1. SCOPE

1.1 General

This Specification provides a procedure for the hydrates! of new and

repaired/reconstructed atmospheric storage tanks.

This document describes procedures for testing of new tanks that have been built in

accordance with the requirements of API STD 650, and testing of existing tanks that have

been repaired/reconstructed in accordance with the requirements of API STD 653.

This document is intended to be used as a general specification across the Company for

the testing of atmospheric storage tanks. For specific project data, the Owner's

Responsible Engineer shall provide the information requested in Appendix A, at the end

of this document.

Alternative testing in accordance with API STD 650 shall be permitted only when practical

access to water is not available. The Owner's Responsible Engineer and Project Manager

shall authorize the use of alternative testing on a project specific basis.

2. PUR POSE

The primary purpose of the hydrostatic test for atmospheric storage tanks is to confirm the

overall integrity of the tank and particularly the integrity of the shell.

Additionally, the test will:

a. Confirm the toughness properties of the steel plates against brittle fracture,

b. Test the foundation for proper support of the tank, (applicable to new tank

construction),

c. Confirm that the floating roof travels freely during normal filling/emptying operation,

d. Check for any design or fabrication deficiencies, and

e. Confirm integrity of major modifications or repairs done on existing tanks.

4 PRE-HYDROTEST PREPARATION

4.1 Safety

The Contractor shall comply with Owner's HSE Safety Requirements, Specifically, the

following requirements shall apply:

a. The work areas shall be designated "fenced off" or "outside the operating plant".

These areas shall limit the mobility of personnel that will be allowed into the immediate

area surrounding the tanks during the test. Requirements for work permits shall be

discussed during the safety pre-job meeting.

b. Only personnel approved by the Contractor to perform the test and by the Owner's

Representative to supervise or support, shall be allowed to stay in designated "fenced

off' areas during the test. All other support personnel participating in the test shall

remain outside the designated areas. Personnel required to perform the test shall be

identified in the Contractor's Emergency Response Plan (ERP).

c. The Contractor shall supply all personnel with industry standard fire-retardant

coveralls and outerwear. Such acceptable materials include Nomex I I I A .

d. All safety personnel (i.e. fire watch, confined space entry guards, traffic controllers,

etc.) shall be supplied by the Contractor. Such personnel shall be dedicated, qualified

and experienced to perform the function required.

e. If applicable, all personnel entering an operating plant or terminal site will require valid

H2S training (H 2 S Alive). The Contractor's Safety Program shall include an H2S

awareness component

f. All diesel engines shall be equipped with positive air shut off devices.

g. The Contractor shall develop a site tank hydrates! emergency response plan. Such

plan shall be reviewed and approved by the Owner prior to commencing with the

hydrates!.

h. The Contractor shall develop a Job Safety Analysis (JSA). Such analysis shall be

reviewed and approved by the Owner or Owner's Representative prior to testing of

any tank in accordance with the approved project requirements.

i. Since the tank area is still under construction, it is not necessary to have a complete

containment system in place prior to hydrotesting. In cases where tank containment

has not been completed prior to the test, The Contractor shall identify in the ERP

safety measures to be followed in the case of a catastrophic tank failure. These

measures shall include a clear definition of the water path towards the site drainage

collection point(s), so no personnel, equipment or facilities are put at risk on the site.

j. The Contractor shall be aware of and follow confined space rules for tank entry based

on 29 CFR 1 9 1 0 . 1 4 b) and the Owner's safe work practices.

4.2 Source of Water

Unless otherwise specified, the Owner will determine the source of water and will ensure

that enough water is available for the test.

Sources of water include nearby rivers, lakes and related facilities. The Owner will ensure

that all required permits, agreements, schedules and logistics are in place before

withdrawing water from the source.

The Owner will specify the test water quality. Potable water is preferred for hydro-testing;

however, this does not preclude the use of condensate, reverse osmosis water, well

water, river water, or sea water.

Sea or brine water may only be used if there is no other water source available. Sea or

brine water shall not be used as a test medium unless it has been approved by the

Owner. When used, the test shall be performed in such a way that the water is not in the

tank for more than 1 4 days. If water is to be in the tank for a duration that exceeds 14

days, an oxygen scavenger and a biocide must be added, as well as caustic to raise the

pH level. After the test is finished, the tank shall be emptied, completely rinsed with clean

fresh water and thoroughly dried.

