchi” Stati membri, mentre i nuovi Stati
membri hanno in generale espresso interesse per
questo strumento.
Nei quadri strategici nazionali sono state menzionate
principalmente tre dimensioni: la prima considera le
città come motori di sviluppo ed è evidente che una
parte importante dei finanziamenti per la competitività
e per l’innovazione si concentra nelle zone urbane.
La seconda sottolinea l’importanza della questione
sociale, concentrandosi sui quartieri in crisi e sulla
diminuzione delle disparità all’interno delle zone ur-
bane. La terza fa riferimento allo sviluppo urbano
policentrico, per sostenere uno sviluppo equilibrato
del territorio europeo. Ovviamente i tipi di zona target
sono molto diversi: si parla di centri storici in alcuni
casi, di periferie in altri, oppure di zone industriali ab-
bandonate, come le zone portuali o le ex zone militari
in Polonia. In generale si parla di quartieri a rischio di
marginalizzazione. Se ne parla molto anche nei nuovi
Stati membri perché effettivamente è una delle sfide
più importanti da risolvere nelle zone urbane.

As you know, the Urban community initiative, which
financed seventy programmes in the Urban II phase,
concentrates on an integrated approach to urban
regeneration. The programme has featured an
important concentration of finance: the per capita
contribution from the regional development fund for
the period 2000-2006, amounted to Euro 320 per
inhabitant.
In addition to the integrated approach, the Urban
Programme has promoted the creating of a real
partnership, a partnership of effective proximity,
it has improved local skills, also via exchanges of
experiences and networks, it has reinforced finance
for urban regeneration through public and private
partnerships and has promoted the development
of a model of governance involving participation
at the various levels of government involved in the
management of urban actions.
In the period 2007-2013 these elements will need
to be taken up into the new programming of the
structural funds. Programming for 2007-2013 has
been structured in three phases: an initial regulation
programming phase, with its new rules setting forth
permitted expenses and deciding on the types of
urban action to be financed in the new operational
programmes. A programming phase, the one
currently running, and which requires each member
State to put forward a national strategic framework
followed by national and regional operational
programmes and, finally, an implementation phase.
The preliminary analysis of the National Strategic
Frameworks shows that all the 27 member States
have put forward a strategy for urban development
based upon an analysis of the context. This strategy
obviously varies from member State to member
State. The integrated approach has been indicated
as the method of intervention, above all by the “old”
member States, whereas the new member States
have in general expressed interest in this tool.
In the national strategic frameworks three are the
dimensions mainly mentioned; the first considers
cities as engines for growth and it is evident that an
important part of financing for competitiveness and
innovation is to be concentrated in urban areas.
The second highlights the importance of the social
question, concentrating on districts in crisis and
reducing of disparities within urban areas. The third
makes reference to polycentric urban development
in order to sustain balanced growth over the territory
of Europe. Obviously, the types of target zone are
very different: in a number to cases mention is made
of historic centres, of outskirts in others, or industrial
areas that have been abandoned, such as ports or
former military zones in Poland. In general, mention
is of districts at risk of being marginalised.

Tra le iniziative per il periodo 2007-2013, vorrei
menzionare il caso della Spagna, che ha presenta-
to un’iniziativa intitolata “Iniciativa Urbana”, che di
fatto è una continuazione dell’iniziativa comunitaria
Urban, in quanto prevede la messa a disposizione di
una dotazione finanziaria per programmi integrati di
sviluppo urbano sul modello di Urban con una dota-
zione finanziaria simile, ovvero 10 milioni di Euro per
città, che dovrebbe finanziare almeno una città per
regione.
Per quanto riguarda i programmi operativi, i Rego-
lamenti comunitari raccomandano il ricorso a un
Asse prioritario specifico per le azioni urbane, che
può contenere diverse tipologie di attività. I 27 Stati
Membri, hanno ovviamente presentato un’architettu-
ra piuttosto variabile per quanto riguarda i programmi
operativi: per lo più Programmi nazionali per gli Stati
membri di piccole dimensioni e Programmi regionali
per quelli di medie e grandi dimensioni.
Le configurazioni assunte dalle azioni urbane variano
da Assi prioritari per lo sviluppo urbano all’interno dei
programmi operativi regionali, ad Assi tematici oriz-
zontali all’interno dei vari programmi, come è il caso
per esempio della Slovenia.
La dotazione finanziaria per le azioni urbane nel
2007-2013, in base ai documenti analizzati fino ad
ora (documenti ancora in bozza), corrisponde, per
quanto riguarda il Fondo europeo di sviluppo regio-
nale, a una media che oscilla tra il 10% e il 30% di
investimento per Stato Membro. La situazione varia
in funzione degli Stati Membri: le regioni dell’obietti-
vo convergenza hanno una dotazione finanziaria su-
periore, per cui il finanziamento per le azioni urbane
supera la soglia del 30%. Tuttavia, anche per le altre
regioni, gli investimenti per le zone urbane non sono
mai inferiori al 5%.
Le città sono riconosciute nei regolamenti comunitari
come partner sia nella fase di programmazione che
di gestione. È possibile ricorrere al meccanismo di
delega per la gestione delle azioni urbane. In gene-
re, nei quadri strategici nazionali, non ci sono riferi-
menti specifici in questo senso, in quanto si rimanda
alla programmazione operativa regionale. Soltanto
l’Olanda, indica chiaramente le città che riceveranno
finanziamenti nelle zone urbane nel Quadro Strate-
gico. Anche i criteri di selezione variano: alcuni Stati
membri individuano le città che beneficeranno degli
interventi urbani in base a dati statistici, altri, invece,
faranno ricorso a dei bandi di selezione.
Vorrei ora sottolineare alcuni elementi utili per la ge-
stione delle azioni urbane nel periodo 2007/2013.
Primo fra tutti lo strumento Jessica, che è uno stru-
mento d’ingegneria finanziaria rivolto allo sviluppo ur-
bano. Si tratta di un’iniziativa congiunta della Banca
Europea di Investimento, della Commissione Euro-
pea e della Banca del Consiglio d’Europa. Questo
meccanismo è basato sulla creazione di fondi di svi-
luppo urbano, o di fondi di holding che investono in
progetti di sviluppo urbano, inseriti all’interno di piani
integrati.
Secondo elemento utile per la gestione e la program-
mazione delle azioni urbane è l’Urban Audit: uno
strumento che compara circa 300 città nei 27 Stati
membri ma anche in Turchia, Norvegia e Svizzera
(ossia il 25% della popolazione europea), in base ad
una serie di indicatori. Questo permette di comparare
la performance della propria città con quella di altre
città europee. Nel quadro dell’Urban Audit, sta per
essere presentato un rapporto sullo stato delle città
europee che analizzerà e interpreterà i dati raccolti fi-
nora. A novembre 2006 è stato inoltre approntato un
sondaggio che esprime lo stato di soddisfazione dei
cittadini europei rispetto alle loro zone di residenza.
Dall’Urban Audit è possibile trarre dati interessanti
per la programmazione e la gestione di azioni urba-
ne. Da esso si desume, per esempio, che la cresci-
ta maggiore è avvenuta negli Stati europei periferici:
Finlandia, Svezia, Grecia e Spagna, che sono gli Stati
membri nel quale c’è stata maggiore crescita nel pe-
riodo di rilevazione 1996-2001. Inoltre si evince, che
il benessere economico, si concentra nelle capitali e
che continuano a esistere importanti disparità tra la
capitale e le altre città, in quasi tutti gli Stati membri.
Esistono, infine, altri due strumenti comunitari inte-
ressanti per lo sviluppo urbano. La prima è relativa
allo scambio di informazioni e alle reti tra città. Il pro-
gramma Urbact, che ha finanziato le reti delle città
Urban nel periodo di programmazione precedente,
sarà portato avanti nel periodo 2007-2013 con una
dotazione finanziaria superiore a quella attuale. Inol-
tre è stata presentata, a novembre 2006, un’iniziativa
chiamata “Le regioni per il cambiamento economi-
co”, che cerca di creare un legame tra il lavoro del-
le reti e la programmazione operativa. In pratica si
chiede alle città di lavorare in partenariato con le au-
torità di gestione, per presentare piani d’azione che
vengano poi implementati nei programmi operativi.
Quindi, una nuova modalità di lavoro e di scambio
che dovrebbe permettere di capitalizzare sui risultati
raggiunti dalle reti nella programmazione operativa.
Ultimo strumento utile per la programmazione di
azioni urbane è la guida della dimensione urbana al-
l’interno delle politiche europee, che analizza le varie
opportunità di finanziamento a disposizione delle città,
nei vari programmi comunitari (come le politiche per
l’ambiente e la ricerca e lo sviluppo tecnologico).
Vorrei concludere il mio intervento, con una breve ri-
flessione sulle sfide future delle zone urbane.
Primo fra tutti il fenomeno della periurbanizzazione,
che accomuna tutti gli Stati membri.
È stato recentemente presentato un rapporto del-
l’Agenzia Europea per l’Ambiente, che indica come
la periurbanizzazione sia una sfida ignorata.
Questa caratteristica delle città degli Stati Uniti, ossia
la tendenza dei cittadini ad andare a vivere nelle zone
periferiche, sta adesso interessando molte delle cit-
tà europee che per tradizione avevano uno sviluppo
piuttosto compatto. Chiaramente l’impatto sui tra-
sporti, sulla produzione d’energia, sull’inquinamento,
è molto importante.
Much is also said of this in new member States as,
indeed, this is one of the greatest challenges to be
faced in urban areas.
Among the initiatives for the 2007-2013 period, I
would like to mention the example of Spain, which
put forward an initiative with the title “Iniciativa
Urbana”, which is in fact a continuation of the Urban
community initiative as it sets out the making available
a financial endowment for integrated programmes
for urban development on the Urban model with a
similar financial endowment, being Euro 10 million
per city, and which ought to finance at least one city
per region.
Concerning operational programmes, community
Regulations recommend having recourse to a
specific priority axis for the actions, and that can
contain different types of activities. The 27 member
States have obviously presented a somewhat variable
architecture in so far as it concerns operational
programmes: mostly national Programmes for
the smaller sized member Sates and regional
Programmes for medium-sized and large ones.
The configurations taken on by urban actions vary,
going from priority axes for urban development
within regional operational programmes to horizontal
themed axes within various programmes, as is the
case, for example in Slovenia.
The financial endowment for urban actions in the period
2007-2013, on the basis of the documents analysed
to date (documents still in draft form) represent, in so
far as it concerns the European Regional Development
Fund, an average varying between 10% and 30% of
investment per Member State. The situation varies
in connection with the actual member States: the
regions of the convergence objective have greater
financial endowment and so financing for urban
actions exceeds the 30% threshold. However, also
for the other regions, investments for urban areas are
in no case lower than 5%.
Cities are recognised as being partners in the
community regulations, both in the programming
and in the running phases. It is possible to have
recourse to the mechanism of delegation in running
urban actions. In general, in the national strategic
frameworks, there are no specific references to
this, as this is set out in the regional operational
programmes. Only the Netherlands clearly indicates
the cities that will receive financing in urban areas
in the Strategic Framework. The selection criteria
vary too: a number of member States identify the
cities that will benefit from urban action on the basis
of statistics, others on the other hand use selection
competitions.
I would now like to highlight a number of elements
that will be useful for running urban actions in the
period 2007-2013. First of all the Jessica tool,
which is a financial engineering tool aimed at urban
development. This is a joint initiative of the European
Investment Bank, the European Commission and the

Bank of the Council of Europe. This mechanism is
based on creating funds for urban development, or
for holding funds for investing in urban development
projects that are included in integrated plans.
A second element that is useful in management and
programming urban actions is the Urban Audit: a
tool appearing in around 300 cities in the 27 member
States, but also in Turkey, Norway and Switzerland
(covering about 25% of the European population),
based on a series of indicators. This allows
comparison to be made between one’s own city and
that of other European cities. Within the framework of
the Urban audit, a report is about to be presented on
the status of European cities and which will analyse
and interpret the data gathered to date. In November
2006 a survey was also made ready setting out the
degree of satisfaction of European citizens in respect
of where they reside.
From the Urban Audit interesting data for programming
and managing urban actions can be drawn. From it
for example, it can be seen that the greatest growth
took place in outlying member States: Finland,
Sweden, Greece and Spain, who are the member
States where there has been the greatest growth over
the period measured 1996-2001. It can be further
observed that economic wellbeing is concentrated in
capital cities and that significant disparities continue
to persist between the capital and the other cities in
almost all member States.
There are, finally, another two community tools of
interest for urban development. The first relates to
exchanges of information and the networks between
cities. The Urbact programme, which financed the
networks of Urban cities in the previous programming
period, will be carried forward in the period 2007-
2013 with a financial endowment larger that currently.
Furthermore, in November 2006 an initiative called
“Regions for economic change” was put forward
which seeks to create a link between the work of the
networks and operational programming. In practice
the cities are to be asked to work in partnership with
the management authorities in putting forward action
plans that are then to be implemented in operational
programmes. A new way of working and exchange
therefore, which ought to allow the results achieved
by the networks in operational programming to be
capitalised upon.
The final tool useful for programming urban
actions is the guide to urban dimensions within
European policy making, which analyses the various
opportunities for financing available to cities unbder
the various community programmes (such as
environmental policies and technological research
and development).
I would like to conclude my talk with a brief comment
on the challenges of the future in urban areas.
First among these is the phenomenon or urban
sprawl, which is common to all member States. A
report was put forward recently to the European
Environmental Agency indicating how urban sprawl

rapida nei quartieri accelera gli scarti di ricchezza
tra i cittadini. Pertanto si verifica un fenomeno di ab-
bandono dei quartieri -che oggi sono misti- da parte
della popolazione più ricca. Di conseguenza, gli attori
pubblici si troveranno a confrontarsi, da un lato, con
una domanda di nuovi servizi e di nuove infrastrut-
ture in alcuni quartieri; dall’altro vi saranno problemi
d’abbandono di altri quartieri. Questo è un fenome-
no che rischia di minacciare l’equilibrio sociale delle
città e deve quindi essere affrontato ai massimi livelli.
Vi sono infine i cambiamenti demografici, che sono
fenomeni collegati direttamente all’equilibrio del ter-
ritorio e che dimostrano come lo sviluppo urbano,
supera la sola competenza della città e richiede un
approccio di gestione del territorio coordinato da
parte di tutte le autorità responsabili.
Infine, particolare attenzione deve essere rivolta
allo sviluppo delle aree abbandonate (i “Brownfield”).
Queste ex zone portuali, militari o industriali che a
volte si trovano nel centro delle città e costituiscono
un ostacolo, non soltanto dal punto di vista ambien-
tale, possono diventare elementi capaci di innescare
meccanismi di sviluppo, anche attraverso il ricorso ai
partenariati pubblici e privati.

one hand, to a demand for new services and new
infrastructure in a number of districts; on the other, inf./below 50
there will be problems of abandonment in other

social balances in cities and must therefore be faced
at the highest level. Finally, there are demographic
changes which are phenomena linked directly to
the equilibrium of the territory and that demonstrate
how urban development stretches beyond the mere
responsibility of the cities themselves and requires a
coordinated approach to management of the territory
on the part of all the responsible authorities.
Finally special attention must be given to the
development of abandoned areas (“Brown-field

