SECTION 1: PURPOSE
The intent of this document is to provide site design data that is supplementary to that included
in the other BP Cherry Point Refinery (referred to as BP CHP) Site Technical Practices (STPs)
and Engineering Technical Practices (ETPs). See STP P001 for directions on use of the technical
practices.
Note: For a full listing of STPs, ETPs and RDPs that apply to BP CHP, see
“Index 1” in Documentum (IND-0001-001). All conflicts and discrepancies
between STP 1000 and other STPs and ETPs should be brought to the attention
of the Site Engineering Authority.

SECTION 2: UTILITY INFORMATION


Note: Piping design shall be in accordance with STP 200.

Desuperheaters are located at 600-140# letdowns and turbines.


Desuperheaters should not be used for 140 psig and 30 psig steam. The maximum
temperatures listed above are not seen at the steam headers for the units.

Note:
(1) Must be from a service where the potential of hydrocarbon contamination is
nil.
(2) The listed boiler feedwater may not be used for direct contact steam
desuperheating. Use boiler feedwater stream upstream of caustic injection for
desuperheating. The recommended maximum total dissolved solids is 5 ppm; the
recommended maximum conductivity is 20 micromhos at 68°F (20°C).
(3) Controller setpoint for potable water chlorine is ~1 ppm. Below 0.2 ppm and
above 4 ppm are environmental violations.

2.7.3 BP specifications are intended to provide a reliable electrical power system.


2.7.4 Indicate any special provisions needed to compensate for the lack of system
reliability.
2.7.5 Electrical requirements for instrumentation shall be in accordance with STPs
300, 313 and 317.
2.7.6 Consult with Reliability Engineering regarding available capacity of
infrastructure and components.

Note: (1) During normal operation, 100% of the total plant air (utility and
instrument) is dry to a dew point of -40 °F. A utility air dryer was commissioned
in 2012.

2.8.2 The existing refinery plant air and instrument air systems are not combined,
even though the systems are both supplied by the same compressors.

2.8.3 The BP CHP Instrument Air system is backed up by Nitrogen, which is initiated
when pressure falls below 85 psig as described below. (Note that the Utility Air
system is blocked off at 90 psig).
The following is the sequence of events that will occur from a falling utility and
instrument air header pressure:
110 psig: Normal operating pressure
100 psig: PSL-23, utility air receiver low pressure
98 psig: Utility air low pressure from compressor discharge starts the spare
Centac compressor
95 psig: PL-91, instrument air low pressure alarm
90 psig: PV1122 closes flow to the Utility air header.
90 psig: PV-10 closes off utility air to the refinery to preserve instrument
air(when in use)
85 psig: PV-289 opens nitrogen into the instrument air system
80 psig: PV-11 open bypassing the IA dryer

2.9 NITROGEN
2.9.1 Nitrogen is available from the refinery header at the following pressures:

2.10 CAUSTIC

2.12 FLARE
The Cherry Point Refinery has two existing flare headers:
1) The High Pressure (HP) header
2) The Low Pressure (LP) header
The specifications for relief to the above headers are subject to change. Please consult
the BP CHP Process Engineer for the desired relief location and available flare
capacity.
Note: The #2 Hydrogen Unit has a dedicated flare.

2.13 SEWERS
Cherry Point Refinery has an Oily Water Sewer (OWS) and a segregated Clean Water
Sewer. The ISBL Oily Water Sewer must be designed to collect run-off from inside the
unit boundary. The Clean Water Sewer generally collects OSBL run-off and routes to
the refinery storm water pond. Refer to STP 801.

SECTION 3: SITE INFORMATION

3.1 STANDARDS
Refer to STP 800 for additional site conditions.

3.2 WINTERIZING TEMPERATURE


Winterizing Temperature: -9 °F (with concurrent 30mph wind)
Protection for water freezing is required.
A dedicated heat tracing review is required for each project. Refer to STP 400 for heat
tracing design requirements.

3.3 HIGH AMBIENT DESIGN TEMPERATURES


3.3.1 Dry bulb temperature to be used for air cooled exchanger design (dry bulb
temperature that is not exceeded more than 5% of the time during the four
warmest months of the year):

BP Specified: 85F and 44% relative humidity


3.3.2 Dry bulb temperature and relative humidity to be used for air blower and air
compressor design:
BP Specified: 80 °F and 44 % relative humidity
3.3.3 Wet bulb temperature to be used for cooling tower design:

BP Specified: 65F

3.4 REFRACTORY DESIGN CONDITIONS


Fired heater refractory design shall follow STP 110.

3.5 PREVAILING WINDS


Prevailing winds are from the south, with an average wind velocity of 9 mph. A wind
graph or wind rose summary indicating the wind direction and frequency is located in
Appendix A.
Special plot planning considerations shall be made to minimize the impact of
“Northeastern” winter winds.
Refer to STP 807 for wind load design criteria.

3.6 UNIT ELEVATION


BP Cherry Point Refinery is located at an elevation of 100-120ft above Mean Sea
Level. Most units are located close to 100 ft above Mean Sea Level.