The water temperature must be above the freezing point in order to prevent issues such

as low temperature brittle fracture and freeze damage. Issues such as suspended solids,

sanitation, animal/plant incubation/growth, acidity, general corrosion, pitting, cathodic

cells, microbiologically-induced corrosion, sensitivity to trace chemical attack and

residuals left in the tank after emptying must be evaluated by the Owner depending on the

type and quality of the water used in the test. For carbon and low-alloy steel tanks, the

tank metal temperature during hydrostatic testing shall not be colder than the design

metal temperature.

Equipment and piping used to transfer the water from the source to the discharge point

must be adequate for the test conditions considering pump power, suction and discharge

line size, temporary supports and controls.

When a l u m i n u m or stainless steel floating roofs are used, the requirements of API STD

650, H . 6 . 6 . 3 and S . 4 . 1 0 shall be complied with, in order to prevent severe pitting, cracking

or rusting.

4.3 Installation

After all lines, pumps and instruments are connected, the Owner's Representative must

authorize the system to be energized to start filling the water transfer line. At this point,

the test valves on the inlet to the tanks shall be closed so the system can be gradually

pressurized in order to confirm that there are no leaks in the water transfer line(s).

Once it has been confirmed that there are no leaks in the transfer line, the tank valve(s)

may be opened and the water transfer into the tank can commence. Flow rates shall

gradually be increased to the maximum rates and fill shall continue as indicated in Table

3.

4.4 Miscellaneous

Based on the specific needs of the project, the following activities may be performed prior

to the hydrostatic test:

4.4.1 Internal Coating

During normal project execution, internal tank coating or liner application shall be

performed after hydrostatic testing, however, if approved by the Owner, internal tank

coating may be applied prior to hydrotest provided that the following activities are

completed:

a. The Contractor has obtained approval in writing from the Owner to perform a hydrotest

on a previously coated tank.

b. The tank Manufacturer has completed alternative testing to the shell portion of the

tank to be coated prior to coating application. Alternative testing shall be in

accordance with that specified in the API STD 650.

c. After the hydrotest has been completed and the tank has been drained and cleaned,

the Manufacturer will conduct a visual inspection to the coated areas to ensure that no

damage has occurred. If any repairs are necessary, they shall be completed prior to

filling the tank with product.

4.4.2 External Painting

During normal project execution, external tank painting shall only be performed after the

hydrostatic testing has been completed. If approved, however, by the Owner, external

tank painting may be applied to the tank prior to hydrotest under the following conditions:

a. The Contractor has obtained approval in writing from the Owner to perform a hydrotest

on a previously painted tank.

b. Only those parts of the tank that are not critical for the identification of leaks or

construction deficiencies may be painted. This includes:

;. the fixed cone roof,

;. the roof structural steel (walkways & platforms),

;. the tank stairs and intermediate platforms,

;. all roof and shell supports,

;. piping attached to the tank that has been previously tested ( i . e . foam piping),

;. top and outer side of pontoons on external floating roofs, provided they have been

pressure-tested for vapour tightness.

c. Testing of the floating roof and the fixed roof is still required and shall be carried out in

accordance with the requirements of the API STD 650.

5 HYDROTEST PROCEDURE

5.1 General

Each tank to be hydrotested shall be filled with water to the lesser of the following levels:

a. The maximum design liquid level.

b. To 50 mm (2 i n . ) above the weld connecting the roof plate or compression ring with

the top angle or shell.

c. To a level lower than specified above when restricted by overflow slots, an internal

floating roof, or other freeboard.

d. To a level of seawater producing a bottom shell hoop stress equal to that produced by

a full-height fresh water test.

The tanks shall be inspected frequently during the filling operation, and any welded joints

above the test-water level shall be examined in accordance with any of the alternative

procedures indicated in API STD 650 for tank shells.

The test shall be conducted before permanent external piping is connected to the tank.

