JOB DETAILS
TITLE OF POSITION HUMAN RESOURCE OFFICER
REPORTS TO DIRECTOR OF FINANCE AND
ADMINISTRATION
STATUS OF POSITION ONE YEAR
LOCATION FREETOWN
DUTIES AND RESPONSIBILITIES

a. Develop and implement HR Policies and procedures related to staff employment, deployment
and development.
b. Collaborates with the finance officers to maintain effective and efficient payroll system.
c. Develop employment contracts for staff and ensure compliance with employment/labor law of
Sierra Leone.
d. Prepare compensation and benefit documentations for employee.
e. Coordinate with other departmental heads to identify training needs for effective service
delivery.
f. Monitor employee safety at work and maintain employee records
g. Provide Human Resource Management advice to Management on employee performance.
i. Facilitate orientation program for newly employed staff
j. Coordinate performance appraisal and leave matters.
k. Maintain attendance registers and provide monthly attendance analysis.
l. Develop training and performance management program that ensure all employees are familiar
with their job responsibilities and safety requirement.
m. Handle investigations and resolution of employee issues, concerns and conflicts.
n. Ensure all employment practices comply with the state and local regulations.
o. Create and update compensation strategy.
TERMS OF CONTRACT

a. They employee shall renew his/her contract on a yearly basis depending on satisfactory
performance.
b. Assessments and yearly renewal of contracts shall be based on your performance appraisal in
so for as applicable to officer appointed on contract terms.
c. The contract shall be understood as non pensionable and may be terminated base upon proven
violations of accepted values at payment of a month’s salary in lieu of notice.
d. The renewal of contract will depends on performance and need for service.
e. The Employee shall not assign this contract or sub contract any portion of it without the
employees’ written approval.
f. The contract shall be governed by written laws of Sierra Leone and regulations of the civil
service code, regulation and rules.
MINIMUM QUALIFICATIONS

 Candidate must hold a Bachelor’s degree in Human Resources Management or Related


field/discipline of studies with a minimum of second division/second class from a
recognized and accredited institution.
 Applicant must be a Sierra Leonean

TITLE OF POSITION PROGRAMME OFFICER

REPORTS TO DIRECTOR OF RECRUITMENT,


TRAINING AND PROGRAMME

ROLES AND RESPONSIBILITIES

a. Building relationship with strategic partners for policy and programme.


b. Organize the recruitment, placement and deployment of service corps.
c. Implement, facilitate and document the training of service corps.
d. Support in the skill acquisition training for service corps.
e. Identify and build relationship with development agencies, policy and research organization
that are critical to NYS delivering its objectives and programme.
f. Established and maintain relationship with key contracts in strategic partner organizations.
i. Represent NYS at relevant networks, workshop, seminars and policy events.
j. Develop ideas and projects for formal collaborations with targeted development agencies,
policy and research organizations.
k. Securing projects funding from institutional funders.
l. Identify and track emerging opportunities through the institutional funding strategy and action
plan.
m. Contribute to design and development of project proposals.
n. Draft technical and financial proposals to secure funding.
o. Contribute to strategic planning within the programme team, including annual and medium
term planning and monitoring.
p. Work closely with communications team to share information about programme portfolio,
specific project and programme impact.
q. Contribute to relevant policy debate and discussion ensuring NYS has increasing policy
influence.
r. Coordinate overall programme portfolio to ensure key performance indicators are met and
programmes impart is in line with strategy supporting information and communications needs.
s. Develop and manage specially commissioned and funded monitoring and evaluation initiative
both quantitative and quantitative.
MINIMUN QUALIFICATIONS

 Candidate must hold a Bachelor’s degree in Project and Programmes Management,


Development studies. Or Related field of studies, with a minimum of second class or
division two from a Recognize institution, with at least three years working experience in
related field of study.
 Computer literacy is also an important requirement.