Osserviamo l’asse del Sempione, partendo dall’omo-
nimo corso: a destra vi è lo scalo Farini. L’area Urban
è situata in quel settore della città, verso l’asse del
Sempione, che collega idealmente Milano con Parigi.
INTERVENTI - SPEECHES
Questo è orientato come il Decumano Massimo del-
l’antica città romana, uno degli assi di collegamento
con l’Europa che ha originato la città. In direzione
opposta si va lungo la via Emilia, verso la direttrice
appenninica e verso Roma.
Potete osservare gli interventi di Urban preceden-
temente descritti: il Centro per l’Impiego, la Villa
Scheibler, il Centro per Risorse ed Economia Sociale,
il Centro per la Sicurezza e la Mobilità Sostenibile. Ai
lati sono evidenziate le aree connotate da grandi pro-
cessi di trasformazione: in quella goccia interclusa
dalle ferrovie e dall’autostrada, ecco le aree d’inse-
diamento delle facoltà scientifiche del Politecnico, la
nuova sede dell’Istituto Mario Negri. Lì, probabilmen-
te, sarà collocato il palazzo dell’Innovazione e forse
l’Agenzia per l’Innovazione. Mario Negri, propone
di installarvi anche l’Agenzia Nazionale della Ricer-
ca biomedica e sta lavorando con il Ministero delle
Università perché questo sogno si avveri.
Vediamo il polo ospedaliero, dove si localizzerà il
Besta, che qualificherà questa parte della città non
solo come margine di estensione delle sue attività di
servizio ma - soprattutto - per le prospettive di svi-
luppo della ricerca. Vedete poi l’area proposta per il
futuro Expo e quella del nuovo polo fieristico.
Si tratta di grandi trasformazioni che, presumibilmen-
te, porteranno ogni giorno in quest’area circa mezzo
milione di nuovi “consumatori della città”.
La nostra città, rappresenta bene le caratteristiche
distintive dell’attuale crisi delle aree metropolitane,
ovvero una tendenza alla delocalizzazione sia delle
attività produttive, sia delle residenze (poiché in cen-
tro la pressione speculativa scoraggia l’insediamento
di nuove attività e incoraggia un uso estensivo del
territorio).
Il paradosso è che proprio mentre ci avviamo a su-
perare il punto in cui l’offerta di risorse energetiche
fossili sarà inferiore alla domanda che raddoppia
ogni 10 anni, alimentando indefinitamente la spirale
di aumento dei prezzi energetici, la città è sempre più
disegnata dal petrolio. Cioè si sviluppa secondo una
Let’s look at the Sempione Focus Area, beginning
with the Route of the same name. To the right there
is the Farini stopover. The Urban area is situated in
that part of the town nearest the Sempione Focus
Area, which is the perfect connection between Milan
and Paris. It is laid out much like the Decumanus Ma-
ximus of the ancient Roman town, one of the hubs
connecting it with the rest of Europe, which gave rise
to the town itself. Continuing in the opposite direc-
tion, we travel along the “Via Emilia” Road towards
the Apennine motorway and onwards to Rome.
You will see the Urban interventions mentioned ear-
lier, namely, the Employment Centre, Villa Scheibler,
the Socio-economic Resource Centre and the Cen-
tre for Sustainable Mobility. On the side we can see
the areas affected by the major transformation pro-
cesses: in that spot between the railway lines and the
motorway is the location of the Polytechnic Science
Faculties and the new headquarters of the Mario
Negri Institute. It is here that the innovation building
and perhaps the Innovation Agency will be situated.
Mario Negri is also proposing to locate the National
Bio-medical Research Centre here, and is working
closely with the Ministry for Universities towards rea-
lising this dream.
Now let’s look at the Hospital Focus Area, where the
Besta will be situated, which will restructure this part
of the city, not only in terms of extending its servi-
ce activities but, above all, in terms of the planned
expansion of research activities. Then we see the lo-
cation of the proposed Exhibition area and the Trade
Fair hub. We are talking about major transformation,
which will presumably bring around a half a million
new “city consumers” into this area every day.
Our city accurately reflects the distinctive characte-
ristics of the current crisis facing many metropolitan
areas, namely the tendency to outward migration,
both industrial and residential (because speculative
pressure in the city centre discourages the establish-
ment of new businesses and rather encourages the
extensive use of the territory).
The paradox lies precisely in that, just as we are pas-
sing the point where the supply of fossil fuels will be
exceeded by the demand, which is doubling every
10 years, and thus endlessly feeding spiralling energy

costs, the city is increasingly marked
by the use of petroleum. Therefore,
a situation is being created which,
paradoxically, requires an increased
wastage of energy linked to the irra-
tional utilisation of private transport.
This means that, every morning, a
million “city consumers” arrive at the
entry points to the city (and especially
here, at one of the main crossroads
of the trans-European networks and
main inter-regional access ways from
the Piedmont and Veneto Regions)
causing serious congestion. One of
the prospects raised by the extensive
utilisation of the territory is the need
for major infrastructural upgrading in-

In questo ambito, il progetto di rea-
lizzazione della rete TAV prevede di
localizzare la stazione milanese in
prossimità della Fiera. Questo ingen-

nuova tangenziale nord, il prolunga-
mento della metropolitana Uno, le
prospettive di de-localizzazione del

nel mezzo della città, oggi utilizzati,
come altre piattaforme infrastrutturali
poco, o impropriamente, per funzioni
d’interporto.

ds on the connection between Milan
and the major east-west connection
network connecting Lisbon to Kiev.
Milan is situated approximately mid-
way along this route, at the inter-
section with corridor 24 between
Genoa and Rotterdam. Within this
framework, the High-speed Railway
project envisages that the Milan
station will be located in the vicinity
of the Trade Fair Grounds. This ex-
tensive investment programme also
includes the upgrading of the Milan
– Malpensa connection, the new
Northern Bypass, the extension of
Line One of the Underground, the

How do we handle this combination
of interventions so as to ensure that
each of the key stakeholders shares
their objectives with the others, ali-
gning these objectives with the city’s
strategic interests without obstruc-
ting each other in the process?
We need to identify appropriate
governance tools and to make pro-
vision for additional resources to

rendano questa condivisione attrattiva ed
operante.
Abbiamo pensato ad un Programma di
Rigenerazione Integrata Urbana Sosteni-
bile, che deve connotare l’attuazione del
prossimo ciclo di programmazione dei
Fondi Strutturali. Questo programma sarà
articolato in 5 sotto programmi o progetti
integrati:
• la città della scienza,
• la città accessibile,
• la città creativa,
• la città vivibile
• la città solidale.
Questi progetti integrati sono elaborati da
Urban Milano per conto dell’Assessorato
per lo Sviluppo del Territorio con il coordi-
namento diretto del settore della Pianifi-
cazione Urbanistica Generale.
L’immagine che vedete ora è il tramon-
to a Nord Ovest. Un filologo scomparso
da poco - Giovanni Semerano - attri-
buisce l’etimologia del nome Europa al-
l’equivalente di “tramonto”. “Erebu”, per
le popolazioni nomadi che si spostavano
dal medio-oriente verso la piattaforma

system in Lombardy, who have told us
that provision must be made for the con-
struction of underpasses so that the fro-
gs are able to get across the railway lines
without being squashed.... just imagine
that! Because the parties that are mana-
ging the Funds are so different and have
very different interests, we cannot limit
ourselves to encouraging them to share
their objectives. Instead, we must provide
the necessary tools with which to make
this sharing both attractive and feasible.
We have therefore come up with a Su-
stainable Integrated Urban Renewal Pro-
gramme, which must act as the starting
point for the next round of planning for the
allocation of Structural Funds. This pro-
gramme is subdivided into five separate
sub-programmes or integrated projects,
namely:
• the science city,
• the accessible city,
• the creative city,
• the liveable city
• the supporting city.
Urban Milano has developed these inte-
grated projects on behalf of the Council
for Territorial Development, with the aid of
the General Urban Planning sector.
The picture you are seeing now depicts a
continentale, era un nome che evocava
la meta del viaggio verso occidente. A
nord Ovest si colloca l’orizzonte euro-
peo di Milano contraddistinto dall’arco
Alpino ben visibile nelle giornate limpide.
Lo sviluppo sostenibile di Milano deve
fondarsi su una visione nitida dell’am-
bito territoriale su grande scala. Ma la
sostenibilità, non può che essere conce-
pita in termini di durevolezza ovvero, per
definizione, in un orizzonte temporale di
lungo periodo. Proprio quello prefigurato
dagli strumenti d’ingegneria finanziaria in
attuazione, Jessica, nel prossimo ciclo
di programmazione dei Fondi strutturali,
citati nell’intervento di Valentina Corsetti.
Jessica si avvarrà di Fondi di Sviluppo
Urbano, finalizzati ad un piano integra-
to d’investimenti sulla base di criteri di
“revolving”. Tale prospettiva, richiede un
orizzonte temporale di 30 - 50 anni, in
quanto è difficile sia capitalizzare i bene-
fici che prevedere un ritorno degli investi-
menti infrastrutturali nel breve periodo.
Il fattore critico di successo sarà poi costi-
tuito dalla capacità del contributo pubbli-
co di attrarre capitali privati, poiché tipica-
mente gli interventi per i quali maggiore è
l’interesse generale non garantiscono una
redditività interna capace di assicurarne il
sunset in the Northwest. A philologist who
died recently, Giovanni Semerano, attribu-
tes the etymology of the name “Europe”
to the term for “sunset” or “Erebu”, which,
for the nomadic people that moved from
the middle east towards the continental
shelf, was a name that reminded them
of their destination on their westward vo-
yage. To the North lies the Milan’s Euro-
pean horizon, outlined by the arc of the
Alps, which is clearly visible on a clear day.
Milan’s sustainable development must be
based on a clear, broad scale vision of its
territory, however, sustainability cannot
be defined in terms of longevity or, by de-
finition, in terms of a long-term horizon,
such as that envisaged by the financial
engineering instruments being developed
by Jessica for the next round of planning
of the Structural Funds, as mentioned in
Valentina Corsetti’s segment.
Jessica will be utilising Urban Develop-
ment Funds aimed at an integrated inve-
stment plan based on “revolving” criteria.
This approach requires a planning hori-
zon of 30 - 50 years, due to the difficulty
involved both in capitalising the benefits
and in providing returns on infrastructure
investments over the short-term.
The critical success factor will therefore
be the capacity of the public contribution
to attract private capital because, typical-
ritorno. Occorrerà, quindi, adottare una

Dovrà essere quindi definito, un piano che
espliciti le modalità di rientro degli investi-

menti da predisporre, il Ministero delle In-
frastrutture, sta già coordinando un grup-
po di lavoro del quale fanno parte BEI,
Cassa Depositi e Prestiti, Regioni, alcuni
Comuni tra i quali Milano. Occorrerà poi,
mettere a confronto le proposte del grup-
po di lavoro, con le prospettive concrete,
avanzate dalle grandi aree metropolitane
interessate. Milano è pronta ad avviare
questo confronto. Immaginiamo come
sede del Fondo di Sviluppo Urbano mila-
nese la stessa Villa Scheibler.
L’autoconsistenza economica e l’autono-
mia amministrativa del fondo, lo sottrae
ai vincoli dell’indebitamento pubblico del

equalisation between the profitability of
private investments and the profitability
of public investments participating in the
fund.
A plan will therefore have to be drawn
up, which specifies the manner in which
the public investments will be repaid and,
thereafter, a similar one for private inve-
stments, both directly (as shareholders),
and as investors capable of attracting
foreign investments, by means of territo-
rial marketing tools, due to the increased
competitivity of the urban area generated
by the public investments.
In order to deal with the complexity of the
instruments that need to be devised, the
Ministry for Infrastructure is already in the
process of setting up a working group,
which includes BEI, Cassa Depositi e Pre-
stiti, the Regions and a number of Muni-
cipalities, including that of Milan. We will
then have to compare the working group’s
proposals with the actual proposals su-
bmitted by the large metropolitan areas
affected. Milan is ready to begin with this
comparison. We envisage the very same
Villa Scheibler as being the headquarters

I contenuti innovativi del programma do-
vranno essere orientati perciò alla capa-
cità di preparare la città ad affrontare le
sfide dello sviluppo sostenibile in vista
di cambiamenti epocali delle tecnologie
energetiche che impongono di affrontare
congiuntamente i problemi di sostenibilità
e di competitività delle grandi aree metro-
politane. È necessario concepirlo sin da
ora. Gli effetti dirompenti che già si ma-
nifestano con il riscaldamento globale, ci
avvertono che non siamo in anticipo. Per
molti aspetti siamo in forte ritardo.
Torniamo a guardare l’orizzonte milanese,
a nord ovest, verso il monte Leone, verso

The Fund’s economic self-sufficiency and
administrative independence relieve it
of any limitations imposed by the public
debt of the stability pact. The equalisation
mechanism, and the Fund’s 30 to 50-
year life span should be enough to ensure
a low but secure average return. These
conditions would constitute an appropria-
te investment for the Pension Funds, in
turn providing a constant annual income,
which would be sufficient to fund an in-
vestment programme with advantageous
tax concessions that is well in keeping
with the social objective of urban revival.
However, proposing to oversee a tran-
sformation spanning 30 - 50 years means
counting on a city that has been freed
from the shackles of fossil fuels.
The innovative content of the programme
must therefore be aimed at preparing the
city to take on the challenges presented
by sustainable development in preparing
for changes in energy technologies over
time, which presents the challenge of
dealing simultaneously with the problems
of sustainability and competitivity of the
major metropolitan areas, and we need to
realise this from the start. The disruptive
effects of global warming that are already
being seen are a warning that we are not
ahead of the game. In many ways we are
l’Europa. Nelle giornate limpide dal Duo-
mo si riconoscono a ovest, sullo stesso
parallelo, il Gran Paradiso, a 300° il monte
Rosa, a 45° il Pizzo Arera. Questa veduta,
ci fa identificare nelle antiche popolazioni,
che per la prima volta, hanno scelto que-
sto crocevia padano delle terre di mezzo,
come luogo elettivo della città emergente.
Quella scelta ha deciso della sostenibilità
del suo sviluppo e della sua capacità
d’adattarsi alle trasformazioni come un
organismo vivente, almeno negli oltre 2
millenni che la storia documenta.
Sul punto di vista dell’unione strutturale
tra Milano ed il suo territorio ai diversi livelli
di scala, si fonda l’approccio integrato del
programma di cui sto per illustrarvi le linee
guida.
La città della scienza: dicevamo della
localizzazione del Politecnico, del Mario
Negri, del palazzo dell’Innovazione. Oc-
corre far diventare quest’area un polo di
sviluppo di servizi condivisi di Knowledge-
providing, alla ricerca, all’innovazione e al
trasferimento tecnologico. Se voi aveste
una carta dello sviluppo spaziale delle at-
tività economiche della città, vedreste che
tutte le attività basate sulla conoscenza si
stanno dislocando attorno al centro della
città e verso i confini comunali.