Attachments to the shell located at least 1 m (3 ft) above the water level, and roof

appurtenances may be welded during the filling of the tank. After completion of the hydro­

test, only non-structural small attachments may be welded to the tanks.

Hydrostatic testing shall be performed only when ambient temperatures are above 0°C

(32°F) and/or when the tank foundation is unfrozen. However, under special

circumstances, testing may be performed under ambient temperatures below 0°C (32°F)

or when the tank foundation is frozen or partially frozen provided the following activities

are completed:

a. Contractor has obtained Owner's approval in writing to perform hydrostatic testing

under low temperature conditions.

b. Owner has completed an engineering assessment to determine the feasibility of the

test under low temperature conditions. The engineering assessment will consider all

risks associated with low ambient temperature testing and will investigate the effect of

these conditions in regards to:

);, design metal temperature of the tank;

);, potential for and measures to address freezing water;

);, condition of foundation i . e . frozen or partially frozen

:., potential for uneven tank settlement.

Only if recommended by the engineering assessment, the Owner may authorize the

testing of storage tanks under ambient temperatures below O °C (32 °F)

5.2 Monitoring

The water level shall be monitored by using both a flow meter(s) installed in the water

line(s) to determine the volume passing through and into the tank, and by using a

weighted tape or some other standard float and tape gauging system to be installed on

the manual gauge nozzle.

Temperature shall be monitored by installing temperature indicators on the shell nozzles

designated for thermowell connections. Caution must be exercised to prevent the water

temperature from dropping below 0°C (32°F).

Water level and temperature shall be monitored frequently during the test. Level and

temperature readings shall be taken and recorded at the same time as the settlement

readings are taken. Water temperature shall also be monitored and recorded during the

hold periods.

5.3 Test Procedure

Any new tank constructed for the Owner in accordance with API STD 650 or any existing

tank that has been subject to a major alteration or repair as per the API STD 653, shall be

hydrostatically tested in accordance with the requirements of API STD 650, this

Specification and the Scope of Work developed for the specific hydrostatic test.

Alternative testing shall only be allowed when access to sufficient water is not available.

The Contractor s h a l l , at least two weeks prior to the start of the test, submit the following

data to the Owner's Responsible Engineer for Approval:

a. Testing program including filling/discharge rates, settlement measurement points,

holding times, and proposed schedule.

b. Proposed crew with experience records of key personnel.

c. List of equipment and instruments (i.e. pumps, flow meters, quality control equipment,

gauges, recorders, dead weights etc.)

5.3.1 Settlement

a. The Owner's Responsible Engineer shall coordinate with the Geotechnical Engineer,

the Owner's Representative and the Contractor's Responsible Engineer, all aspects

related to setting up a standard benchmark or a reference benchmark, a schedule,

and criteria to be used to determine the maximum allowable settlement.

b. The Geotechnical Engineer shall provide the maximum expected settlement based on

the soil investigation and/or geotechnical report.

c. The Contractor shall establish and mark the locations for settlement readings as

follows (See Fig. 1 ):

» A permanent benchmark point to be used for test reference. Its elevation and

location shall be recorded in the test report. The permanent benchmark point and

instrumentation or survey equipment that will be used for measuring settlement

shall be located at least 1 Y, times the tank diameter away from the tank

annular plate or the shell and shall be equally spaced around the periphery of the

tank with a maximum separation of 10 m (32 ft). The minimum number of

measurement points shall be as per Table 1 .

d. The Contractor shall measure and record shell settlement elevations and horizontal

movement readings as follows:

completed. Settlement readings shall be taken every 15 minutes for the first two

hours and then every hour thereafter until the end of this hold period.

e. The Contractor shall measure and record internal bottom settlement elevation

readings as follows:

� Before the start of the hydrostatic test

� After the tank has been emptied of test water.

f. The Contractor shall measure and record the maximum and minimum a n n u l a r space

between the shell and the floating roof ( I F R or EFR) as follows:

� Before the start of the hydrostatic test

� At the end of the 24 hour holding period with the water level at the maximum test

height. If possible, the wiper seals should not be installed prior to hydrates! in

order to facilitate access to and inspection of the annular space.