TITLE OF POSITION MONITORING AND EVALUATION


OFFICER

REPORTS TO DIRECTOR OF RESEARCH,


MONITORING AND PROGRAMME

STATUS OF POSITION ONE YEAR

LOCATION FREETOWN

ROLES AND RESPONSIBILITIES

a. Provide Administrative leadership the M&E team of the National Youth Service.
b. Supervise research, monitoring and evaluation officer and team in the day to day management
of the Directorate.
c. Provide support to the RME team to implement and update the programmes of M&E
framework for new project.
d. Give technical advice in conducting external evaluation and assessment.
e. Give support to the M&E Officer in coordinating M&E activities, including oversight and
quality data collection.
f. Support in the development and design of program or project evaluation
g. Develop and implement M&E capacity building and plan training materials and research
where needed.
MINIMUM QUALIFICATION

 Candidate must hold a degree in Measure and Evaluation, Project and programme
management, Development studies. Or Related field of studies with a minimum of
second class or second division, with a least Five years working experience in related
field.
 Computer literacy is also an important requirement

DUTIES AND RESPONSIBILITIES

a. Administrative head of all ICT issues, especially in conducting need assessment for ICT
management.

b. Responsible for effective plan and new design and program for effective use of ICT Packages.

c. Give technical support to the communications department in the management and


establishment of website.

d. Ensures all computers are in good working conditions with strong anti-virus installation.

e. Coordinate in the repairs of faulty computer and other office equipment.

f. Establish rules and regulations in using computers and internet.

g. Coordinator all ICT Procedures in all departments with direct supervision from the Director of
Communications.

a. Estimate and establish cost parameter and budget for purchase.


b. Create and maintain good relationship with vendor or suppliers and bidding process.
c. Maintain accurate records of al purchase, pricing and other important data.
d. Review and analyze all suppliers, supply and price options.
e. Develop plans for purchasing equipment, supply.
f. Negotiate the best deal for pricing and supply.
h. Ensure that all the products and supplies are of high quality
i. Identifying purchase need for the National Youth Services and reviewing all purchase
requisitions.
j. Establishing baseline needs for the National Youth Service payments and delivery.
k. Ensure that the National Youth Service makes wise purchases of goods or services.

 Candidate must hold a bachelor degree in procurement and logistics management or


related field of studies with a minimum of second class division from a recognize
institution.

a. Provide the media with important information about National Youth Service.
b. Serves as the public relations officer
c. Develop and disseminate publication materials.
d. Prepare news items about National Youth Service
e. Organise news conferences.
f. Interface with the media and where necessary conduct interviews.
g. Build and maintain strong working relationship with journalists.
i. With supervision from the Director of Communications, oversees all communications within
the National Youth Service.
MINIMUM QUALIFICATION

 Candidate must hold a Bachelor’s degree in communications, journalism, public relations


or related field of studies, with a minimum of second class or division two from a
Recognize institution and a minimum of two years experiences in communication
strategy Development.
 Computer literacy is an important requirement

ROLES AND RESPONSIBILITIES


a. Assist the Director of Finance and Administration in the day to day running of all financial
tractions at the National Youth Service.
b. Help in the preparation of budget and management services
c. Draft of financial report for the attention of the deputy finance director
d. Assist in manage of cash control and update financial records with recent transactions.
e. Assist Ensure effective and efficient maintenance of general and subsidiary ledgers.
f. Assist in the preparation of balance sheet, income statement, expenses report using IAS/IFRS
g. Assist in the preparation monthly financial report for the attention of the Director of finance.
h. Help in the preparation of monthly payment voucher of remuneration for the attention of the
Director of finance.
i. Ensure that all financial records are regularly recorded and updated.

MINIMUM QUALIFICATION
 Candidate must hold a Bachelor degree in Accounting /Commerce/Finance /Economics or
final stage of professional accounting qualification, such as ACCA/CIMA. Or Related field
of studies from a Recognize institution, with at least three years working experience in
related field.
 Computer literacy is an important requirement.