Let’s take another look at the Milan ho-
rizon, towards the northwest and Mount
Leone, towards Europe. On a clear day,
from the Duomo and directly in line, we
can recognise the Gran Paradiso Na-
tional Park, at 300° Mount Rosa and at
45°, Pizzo Arera. This view provides you
with an affinity for the peoples of old who
first chose this plains crossroads of the
“middle lands” as the preferred site for the
emerging city. This choice established the
sustainability of its development and its
capacity to adapt to changes that have
taken place, much like a living organism,
at least in the more than two thousand
years of the city’s recorded history.
As regards the structural links between
Milan and its territory at various levels,
this is basis of the integrated approach
that I am about to describe and illustrate
the guidelines.
The science city: we have already talked
about the location of the Polytechnic,
the Mario Negri Institute and the innova-
tion building. We need to make this area
become a development hub for sharing
knowledge provision services, as well as
research, innovation and technology tran-
sfer. Were you to have a map showing the
spatial development of the city’s busines-
ses, you would see that all the knowled-

Le attività manifatturiere mature, invece,
continuano a rimanere nella conurba-
zione. Così, organicamente, la città sta
offrendo le proprie basi di conoscenza,
il proprio sapere, alle competenze spe-
cialistiche consolidate, che continuano a
svilupparsi nella Regione.
Dobbiamo esplicitare questo collegamen-
to tra “sapere” e “saper fare”, valorizzan-
do le grandi potenzialità di fertilizzazione
del territorio, offerte dalla localizzazione
delle fabbriche della conoscenza.
Se la città della scienza saprà combinare i
bisogni della ricerca e dell’industria, diver-
rà il più efficace strumento per orientare i
processi localizzativi nelle aree periferiche
dismesse e degradate, verso attività puli-
te basate sulla conoscenza.
Anche in questo caso, non basta condi-
videre i servizi che già utilizzano diverse
funzioni d’eccellenza che s’incontrano su
questo territorio, occorre progettare un
sistema integrato di servizi condivisi.
Ci stanno riuscendo i miei concittadini ge-
novesi, a finanziare la città della scienza in
un contesto assai meno dinamico.
Milano deve essere all’altezza delle sue
grandi potenzialità innovative.
La città accessibile: abbiamo detto dei
problemi di accessibilità dell’area Urban.
ge-based businesses are relocating from
the inner city out towards the municipal
boundaries. The established manufactu-
ring businesses continue to stay in the
urban areas. The city is therefore, in an
organic way, offering its knowledge ba-
ses, and its knowledge, to the consoli-
dated specialised skills that continue to
expand in the Region.
We need to specify this link between
“knowing” and “being able to do so-
mething”, exploiting the great potential
for territorial fertilisation offered by the lo-
cation of the “knowledge factories”. If the
science city is able to combine the needs
of research with those of industry, it will
become a most effective tool to redirect
the relocation process towards clean ac-
tivities based on a knowledge of the lo-
calisation processes in the unused and
degraded outlying areas. Here too, it will
not be sufficient to share the services that
already make use of the excellence func-
tions that come together in this area, but
we must rather develop a system of inte-
grated services. My co-residents in Genoa
have already been successful in financing
their science city in context that is far less
dynamic. Milan must learn how to exploit
its great potential for innovation.
The accessible city: we have already
mentioned the problems of accessibility

Il tema dell’accessibilità è stato articolato in cinque
linee guida.
La prima riguarda la progettazione e la pianificazione
integrata delle infrastrutture di trasporti e delle infra-
strutture ambientali, vale a dire la gestione delle ac-
que superficiali e profonde, la protezione civile, ma
anche le infrastrutture verdi intese come modalità di
fruizione e di gestione dell’ambiente naturale. L’area
Urban è collocata al centro della cintura verde, come
margine di sviluppo e riqualificazione dell’ambiente
naturale.
Per ognuno degli interventi di potenziamento delle
infrastrutture di trasporto, possiamo concepire un
uso sistematico di cortine verdi per attenuare il rumo-
re e assorbire le polveri, impiegando dove possibile
piante a rapido accrescimento, capaci di produrre
energia rinnovabile con le biomasse. Ma non possia-
mo limitarci a questo, dobbiamo anche prevedere,
che ad ogni intervento, sia associata la possibilità di
migliorare l’accessibilità locale, anziché renderla cri-
tica con il congestionamento del contesto e nuove
barriere. Quindi, occorre prevedere sottopassi per
le macchine, sovrappassi pedonali per le persone,
piattaforme verdi di scavalcamento, pensare all’uti-
lizzo di pensiline fotovoltaiche per le aree operative di
peggiore impatto visuale o acustico. Tutto questo va
concepito congiuntamente alla progettazione delle
infrastrutture.
Sono previsti 5 miliardi per la realizzazione della TAV,
nella tratta Torino Milano ma non un euro per l’armo-
nizzazione del contesto territoriale. Con il potenzia-
mento, possiamo decongestionare le infrastrutture,
ma il territorio è incomprimibile e dovrà assorbire
maggiori volumi di traffico; perciò è necessario ac-
compagnare le realizzazioni infrastrutturali con la rior-
ganizzazione di tempi e spazi dei contesti dei nodi. Il
programma europeo Trans-european Networks de-
stina fondi specifici per l’integrazione tra le infrastrut-
ture e il territorio. Il Comune deve accedervi per de-
stinarli al miglioramento della qualità urbana. Questa
non può essere delegata ai gestori delle infrastrutture
e dei servizi di trasporto.
Se incorporeremo nei fondi una parte delle disponibi-
lità finanziarie per riqualificare i contesti dei Nodi, ne
conseguirà un aumento dell’attivo patrimoniale degli
Share Holders pubblici e privati proprietari delle aree,
in una logica perequativa di remunerazione degli in-
vestimenti.
Vediamo, a titolo esemplificativo, cosa significa con-
cretamente per il polo ospedaliero, pianificare senza
risorse e pianificare avendo a disposizione lo stru-
mento dei Fondi di Sviluppo Urbano.
La Regione, che ha deliberato di localizzare in que-
st’area la nuova sede del Besta e l’ampliamento
dell’ospedale Sacco, chiede al Comune di definire
le modalità d’accesso. Nei tempi ristretti imposti dal-
la decisione, il Comune non può liberare le risorse
necessarie ad adeguare i servizi di mobilità all’accre-
sciuta dimensione di nuovi attrattori.
Non può far altro che indicare il tramvai esistente, di-
stante circa 800 metri dal nuovo insediamento come
unico servizio di trasporto pubblico.
L’accesso veicolare avverrà attraverso l’ampliamento
di un ponte esistente in prossimità della nuova sede.
of the Urban area. The topic of accessibility has been
broken down into a set of five guidelines.
The first regards the design and integrated planning
of the transport and environmental infrastructure,
which includes not only managing the surface and
underground waters and civil protection, but also
the green infrastructure, meaning the utilisation and
management of the natural environment. The Urban
area is situated in the middle of a green belt, to serve
as a starting point for the development and rehabili-
tation of the natural environment.
As regards each of the interventions to upgrade the
transport infrastructure, we can also come up with
a systematic use of green “curtains” to reduce the
noise levels and allay the dust in the air, making use,
wherever possible, of fast growing trees capable of
producing renewable energy from their biomass.
But we cannot afford to stop at this. Every interven-
tion must also make provision for some sort of re-
lative improvement of local accessibility, rather than
making access more difficult and establishing further
barriers.
We therefore need to provide underpasses for mo-
tor cars, pedestrian overpasses for people, green
crossover platforms, we must consider installing
photovoltaic awnings in the areas worst affected by
visual or noise impact. All of these options must be
considered at the time of planning the infrastructure
projects.
5 Billion have been allocated for the establishment
of a High-speed train service between Turin and
Milan, but not a single Euro has been set aside for
harmonising the territorial context. The upgrade of
the rail links means that we can reduce congestion,
however, the territory is inflexible and will therefore be
obliged to absorb greater volumes of traffic. For this
reason, the creation of new infrastructure will have
to be accompanied by some sort of re-organisation
of time and space within the context of the nodes.
The European Trans-European Networks program-
me allocates specific funds for the integration of in-
frastructure with the territory. The Municipality must
gain access to these funds and use them to improve
the quality of urban areas. This cannot be left to the
managers of the infrastructure and the transport ser-
vices.
If we allocate a part of the financial resources within
the funds to the rehabilitation of the context of the
Nodes, there will be an increase in the value of as-
sets belonging to public Shareholders and private
owners of the area, and thus an equalisation of the
returns on investment.
Let us look at what it means for the hospital complex
to plan without access to resources, or to plan with
access to Urban Development funding.
The Region, which has resolved to locate the new
headquarters of the Besta in this area, as well as to
extend the Sacco Hospital, asks the Municipality to
define the methods of access. Given the tight dea-
dlines imposed by the decision, the Municipality is
unable to release necessary funding to upgrade the
transport services so as to enable them to handle
the increased flow of users.
The Municipality, therefore, can do little more than

totalmente diverso.
Poiché è in prossimità dell’autostrada, e non dispo-
nendo di mezzi per intervenire sul contesto, il pro-
getto del nuovo polo ospedaliero, prevede di affian-
care la viabilità locale all’autostrada. Per allontanare
i servizi dall’inquinamento e dai rumori del traffico,
utilizza i parcheggi come ulteriore barriera. Ad una
barriera se ne aggiungono così altre due, allontanan-
do i servizi dal quartiere. Già ora, una mamma che
volesse raggiungere con un passeggino l’ospedale
Sacco dal centro del quartiere, dovrebbe percorrere
circa un chilometro e mezzo a piedi. In futuro, anche
il personale ed i visitatori, avranno bisogno di servi-
zi ricettivi, di residenze temporanee per gli utenti del
day-hospital. Dove dovrebbero cercarle, se non nel
quartiere stesso?
Il programma integrato, deve concepire una moda-
lità di associazione reciprocamente vantaggiosa dei
servizi d’eccellenza metropolitana, con i loro conte-
sti residenziali. Possiamo prevedere, ad esempio, di
realizzare un People Mover, che colleghi la stazione
dell’alta velocità presso la nuova fiera con l’Expo,
il nuovo polo ospedaliero, con stazioni ponte che
scavalcando l’autostrada siano di servizio anche
al quartiere. Le loro piattaforme potrebbero essere
concepite come accesso ciclo-pedonale dal quar-
tiere all’ospedale, e al suo parcheggio. L’impianto,
completamente automatizzato potrebbe raggiunge-
re la stazione di Quarto Oggiaro, sulla linea della Mal-
pensa. Gli utenti, i lavoratori ed i residenti potrebbero
contare sul raddoppio della frequenza dei treni aven-
do sempre l’alternativa tra la linea FS e quella FNM.
Queste sono le logiche di un programma integrato di
sviluppo urbano.
Il People Mover è un investimento “freddo”, non re-
munerativo se concepito al di fuori di un program-
ma integrato. Eppure determinerebbe una decisiva
valorizzazione del territorio, favorendo la fertilizzazio-
ne indotta dal polo ospedaliero con funzioni ricetti-
ve o culturali complementari. Stazioni e parcheggi
sarebbero popolati di visitatori anche al sabato, alla
domenica e la sera e sarebbero a disposizione del
quartiere, anche quando non utilizzati dagli utenti dei
servizi. In una logica di perequazione dei fondi, l’in-
cremento dei valori immobiliari delle aree di proprietà
del demanio, del Comune, degli enti infrastrutturali,
dei privati, compenserebbe ampiamente la bassa
redditività del servizio di trasporto. L’accessibilità del-
le merci, costituisce una criticità a cui il programma
deve rispondere. Il parco ferroviario di Certosa an-
drebbe de-localizzato. Il 50% delle merci manipolate
nei parchi ferroviari urbani, non ha Milano per origine
o destinazione e sono oggetto di attività d’interporto
non compatibili con la localizzazione urbana.
Delocalizzare queste funzioni, consentirà di collega-
re le nuove piattaforme logistico-produttive esterne,
con la distribuzione ecologica delle merci, sia per le

will occur via the expansion of an existing bridge in
the vicinity of the new headquarters. However, anyo-
ne needing to go to the hospital complex will not take
the inconvenient tram service, but will rather go by
car and travel through the district, thus bringing fur-
ther congestion to an already congested area.
Were we, instead, to include the topic of accessibility
to the new services within an integrated sustainable
urban renewal programme, a number of totally diffe-
rent opportunities would become available.
Since the area is close to the motorway and, there
being no funds available to address the problems,
the hospital complex project ties local accessibility
to the motorway nearby. In order to distance the
services from the pollution and traffic noise coming
from the motorway, the parking area is then used
as an additional barrier. And so this barrier is joined
by another two, thereby locating the services ever
further away from the district they serve. So now, a
mother with a baby in a pushchair who needs to get
to the Sacco Hospital from the centre of the district,
would have to cover a distance of about one and a
half kilometres on foot. Looking to the future, even
the hospital staff and visitors will certainly need cer-
tain hospitality services and day-hospital patients will
require temporary accommodation. Where will these
people seek for whatever they need, if not in the di-
strict itself?
The integrated programme must devise a mutually
advantageous way to link excellent underground ser-
vices with the residential areas. We could, for exam-
ple, make provision for a “people-mover” system,
which would connect the high-speed train station
at the new Trade Fair grounds with the Exhibition
Centre and the new hospital complex, with overpass
stations that cross the motorway and that would also
serve the district. The platforms could be designed
as cycle/pedestrian paths connecting the district to
the hospital and its parking area. The installation,
which could be fully automated, could reach the
Quarto Oggiaro station on the Malpensa line. The
users, workers and residents could therefore count
on the doubling of the frequency of trains and the
always have the option of either the FS or the FNM
line. This is the logic behind an integrated urban de-
velopment programme.
The People Mover system is, in itself, an “isolated”
and non-profitable investment unless it forms part
of an integrated programme. And yet it would con-
stitute a significant enhancement for the area, en-
couraging cross-pollination between the hospital
complex and the complementary hospitality or cul-
tural facilities. The parking areas and stations would
also attract visitors on Saturdays, Sundays and in
the evenings and would be available to the district’s
residents when not being used by the people using
the hospital services. Within the framework of equa-
lisation of funds, the increase in property values in
areas belonging to the State, the Municipalities, in-
frastructure bodies and private investors would more
than compensate for the limited profitability of the

Arrivano ai bastioni con un carico del
50%, e raggiungono la cintura dei navigli
con solo il 20%.
La logistica urbana e la gestione delle
merci deve essere oggetto di un pro-
gramma specifico. Dei 55 ettari sottouti-
lizzati dello scalo Farini da recuperare ad
usi socialmente utili, basterebbe un ettaro
destinato alla distribuzione delle merci per
le vie commerciali del centro città.
Gli spazi operativi, della piattaforma di-
stributiva, potrebbero essere coperti e
destinati a servizi e a spazi verdi di colle-
gamento tra i quartieri attualmente sepa-
rati dalla barriera infrastrutturale del parco
ferroviario.
La limitazione del flusso delle merci nelle
arterie di scorrimento, favorirà la separa-
zione dall’accessibilità ciclo pedonale a
spazi pubblici non più invasi al 90% da
veicoli privati.
Il programma di rigenerazione urbana po-
trebbe amplificare i suoi benefici promuo-
vendo la diffusione di tecnologie urbane
ambientalmente sane attraverso politiche
integrate di prodotto e di “Green Public
Procurement”. Incentivi, di tipo fiscale e
normativo, innescherebbero un circolo vir-
tuoso di competizione per la sostenibilità.
Gli interventi indicati a titolo esemplifi-
cativo, dovranno essere valutati e decisi
dai diversi partners dell’Amministrazione
coinvolti.
Ipotizziamo, in particolare, la realizzazione
di un “Personal Rapid Transit” che colle-
ghi la vecchia sede del Politecnico con
le nuove sedi del Politecnico, del Mario
Negri, del Palazzo dell’Innovazione, la
stazione di Bovisa (sulla linea Malpen-
sa), la stazione di Villapizzone (Passante
ferroviario). Dovrà essere previsto, infine,
l’uso metropolitano delle tratte ferroviarie
urbane declassate dalla realizzazione del-
la Tav, intensificando sia il numero delle
stazioni che la frequenza del servizio.
Il programma integrato, prevede il recu-
pero e la valorizzazione delle emergenze
architettoniche, oltre alle molte attività di

energetica degli edifici.