� After the tank has been emptied of test water.

g. The settlement readings shall be presented to the Geotechnical Engineer throughout

the duration of the test for evaluation against the expected settlement indicated in the

Geotechnical Report.

Any differential settlement greater than 13 mm (1.5 in) per 10 m (32 ft) of tank

circumference or a uniform settlement over 50 mm (2 in.) shall be reported to the

Geotechnical Engineer for further review and recommendation. Filling of the tank shall

be stopped until approval to continue testing has been given by the Geotechnical

Engineer and the Owner or Owner's Representative.

Evaluation of foundation problems, determination of acceptable settlement limits, and

criterion for repairs shall be in accordance with API STD 653, Appendix B.

5.3.2 F i lli n g I Emptying

a. Unless otherwise specified by the tank Manufacturer and approved by the Owner, the

maximum fill and discharge rates shall be determined in accordance with Table 3

below.

filling rates shown in Table 3 shall be used.

b. The Contractor shall remove any materials and debris from the tank before and after

the test.

c. The Contractor shall ensure that all nozzles used during the test are properly attached

to the temporary piping that has been installed to transport the test medium into/out of

the tank.

d. The Contractor shall ensure that all nozzles not used during the test are properly

blinded and not connected to external piping.

e. The Contractor shall confirm that all tank accessories that are required during testing

of the tank and the floating roof, are installed and in good working condition.

f. Once all equipmenUinstruments are installed and all the required connections are in

place and after approval has been received from the Owner's Representative to

energize the system, the filling operation can start.

g. During filling operation:

)> The tank Manufacturer shall confirm that there is adequate venting of the tank

prior to filling the tank with water.

;:. The Contractor shall confirm that the floating roof travels freely up and down the

tank and shall inspect the operation of the mechanical shoe, the rollers and seals,

as applicable.

This shall be accomplished by visually inspecting the floating roof and the seals at

each holding point while settlement readings are taken. At each inspection point,

the Contractor shall confirm that the roof is level, the seals are in their proper

position and that there are no seals, wipers, cables or rollers hanging up or

showing clear evidence of malfunctioning.

;:. At each hold point, while settlement readings are taken, the Owner's

Representative and the tank Manufacturer's Representative shall inspect all the

welds on the tank, searching for leaks, excessive deformation or areas with

unusual settlement.

h. Once the holding time at the maximum test height has expired, and after approval

from the Owner's and Manufacturer's Representatives has been received, the

Contractor may initiate tank draining activities and transfer the water to the next tank

to be tested, return it to the source, or dispose of it as appropriate.

i. Unless otherwise specified by the tank Manufacturer and approved by the Owner, the

discharge/transfer rates shall not exceed those indicated in Table 3 for the section of

the tank being drained.

;:. Note: For tanks with an IFR or EFR, when the floating roof is approaching its

landing position, transfer/discharge rates shall be reduced to a maximum of 250

mm/hr (1 O in/hr) or 842 m /hr (5,298 bbl/hr) until the tank is emptied completely.

j. The Contractor shall remove any sediment or debris from the tank after the test and

shall completely wash and dry all the internal surfaces of the tank, including floating

roof legs, columns, internal piping, etc. to prevent damage in the event that the

ambient temperature drops below freezing.

k. Wetted surfaces shall be washed with potable water if non-potable water was used for

the test and shall be completely dried. Hot air drying shall not be used. Confined

Space rules for tank entry based on 29 CFR 1910.14 b) and the Owner's safe work

practices shall apply.

I. The Contractor, as directed by the tank Manufacturer, shall replace and/or prepare all

tank accessories for final service.

m. The Contractor, as directed by the tank Manufacturer or Owner's Representative, shall

remove the blind flanges from all nozzles and manholes, replace the gaskets with new

ones, and install blind flanges on nozzles designated as "spare" in accordance with

the tank drawings. All other nozzles designated for process use shall be left prepared

for bolt up of the external piping.

5.4 Floatation Testing of the Floating Roof

Tanks constructed with either an EFR or an IFR shall be given a floatation test in

accordance with the requirements of the API STD 650, Appendices C or H, respectively.