ROLES AND RESPONSIBILITIES

a. With supervision from the Finance and Administration Director, the Administrative Officer
helps to develop and implement administrative policies and procedure for sustainable growth of
the National Youth Service.
b. Purchase equipment and materials by obtaining requirement, negotiation of price and delivery.
c. Maintain proper records of all National Youth Service assets.
d. Develop and regulate policies in using National Youth Service vehicles, bikes, and tricycle
and keep proper log book system to prevent damage.
e. Oversee supplies by checking stocks level, determine inventory level, anticipating placing and
expenditure order, verifying receipt, stocking item, delivery supplies to working stations.
f. Provide historical references and developing utilizing filling and retrieval system.
g. Coordinate all repairs and maintenance of office equipment.
i. Coordinate and enhance the supply of weekly fuels supply to deserving staff within the
National Youth Service.
j. Any other duties assigned by Directorate.
MINIMUN QUALIFICATION
 Candidate must hold a Bachelor’s degree in Business Administration, Human Resources
Management or Related field of studies, with a minimum of second class or second
division with at least five years working experience in related field.
 Computer literacy is an important requirement.

ROLES AND RESPONSIBILITIES

a. Take charge of the administration of the National Youth Service in his region.
b. Undertake periodic inspection of corps member placement locations.
c. Recommend redeployment of corps member.
d. Serve as secretary to regional Advisory committees.
e. Undertake and monitor corps welfare, Development, assessment and discipline.
f. Maintain effective communication between District and Regional stake-holders.
g. Build bridges between members and development cooperative workers, to provide activities
and funding for corps community development projects during primary assignment.
h. Responsible for corps welfare ,Disciple and safety in his jurisdiction.
i. Prepared briefs on candidate for merit awards
j. Liaise with private sector and other Agencies for possible placement opportunities of corps.
k. Supervising community development Programmes in localities within jurisdiction

MINIMUM QUALIFICATION

 Candidate must hold a Bachelor’s degree in Sociology/Social Work or related field of


studies with a minimum of second class or second division from a recognize institution,
with at least two years of experience in related field.

requirement.

ROLES AND RESPONSIBILITIES

a. Inspecting corps members at their locations.

b. Collating and analyzing data on corps members and rendering monthly returns to HQ of the
National Youth Service via the office of the Regional coordinator.

c. Assisting in the deployment of corps members in locations for primary assignment.

d. Preparing inspection tour schedules

e. Performing such other duties as may be delegated by supervising coordinator.

f. Processing recommendation for meritorious awards.

g. Supervising community developments activities of corps members..

i. Investigating and reporting on complaint against corps members to Regional coordinator.

j. Liaising with prospective employers for eventual crops deployment.

k. Reporting on corps members’ welfare.

l. Assisting in assembling data on corps members’

MINIMUM QUALIFICATION

 Candidate must hold a Bachelor’s degree in Sociology or Related field of studies ,with a
minimum of second class or division two from a recognize institution with at least two
years’ experience in related field.

requirement

ROLES AND RESPONSIBILITIES

a. Provide secretariat support in the office of the Executive Director such as typing, filing.
b. Receive mails on behalf of the Executive Director and the National Youth Service and register
such mail.
c. Maintain the official diary of the Executive Director
d. Support the Administrative officer in maintaining proper filling system
e. Ensuring meetings are effectively organized and minutes
f. Circulating Agenda and Report
g. Taking minutes in meeting (unless an individual is a appointed to take minute.)
i. Circulating of approved minutes
j. keeping up dated list of contacts detail ,telephone number of partners and ordinary staff.
K. Any other assignment as may be assigned by superiors.
MINIMUM QUALIFICATION

 Candidate must hold a Higher Diploma or Advance Diploma in Secretariat studies from a
Recognize institution with preferably at least two year working experience in related
field.
 Practical knowledge /skill in computer application packages is also an important

c. Assist to keep vehicle clean

d. Provide daily vehicle support to directors of NYS.

 Valid driver’s license


 Candidate must hold five WASSCE, including English language in not more than two
sittings.

 Familiarity with GPS devices or map apps
 Ability to drive in inclement weather such as heavy storm, thunder and lighting.