Accessibility of goods is a critical area
that the programme will be obliged to ad-
dress. The railway goods yard at Certosa
needs to be relocated. 50% of the goods
handled in the urban railway yards are not
coming from, or to Milan and are merely
handled by the goods yards, an activi-
ty that is not compatible with the yards’
urban location. Relocating these activities
would enable us to link the new, external
logistics-production platforms with envi-
ronmentally friendly goods distribution to
the small to medium size companies at
the outskirts of the city and, using the rai-
lways, to the inner city business areas.
The railway links between the outer and
inner distribution hubs will allow commu-
ters to reach the city centre, minimising
congestion and, with some expansion,
get to the business areas by means of
environmentally friendly transport. Cur-
rently, the wheeled transport vehicles are
fully loaded as they approach the city but,
as they converge on the city centre, they
become empty progressively. Although
their footprint remains unchanged, they
are 50% full upon reaching the city walls
while, at the terminus, they are only 20%
full.
Urban logistics and goods handling must
become the subject of a specific program-
me. Of the 55 under-utilised hectares at
the Farini stopover, which could be reclai-
med for socially useful purposes, a single
hectare would be sufficient for the distri-
bution of goods to the business streets
of the city centre. The operational areas
of the distribution platform could also be
covered and utilised for the provision of
services and as green areas, re-linking
the districts to the two currently separa-
ted due to the tear in the urban fabric.
Limiting the flow of goods along the ar-
terial roadways will favour a return to the
more easily accessible cycle-pedestrian
paths, which will no longer be 90% bloc-
ked by private vehicles.
The urban renewal programme could in-
crease the benefits it provides by promo-
ting the spread of environmentally sound
urban technology, by adopting integrated
and “Green Public Procurement” policies.
Tax and regulatory incentives would trig-
ger a vicious circle of competition for su-
stainability.
The interventions put forward as exam-
ples will have to be assessed and deci-
ded upon by the Administrations involved.
Let’s talk specifically about the creation of
a “Personal Rapid Transit” system con-
necting the old Polytechnic site to the
new sites for the Polytechnic, the Mario
Negri Institute, the innovation building,
the Bovisa station (on the Malpensa line)
and the Villa Pizzone station (rail link). The
stretches of railway line made redundant
by the advent of the High-speed train,
could be put to good use as metropolitan
lines, by increasing both the number of
stations and the frequency of the servi-
ce.
The integrated programme envisages
linking the recovery and enhancement of
the architectural heritage to the cultural
advertising activities aimed at the enhan-
cement and development of the Theatre
School and the activities related to the
presence of the Triennial exhibition in
Bovis. Villa Caimi, for example, could be-
come a cultural promotions centre, ma-
naged by the associations of the district.
The inclusion of such interventions in the
programme would permit the advance of
the necessary funds for the recovery of
architectural features that have currently
been totally abandoned, such as the Mer-
lata and Torchiera farmsteads, thus plan-
ning in advance their inclusion as part of
the “creative city”.
Through “Asset”, “Aler” plays a leading
role in the definition of the content of the
“liveable city”. The project identifies the

possibility of an alternative utilisation of
public residential building assets for pur-
poses such as company activities, hawker
trade, temporary residential accommo-
dation for students, studios and patien-
ts or family attending the day-hospital at
the hospital complex, as an opportunity
for renewal. The “Piani Piloty” shelter re-
furbishment interventions will be carried
out in such a way as to demonstrate the
use of environmentally friendly energy te-
chnology associated with building refur-
bishment, such as roofing with integrated
photovoltaic tiles.
All the public partners will be invited to
attend a convention aimed at the joint de-
finition of a Sustainable Integrated Urban
Renewal Programme.
The final area is that of the “Supporting

Urban, ci offre l’occasione per fare una riflessione
sul tema della programmazione degli interventi in un
modo non settoriale ma completo. È uno dei pro-
grammi in questi anni, che ha creato un punto di for-

za attraverso politiche di condivisione degli obiettivi,
che diversi soggetti pubblici o privati hanno svilup-
pato insieme.
Tutti condividiamo il fatto che interventi pubblici, o
comunque interventi che sono destinati ad attivare
delle politiche, richiedano un lavoro d’insieme tra i
diversi soggetti che interagiscono su un medesimo
territorio. Se termini come pianificazione partecipa-
ta, integrazioni tra le diverse politiche, opportunità di
partire dal territorio nel momento in cui si definiscono
gli interventi, cominciano ad essere patrimonio co-
mune di decisori politici e amministratori delle par-
ti sociali, questo lo si deve anche a progetti come
Urban. In questi anni, infatti, programmi simili hanno
portato avanti modalità di lavoro opportune per svi-
luppare interventi sul territorio.
Cosa significano queste modalità d’intervento, ri-
spetto al tema delle politiche del lavoro di cui in ge-
nere mi occupo?
Significano molto, in un settore come quello del
lavoro, che storicamente è sempre stato un ambi-
to in cui le politiche si decidevano al centro, in cui
territori e soggetti venivano visti come meri esecu-
tori di qualche decisione presa dall’alto. Da questo
punto di vista, l’esigenza di partire dal territorio per
definire gli interventi è oramai acquisita. Se doves-
simo leggere le indicazioni date dalla Commissione
Europea, rispetto alle azioni di programmazione di
fondi comunitari per il 2007/2013, noteremmo che
ivi, si raccomanda di partire dal territorio per cercare
di costruire delle politiche condivise; è ormai la scelta
sulla quale anche la Commissione Europea si è indi-
rizzata e sulla quale debbono muoversi tutte le altre
amministrazioni coinvolte nella definizione dei piani
d’attività. Se dovessimo pensare alle indicazioni che
arrivano da Bruxelles, nel momento in cui sia i go-
verni centrali che regionali attivano i propri strumenti
di programmazione, capiremmo come l’esigenza di
partire dal territorio sia uno dei capisaldi di questa
nuova programmazione comunitaria.
Non sempre questo è facile, e non sempre è pra-
Urban offers us an opportunity for reflection on the
topic of planning of interventions in a complete ra-
ther than departmental manner. It is one of a number
of interventions that have been developed, in recent
years using policies financed using Public funds, whi-
ch, due to the shared objectives and the joint work
carried out by public or private parties, has created
a real sense of strength. I believe that, at least to a
certain extent, we all agree on the fact that any public
works or, for that matter, any interventions aimed at
developing policies, demand that there be a certain
joint effort put in from the outset by all the parties exi-
sting in an area. If terms such as “joint planning”, “in-
tegration of the various policies” and “an opportunity
to start in the area when defining interventions” have
become part of the vocabulary of decision makers
and local body administrators, it is also partly thanks
to projects such as Urban, which has in recent years
tended to bring this way of working to the forefront.
It is an appropriate way of developing interventions
for an area.
What do these intervention methods mean when ap-
plied to the topic of the labour policies with which I
am mostly involved?
They mean a tremendous amount in a sector such
as that of Labour, which has, historically, always
been an area where policies were developed central-
ly and, depending on where the “centre” was situa-
ted and where the different areas and parties were
viewed merely as executors of some or other deci-
sion taken by someone else. From this perspective,
we can say that the need to start from the area af-
fected when defining interventions has already been
acknowledged. If we read the instructions issued by
the European Commission as regards the allocation
of European Community funding for the 2007/2013
period, it is recommended that any attempt to esta-
blish generally accepted policies must begin in the
area affected. This is also now clearly the preferred
choice shared by the European Commission, and
the direction to be followed by all Administrations in-
volved in the development of action plans. If we, as
central or regional governments implementing cer-
tain planning activities, consider the instructions is-
sued by Brussels, we can see how this need to start

occasione per scoprire che, a fronte di
bisogni e di problemi che il territorio espri-
me, lo stesso territorio può offrire possibili
soluzioni. Il tema delle politiche del lavoro,
è tradizionalmente poco uso a confron-

always a simple matter, nor do the Admi-
nistrations always work this way, since it is

that have, until now, been the prerogative
of certain institutional levels, and to share
them with lower institutional levels in the
planning activity. Brussels has recently
rejected the planning documentation su-
bmitted by a number of Countries and se-
veral Regions for the seven-year period.
Starting from within the area provides an

Discutere di politica del lavoro, significa

al 1997, il Ministero del Lavoro in Italia
come unico soggetto titolato e detentore
di competenze amministrative. Sino a
quella data nessun altro a livello ammi-
nistrativo (Comune, Regione, Provincia),
aveva competenze in materia di politiche
del lavoro. Purtroppo, stiamo operando in
un settore che non ha decenni di storia, la
situazione della pianificazione territoriale
non vede storicamente le amministrazioni
locali come attori protagonisti di queste
attività. Stiamo parlando di un tema -le
politiche del lavoro- che, oltre ad essere
nuovo nel nostro paese, è nuovissimo
per le realtà delle amministrazioni locali.

or whether it is better to address the pro-
blem of the over 50’s rather than that of
women, even when having to make choi-
ces such as these, in recent years even in
the specific area of labour policy, serious
discussion has taken place regarding the
right way forward. We are moving towards
a dual perspective, namely, to start from
the development of planning documenta-
tion, depending on the administrative skil-
ls of the various levels. Discussing labour
policies means discussing a subject that,
until 1997, has been the sole prerogative
of Italy’s Ministry of Labour, as the only
party possessing the necessary admini-
strative skill for the task. Until 1997, no
other administrative level, not the Muni-
cipality, the Region nor the Province held
any jurisdiction over labour policy. There-
fore, we do not have decades of history,
nor do we have an area-planning situation
where the local administrations have hi-

il criterio a cui ci leghiamo nella defini-
zione delle politiche, possiamo muoverci
secondo le diverse competenze degli or-
gani amministrativi, oppure partire dal ter-
ritorio, partire dalle opportunità che esso
esprime. Questo è interessante, perché la
storia ci dice che non tutti i territori sono
uguali: abbiamo tassi di disoccupazione
diversi, abbiamo mercati del lavoro di-
versi, ed è quindi ragionevole partire da
quello che ciascun territorio esprime e
dalle potenzialità che è in condizione di
offrire. Ed allora, se questo è l’indirizzo del
Programma Urban, la sperimentazione è
particolarmente interessante: l’Asse 2,
“Imprenditorialità e patti per l’occupazio-
ne”, è uno dei punti di forza dei 4 Assi.
Nell’ambito di quest’Asse, Urban ha pre-
visto tutta una serie di strumenti che favo-
riscano la nascita di politiche del lavoro, il
più adeguate possibile. Vi è un’iniziativa
a sostegno dell’economia sociale, a cui
storically been seen as major role players
in terms of these activities. We are talking
about a topic, namely “labour policy” that
is not only a novelty for our country, but
is also something totally new to the local
administration structures. When the time
comes to decide on the criteria we must
use in defining the policies, we can pro-
ceed in accordance with the various skills
possessed by the administrative bodies,
or we can start with the area, beginning
with the opportunities that an area has to
offer. This is an interesting concept be-
cause history has taught us that not all
areas are the same. There are differences
in unemployment rates and the labour
markets are different, and it is therefore
reasonable to start with what each area
indicates and the potential that each area
is able to bring to the table. And so, if this
is to be the focus of the Urban project,
the testing will be particularly interesting:
Focus Area 2, entrepreneurship and em-
ployment agreements, is one of the major

do in fase di pubblicazione. Sono inoltre
previsti tutta una serie di strumenti lega-
ti ai servizi per l’occupazione e all’auto-
imprenditorialità. Si tratta di azioni, da
sviluppare direttamente sul territorio, se-
condo una modalità d’intervento propria
dello strumento Urban.
Si tratta di provare la sperimentazione e
la costruzione di esperienze dimostrative,
che possano, successivamente, essere
messe a regime nell’ambito della attività
che il Comune di Milano persegue anche
a livello istituzionale.
Che cosa è nato in questi anni? Ci sono i
primi risultati. Ad esempio, il centro-lavoro
di via Satta, realizzato in un territorio non
facile, che sta operando da circa 2 anni
con tutti i soggetti che in qualche modo
possono offrire un contributo sul tema
dell’occupazione.
Abbiamo recentemente incontrato una
trentina di soggetti che si occupano da
vicino delle politiche del lavoro: ci piace-
rebbe arrivare fino in fondo e costruire
interventi integrati, attraverso le attività
che questi soggetti sviluppano. Un altro
risultato, è l’attivazione del centro risorse
per l’economia sociale in via Val Trompia:
è un altro esempio di come sia possibile
attivare sul territorio un servizio che fun-
ga da polo di aggregazione, nonostante
la situazione logistica sia ancora in dive-
nire. La scelta di collocare un servizio di
questo tipo, ci ha consentito di rendere
possibile tutta quella serie di servizi a cui
precedentemente si accennava.
Il bando sull’economia sociale, promuo-
verà la nascita di alcune imprese sociali,
che ci piacerebbe fossero in condizione
di rispondere ai bisogni che il territorio
esprime. Ci sono altre azioni, che han-
no come obiettivo quello di coinvolgere i
giovani nell’attivazione di progetti rispetto
alla creazione d’impresa. Vi è la realizza-
zione di interventi per le politiche attive del
lavoro, ma anche di attività recentemente
iniziate, come la produzione di materiali
informativi semplici, che aiutino le perso-
ne che stanno cercando un lavoro.
Non tutti i cittadini hanno bisogno di in-
terventi di accompagnamento specifico;
molti hanno bisogno di accedere ad in-
formazioni di base, per poter essere essi
stessi protagonisti del proprio futuro.
Occorre un livello d’informazioni che con-
senta a chiunque, di accedere ad un si-
stema di servizi e relazioni che, spesso
e volentieri, non sono fruibili ai cittadini.
Nell’ambito delle nuove attività che s’in-
tendono sviluppare, ci sono una serie di
riflessioni su Villa Scheibler, dove si inse-
dierà l’attività legata al teatro sociale e ai
profili professionali che quest’esperienza
è in condizione di attivare. È estremamen-
te interessante e potrebbe avere in quella
collocazione, una struttura adeguata.
La sfida che il progetto Urban ci permette
di affrontare a tutto tondo, è quella di ren-
dere il tema del lavoro non più residuale
nell’ambito delle politiche. Nel nostro
Paese esiste una netta separazione tra
le politiche attive per il lavoro (che sono
quelle che aiutano le persone a inserir-
si nel mercato del lavoro), e le politiche
passive (che sono quelle che erogano
indennità di disoccupazione, cassa inte-
grazione e mobilità). Mantenendo distinti
questi due filoni d’azione, che in altri paesi
invece sono uniti, diventa difficile la defini-
zione di un patto con la persona. Duran-
te la fase in cui un soggetto sarà certo di
poter accedere alle politiche passive, egli
tratterà coloro che gli propongono di ade-
rire alle politiche attive, in un modo diver-
so. Infatti, le problematiche sussisteranno
sempre, se non ci sarà la possibilità di
scambi tra il governo attivo e quello pas-
sivo. L’esperienza di Urban, ci dimostra
come un tema complesso come quello
del lavoro, possa diventare interessante:
in esso si cerca di mettere a fuoco qual è
la valorizzazione del tema lavoro, insieme
alla valorizzazione del capitale umano.
Occupandoci di servizi al lavoro, abbia-
mo l’opportunità di costruire un sistema
di servizi ed opportunità che permetta al
capitale umano piena espressione.
In Direzione Centrale ci troviamo a fare
una considerazione elementare: il Pub-
blico investe sulle persone per formarle
(soldi, tempo, energie spese nel percorso
formativo) e i servizi, restano insufficienti.
Nel momento in cui una persona decide
di introdursi nel mercato del lavoro, do-
vrebbe avere, invece a disposizione, un
livello di servizi minimo, capace di valoriz-
zare fino in fondo, l’esperienza formativa
maturata prima.
Un esempio: un soggetto studia per 20
anni, non ha mai conosciuto un’impresa,
non ha nessuno che lo aiuti a compilare
un curriculum vitae, non sa quanto vale,
coglie la prima opportunità che gli capi-
ta perché non sa se ce ne sarà un’altra.
Questo è un fatto negativo per la perso-
na, evidentemente, ma è anche negativo
per il sistema: una non valorizzazione del
capitale umano.
Quindi, verso cosa ci stiamo indirizzando
come Direzione Centrale, aiutati anche
dal vissuto che il progetto Urban ci ha
consentito di maturare?
Andiamo verso la creazione di una rete di
servizi al lavoro, di un sistema che favori-
sca un raccordo tra tutte le 700 realtà del
territorio Urban; sono già 110 i soggetti
che oggi si occupano di servizio al lavoro,
dalle strutture private, al centro per l’im-
piego della Provincia.
Pensiamo quale opportunità potrebbe
rappresentare, se questo sistema di ser-
vizi - che già vive, che già è stato paga-
to, che ha già sviluppato la sua attività -
potesse condividere alcune scelte di
fondo. In questo modo, si renderebbero
accessibili, alle persone in attesa di lavo-
ro, una serie d’informazioni utili.
Stiamo guardando anche al nostro inter-
no, perché se la realtà mette in discus-
sione tutti, innanzitutto deve mettere in
discussione noi stessi.
L’Amministrazione comunale ha fatto la
scelta di attivare una “Direzione Centra-
le per le politiche del lavoro e dell’occu-
pazione”. L’idea su cui si sta lavorando
è quella di individuare, nella nascita dei
centri per il lavoro e l’occupazione, il mo-
dello organizzativo dove far confluire i
servizi rivolti a coloro che cercano lavoro
e a coloro che ancora studiano. Il centro
di via Satta, che due anni fa ha inaugu-
rato questa nuova logica nell’ambito del
Programma Urban, potrebbe diventare
il primo esempio di centro per il lavoro
e l’occupazione che vada a unificare le
competenze dei due settori.
Oltre alla rete dei servizi al lavoro e la na-
scita dei centri, occorre prevedere altri
interventi che mettano in evidenza i sin-
goli pezzi del mercato del lavoro in grado
d’esprimere un grande valore aggiunto:
un esempio è il teatro sociale e l’ambito
a cui esso è legato. Altri potrebbero es-
sere gli strumenti e le agenzie sociali per
il lavoro, oppure centri-risorse in cui poter
mettere in comune le competenze matu-
rate sulle politiche del lavoro. Le modalità
d’impostazione del Programma Urban, ci
hanno effettivamente spinto ad impostare
in modo simile anche il resto di tutta l’atti-
vità della Direzione Centrale.