Unless otherwise directed by the Owner, this test is a mandatory requirement that shall be

completed even if the tank is not hydrotested. In most cases water shall be used as the

test medium, although for some type of IFRs, product can be used instead of water.

Unless the tank is not to be hydrotested, the floatation test shall be performed while the

tank is being filled with water for the hydrostatic test, as follows:

5.4.1 Floatation Test of an EFR

The EFR shall be given a floatation test while the tank is being filled with water. During the

test, the upper side of the roof shall be examined for leaks. The appearance of a wet spot

on the deck shall constitute evidence of leakage.

In order to conduct the test, the Contractor shall fill the tank to a level sufficient for the roof

to float. At this level, the filling operation shall be stopped and the Owner's Field

Representative and the tank Manufacturer's Representative will inspect all the welds on

the roof, searching for leaks, excessive deformation or areas with unusual d a m p i n g .

If any indications of leaks are found, the tank Manufacturer shall identify the problem

areas and repair them accordingly. Once the repair of all areas is finished, visual

inspection shall be carried out to confirm that no more leaks are present. Once confirmed,

testing may commence.

5.4.2 Floatation Test of an IFR

The following internal floating roofs shall be given a floatation test with water:

a. Metallic Pan Type

b. Metallic Open-Top Bulk Headed Type

c. Full-Contact Metallic Pontoon Type

d. Metallic Double-Deck Type, and

e. Hybrid Type.

The following internal floating roofs shall be given a floatation test with water or product, at

the option of the Owner:

a. Non-Full-Contact Metallic Pontoon Type

b. Metallic Sandwich-Panel/Composite Type

During this test, the roof and all accessible compartments shall be checked to confirm that

they are free from leaks. The appearance of a damp spot on the upper side of the part in

contact with the liquid shall be considered evidence of leakage.

During initial fill the IFR shall be checked to confirm that it travels freely to its full height.

The peripheral seal shall be checked for proper operation throughout the entire travel of

the internal floating roof.

In order to conduct the test, the Contractor shall fill the tank to a level sufficient for the roof

to float. At this level, the filling operation shall be stopped and the Owner's Field

Representative and the tank Manufacturer's Representative shall inspect all the welds or

joints in the roof, searching for leaks, excessive deformation or areas with unusual

damping.

If any indications of leaks are found, the Tank Manufacturer shall identify the problem

areas and repair them accordingly. Once the repair of all areas is finished, visual

inspection shall be carried out to confirm that no more leaks are present. Once confirmed,

testing may commence.

5.5 Water Disposal

The tank Manufacturer shall confirm adequate venting of the tank prior to water

discharge.

A back-up pump unit complete with internal suction piping directed to the tank sump,

complete with a dedicated temporary discharge pipeline back to the water source, or a

temporary by-pass arrangement on the main fill line near the water pump, shall be set up

for emergency drain in case of a leak, foundation failure or floating roof malfunction.

5.6 Water Testing and Permits

Unless otherwise specified in the "Project Specific Requirements, the Owner will furnish

all necessary permits for obtaining water and for water disposal and will ensure that the

discharge point meets the conditions required by the appropriate authorities in terms of

regulatory and system capacity limits.

The Contractor shall be responsible for all water analysis and testing. Water testing prior

to removing water from the source shall be completed and a water sample obtained. Prior

to disposal, the water shall be inspected, tested and confirmed contaminant-free.

The Contractor shall obtain approval from the Owner or from the Owner's representative

prior to removing water from the source before hydrotesting and prior to disposal of any

water during or after the test has been completed.

6 DOCUMENTATION

All settlement measurements and hydrates! conditions, including date, source of water,

quality of water, water temperature, test pressure, holding times, maximum test level and

the test results shall be recorded in a formal test report as completed and submitted by

the Contractor within 24 hours of the test or as otherwise specified by the Owner.

The Contractor shall supply copies of the test report in accordance with the project

specific vendor documentation requirements.

The Owner will maintain a copy of the test report on site for future reference, while other

copies will be filed with the project records and document control as necessary.

A hydrostatic test certificate shall also be completed by the tank Manufacturer. An

example of a hydrostatic test certificate is included in Appendix C. This test certificate

shall be part of the test record documentation.