Within the scope of the entrepreneurship
Focus Area, Urban has set up a whole
range of tools that favour the establish-
ment of labour policies that are as appro-
priate as possible. Thus, within the scope
of this Focus Area, is the social economy
initiative mentioned earlier by Professor
Sarbia, for which a selection tender has
been announced in recent days. This en-
visages a complete range of tools linked
to employment services, telephone-sales
work and self-employment. These are ac-
tivities that are developed within the area
itself, in accordance with the Urban’s
own method of intervention. In other wor-
ds, to attempt to build up demonstrative
experiences that can later be fully utilised
within the scope of the activities that the
Milan Municipality is working on officially.
What has happened in recent years?
We are seeing some initial results, such
as the employment centre in Via Satto,
which was born in a difficult area and
that has now been operating for about 2
years, meeting with people that may be
able to make some sort of contribution
in the area of employment. We recently
met with around thirty people that are
closely involved with labour policy: we
would dearly love to go all the way and
develop some integrated interventions in-
volving the activities that these people are
developing. Another outcome has been
the establishment of a social economy re-
source centre situated in Via Val Trompia,
which is another example of how it is pos-
sible to establish a service that acts as a
meeting hub in an area, even though the
logistics situation is still to be finalised.
The decision to set up a service of this
type has enabled us to provide the area
with the range of services mentioned ear-
lier.
The social economy selection tender
mentioned earlier will enable the establish-
ment of a number of social undertakings,
which, we would like to believe, will be
able to meet the needs that have emer-
ged from the area. Then there are certain
activities that are aimed at involving the
youth in the establishment of projects re-
garding not only the creation of new bu-
sinesses and active labour policies, but
also newly established activities, such as
the production of very simple materials to
assist job seekers. Not all residents need
special assistance interventions. Many
people require nothing more than access
to basic information so as to become ma-
sters of their own fate. A level of informa-
tion that will enable each of us to access
a system of services and relationships
that is often unavailable to us due to a
lack of appropriate information. Within the
scope of the new activities to be deve-
loped, there is a series of considerations
regarding Villa Scheibler, where there will
be a range of activities taking place, whi-
ch are linked to the social scene and the
professional training that this experience
is able to establish. This is an extremely
interesting aspect that could find an ap-
propriate structure in that location.
The challenge that the Urban project ena-
bles us to confront fully is to remove the
topic of employment from the policy are-
na. We often suffer certain consequences
when addressing the issue of labour po-
licies in a country where we have a clear
distinction between active employment
policies, namely those that assist people
to find work, and passive policies, which
are those that provide unemployment, re-
dundancy and retrenchment benefits. By
maintaining a separation between these
two focus areas, which go hand in hand
in most other countries, it becomes diffi-
cult to define an agreement with the indi-
vidual. As long as the individual is assured
of access to the benefits provided by the
passive policies, he/she will behave diffe-
rently towards any party asking him/her to
embrace the active ones. Until such time
as those dictating active policy have no
say over the passive ones, the situation
will continue to be difficult. However, the
Urban experience has shown us how a
complex issue such as that of employ-
ment can become very interesting. In this
aspect we attempt to shed some light
on ways to enhance the topic of work, in
other words, enhance the value of human
capital.
Being involved in employment services,
we have the opportunity to set up a sy-
stem of services and opportunities that
will allow complete and due expression
for the human capital.
At headquarters we find ourselves con-
sidering a very basic truth, namely, how
the Public invests in training its people
(money, time, effort put into the training
process) and, on the other hand, how few
services are offered. At the time when a
person decides to enter the work market,
he/she should have access to a basic le-
vel of services that help add value to any
prior training the person has received. For
example, I study for 20 years but have
never seen the inside of a company, the-
re is nobody available to help me draft a
curriculum vitae, I do not have any idea
of what I am worth and I land up taking
the first position offered because I don’t
know whether any other position will be

forthcoming. This is clearly a negative si-
tuation for the individual, but it is equally
negative for the system, resulting from
overlooking human capital.
Therefore, what are we aiming for as top
management, also aided by the experien-
ce that the Urban project has enabled us
to gain?
We are aiming to create a network of em-
ployment services, a system that encou-
rages a convergence between all of the
700 companies in the Urban area. There
are already 110 parties currently involved
in employment services, ranging from pri-
vate structures through to the Province’s
employment centre. Just think what an
opportunity it would be if this system of
services, which has already been set up,
has already been paid for and is already
busy with its activities, were to agree on
a number of basic choices, providing job
seekers with a whole range of simple, yet
extremely useful information.
We are also looking inward because, if
the reality is causing everyone to question
everything, then we must be first in line for
questioning. The Municipal Administration
has chosen to adopt a centralised mana-
gement system that, with their labour po-
licy skills, used to be called professional
training skills and that is now focused on
employment, is now called the “Centra-
lised Management of labour policy and
employment”. The idea they are working
on is, through the labour and employ-
ment centres, to set up an organisatio-
nal model that combines the provision of
services aimed at job seekers and other
services aimed at people who are still at
school. I would say that the centre situa-
ted in Via Satti, which already started this
trend two years ago as part of the Urban
project, could become the first labour and
employment centre to combine the skills
of these two sectors. In addition to these,
with the birth of the employment service
network and these centres, there could be
other interventions, perhaps even more
demonstrative, which would highlight how
individual parts of the labour market are
in a position to add significant value due
to their specifics. One such example is in
the social sphere and the environment to
which it is bound. Other examples could
include the tools and social employment
agencies, or even resource centres whe-
re any experience gained in the field of
labour policy could be shared.
The methods used in setting up the Urban
Programme have effectively forced us to
use similar methods for setting up the ac-
tivities of central management.

Nell’ambito delle attività della Misura II è nato in Via
Val Trompia 45, QUARTO Laboratorio.
QUARTO Laboratorio offre servizi mirati per la crea-
zione d’impresa, il sostegno all’economia sociale e
all’imprenditorialità giovanile, l’accesso al credito, la
diffusione di una cultura ambientale responsabile at-
traverso:
• Il Centro servizi per l’impresa
• Il Centro Risorse per l’Economia Sociale (CRES)
• Lo Spazio Ambiente ed Energia
Il centro si pone come punto di incontro e confronto
tra cittadini, imprenditori, associazioni e mondo no-
profit.
Oltre a queste attività QUARTO Laboratorio, è impe-
gnato nell’identificazione di nuove ipotesi progettuali
sull’area Urban, attraverso seminari ed eventi volti
a rilevare i bisogni che emergono nel territorio e a
condividere gli obiettivi di sviluppo con la comunità
locale.
Sono allo studio del laboratorio anche altre attività
con particolare attenzione ai servizi alla persona, che
saranno definiti in sinergia con il Piano dei Servizi del
Comune di Milano.
Quarto Laboratory:
THE NEW CENTRE
FOR THE DEVELOPING
OF THE URBAN TERRITORY
Within the areas of the activities of Measure II the
QUARTO Laboratory has come to life in Via Val
Trompia 45.
QUARTO Laboratory offers targeted services for
creating enterprises, sustaining the social economy
and youth entrepreneurship, access to credit and
the spreading of a responsible environmental culture
by means of:
• The Centre for enterprise services
• The Resource Centre for the Social Economy (CRES)
• Energy and Environment Space
The centre aims to be a venue for meeting and di-
scussion between residents, entrepreneurs, asso-
ciations and not-for-profit operators.
In addition to these activities, QUARTO Laboratory is
engaged in identifying new ideas for projects in the
Urban area through seminars and events aimed at
detecting the needs arsing in the territory and sha-
ring the objectives for development with the local
community.
In the laboratory, other activities are being studied
with special attention being given to the services for
the person, to be defined in synergy with the Plan of
Services of the Municipality of Milan.
QUARTO Laboratorio è gestito da Milano Metropoli
Agenzia di Sviluppo, capofila dell’Associazione Tem-
poranea di Imprese - costituita da Politecnico di Mila-
no, Università Bocconi, Asset-Aler, Intesa Sanpaolo,
BIC La Fucina, Euros - che si è aggiudicata la gara
d’appalto indetta dal Comune di Milano per l’attua-
zione operativa della misura Asse II - Imprenditorialità
e patti per l’occupazione.
Accanto ai servizi alle imprese, associazioni e cittadi-
ni, la struttura del Centro Risorse per l’Economia So-
ciale (CRES) sta operando per definire alcuni progetti
integrati, con l’obiettivo di fornire un valido contributo
allo sviluppo dell’economia sociale nell’area Urban.
Brevemente possiamo così sintetizzarli:
1) Sviluppo di attività di impresa sociale legate alle
trasformazioni in atto sull’area della “goccia” della
Bovisa.
L’arrivo del Politecnico e l’apertura del Passante
hanno posto le basi per una rinascita in Bovisa, che
vedrà un numero sempre crescente di persone, stu-
denti, ricercatori, con i loro fabbisogni vitali. Si gene-
rerà in tal modo un indotto economico significativo.
L’obiettivo del progetto integrato è quello di facilitare
lo sfruttamento dello stesso.
2) Sviluppo e potenziamento di servizi per l’infanzia e
la pre-adolescenza nell’area Urban.
Con questo servizio s’intende costruire e mantenere
una situazione di benessere (scuola – casa – lavoro).
Per quanto riguarda in particolare i servizi all’infanzia,
gli obiettivi del progetto sono rivolti a diversificare l’of-
ferta dei servizi presenti sul territorio, per rispondere
maggiormente ai bisogni delle famiglie.

Association of Enterprises set up by the Polytechnic
in Milan, the Bocconi University, Asset-Aler, Intesa
San Paolo, BIC La Fucina, Euros – which was awar-
ded the contract in the competition called by the
Municipality of Milan for operational implementation
of the Axis II measure – Entrepreneurship and pacts
for employment.
Alongside the services to enterprises, associations
and residents the Resource Centre for the Social
Economy (CRES) structure is working to define a
number of integrated projects with the aim of pro-
viding worthwhile contributions to the development
of the social economy in the Urban area. We can
summarise these briefly thus:
1) Development of social enterprise activities linked
to transformations taking place in the area of the
“goccia” of La Bovisa.
The arrival of the Polytechnic and the opening of the
Passante rail link have laid the bases for a renaissan-
ce in La Bovisa, and that will witness an ever greater
number of people, students and researchers with
their vital needs. In this way a significant side eco-
nomy will be generated. The aim of the integrated
project is to facilitate the exploiting of this.
2) Development and strengthening of services for
children and preadolescents in the Urban area.
Through this service it is intended to build and main-
tain a situation of wellbeing (school – home- work). In
respect of child care services in particular, the objec-
tives of the project are aimed at diversifying the pro-
vision of services available locally so as to meet the
needs of families more fully.

Il programma “Viviamo il Parco” è un’iniziativa in
convenzione con il Comune di Milano co-finan-
ziata con il contributo dell’Unione Europea. Vede
il coinvolgimento di dieci associazioni di Quarto

Oggiaro (Circolo ACLI Santa Lucia, ARCI ITACA,
ASS. QUARTO OGGIARO VIVIBILE, ASS. VO.LA.
Volontari al Lavoro ONLUS, ASSO.GE.20, CARITAS
decanale, Comitato CONTRO LA GRONDA NORD,
Parrocchia SS. MM. NAZARO E CELSO, Parrocchia
PENTECOSTE) che insieme, tramite un comitato di
scopo, ha elaborato quindici progetti da proporre ai
cittadini del quartiere, in particolare a quelle fasce di
popolazione svantaggiate o in difficoltà.
Dopo una fase di progettazione iniziata nel 2005, nel-
l’anno successivo dopo la firma della convenzione
tra Comune di Milano e il circolo ACLI S. Lucia, che
è il capofila del programma, si è dato avvio alla fase
operativa che si concluderà nel 2008.
L’obiettivo principale del programma è di portare l’at-
tenzione dei residenti del quartiere sulla Villa Scheibler
e il parco annesso. Crediamo fortemente che la ri-
strutturazione del parco e l’attuale restauro della villa,

ten associations of Quarto Oggiaro (A.C.L.I. Santa
Lucia club. ARCI ITACA, ASS. QUARTO OGGIARO
VIVIBILE, ASS. VO.LA, Volunteers at Work ONLUS,
ASSO GE.20, the deaconate CARITAS, CONTRO
LA GRONDA NORD Committee, the Holy martyrs
Nazarus and Celsus Parish, PENTECOSTE Parish)
who together, through a steering committee drew up
fifteen projects to propose to residents in the district,
in particular for population bands disadvantaged or
in difficulties.
Following a project phase commencing in 2005, after
signing the agreement with the Municipality of Milan
and the ACLI S. Lucia Club which acts as leading
association for the programme, in the following year
the operational phase, which will conclude in 2008,
was set in motion.
The main objective of the programme is to focus
the attention of residents in the district upon Villa
Scheibler and its surrounding parkland. We strongly
possa divenire per il quartiere un centro propulsore di
iniziative culturali e di aggregazione per tutti. Dunque
la necessità, fin da subito, di organizzare attività nel
parco, con l’idea di far sentire come “propria” una
villa ricca di storia e tradizioni.
Una villa intesa come luogo di stimolo alla cresci-
ta culturale del quartiere, nella quale si organizzino
iniziative di livello “cittadino”, ma con un contributo
progettuale e di partecipazione dei cittadini e delle
associazioni del quartiere. La villa, dovrebbe essere
valorizzata dal contesto del parco con la sistemazio-
ne della villa Caimi e delle cascine annesse.
La struttura del programma “Viviamo il Parco” si
sviluppa su cinque nodi portanti:
- Integrazione
- Comunicazione
- Cultura
- Stare Insieme
- Ecologia
• Integrazione: in un quartiere che cambia insieme alla
città intera, si vede la necessità di integrare un conte-

context with repairs to villa Caimi and the adjoining
rural buildings.
The structure of the “Viviamo il Parco” programme
unfolds over five essential nodes:
- Integration
- Communication
- Culture
- Being together
- Ecology

ne di appositi spazi adatti ai seguenti progetti:
- Percorsi di accoglienza con l’attivazione di una
scuola di Italiano per stranieri, uno sportello Immi-
grati e la festa dei popoli;
- “Oltre la scuola” un percorso di integrazione lingui-
stica e culturale extrascolastica per bambini e prea-
dolescenti immigrati;
- Campus estivo: Permettere ad un gruppo di bam-
bini bisognosi, che dovessero restare in città duran-
te il mese di luglio, di passare alcune settimane in
compagnia.
• Comunicazione: offrire percorsi formativi e di aggre-
gazione attorno a progetti di comunicazione multi-
mediale in ambito locale.
- www.quartoweb.it: laboratorio sperimentale per
la creazione di prodotti multimediali, con un sito inter-
net che metta in rete tutte le realtà aggregative della
zona in connessione stretta con i cittadini residenti;
- Telestreet: attivazione di un’emittente televisiva di
quartiere con l’obiettivo di produrre e valorizzare la
cultura locale, creando una piccola redazione locale
in grado di produrre contenuti modellati sulle neces-
sità del quartiere.
• Cultura: nel corso degli anni Quarto Oggiaro è cam-
biato sia sul piano urbanistico sia sul piano sociale.
È importante non dimenticare come eravamo e cosa
vogliamo diventare.
- La memoria storica: un quartiere che si trasforma
da borgo agricolo, a quartiere dormitorio, a quartiere
“vivibile”;
- Mostre sul progetto Urban II a Quarto Oggiaro:
momenti informativi e di incontro dei cittadini per
raccontare come, tramite Urban II, il quartiere può
cambiare;
- Laboratorio: rivolto ai bambini con giochi e colori
per favorire la creatività.
• Stare insieme: solo favorendo l’incontro tra le per-
sone un quartiere cresce, si sviluppa e comunica con
l’obiettivo di sentire “come proprio” uno spazio, una
strada, un parco.
- Carnevale: preparazione dei carri ci carnevale, una
sfilata che di anno in anno vede un sempre maggior
numero di allegri partecipanti, grandi e piccoli;
- Musica in campo: rivolto in particolare a dare spa-
zio alla creatività dei giovani del quartiere;
- Spazio concerti: stimoli verso le diverse forme di
espressione musicale.
• Ecologia: il parco con i suoi alberi, piante e spazi
verdi ci invita a conoscere da vicino la sua origine e
le sue specie arboree.
- La cultura del verde: conoscere e avere cura del
nostro parco;
- Imparare a... l’arte della manutenzione della bici-
cletta;
- Cani in passerella: perché non riservare un momen-
to per il miglior amico dell’uomo?
Le persone intervenute nelle varie iniziative, sono nel-
la maggior parte donne, bambini e preadolescenti;
seguono poi gli stranieri immigrati, i diversamente
abili e gli anziani.

• Integration: in a district that is changing along with
the whole city, need is seen for integrating a hete-
rogeneous social and cultural context. From here,
specific spaces are to be created suited to the pur-
pose:
- Welcoming pathways by setting up a school of Ita-
lian for foreigners, a Immigrant window and a festival
of peoples
- “Beyond the school” an extra-scholastic pathway
of linguistic and cultural integration for children and
pre-adolescent immigrants.
- Summer campus: To allow a group of needy chi-
ldren, who remain in town, to spend a number of
weeks in July in the country.
• Communication: to offer training and aggregating
itineraries around projects for multimedia communi-
cation in the local area.
- www.quartoweb.it: the creation of an experimental
laboratory for producing multimedia products and
hence the creation of a website to place on the web
all the aggregation events in the area in strict con-
nection with local residents
- Telestreet: setting up a television station for the
district with the aim of producing and valorising
local culture, thus creating a small editorial office able
to produce content modelled on the needs of the
district.
• Culture: over the years Quarto Oggiaro has chan-
ged both from city plan and social points of view.
It is important that we do not forget what we were
like and what we wish to become
- the memory archive. A district that transforms from
a farming village into a dormitory suburb and then
into a “liveable” district.
- An exhibition on the Urban II project in Quarto
Oggiaro; moments of information and encounter
among residents to retell how the district can change
through Urban II.
- Laboratory: aimed at children with toys and colours
so as to promote creativity.
• Being together: only through promoting the mee-
ting of persons does a district grow, it develops and
communicates with the aim of generating a feeling of
“ownership” for a space, a street or a park.
- Carnival: preparation of the carnival floats, a parade
which year by year involves an ever greater number
of happy older and younger participants.
- Music in the open: aimed in particular at giving
space to creativity in young people in the district.
- Concert space: a stimulus towards different forms
of musical expression.
• Ecology: The park with its trees, bushes and gree-
nery invites us to get to know its origins and its spe-
cies of tree from close up.
- the culture of green: know and take care of our
park
- Learn how to... the art of bicycle maintenance.
- Dogs on parade: why not set aside some time for
“man’s best friend”?
The persons taking part in the various initiatives are
for the most part women, children and pre-adole-
scents, followed then by immigrant foreigners and

Se dovessimo fare un primo bilancio del programma

“Viviamo il Parco”, sarebbero diverse le note da eviden-
ziare:
- forte collaborazione tra le diverse associazioni che
partecipano al programma
- condivisione di strumenti di lavoro acquisiti attraverso
il programma
- acquisizione di una esperienza di gestione di progetti
da parte delle associazioni meno strutturate
- apertura e stimolo a creare rete anche con altre
associazioni.

URBAN II MILANO
Qualche valutazione delle associazioni sullo stato gene-
rale del progetto.
Siamo partiti da una domanda: “È cambiato il ruolo delle
associazioni nei confronti di Urban II?”
Diverse sono le risposte così riassunte: rimane un ruolo
di analisi critica e di stimolo, è aumentata la consape-
volezza dei vincoli e delle criticità di gestione di proget-
ti complessi, cresce la volontà di contribuire a superarli
anche attraverso un impegno e una partecipazione più Parco Villa Scheibler - Villa Scheibler park
strutturata.
Criticità e proposte Asse 1
È in ritardo il completamento della sistemazione del par-
co, laddove permangono alcune aree degradate e va ri-
pristinata una illuminazione adatta al parco (sottochioma)
e per una sua fruizione più sicura.
In prospettiva è necessario pensare al recupero totale di
villa Caimi. Entro la fine di Urban II, si potrebbe bonificare
tutta l’area circostante e ripristinare almeno parzialmente
le cascine annesse, restituendo al parco un’area utilizza-
bile per iniziative aggregative e sociali con il ruolo attivo
delle associazioni.
Criticità e proposte Asse 3
A causa della mancata realizzazione della Metro-
tramvia, restano evidenti contraddizioni: riduzione traf-
fico/altri progetti viabilistici dell’Amministrazione, scarsa
valorizzazione delle piste ciclabili, l’effetto “semafori intel-
ligenti” non è stato percepito.
Si potrebbero attivare delle navette e strumenti di
valorizzazione delle strutture di trasporto collettive esi-
stenti, sarebbe necessario completare la rete e mettere a
disposizione spazi per lo stazionamento delle biciclette e
bici “pubbliche” da utilizzare al bisogno.
Criticità e proposte Asse 4
Tutt’ora c’è un fortissimo ritardo informativo sullo stato
di Urban II, un recupero può avvenire attraverso un mag-
giore coinvolgimento di cittadini nella fase conclusiva del
progetto, ad esempio facendoli partecipare ai processi
decisionali sull’utilizzo della Villa Scheibler.

Da evidenziare l’alto gradimento del cantiere aperto della

villa da www.quartoweb.it.
Vi riporto un parere di una cittadina del quartiere: “È stato
molto emozionante entrare in quel luogo che per molti
anni abbiamo visto abbandonato e coperto di vegeta-
zione. Si sono potuti visitare i vari piani della villa guidati
dagli ingegneri del cantiere e scoprire poco a poco le
varie ambientazioni”.

If we must take stock for the fist time of the “Viviamo il
Parco” programme, there are a number of items worthy
of note:
- the great collaboration between the various associa
tions taking part in the programme
- the sharing of work tools acquired through the
programme
- the acquisition of project management experience on
the part of the less well endowed associations
- the opening and stimulus to create a network with
other associations too.

Urban II MILAN
A number of evaluations of the associations as to the
general status of the project.
We set out by asking ourselves: has the role of the asso-
ciations vis-à-vis Urban II changed?
The replies differed from one another and can be sum-
marised thus: there remains a role in analysing critically
and stimulating, the awareness of constraints and the
criticalities of complex project management has increa-
sed, the willingness to contribute and overcome, also
through commitment and a more structured participa-
tion is growing.
Criticalities and proposals Axis 1
Completion of the clean up of the park, where a number
of degraded areas remain, is behind schedule and illu-
mination fitting for the park (low level) needs to be rein-
stated, to make its enjoyment safer.
Looking ahead, we need to think about the complete
recovery of villa Caimi. By the end of Urban II however,
the entire surrounding area could be cleaned up and the
annexed rural buildings at least partially reinstated so as
to return an area useable for aggregative and social ini-
tiatives with the active role played by the associations,
to the park.
Criticalities and proposals Axis 3
Failure to build the Metrotramway, evident contradic-
tions remain: reduction of traffic/other road projects of
the local Authority, low valorisation of cycle paths, the
“intelligent traffic lights” effect has not been noticed.
Shuttles and tools for valorising the collective transport
structures that exist could be activated, the network
needs to be completed and spaces for bicycle parking
and “public” bicycles for use when needed ought to be
made available.
Criticalities and proposals Axis 4
There is still a heavy delay in informing as to the status of
Urban II, recovery could take place through greater invol-
ve of residents in the concluding phases of the project,
for example, having them take part in the decision making
processes as to the use of Villa Scheibler.

Here I can show you the opinion of a lady residing in the

district: “ It was very moving to go into the place that we
have seen abandoned and covered with vegetation for
so many years. It was possible to visit the various floors
of the villa guided by the engineers onsite and discover
little by little the various ambiences”.

Il concetto di intervento urbano, ha subito, nel
INTERVENTI - SPEECHES
corso degli ultimi anni, un’evoluzione profonda, frutto
dell’esperienza di programmi nazionali e comunita-
ri che lo hanno fortemente influenzato. Interventi di
riqualificazione di un’area, o relativi ad edifici di un
certo tipo o comunque individuali o mono-settoria-
li, non sono più concepibili. In realtà oggi parlare di
politiche urbane o anche semplicemente di sviluppo
urbano, è sicuramente qualche cosa di più com-
plesso e non riconducibile ad un oggetto definito.
Oggi, un qualsiasi intervento in ambito urbano, deve
avere una forte relazione con l’insieme, essere, quin-
di, un tassello di un programma via via più integrato.
In questo percorso verso una maggiore complessità
del concetto, Urban, rappresenta una tappa impor-
tante: interventi di carattere fisico si sposano con
interventi di carattere materiale, seguendo un sugge-
rimento dell’esperienza; questo tipo di integrazione
aveva dato, infatti, nei programmi della precedente
edizione, i risultati migliori.
L’evoluzione che segue la politica urbana prende
sostanzialmente 3 vie:
• l’integrazione settoriale, rispetto ai contenuti dell’in-
tervento nelle città, quindi l’intersettorialità;
• l’integrazione territoriale, con un riferimento diretto
al dimensionamento dell’intervento: da un intervento
spot, ad un intero quartiere, fino all’esperienza dei
PRUSST (programmi di riqualificazione pluriennali
che vanno oltre l’amministrazione di una città e pos-
sono coinvolgere anche più Regioni);
• l’integrazione delle risorse, verso forme di ingegneria
finanziaria.
L’intersettorialità rappresenta un’espressione di sin-
tesi che indica il concentrarsi dell’attenzione su un
obiettivo di miglioramento generale dell’area presa in
considerazione, piuttosto che sulla soluzione di un
suo problema specifico. Il presupposto di un inter-
vento intersettoriale, sta nel fatto che solo curando
tutti gli aspetti legati allo sviluppo si possa raggiun-
gere un risultato adeguato. Ad esempio, il recupero
di un edificio senza un progetto di riutilizzazione o in
assenza di adeguate azioni per renderlo accessible,
risulterebbe parziale.
CINZIA ZINCONE
The concept of urban intervention has undergone
a profound evolution in recent years as a result of
the experience of national and European Communi-
ty programs that have profoundly influenced it. Re-
development interventions in an area or relative to
buildings of a certain type or, however, individual or
monosectorial are no longer conceivable. In reality,
speaking today about urban politics or even simply
urban development is certainly something more
complex and not ascribable to a defined subject. To-
day, any intervention in the urban environment must
have a strong relationship with the whole and, the-
refore, serve to bind an increasingly integrated pro-
gram.
On the way towards a more complex concept Urban
represents an important step: interventions of a
physical nature marry those of a material nature, fol-
lowing on from a suggestion dictated by experience;
in fact, this type of integration had produced the best
results in the programs of the preceding edition.
The evolution of urban politics moves substantially in
3 directions:
• sectorial integration, with respect to the contents of
the intervention in the cities and therefore intersecto-
rialization;
• territorial integration, with direct reference to the di-
mensioning of the intervention: from a spot interven-
tion, to an entire zone, as far as the experience of
the Prusst (pluriennial redevelopment programs that
go beyond the administration of a city and that can
involve even more regions).
• integration of resources, towards forms of financial
engineering. Intersectorialization represents an ex-
pression of synthesis that indicates the focusing of
attention on the objective of generally improving an
area rather than on the solution of a specific problem
in the same area. The basis of an intersectorial in-
tervention lies in the fact that only by dealing with all
the aspects linked to development can an adequate
result be reached. For example, the restoration of a
building, without a reutilization project or in the ab-
sence of adequate actions to make it accessible,
would prove to be only partial.
Anche la dimensione territoriale ha un significato sul-
la qualità del programma: una cosa è rigenerare un
quartiere, un’altra è pensare ad uno sviluppo urbano
che sia assolutamente funzionale al ruolo che quel
quartiere, o quella città o quel territorio svolge in un
contesto più ampio: in altri termini, risultati importanti
per la città si possono raggiungere se ogni singo-
lo intervento risponde contemporaneamente sia ad
una logica locale, sia ad una logica regionale. Il più
vasto sistema di riferimento è chiaramente quello
europeo, idoneo a rappresentare il contesto nel qua-
le una città come Milano deve collocarsi quando
riflette sul proprio sviluppo.
Alcuni esempi che fanno riferimento all’evoluzione di
carattere finanziario sono rappresentati già dai Pru –
programmi di riqualificazione urbana – e dai PRUSST
– programmi di sviluppo sostenibile del territorio –,
per poi approdare anche alle successive genera-
zioni, come Urban, SiStema: più o meno, in tutte le
città oggetto di progetti avviati dal nostro Ministero e
coordinati dallo stesso, l’apporto delle risorse private
è stato fondamentale.
Per esempio in un PRUSST a Pescara, che riguarda
il pastificio De Cecco, il costo complessivo è di 52
milioni di euro, di cui 45 milioni sono finanziamenti
privati. Analogamente, per il Comune di Genova,
abbiamo avuto uno stanziamento pari a 367 milio-
ni di euro, di cui 357 sono finanziamento privato.
È stato un intervento di successo che ha permes-
so la rigenerazione di un’area strategica di 20 ettari,
nella quale si è avviato un polo direzionale, e che ha
visto il prevalere delle risorse private su quelle pub-
bliche. C’è però il rovescio della medaglia: un luogo
che presenta una vivacità sociale di giorno e che di
sera diventa quasi una zona off-limits. Forse, se l’in-
tervento pubblico fosse stato più adeguato, e avesse
curato anche altri aspetti della rigenerazione, avrem-
mo avuto risultati ancora migliori a livello di vivibilità
generale.
A Trapani, l’intervento è stato sostanzialmente pub-
blico, però un’indagine successiva ha mostrato che
il costo degli affitti degli appartamenti della zona-ber-
saglio è quadruplicato.
Questa riflessione sull’ingegneria finanziaria è utile,
perché a volte risulta difficile coniugare le risorse pub-
bliche con le private e lo sforzo che stiamo facendo
ora con Jessica, si fonda sul fatto che l’intervento
pubblico, possa produrre delle forti esternalità. Può
esservi un interesse naturale e diretto da parte del-
l’investitore privato nei confronti di un’operazione in
ambito urbano, ma c’è anche un interesse indiretto
che deriva appunto da questa esternalità. In merito al
coinvolgimento del capitale privato, la capacità di ge-
stione del partenariato è un elemento determinante e
le esperienze pregresse, ci mettono in una posizione
privilegiata rispetto ad altri Paesi europei, per affron-
tare nuove modalità di partenariato pubblico-privato.
Il percorso che s’intende tracciare è proprio quello di
cominciare a pensare alla città in una lunga prospet-
tiva temporale, a livello strategico, dove non si risol-
vano solo emergenze, ma si pensi proprio alla città
del futuro. Urban è stato un po’ il punto d’inizio.
Cosa significa andare avanti e ragionare in una pro-
spettiva a lungo termine?
Ci sono effettivamente aspetti ai quali non siamo abi-

Territorial size also will effect the quality of the pro-
gram: It is one thing to rehabilitate a zone, quite
another to think up an urban development that is
completely functional with regard to the role of that
zone, or of that city or territory, in a larger context:
In other words, important results for the city can be
achieved if every single intervention responds, at the
same time, both to a local logic and a regional lo-
gic. The largest scale reference system is clearly the
European one which is suitable for representing the
context in which a city like Milan must place itself
when reflecting on its own development.
Some examples that make reference to financial
evolution are already represented by Pru (urban re-
development programs) and by PRUSST (sustaina-
ble territorial development programs), as well as the
later generations like Urban and SiStema: in more or
less all the cities subjected to projects initiated by our
Ministry and coordinated by the same, the support
of private resources has been fundamental.
For example, in a PRUSST in Pescara, that regards
the De Cecco pasta factory, the overall cost is 52
million Euros, of which 45 million are private funds.
Likewise, for the City Council of Genoa, we received
a budget of 367 million Euros, of which 357 million
are private funds; it was a successful intervention
that enabled the rehabilitation of a strategic area of
20 hectares in which a pole of attraction was set up
, and which saw the prevalence of private over pu-
blic resources. There is, however, the other side of
the coin: a place that has a social liveliness during
the daytime but becomes an off-limits zone in the
evening. Perhaps if the public intervention had been
more adequate, and other aspects of the rehabilita-
tion had been taken care of, we would have achieved
even better results with regard to general liveability.
In Trapani the intervention was substantially public,
but a successive investigation showed that the rents
of apartments in the target-area had quadrupled.
This reflection on financial engineering is useful be-
cause it often proves difficult to unite public and pri-
vate resources, and the effort we are now making
with Jessica is founded on the fact that public inter-
vention can produce strong external effects. There
can be a naturally direct interest on the part of the
private investor when faced with an urban environ-
ment operation, but there is also an indirect interest
that derives precisely from these external effects. As
regards the involvement of private capital, the ability
to manage the partnership is a determinant element
and previous experience puts us in a privileged posi-
tion with respect to other European countries when
it comes to facing new modalities of public-private
partnership.
The direction intended to be taken is that of begin-
ning to think about the city in terms of a long term
perspective, at a strategic level, where not only
emergencies are solved but the future of the city is
considered. Urban has been, so to speak, the star-
ting point.
What does going ahead and reasoning in terms of a
long term perspective mean?
Effectively there are aspects that we are not used to
thinking about: from the demographic to the energy
challenges. We must envisage our going ahead while,

un equilibrio tra le tendenze demografiche
spontanee e la nostra capacità di gover-
narle. Innovazione, ricerca e cambiamen-
to sono le tematiche e le parole-chiave
del 2007/2013.
Se da una parte abbiamo tendenze
spontanee, dall’altra dobbiamo avere la
capacità di promuovere uno sviluppo che
possa governare anche queste tendenze:
progetti come “la città della scienza”, o “la
città creativa” devono fare i conti con una
diminuzione in termini demografici, ma
anche con la capacità di attrarre risorse
che possano fare scienza e creatività. Un
programma, quindi, nel quale noi diamo
risposte alle emergenze già in una pro-
spettiva futura, cercando di andare oltre
la visione attuale ed oltre i progetti che
abbiamo già in cantiere.
Forse Milano si può permettere di pen-
sare anche a qualcosa di più ambizioso,
di più innovativo. Spesso è più sempli-
ce catalizzare risorse private a fronte di
progetti di grande respiro, piuttosto che
raccogliere l’interesse di piccoli investitori
su progetti modesti. Possiamo immagi-
nare qualcosa che possa avere un im-
patto forte sulla città, come la mobilità, le
strade, le ferrovie. Servono le grandi vie
at the same time, trying to find a balance
between spontaneous demographic ten-
dencies and our ability to govern them.
Innovation, research and change are the
themes and the keywords of 2007-2013.
If, on the one hand, we have sponta-
neous tendencies; on the other, we must
be able to promote a development that
can also govern them: projects like “the
city of science” or “the creative city” must
come to terms with a demographic re-
duction, as well as with the ability to at-
tract resources that pertain to science
and creativity. This means a program in
which we give answers to eventualities
that already have a future perspective,
seeking to go beyond the present vision
and beyond the projects we already have
in the pipeline.
Perhaps Milan can afford to think about
something even more ambitious and
more innovative. Often it is easier to ca-
talyze private resources when it comes to
large projects rather than get the interest
of small investors for modest ones. We
can envisage something that has a great
impact on the city, such as mobility, roa-
ds and railways. Great communication
routes are needed but the territory that
houses them must ask for something in
di comunicazione, però il territorio che le

cosa chiede, come cambia e quali sono
le risposte che durano? Con riferimento
al progetto che ci è stato illustrato, ad
esempio, è facile dare una risposta ad un
problema di collegamento breve attraver-
so la realizzazione di un sottopasso o di
un cavalcavia. Ma possiamo immaginare
un sistema di mobilità differente, che sia
terreno fertile per le idee innovative? Que-
sto è l’elemento fondamentale di Jessica.
Cercare di mettere insieme una risposta al
presente, con idee su cui si possa scom-
mettere unendo le Amministrazioni con le
risorse private.
Per quanto riguarda l’intersettorialità,
nell’ambito di Jessica, si può ampliare lo
spettro delle possibilità. Infatti tradizional-
mente, in riferimento ad un programma
pubblico e privato, possiamo immaginare
interventi materiali di carattere pubblico e
l’inserimento di attività che sono normal-
mente private.
Oggi si tratta, invece, di avere una visione
del futuro costruita insieme, costruire un
programma che abbia al suo interno sia
interventi pubblici che privati, che pos-
sa andare oltre un semplice obiettivo di
redditività: penso che il capitale italiano
sia pronto per questo salto di qualità.
Ora volevamo proporre un ragionamento

does it change and what are the answers
that endure? As regards the project that
has been illustrated to us, for example, it
is easy to give a quick answer to a pro-
blem of connection by realizing an under-
pass or a flyover. But can we envisage
something that goes beyond all of this?
A system of mobility that is unimaginable
today, fertile terrain for innovative ideas?
This is the fundamental sense of Jessica.
To seek to come up with an answer to
the present, something on which we are
willing to gamble on together : In Admini-
strations, but also private resources that
are perhaps better-disposed to a pro-
duct whose promotional image can be
stronger.
As regards intersectorialization, in terms
of Jessica, the range of possibilities can
be enlarged. In fact, traditionally, with re-
ference to a public and private program,
we can envisage material interventions of
a public nature and the introduction of ac-
tivities that are normally private.
Today, instead, it is a question of con-
structing a vision of the future together,
constructing a program that contains
both public and private interventions,
that can go beyond the simple objective

Jessica (Joint European Support for Su-
stainable Investment in City Areas - So-
stegno europeo congiunto per investi-
menti sostenibili nelle aree urbane) è uno
strumento finanziario, nato da un’iniziati-
va congiunta della Banca Europea d’In-
vestimento, della Commissione Europea
e della Banca di Sviluppo del Consiglio
d’Europa, che ha l’obiettivo di sostenere
iniziative di rigenerazione urbana e di svi-
luppo sostenibile, combinando le energie
provenienti dal finanziamento pubblico
(fondi strutturali) con quelle provenien-
ti dal finanziamento privato (mutui, ecc).

Now we would like to explain in a more
complete way how Jessica could work in
Italy: it is a model that was developed a
few months ago. Being a subject which
is developing fast, we are at an advan-
ced level regarding the hypothesis of this
mechanism. We are creating a protocol
of understanding with BEI and the Cassa
Depositi e Prestiti (Deposits and Loans
Bank) because when we speak about
private resources, we are also thinking
about the possibilities of mortgages, as
will be seen in the model. The legislati-
ve office has been consulted in order to
understand what juridical form this Fund
might have and, even if we have not yet
received an official answer, we know that
we can utilize the building Fund with pu-
blic contributions.

Jessica (Joint European Support for Su-
stainable Investment in City Areas) is a
financial instrument, fruit of a combined
initiative of the European Investment
Bank, the European Commission and
the Development Bank of the European
Council, which has the aim of sustaining

il Fondo (Fondo Holding o direttamente
Fondo di Sviluppo Urbano).
Questo accordo di finanziamento stabilirà
le modalità di funzionamento e gli obiet-
tivi dei fondi di sviluppo urbano; le mo-
dalità operative con cui l’eventuale Fondo
Holding contribuisce ai singoli fondi di svi-
luppo urbano verranno definiti da ulteriori
accordi di finanziamento.
Potrà esserci, quindi, un accordo di finan-
ziamento iniziale con un Fondo Holding,
che finanzierà fondi di sviluppo urbano.
Questo meccanismo d’implementazione
del modello, consente ai fondi di sviluppo
urbano di erogare finanziamenti attraverso
strumenti di capitale, prestiti e/o garanzie.
Questo è il macro-sistema; naturalmente
ci saranno dei finanziatori e il meccanismo
consentirà il rimborso dei finanziamenti.
L’orientamento della BEI, riguardo allo
strumento Jessica, è stato fino ad oggi di
urban rehabilitation and sustainable de-
velopment initiatives, combining public
financing (structural funds) and private
financing (mortgages, etc.). Of note is
the fact that the structural funds can be
of variable sizes. There are no particular
obligations as it concerns financing.
The European Commission has defined
the general model of Jessica through two
articles: a financing agreement is envisa-
ged between the Management Authority
of an Operative Program (a Region, a Mi-
nistry or a city) and the juridical entity that
manages the Fund (the Holding Fund or
directly the Urban Development Fund).
This financing agreement will establish
the working modalities and the aims of
the urban development funds; the ope-
rative modalities, with which the eventual
Holding Fund contributes to the single
urban development funds, are defined by
further financing agreements.
There can therefore be an initial financing
agreement with a Holding Fund which will
finance urban development funds: this
mechanism of implementation of the mo-
del allows the urban development funds
to distribute financing through instrumen-
ts of capital, loans and/or securities. This
is the macro-system; there will naturally
be financiers and the mechanism will al-
forte sponsorship con il coinvolgimento di

Italia dello strumento Jessica.
Allo stesso tempo la BEI vuole assumere,
in una fase di implementazione, un ruolo
di forte coordinamento e contestualmente
cercare di costruire, come in Inghilterra,
agenzie di rating, che sono fondamen-
talmente soggetti esterni che danno
credibilità alla sostenibilità tecnico-finan-
ziaria e socio-economica delle iniziative
progettuali che verranno finanziate con
questo strumento.
Il Ministero - Di.Co.Ter -, ha sviluppa-
to una prima ipotesi - ancora in divenire
- della quale però i principi fondamentali
sono stati accettati e condivisi da tutti i
soggetti, come la BEI e la Cassa Depo-
siti e Prestiti. Fondamentalmente, il Mi-
nistero, vuole creare un piano di attività
condiviso tra la BEI, la Cassa Depositi e
Prestiti e il Ministero delle Infrastrutture
stesso, assumendo un ruolo di coordina-
mento sia con le Regioni che con le città,
per condividerne i contenuti. Con la defi-
nizione del piano di attività, che ha come
obiettivo quello di individuare quali sono
i programmi di trasformazione urbana da
finanziare, verrà effettuata una prima rico-

The orientation of the BEI, with regard to
the Jessica mechanism, has been up to
now one of strong sponsorship with the
involvement of diverse key players. The
Cassa Prestiti (Loans Bank), the Agen-
zia del Demanio (State Property Office),
all the Ministries and the banking institu-
tions were present at the Italian kick-up
of the Jessica mechanism. At the same
time, the BEI wishes to take upon itself,
in the phase of implementation, the role
of a strong coordinator and seeks to
construct, as in the UK, rating agencies
that are fundamentally external entities
that give credibility to the techno-financial
and socio-economic sustainability of the
project initiatives, which will be financed
by this mechanism.
The Ministry, Di.Co.Ter, is in the process
of completing a first hypothesis of whi-
ch, however, the fundamental principles
have been accepted by those concerned,
including the BEI and the Cassa Depo-
siti e Prestiti. Fundamentally the Ministry
wishes to create a plan of activities sha-
red between the BEI, the Cassa Depositi
e Prestiti and the Ministry of Infrastruc-
tures itself which will take on the role of
coordinator both for the Regions and the
cities, sharing out the contents. With the

verranno definiti i contenuti dell’Accordo
di finanziamento, da sottoscrivere con il

verificherà la possibilità di utilizzare parte
delle risorse assegnate al Ministero con il
“PON-Reti Mobilità 2007/2013”. Il piano
di attività, dovrà definire anche le moda-
lità di funzionamento del Fondo Holding.
Quest’idea, si sta sviluppando in rapporto
diretto sia con la BEI che con la Commis-
sione e la Cassa Depositi e Prestiti, ma
anche con le stesse città e Regioni.
Nella prima decade di giugno, sono state
avviate le trattative tra le città del sistema
Urban e le Regioni per andare a definire
quali sono gli elementi determinanti da in-
cludere negli accordi di finanziamento.
Questo è uno schema complessivo delle
ipotesi che il Ministero sta portando avan-
ti, dove le Regioni possono promuovere
attivamente, le iniziative di sviluppo ur-
bano anche attraverso il Fondo Holding
dove tutte le città possono entrare,
anche attraverso cessioni di asset impor-
tanti. Possiamo declinare quali sono gli
ambiti principali che un accordo di finan-
ziamento tra il Ministero e il Fondo Holding
deve indicare: la strategia d’investimento,

Holding Fund. This idea is being develo-
ped through direct relations with the BEI,
the Commission and the Cassa Depositi
e Prestiti, but also with the same cities
and Regions. In the first ten days of June,
negotiations started between the cities of
the Urban project and the Regions in or-
der to define the determining elements to
include in the financing agreements.
This is a complex plan of hypotheses that
the Ministry is going ahead with and one
in which the Regions are able to actively
promote urban development initiatives,
also through the Holding Fund, and in
which all the cities can enter even by way
of the concession of important assets.

CINZIA ZINCONE
Vorrei richiamare l’attenzione, sul fatto che all’inter-
no della nostra amministrazione opera il “gruppo di
lavoro per l’accordo di finanziamento”. L’accordo di
finanziamento, che regola i rapporti tra gli investitori e
le modalità di funzionamento del fondo, rappresenta
il nodo centrale, il momento di passaggio tra il mec-
canismo generale previsto dal regolamento e l’ope-
razione specifica.
Abbiamo pensato di seguire due strade: la prima, più
tecnica, vede la redazione di uno schema-tipo, un
accordo di finanziamento, che poi, nei casi concreti,
può fungere anche da chek-list per tutti gli argomen-
ti da affrontare nel momento in cui darà vita ad un
fondo di sviluppo urbano. L’altra è quella di trovare
un’azione diversificata tra il nord e il sud Italia. Nel sud
abbiano un’enorme quantità di contributo comunita-
rio, per cui un fondo di sviluppo urbano avrà modali-
tà d’azione differenti, situazioni diverse da quelle che
potranno verificarsi invece tra le Regioni che sono
fuori dell’obiettivo comunitario della convergenza. Ri-
spetto alla presenza di fondi comunitari, abbiamo già
raggiunto un’intesa con la BEI proponendo di porre
in essere un meccanismo (Jessica) anche in assenza
di fondi strutturali. Consideriamolo come un modo
per convogliare le risorse su un programma che è
condiviso sia da una parte pubblica che da una parte
privata degli investitori: quindi, la condivisione di un
programma che sia di lunga prospettiva che ci aiuti,
non solo ad immaginare, ma anche a definire la città
nei prossimi anni.
GIANLUCA PASTENA
Per quanto riguarda le iniziative di trasformazione
urbana, si tratta di programmi composti da diversi
interventi di rigenerazione e sviluppo urbano soste-
nibile, caratterizzati dalla partecipazione sia di risor-
se pubbliche che private. La proposta operativa del
Ministero, prevede che la valutazione e la selezione
di questi programmi di trasformazione urbana, possa
essere fatta, in prima istanza, direttamente dal Fondo
Holding, a fronte delle indicazioni definite nel piano di
attività concordato dallo stesso Ministero, dalla BEI e
dalla Cassa Depositi e Prestiti.
Tra i principali criteri di selezione che il Ministero ha
indicato vi sono: la promozione della competitività e
dell’innovazione, il miglioramento della qualità del-
la vita nella città e nelle periferie, la necessità di reti
urbane, interventi di carattere pubblico che vadano
a impattare positivamente sulle caratteristiche am-
bientali, sociali ed economiche, l’assenza di ostacoli
giuridici o amministrativi. Un altro elemento determi-
nante - data anche la partecipazione della BEI e della
Cassa Depositi e Prestiti - è quello della sostenibilità
finanziaria. Una caratteristica di questo strumento
finanziario, è il meccanismo di revolving: si crea un
fondo che avrà diverse modalità di ritorno del capita-
le. Ci saranno interventi prettamente di pubblica uti-
lità, dove l’elemento del finanziamento pubblico sarà

agreement between the Ministry and the Holding
Fund should indicate: the investment strategy, the
programming, the activation supervision, the liquidity
conditions of the Holding Fund and, above all, the
criteria for the selection of the urban development
projects/programs.
CINZIA ZINCONE
I would like to draw your attention to the fact that the
“work team for financing agreements” operates on
the inside of our administration. The financing agree-
ment, that regulates relations between investors and
the functional modalities of the fund, represents the
crux of the matter, the passage from the general
mechanism foreseen by the regulation and the spe-
cific operation.
We have decided to follow two directions: the first,
more technical, foresees the drafting of a plan, a fi-
nancing agreement that, in concrete cases, can act
as a check-list for all the issues that have to be dealt
with at the moment an urban development fund has
been set up. The other is that of finding diversified
action between northern and southern Italy. In the
south we have an enormous quantity of EEC con-
tributions, for which an urban development fund will
have different modalities of action – very different to
those of the Regions that are outside the EEC con-
vergence objective.
As regards the presence of EEC funds, we have
already reached an agreement with the BEI, propo-
sing to incorporate into it the Jessica mechanism
even in the absence of structural funds. We therefo-
re consider it a way to channel the resources into a
program that is accepted by a part of both the public
and private investors: therefore the acceptance on
both sides of a program with a long term perspective
that helps us to not only envisage but to define the
city in the future.
GIANLUCA PASTENA
As regards the urban transformation initiatives, we
are dealing with programs composed of diverse in-
terventions of sustainable urban rehabilitation and
development, characterized by the participation of
both public and private resources. The operative
proposal from the Ministry foresees that the asses-
sment and selection of these urban transformation
programs can be initially carried out directly by the
Holding Fund in accordance with the plan of activi-
ties agreed upon by the same Ministry, the BEI and
the Cassa Depositi e Prestiti.
Among the main criteria for selection indicated by
the Ministry are the following: the promotion of com-
petitiveness and innovation, the improvement of the
quality of life in the cities and outskirts, the need for
urban networks, interventions of a public nature that
have a positive impact on the environment (social
and economic), the absence of juridical or admini-
strative obstacles. Another determinant element, gi-
ven the participation of the BEI and the Cassa Depo-
siti e Prestiti, is that of financial sustainability.
One characteristic of this financial instrument is its
revolving mechanism: a fund is created that will have
determinante per la realizzazione, con un ritorno del
capitale a tasso zero. Poi ci saranno interventi privati,
quindi d’interesse per il mercato, con un ritorno del
capitale a tassi agevolati o comunque competitivi.
Ciò dipenderà dal mercato e dalle tipologie d’inizia-
tive che il programma di trasformazione urbana riu-
scirà a mettere in atto. Il vantaggio è che in un oriz-
zonte di lungo periodo, i soci sottoscrittori, potranno
contare sul ritorno del capitale inizialmente investito.
Tutto ciò è determinante perché, con la nuova pro-
grammazione dal 2014 in poi, non sappiamo quanti
finanziamenti gli Enti Pubblici, le Regioni, o anche le
stesse città, avranno a disposizione. In Inghilterra i
Fondi di Sviluppo Urbano, hanno avuto un successo
enorme e impatti notevoli sulla riqualificazione urbana.
Nel dettaglio, i benefici concreti dell’iniziativa Jessica
sono molteplici. La quota di fondi strutturali -nel mo-
mento in cui si decide di attivare Jessica- viene con-
siderata come già spesa ai fini della rendicontazione
alla Commissione, quindi, non soggetta alle poten-
ziali restrizioni legate al calcolo dell’ N+2. Inoltre, vi
è una disponibilità immediata di risorse finanziarie,
il rientro delle risorse in un orizzonte di medio-lungo
periodo, e, soprattutto, la sostenibilità degli interventi
selezionati. Si possono costituire n-fondi di sviluppo
urbano, che possono a loro volta dar vita alla realiz-
zazione di n-programmi di rigenerazione urbana.
Determinante il ruolo delle Regioni e quello delle città,
le quali possono partecipare o direttamente al Fondo
Holding o ai singoli fondi di sviluppo urbano.
Il coinvolgimento delle città, può avvenire soprattutto
nel fondo di sviluppo urbano, data la dimensione ter-
ritoriale dello stesso, e dato che l’apporto delle città
si può concretizzare anche nell’offerta di Asset.
Valga come esempio il coinvolgimento dell’Agenzia
del Demanio, con Asset come le caserme che pos-
sono costituire un ottimo elemento di partenza per
avviare alcuni programmi di trasformazione urbana.
CINZIA ZINCONE
Si sta lavorando sia sul piano teorico, che su quello
concreto: con alcune città, che hanno dichiarato il
loro interesse a servirsi di questo strumento, si stan-
no già facendo le prime verifiche di fattibilità.
La notizia è importante per il Comune di Milano, poi-
ché vi sarà una forte competizione a livello pubblico.
Lo strumento, infatti, non potrà attuarsi in forma ge-
neralizzata. Si sta pensando di avviare un massimo
di 10 programmi Jessica in Italia, anche se questo
non significa precludere altre possibilità. Ognuno
sarà libero di avviarli, ma le risorse non potranno che
concentrarsi, perché parliamo di programmi di am-
pia dimensione. Dove esiste un’esperienza, e Milano
ha Urban, maggiori saranno le probabilità d’essere
selezionati.

L’importo minimo per avviare Jessica, si aggirerà
intorno ai 50 milioni di euro, quindi, bisogna pensare
a programmi di trasformazione urbana di dimensioni
rilevanti.

interventions of a purely public utility nature in which
the element of public financing will be determinant
for their realization, with an interest-free return on ca-
pital. Then there will be private interventions which
will be of interest to the market, with a return on capi-
tal at a subsidized rate or, at least, a competitive one.
This will depend on the market and the typologies of
the initiatives that the urban transformation program
can put into action. The advantage is that in the long
term the undersigned partners can count on the re-
turn on the initially invested capital. All of this is de-
terminant because with the new programming from
2014 onwards we do not know how many financings
the Public Bodies, Regions, or even the same cities,
will have at their disposition. In the UK the Urban De-
velopment Funds have been enormously successful
and had a remarkable impact on urban develop-
ment.The concrete benefits of the Jessica initiative
are multiple. The amount of structural funds, at the
moment it is decided to activate Jessica, is conside-
red already spent on the financial return to the Com-
mission and therefore not subject to the potential
restrictions imposed by the calculation of N+2.
Furthermore, there is an immediate availability of fi-
nancial resources, a return of the resources in the
medium-long term and, above all, the sustainability
of the selected interventions.
There is the possibility of creating urban development
n-funds that can, in turn, give rise to the realization
of urban rehabilitation n-programs.The roles of the
Regions and the cities are determinant in that they
can participate either directly in the urban develop-
ment Holding Fund or individual funds.
The involvement of the cities can come about above
all in the urban development fund, given the territorial
size of the same and given that the contribution of
the cities can also materialize in the offer of Assets.
A good example is the involvement of the Agenzia
del Demanio, with assets such as the barracks that
can constitute an excellent starting point for some
urban transformation programs.
CINZIA ZINCONE
Work is being done both theoretically and on a con-
crete basis: with some cities, that have declared their
interest in using this mechanism, the first feasibility
studies are already underway. This news is impor-
tant for the Milan City Council as there will be strong
competition at public level. The mechanism, in fact,
cannot be activated in a generalized manner. The
starting up of a maximum of 10 Jessica programs
is being considered, even if this does not mean the
preclusion of other possibilities. Anyone is free to
start them up but the resources must be concen-
trated because we are speaking about programs of
large sizes. Where there is experience, and Milan has
Urban, the greater the possibility of being selected.
GIANLUCA PASTENA
The minimum cost of starting up Jessica is around
50 million Euros. Therefore, it is necessary to think
in terms of urban transformation programs of con-
siderable sizes.

Innanzi tutto desidero ringraziare, anche da parte del
sindaco Letizia Moratti, coloro che hanno organiz-
zato questa iniziativa e complimentarmi per il fatto
che questa sede, l’Urban Center, è tornata alla sua
INTERVENTI - SPEECHES
funzione storica fondamentale, ovvero essere sede
unica per discutere di urbanistica e sviluppo della cit-
tà di Milano.
Una breve considerazione sul tema di oggi: l’esperi-
mento che si è fatto a Milano, in rapporto con l’Eu-
ropa, è molto positivo specialmente in ottica futura.
L’Economist ha pubblicato un inserto che s’intitola
“Il mondo va in città”: si definisce una svolta epocale
il fatto che gli abitanti delle città siano più di quel-
li della periferia. È un sorpasso storico che indica
come le città stiano sempre più diventando i moto-
ri dello sviluppo e della storia dell’umanità e come
stia cambiando radicalmente il modo di vita di buona
parte della popolazione. Questo occuparci dello svi-
luppo delle città è ormai diventato un fatto politico,
economico e sociale di primaria importanza. Il fatto
che la Commissione Europea, si concentri su que-
ste problematiche, è estremamente significativo e
importante. È stata anche sollevata la questione del
rapporto con le Regioni e questo è altrettanto signifi-
cativo. È una delle cose che stiamo discutendo con
il governo nazionale. Penso che le grandi città me-
tropolitane, che sono pochissime, forse in Italia c’è
solo Milano e allargandosi un po’, ce ne potrebbe
essere un’altra, dovrebbero avere un filo diretto con
la Commissione Europea ed essere trattate come
Regioni, perché tali sono.

on behalf of the Mayoress Letizia Moratti, all of those
who have organized this initiative and, at the same
time, offer my congratulations on the fact that this
place, the Urban Center, has returned to its funda-
mental historical function, that is to say, to be the
only place in which to discuss city planning and de-
velopment of Milan.
A brief consideration on today’s theme: the experi-
ment carried out in Milan, in relation to Europe, is
very positive especially from a future perspective.
The Economist published an article that was entitled
“The world goes to town”: the fact that city-dwellers
outnumber those of outside is defined as a monu-
mental inversion of tendency. This is a giant leap in
history that demonstrates how cities are increasingly
becoming the driving forces of development and of
the human story and how the way of life of a consi-
derable part of the population is changing radically.
Our dealing with the development of cities has beco-
me a political, economic and social reality of primary
importance. The fact that the European Commission
is concentrating on these issues is extremely signi-
ficant and important. The question of the relation-
ship with the Regions has also been raised and this
is equally significant. It is one of the points we are
discussing with the government. I think that the lar-
ge metropolitan cities – there are very few, in Italy
there is Milan and if we widen our parameters a bit
perhaps one more – should have a direct line with
the European Commission and should be treated as
Regions because that is what they are.
In che senso è molto significativo l’esperimento
Urban?
Perché Urban si occupa delle città come motori della
crescita, intesa non come crescita economica pura
e semplice, ma come sviluppo integrato e integra-
le. Oramai, la qualità di uno sviluppo della società è
determinato dal fatto d’essere integrale, riguarda la
qualità della vita delle persone e quindi non è solo un
dato quantitativo ma qualitativo, economico, sociale
e politico insieme. Da questo punto di vista, l’Urban
come esperimento è carico di futuro. Non a caso noi
lo abbiamo voluto inserire nei progetti di governo del
territorio: ha una grande valenza strategica.
Si discute molto oggi, nel mondo, se esista un mo-
dello europeo, se l’Europa possa proporre un model-
lo proprio al pari dell’americano o dell’asiatico. Sono
questi i modelli che l’umanità seguirà in futuro. Tut-
tavia, personalmente, non ritengo che esista un mo-
dello americano proponibile al mondo, ma neanche
un modello asiatico. Sono delle fortissime società da
un punto di vista economico, ma il modello è una
cosa più complessa. Poiché l’economia ci dice che
in questo modello le città stanno giocando un ruolo
centrale, se c’è un posto al mondo in cui le città han-
no un ruolo, un senso, una storia - e il nostro modello
Urban lo dimostra - questo luogo è l’Europa e le sue
città. Dentro il modello Urban, c’è anche la memoria
storica di una grande tradizione architettonica: per
noi far crescere una città, vuol dire recuperare una
villa del ‘700, bonificare un’area, agire in una pover-
tà di territorio che Asia e America non conoscono,
mentre per noi è cruciale e diventerà sempre più im-
portante anche per il mondo.
I temi di Urban, hanno un grandissimo valore politi-
co, culturale ed economico e sono parte integrante
del processo di crescita della città. Un rapporto più
diretto con l’Europa non è una volontà di bypassare
le altre istanze politiche, ma è l’affermazione dell’im-
portanza enorme che un’area metropolitana ha nella
Regione Lombardia e nel contesto europeo.

In what way is the Urban experiment so significant?
Because it deals with cities as driving forces of
growth, not understood as purely economic growth
but as integrated and integral development.
The quality of the development of the society is by
now determined by the fact that of being integral.
It regards the quality of life of people and, therefore, it
is not only quantitative but a combination of qualitati-
ve, economic, social and political considerations.
From this point of view, Urban as an experiment real-
ly looks to the future. It is not by chance that we
wanted to insert it in the territorial projects of the go-
vernment: It has a strong strategic value.
Whether there exists a European model is very much
discussed in the world today and whether Europe
is able to propose a model that is equal to those
of the USA and Asia. These are the models that
humanity will follow in the future. However, perso-
nally speaking, I don’t think there exists an American
model that can be proposed to the world, nor an
Asiatic one. They constitute very strong socie-
ties from the economic point of view, but the mo-
del is much more complex. Since the economy
tells us that cities are playing a key role in this model
then, if indeed there is a place in the world in which
cities have such a role, a meaning, a history – and
our Urban model demonstrates it – this place is
Europe with its cities. Inside the Urban model there
is also the historical memory of a great architectural
tradition; for us, to make a city grow, means resto-
ring an 8th century villa, rehabilitating areas, working
in territorial limits unknown to USA and Asia, all of
which is crucial to us and will also become more and
more important to the world.
The themes of Urban have great political, cultural
and economic value and are an integral part of the
growth process of the city. A more direct relationship
with Europe is not an attempt to bypass the other
political decision-making bodies but the affirmation
of the enormous importance that a metropolitan area
has in the Lombardy Region and in the European
context.

st’intensa giornata.
Veniamo da una storia che ha visto cinque Program-
mi di Riqualificazione Urbana, due PRUSST (di cui
uno è quello di Porta Vittoria, piuttosto consistente),
collaborazioni su diversi fronti, problemi di edilizia
residenziale pubblica, edilizia universitaria, e così di
seguito. Ci troviamo tutt’ora di fronte ad un territorio
con tre milioni e mezzo di metri quadrati di aree di
proprietà dello Stato (Difesa, Finanza, etc.) non più
utilizzabili e un milione e mezzo di metri quadrati di
aree di parco ferroviario dismesse, con anche alcune
questioni aperte di progettazione infrastrutturale su
vasta scala.
Noi consideriamo tutto questo come parco-oppor-
tunità, come risorse territoriali da valorizzare con il
prossimo Piano di Governo del Territorio: il PGT
cambierà radicalmente anche la disciplina d’utilizzo
del suolo stesso, perché passeremo da un sistema
prescrittivo ad un sistema di carattere perequato e
compensativo.
Sotto certi aspetti, Milano è una città ‘viziata’, nel
senso che non ha problemi a far partire le iniziative
private, quanto piuttosto a regolamentarle. Ma ciò
non sminuisce l’importanza di un approccio strate-
gico integrato. Stiamo lavorando ormai da un anno
sul piano strategico con la nuova Amministrazione e
siamo ora pronti per il passaggio da questo livello a
quello operativo.
Per farlo, però, è necessario curare due aspetti fon-
damentali: da una parte adottare un metodo sempli-
ce (abbiamo notato che se la procedura è comples-
sa spesso le Amministrazioni preferiscono seguire
un’altra strada), dall’altra migliorare la coesione tra
livelli istituzionali diversi, che concorrono al processo
decisionale.
Questi sono tutti temi che sarebbe interessante poter
riprendere in seminari futuri ed eventualmente appro-
fondire anche in collaborazione con il Ministero.

Just two quick, but important points with which to
conclude this busy day.
We start with the historical baggage of five previous
Urban Renewal Programmes, two PRUSST Pro-
grammes (one of which was the rather substantial
Porta Vittoria project), collaboration on various fron-
ts, public housing construction problems, university
construction, and so forth. We still find ourselves in
a region with three and a half million square metres
of State-owned ground (Defence, Finance, etc.) no
longer utilised and a further million and a half squa-
re metres of unused railway yard, with a number of
matters pending as regards large-scale infrastructu-
re planning.
We consider all of this to be a park-opportunity, as
a regional resource to be exploited via the next Re-
gional Government Plan. The Regional Government
Plan will also radically change the way in which the
ground is utilised, because we will be moving from a
prescriptive system to one that is more balanced and
compensatory in nature.
In some ways, Milan as a city is “spoilt”, in the sense
that it is no problem to set up private initiatives, the
problem begins with regulating these initiatives. This,
however, does not diminish the importance of adop-
ting an integrated, strategic approach. For the past
year now, we have been busy working on a strategic
plan, together with the new Administration, and we
are now ready to move from the planning stage to
the operational one.
In order to do his, however, we need to pay careful
attention to two essential aspects, namely, on the
one hand we must adopt a simple method (in the
past we have seen that if a procedure is complex,
the Administrations prefer to follow some other path)
while, on the other hand we need to increase the
level of cohesion between the various departments
involved in the decision-making process.
The following are a variety of topics that would be of
interest for future seminars, and even to discuss with
the Ministry.
